The U.S. Congressmen are going to discuss a Resolution on Genocide –
mass killings of Armenian population in Turkey in 1915s. The hearing
will launch on March 4, chairman of the Armenian National Committee
of America, Ken Khachikian, told journalists.

According to Ken Khachikian, U.S. House Foreign Affairs Committee
Chairman Howard L. Berman is reported to take a vote on Resolution
252 on Armenian Genocide.

Spokespersons for the U.S. Embassy in Armenia haven’t yet commented
the announcement.

OSCE is productive enough. No OSCE PA sitting passed without Armenian
delegation’s raising national issues, Orinats Yerkir parliamentary
group member Khachik Harutyunyan said.

Suggestions of Armenian delegation were accepted, unlike those of
Azeri delegation, he noted at RA NA briefing, citing the issue on
closed borders, raised by Armenian delegation during autumn session.

Commenting on Larisa Alaverdyan’s non-participation in the oncoming
PACE summit, the MP emphasized, "Even in her absence we’ll be able
to properly present Armenia’s interests."

Orinats Yerkir party was founded in 1997.

After March 12, 2007 parliamentary elections Orinats Yerkir became
part of ruling coalition, being presented in RA NA by 8 members. 3
ministerial positions are occupied by Orinats Yerkir members in
Armenian Government. Party leader Artur Baghdasaryan is currently
the Secretary of RA National Security.

At present the party lists over 100 000 members.

In his Broadway debut, Eric Bogosian portrays a photo editor with
a much-younger girlfriend, played by Alicia Silverstone, in "Time
Stands Still."

Goodbye, Captain Danny Ross. Hello, Richard Ehrlich.

Eric Bogosian has finished his three-year, 60-episode stint on "Law &
Order: Criminal Intent." "Now it’s time to get back to the theater,"
he says.

While Bogosian has appeared in seven off-Broadway productions in
the last 27 years – six of them shows he wrote for himself – he’ll
finally make his Broadway debut in "Time Stands Still." It’s Pulitzer
Prize-winner Donald Margulies’ new drama that opened last week at
the Friedman Theatre.

Bogosian is realistic in why he was cast.

"The boon of doing a regular TV series is that it allows producers
to cast theater people in roles they might not otherwise get. I’m a
character actor," says the 56-year old performer. "We have a strong
base of them in New York, and I can think of at least six other actors
who could do this role. But ‘Law & Order’ put my name before the public
in a way that it hadn’t been before. So now I have this dream job."

The character of Richard Ehrlich is a photo editor of a prestigious
magazine. "We’ve been looking at the work of James Nachtwey," Bogosian
says, citing the famed war photographer.

"He’s been in action taking pictures when the bullets were whizzing
past. Such guys are heroes to me. I’m an Armenian, and I’m still
haunted by the Armenian genocide that took place in 1915 because of
the photographs I’ve seen.

"While many pictures haven’t survived, the ones that have prevent
people from saying such atrocities never happened. Actually, we need
more photojournalists. Who knows what’s happening in the parts of
the world where there aren’t many or any?"

In the play, Richard has been known to hire photojournalists Sarah
Goodwin (Laura Linney) and James Dodd (Brian D’Arcy James). Both were
recently seriously injured while doing their job.

Says Bogosian, "The play never says that they’ve specifically been in
Iraq, only that they’ve been in a ‘war zone.’ James suffered trauma,
but Sarah was gravely wounded, and was in intensive care. So Richard
comes by to see them, and brings with him his new girlfriend named
Mandy (Alicia Silverstone)."

That turns out to be a mistake.

"She’s somewhat younger than I," says Bogosian, "and Sarah thinks that
she’s a lightweight. As it turns out, Mandy actually has tremendous
insight and is a truth-teller. She’ll say what no one else is willing
to say."

That isn’t solely what makes Mandy appealing to Ehrlich. Once he heard
about the couple’s injuries, he thought about the fragility of life.

As a result, he’s gathering his females while he may.

Bogosian’s personal life bears no relationship to Richard’s. He’s
been married to director Jo Bonney for almost 30 years. She directed
him in his off-Broadway plays "Sex, Drugs, Rock & Roll" in 1990 and
"Wake up and Smell the Coffee" in 2000. They have two sons, 22 and 19.

"My kids came to see play the other day," Bogosian says. "They liked
that it didn’t try to tell anyone what to think. And believe me,
they’ve been around theater since they were kids, so they know
what’s good."

