Commentary of the NKR MFA Press Service

Despite Baku’s ballyhoo in connection with the Turkish NTV film
crew visit to the NKR and the Azerbaijani pressure on the political
leadership of Turkey apropos of this, Turkish journalists keep on
making a request for the NKR authorities to grant them entry visas
to the republic for covering the current events here.

Following the democratic principles and treating with understanding
the journalists’ aspiration to fulfill their professional duty by
getting information from the primary sources, the NKR leadership does
not only raise difficulties, but even support their activity.

The Nagorno Karabakh Republic is open to journalists, irrespective
of the country they represent. The NKR authorities also proceed from
the fact that an objective and detailed presentation of the situation
in the republic to the world will only contribute to the peaceful
settlement of the conflict with Azerbaijan and to the international
recognition of the Nagorno Karabakh Republic.

REGULAR MEETING OF INITIATIVE WORKING GROUP OF PAYMENT SYSTEMS CIS OPENS IN YEREVAN

YEREVAN, September 30. /ARKA/. The two-day meeting of the initiative
working group of payment systems of the CIS has opened in Yerevan.

This was reported on Tuesday in the Service of Public Relations of
the Central Bank of Armenia.

Welcoming the participants of the meeting, deputy chairman of the
Central Bank Vache Gabrielyan said that the activities of payment
and settlement system are important not only for the development of
banks and financial entities, but also the entire economy as a whole.

Deputy Chair of the Central Bank said that the CIS countries have a
similar experience in this area, which might come in handy.

He also highlighted the provision of financial literacy and consumer
protection areas.

During the meeting it is planned to discuss the issues in the
regulation of wholesale payments, based on new technologies,
financial literacy and advocating the rights of consumers in payment
and settlement services.

Representatives of the World Bank as well as the central banks from
Ukraine, Russia, Kyrgyzstan, Tajikistan, Kazakhstan and Armenia are
scheduled to present in the during the two day meeting.

The initiative working group of payment systems of the CIS countries
includes Armenia, Azerbaijan, Belarus, Kazakhstan, Georgia, Uzbekistan
and Turkmenistan.

The main task of the group is to assess and reform of the settlement
and payment systems and securities settlement systems in order to
develop strategies to improve their safety, efficiency and integrity,
as well as the development of further steps.

ArmInfo. Leader of Heritage Party Raffi K. Hovannisian is withdrawing
his resignation.

"Having humbly labored so many years for the international
reaffirmation of the Armenian Genocide, recognition of the Karabagh
Republic, and normalization of relations with our neighbors without any
precondition, I felt betrayed by the actions of this administration
in compromising these fundamental principles and therefore decided
to lay down my parliamentary mandate in protest.

Since that moment, however, I have been urged by compatriots both in
Armenia and in our broad Diaspora to take up the challenge and use
the limited forum that the National Assembly offers to speak in the
name of truth and justice no matter what the odds.

"Hence, in deference to this strong groundswell of support and urgency,
I am withdrawing my resignation and will resume my responsibilities
as a member of the Heritage faction, which for the past two years
has consistently demonstrated its commitment to human rights and
fundamental freedoms, an end to illegal political persecution and
imprisonment, and the dignity, integrity and security of the Republic
of Armenia and the Armenian people worldwide",- Raffi K. Hovannisian
said in his statement sent to ArmInfo, Wednesday.

competitions which kicked off on September 28 in Nanjing, China,
Armenian female chess player Lilit Lazarian made a drew with France’s
Mary Seba. Let’s note that in the 1st round, Lazarian played a drawn
match with Russia’s Baira Kovanova.

After 2 rounds, Lilit Lazarian earned one point, sharing 4th-9th
positions of tournament table with Marta Fiero, Mongontul Batukhiag¸
Yu Venyun, Chen Yan and Baira Kovanova.

After victories in 2 rounds, sole tournament leader Nana Dzangidze
(Georgia) shares 2nd-3rd positions with China’s Zhu Chen and Xu Yuhua,
who have 1.5 points in the reserve.

In the 3rd round, Lilit Lazarian will compete against Xu Yukhua.

Azerbaijani member of parliament proposed to sign ‘road map’ with
Turkey on Sept. 30.

"It is necessary for Azerbaijan to sign ‘road map’ with Ankara before
signing of the protocol on establishment of diplomatic relations
between Turkey and Armenia scheduled for October 10. Turkey must
take obligations on issues that can harm Azerbaijani interests,"
MP, deputy chairman of Azerbaijani pro-governmental ‘Ana Veten’
party Zahid Oruj said.

Final version of the protocol will be signed between Turkish Foreign
Minister Ahmet Davutoglu and his Armenian counterpart Edward Nalbandian
on Oct. 10-11, Turkish Prime Minister Recep Tayyip Erdogan told
media earlier.

Turkey and Armenia reached an agreement to launch ‘internal political
consultations’ concerning signing of ‘Protocol on establishment
of diplomatic relations’ and ‘Protocol on development of bilateral
relations’ during the talks under Switzerland’s mediation, Turkish
foreign ministry said in August.

"Political consultations will complete during six weeks. Afterwards,
two protocols will be signed. Then they will be submitted for approval
of both countries’ parliaments," Turkish foreign ministry said.

Tirkey-Armenia border has been closed since 1993.

Oruj said that opening of Turkish-Armenian border can seriously impact
the processes in the region.

The first deputy speaker Ziyafet Askerov voiced his anxiety concerning
this issue.

"We believe that Turkey will not take any actions contradicting
Azerbaijani interests," he said.

NEW YORK: US Secretary of State Hillary Clinton on Monday hailed
steps taken by Turkey and Armenia to normalize their ties as she
met here with the foreign ministers of both countries. In Ankara,
Turkish officials said Sunday that Turkey and Armenia will sign a
landmark deal to establish diplomatic ties next month in Switzerland
in a bid to end decades of animosity over World War I massacres.

"I want to reiterate our very strong support for the normalization
process that is going on between Armenia and Turkey," Clinton told
reporters as she posed for photographs with Armenian Foreign Minister
Eduard Nalbandian.

Washington supports normalization taking place "without preconditions
and within a reasonable time frame," the chief US diplomat recalled
at the meeting in a New York hotel on the sidelines of the UN General
Assembly.

"We are also very committed to the democratic development of Armenia,"
she added.

"We want to be a partner and a friend in increasing prosperity and
economic development as well. So this is a comprehensive relationship,"
she said.

"We are very focused on the challenge of normalization which Armenia
has demonstrated great commitment to, yet our relationship is much
broader and much deeper in addition to that," she added.

While later receiving Turkish Foreign Minister Ahmet Davutoglu,
Clinton said: "I very much appreciate the strong commitment that the
Turkish government has made to the Armenia normalization process."

In Ankara, a Turkish government official said on the condition of
anonymity that Davutoglu and Nalbandian will meet in the Swiss city
of Zurich on October 10 to ink two protocols.

Long estranged by a bloody history, Turkey and Armenia announced
last month the talks had resulted in two protocols calling for the
establishment of diplomatic ties and re-opening their border.

They also set a timetable for a s ies of steps to improve ties.

Both governments will submit the documents to their respective
parliaments for ratification, a process expected to take considerable
time.

The United States and the European Union, which Turkey is seeking to
join, have both repeatedly urged Ankara to reconcile with Yerevan.

Ties have long been tense as Armenians say up to 1.5 million of their
people were killed in a genocide by Ottoman Turks during World War
I. Turkey rejects the genocide label.

In 1993, Turkey also closed its border with Armenia in a show of
solidarity with close ally Azerbaijan. The move came over Yerevan’s
backing of ethnic Armenian separatists in Azerbaijan’s breakaway
Nagorny Karabakh region.

Turkey’s government has won international praise for efforts to
end its bitter dispute with Armenia and to expand rights for Kurds,
but a fierce battle is brewing at home over the highly charged issues.

According to parliamentary sources, the government will put the two
issues before lawmakers soon after they resume legislative work on
October 6 – five days after Parliament re-opens.

But it will have a tough time winning over opposition parties that
have already raised objections to both projects.

For Prime Minister Recep Tayyip Erdogan, the two issues are of utmost
importance to Turkey’s standing on the international arena, but they
could also cost him politically at home.

The protocols due to be signed with Armenia in October need
parliamentary ratification before they can take effect.