This time, Bogosian is directed by Dan Sullivan, who’s staged three
previous Margulies plays. "Actually, I worked with Dan once before,"
he says. "It was on the film ‘The Substance of Fire,’ where I played
an editor there, too. I had loved the play it was based on so much
that I begged to be in the film version."

This time, though, Bogosian didn’t have to beg. But he is heeding
Sullivan’s direction. "I’ve done a lot of solo shows, my own
monologues, but I want to grow as an actor," he says. "So when Dan
tells me to do something, I don’t ask ‘Why?’ but ‘How?’ "

Of course, being a playwright could mean that Bogosian has a suggestion
or two for Margulies. "Well, of course, I’m constantly investigating
the role and asking questions," he says. "But long before we started
rehearsals, I had coffee with Donald and expressed my thoughts on
the play. But any thoughts I’d had were ones he’d already thought of.

"Besides," he says, "I tend to compartmentalize. I have an acting side
and a writing side. When I’m acting, I only use that side of my brain.

I’d definitely go nuts if I had to rewrite the play, too."

VARTANANTZ DAY ACTIVITIES PLANNED FOR THURSDAY, FEB. 11, AT NYC’S ST. VARTAN
CATHEDRAL

Armenia’s UN Ambassador Garen Nazarian will be speak

Participants in this year’s Sts. Vartanantz Day observance at New York’s St.
Vartan Armenian Cathedral will enjoy an evening of inspiring words and music
during the commemoration, which will take place on Thursday, February 11,
2010.

The day’s events have been organized under the auspices of the Eastern
Diocese of the Armenian Church of America, with the participation of the
Knights and Daughters of Vartan Mid-Atlantic Region.

Beginning at 6:00 p.m., a Festal Divine Liturgy will be celebrated in the
St. Vartan Cathedral. The St. Vartan Cathedral Choir, under the direction
of Maestro Khoren Mekanejian, will sing the sacred music.

The Vartanantz activities will continue at 7:30 p.m., with dinner in Haik
and Alice Kavookjian Auditorium of the Diocesan complex. This will be
followed by a program featuring remarks and a special perfor-mance.

His Excellency Ambassador Garen Nazarian, Armenia’s Permanent Representative
to the United Nations, will be the main speaker for the event. Amb.
Nazarian began his assignment as Armenia’s UN representative last summer, as
the latest post in his long and wide-ranging diplomatic career.

The evening will also feature a special musical program by the St. Gregory
the Illuminator Armenian School, of Brooklyn, N.Y.

The donation for the Thursday, February 11, Vartanantz dinner and program is
$30 for adults; $15 for children twelve and under. The Divine Liturgy and

— White House Request a 33% Increase over its FY10 Proposal;
Maintains Foreign Military Financing Parity to Armenia and
Azerbaijan

— Representatives Pallone, Schiff, Eshoo, Speier, and Lowey
Played Key Role in Educating Administration about Vital Need for
Increased Aid to Armenia

WASHINGTON, DC – President Barack Obama’s fiscal year 2011 (FY11)
budget, released earlier today, calls for $40 million in assistance
to Armenia — $10 million more than his FY10 request, but still $1
million less than the total appropriated by Congress last year,
reported the Armenian National Committee of America (ANCA).

The figure, while representing a substantial increase over the
President’s last request, falls just short of the $41 million
actually appropriated last year by Congress, and far short of the
$70 million request that was made last year by the Armenian Caucus
and broadly supported by Armenian American advocacy organizations.

The President’s budget proposes maintaining Foreign Military
Financing (FMF) assistance parity between Armenia and Azerbaijan,
requesting $3.5 million for each country. In past years, the White
House has sought to tilt the military aid balance in support of
Baku, only to have its efforts rejected by Congress, which has
consistently ensured balanced FMF figures for the two nations. The
Administration did not extend the parity principle to International
Military Training, Education, and Training (IMET), instead seeking
to provide twice as much for Azerbaijan ($900,000) than Armenia
($450,000) in this area.

The President requested $22.12 million in assistance to Azerbaijan,
$120,000 more than appropriated by Congress last year. The
President’s overall assistance request for Europe and Eurasia is
$599,164,000, which represents a reduction of $11,818,000 from the
previous year.