Erdogan’s government has been accused at home of making concessions
that damage Turkey’s interests and of selling out Azerbaijan, a top

Pope Benedict XVI has said he plans to summon a special synod of
bishops to discuss the Middle East in October next year.

He was speaking to Roman Catholic Church leaders from the region at
Castel Gandolfo, his summer residence outside Rome, the Vatican said.

"I will not forget the call for peace you have put in my hands… and
my thought go firstly to the regions of the Middle East", the statement
quoted the pontiff as saying.

"I am using this occasion therefore to announce the summoning of
a synod of bishops for the Middle East which will take place from
October 10 to 24".

The theme of the conference will be "The Catholic Church in the Middle
East: communion and witness", he said.

In January, Louis Sako, the Chaldaean bishop of Kirkuk in Iraq, visited
the pope and asked for a meeting to be called on the situation of
minority Christians in countries including Iraq, Afghanistan and Iran.

Attacks on churches in Iraq in July left four dead and 32 injured.

During a visit to the Holy Land in May, the pope urged Christians not
to flee the region and called for freedom to allow them to practice
their religion.

The Middle East’s Uniate churches (i.e., those in communion with
the Vatican) are those of the Armenian Catholics, Chaldaeans, Coptic
Catholics, Greek Catholics, Maronites and Syriac Catholics.

The apartment building located at 11 Teryan Street, downtown Yerevan
is in a semi-dilapidated state.

Some of the building’s former residents had signed a contract with
Dvin Concern, a construction and design company. Soon afterwards,
Dvin proceeded to tear the place apart. Those residents who didn’t
believe in the promises made by Dvin now live in a building that is
falling down around them.

"Dvin Concern" offers family pennies for prime downtown real estate

"We’re in a hell of a situation. They’ve demolished the neighboring
apartments and we’ve ended up living in the ruins. They busted a
water pipe during the demolition work and we went without water for
days. But what can we do; this is our home. Where can we go?" asked
Tereza Galstyan, a resident. Dvin promised Tereza and her mother a
similar apartment in the high-rise to be built on the site.

"We didn’t accept their conditions from the very beginning. Had we
done so, we would have now found ourselves on the street like our
neighbors. They fooled them by promising that they’d give each of
them 5 kilometers more; so they vacated their apartments," says Tereza.

Dvin Concern offered Tereza U.S. $45,000 for her 60 square meters in
the center of Yerevan. "We couldn’t buy an apartment for that price
in downtown Yerevan. So we told them – either give us an apartment
of equal size or enough money in order to buy an apartment," Tereza
says. This family can be considered one of the lucky few as they
haven’t been forcibly removed like the rest.

We are building "elite" homes for the "elite"

On December 25, 2005, Sedrak Baghdasaryan and his family were forcibly
removed from their apartment by members of the CES (Compulsory
Enforcement Service for Judicial Acts); the Armenian equivalent
of bailiffs.

"The court had handed down a decision to evict not only us but
hundreds of others. But to where? The court wasn’t interested in that
part. In the dead of winter they threw us out on the street with two
young children," Sedrak Baghdasaryan recounts. He will never forget
one of court sessions regarding the evictions when the judge asked
the representative of the Investment Implementation Services office
why the residents hadn’t been offered apartments in the new building
planned for the site. "The IIS official said no such offers had been
made and that they weren’t planning to make such offers since the
buildings going up on the site were ‘elite’ apartment houses for
‘elite’ people," Mr. Baghdasaryan said.

The judge in the case obligated the Baghdasaryan family to accept
$23,249 in compensation for their and 77 square meters of land and
the 55 square meter house on the site. 10% was subtracted from the
compensation amount for land taxes so the family was left with around
$21,000. "We not only lost our home but much of our furnishings and
belongings as well. Some was damaged during the relocation and others
received moisture damage. The biggest blow was that they removed us
from the official property register without telling us. As a result
37 citizens have no permanent registration and thus cannot vote,
receive a pension or assistance, work or attend the local school. With
the stroke of a pen, 37 citizens were turned into derelicts," Sedrak
Baghdasaryan said.

His son Tigran has since grown up but has no passport. Thus, he
may be deprived of the right to get a higher education. "My son has
been accepted at one of the institutes and they wanted to process
his passport. But he has none since we have no permanent address
registration. Now, they may expel him from the institute," says the
concerned father.

"It still remains a mystery why our government treated us in such a
fashion. What was our sin? Perhaps the reason was that we lived in the
center of Yerevan," says Sedrak. He is one of the 14 evicted residents
who have taken his case to the European Court of Human Rights.

Armenian citizens petition European Court and win

In 2007, the government of Armenia was compelled to satisfy
the compensation demands of Gevorg Jgheryan, one of the evicted
residents. He was paid the additional sum of $150,000 out of the state
coffers. Mr. Jgheryan had taken the case to the European Court. The
Armenian government, realizing that the court would find in favor of
the plaintiff, came to an out of court settlement with Mr. Jgheryan.

On another case dealing with an Armenian citizen deprived of their
property rights, the European Court, on June 23, 2009, decided
that Nelli Minasyan and her daughter, Yelena Demirjyan, had indeed
been illegally evicted from their home at 9 Buzand Street during
2004-2005. The mother and daughter, residing in the U.S., hadn’t
agreed to the government’s compensation package. Not being able
to obtain redress in the Armenian courts, the residents took their
complaint to the European Court. According to the Court’s decision,
the Armenian government was granted three months to "settle" the
case to the satisfaction of the plaintiffs in the form of alternative
compensation. The three month deadline has recently expired but the
Armenian government has failed to present any compensation proposals
to the family.

Liza Grigoryan, attorney for Nelli Minasyan, told Hetq that, "If no
settlement is reached, the European Court will decide compensation
amount and obligate the government to pay it." The plaintiffs have
demanded 200,000 Euros as fair compensation in their case. If the
Court finds in their favor, such an amount would be a huge burden
for the government budget given the current economic crisis.

"It is simply absurd for the government to deprive a citizen of their
property in return for a paltry sum and then turn around and grant the
property to a private developer who will make twenty times the profit
in the long-run. The government will only be using taxpayer money
to pay the compensation amount prescribed by the European Court,"
noted attorney Grigoryan

P.S. Nelli Minasyan is the widow of a man killed while fighting
in the Artsakh War. She and her daughter relocated to the United
States many years ago. They held on to the apartment they owned in
Yerevan. Despite the miles of separation, they learnt that their home
had been demolished and their belongings tossed into the street. The
mother and daughter didn’t want to talk about the matter. Their
attorney said the two still harbored ill feelings towards Armenia
and it wasn’t clear if they’d return even after winning the case.

/PanARMENIAN.Net/ Armenian Prime Minister Tigran Sargsyan met with
Mr. Roland Ziller, First Vice-President of KfW Bank (Germany), the
RA government’s information center said.

The Prime Minister thanked the German government and the KfW Bank for
support and responsiveness to Armenia’s needs. Bilateral cooperation
was said to have been quite successful so far. "Years of cooperation
proved that very good results can be achieved," he said.

The parties have stressed the importance of the KfW-supported programs
in Armenia, which seek to develop the domestic mortgage market, local
communities and the energy sector. Tigran Sargsyan indicated that the
Armenian government shares in the Bank’s focus on the welfare-related
problems faced up in the disaster zone.

Mindful of the need for ensuring program continuity, the Prime Minister
wished the Bank every success in its future commitments and assured of
his government’s readiness to promote mutually beneficial cooperation
as much as possible.

Armenian Delegates To Meet With Iranian Armenians

On September 29, an Armenian delegation headed by the Speaker of
the National Assembly, Hovik Abrahamian, will leave for the Islamic
Republic of Iran on a two-day official visit.

In Tehran the Armenian delegation will meet the President of Iran,
Mahmoud Ahmadinejad, the President of the Parliament, Ali Larijani,
Secretary of the Supreme Security Council, Said Jalili.

Members of the delegation will visit the Khomeini Mausoleum, as well
as the Armenian Diocese of Tehran and the "Ararat" sports-cultural
center to meet representatives of the Iranian Armenian community.

The parliamentary delegation headed by Speaker Hovik Abrahamian will
return to Yerevan on September 30.

The delegation comprises Head of the National Assembly Staff Gegham
Gharibjanian, MPs Galust Sahakian and Harutiun Pambukian, the Minister
of Energy and Natural Resources, Co-Chair of the Armenian-Iranian
Intergovernmental Commission Armen Movsisian.