"We welcome the decision by the Obama Administration to ask for $10
million more in economic aid to Armenia this year than he did last
year, and also his proposal to maintain parity in a key area of
military aid to Armenia and Azerbaijan," said Aram Hamparian,
Executive Director of the ANCA. "We want to offer our special
thanks to Representatives Frank Pallone, Adam Schiff, Anna Eshoo,
and Jackie Speier – and, of course, Nita Lowey – for their
energetic efforts in sharing with the Administration how increased
aid and support for Armenia advances both U.S. interests and
American values in a strategically important area of the world. We
look forward, as well, to working with all our Congressional
friends in building on these numbers and securing the adoption of
increased aid levels and constructive policy provisions that will
contribute to the strengthening of the U.S.-Armenia relationship
and the search for a fair and lasting peace in the region."

The proposed assistance to Armenia is a significant improvement
over the FY10 request, which called for a 38% cut in aid to
Armenia, a 20% increase in aid to Azerbaijan, and the abandonment
of the longstanding Armenia-Azerbaijan military aid parity
agreement in favor of Baku. The ANCA led the Armenian American
community in expressing its concerns to the Administration last
year, and working with the Congressional Armenian Caucus and
members of the Senate and House Foreign Appropriations Subcommittee
on Foreign operations to increase the figures.

The Foreign Operations Subcommittees of the House and Senate
Appropriation Committees will now review the President’s budget and
each draft their own versions of the FY11 foreign assistance bill.

Mkrtich Sapeyan, head of the Aragatsotn Territorial Division of
Yerkrapah Volunteer Union (YKM) was released from the Hospital of for
Convicts penitentiary institution today morning.

Sapeyan was arrested on October 27, 2008 and was charged with
hooliganism (Article 258, RA Criminal Code).

Sapeyan served a two-and-a-half-year prison sentence which he received
for assaulting a pro-government heckler, Sargis karapetyan, during a
campaign rally held in his town of Talin by Levon Ter-Petrosian, the
main opposition candidate in the February 2008 presidential election.

Brothers Mkrtich and Zhora Sapeyans, their nephew Hayk Gevorkian, were
sentenced to different jail terms after the presiding judge found the
prosecution’s case grounded.
Zhora Sapeyan is still in prison cell.

Political scientist Vafa Guluzade expected nothing more than the
adoption of a coordinated preamble during the Sochi presidential
meeting.

According to Vafa Guluzade, the same statements about coordinated
nonexistent regulations of a nonexistent document were voiced during
the first meeting of the presidents of Azerbaijan, Armenia and Russia
which means nothing has been attained in the past period.

"We need not the preamble but the coordinated basic principles that
are necessary for the final document and completion of the Karabakh
conflict. The basic principles should fix: either Nagorno Karabakh
remains within Azerbaijan, as an autonomy, or we disavow the right
for Nagorno Karabakh", he said.

The trilateral presidential meeting in Sochi has coordinated the
preamble of the document on the resolution of the Karabakh conflict,
Russian FM Lavrov told in Sochi.

According to the political scientist, election of Turk Movlut
Chavushoghlu as the PACE president will not make the resolution
of the Karabakh conflict closer as Turkey and Europe are hampering
the peace process while Russia does not need the completion of the
Karabakh conflict.

"This unsettled conflict is necessary for Russia for the constant
control over the foreign policy of Azerbaijan and Armenia", he said.

Today the hearings of ministerial and agency reports 2009 continued
in the Office of Government. The Prime Minister reiterated the need
for looking at both the achievements and shortfalls, as well as
discussing the priorities for 2010 by stressing the importance of
keeping them under strict ministerial control.

Reports were submitted by the ministers of Territorial Administration,
Culture, Defense, as well as by the heads of State Water Management
Committee, National Security Service, Police and State Committee on
Immovable Property Cadastre by the Government. The heads of said
government agencies referred to the problems and inefficiencies
encountered in the year under review.

In conclusion, the Prime Minister gave a number of assignments for
their solution.

with no statements during his visit to Iran on January 20-21, says the
press-release sent to ArmInfo from Kocharyan’s office. To recall,
Kocharyan visited Iran on the Iranian foreign minister’s invitation.

Over the days of the visit unreliable statements about the details of
Kocharyan’s meetings were published in printed and electronic press
with reference to Tehran Times, particularly, statements allegedly
made by the Armenian second president during his meetings with the
Iranian president and foreign minister, says the press-release. In
fact, in course of the whole visit, which was friendly and unofficial,
as well as in course of the specified meetings, Kocharyan made no
statements; apparently, this is the result of misunderstanding or
