Armenia, Iran To Inaugurate Gas Pipeline Monday

The presidents of Armenia and Iran will inaugurate on Monday the
first Armenian section of a natural gas pipeline connecting their
countries, officials in Yerevan said on Friday.

President Robert Kocharian’s press secretary, Victor Soghomonian,
told RFE/RL that the opening ceremony will take place near the
Armenian border town of Meghri. He said top Iranian officials led by
President Mahmoud Ahmadinejad will attend it along with their
Armenian counterparts.

Energy Minister Armen Movsisian was due to fly to Tehran later on
Friday. A spokeswoman for the Armenian Energy Ministry said he will
prepare for the meeting of the two presidents and discuss `other
details of the pipeline’s opening’ with officials there. Movsisian
already visited the Iranian capital for that purpose last month.

The 40-kilometer stretch of the pipeline running through Armenia’s
southeastern Syunik region was initially due to come on stream by the
end of December. Armenian officials have blamed the delay on bad
weather and unspecified `technical problems.’ However, the Iranian
side insisted in January that the facility is essentially complete
and ready to start pumping Iranian gas.

Media speculation has linked the delay with the Armenian government’s
apparent plans to incorporate the pipeline into the ARG national gas
distribution network, 58 percent of which is owned by Russia’s
state-run Gazprom monopoly. Analysts wonder whether the pipeline
would reduce Armenia’s energy dependence on Russia in these
circumstances. Also, it is not clear if Armenia can make use of
Iranian gas before building the second, much longer section of the
facility.

Soghomonian declined to comment on reports that Kocharian and
Ahmadinejad will sign agreements on new bilateral energy projects in
Meghri. `Everything will become clear on the spot,’ he said.

The two leaders already signed a number of economic agreements during
Kocharian’s visit to Iran last July. One of them envisages
construction of a third transmission line that will connect the power
grids of the two neighboring states.

In 2007 about 1700 people will be granted a status of refugee. In
2006 1449 families (5651 people) were registered as refugees, who
have already got government aid to refugees.

According to the head of the Department of Migration, Refugees and
Settlement Serge Amirkhanyan, this year the program of one-time aid
to refugees will continue.

The department will focus on housing of refugees who still live at
the dormitory of Artsakh State University. Presently 33 families
live there. They were offered to move into the 14 houses built in
Ajapniak, an outskirt of Stepanakert. However, the refugees refuse
to move into the new houses because Ajapniak is outside the city,
they say. Serge Amirkhanyan says the refugees were offered other
options. The department offers to build a house on the land bought or
rented by refugees or provide 7 million dollars to buy an apartment
(this much is provided for the construction of a house).

Serge Amirkhanyan said about 600 families still live in rented
apartments. " The program estimates providing all the refugees with
apartments until 2010.

Of course, with our budget we cannot afford to build houses for
600 families, besides we get no assistance from international
organizations. But we will try to find a way," Serge Amirkhanyan said.

Khaynmar Aron, parliamentarian from Meres party is expected to make
speech about alleged Armenian genocide at the meeting of Israeli
parliament, MP Iosif Shagal told the APA.

He said that the parliamentarian will make speech at the end of the
meeting and his position will not be debated.

Shagal said Meres Party is left party and has only five mandates in
the parliament.

"I met with the party leader Yosi Beyn and parliamentarian Khaynmar
Aron and told them that it is not right to make speech about it now.

I reminded that according to the official Isarel’s position, issue
on Armenian genocide is not discussed in the country," he said.

Shagal said that MPs has the right to make speech on any theme.

"Khaynmar will say that genocide was committed against Armenians
and note that Israel is indifferent to the fact. No discussions
are expected to be held over this. According to the parliament’s
regulation the member of coalition will respond to the opposition
and says that they have heard their position. Health Minister will
answer to Aron’s speech," he said.

Commenting on making analogous speech on March 31 – Day of Azerbaijani
Genocide, Iosif Shagal said that his country does not discuss issues
on genocide.

"The parliament receives new documents about the genocide committed
against Azerbaijanis, and they have not been analyzed yet. As the
head of Israel-Azerbaijan interparliamentary association I will do
my best for these documents to be analyzed. We will have discussions
with Azerbaijani and Israeli specialists and prominent historians
of the world. If we find documents proving the genocide, I will do
my best for the discussion of this issue in Israeli parliament,"
Iosif Shagal said.

Azerbaijan, Baku / Trend , corr S.Agayeva / Zurab Gumberidze, the
Georgian Ambassador to Azerbaijan, stated to a news conference in
Baku on the completion pf his tenure in Azerbaijan that

Georgia has always fulfilled its obligations under the regional and
international projects and will do so under the Baku-Tbilisi-Kars
railway route.

The diplomat assured that the Government of Georgia will never step
back from its obligations and resolve problems linked with the project
timely. He was commenting on statements by Armenians residing in the
territory of Georgia on the Baku-Tbilisi-Kars route.

Generally, the diplomat appraised the level of political and economic
relationships between the two countries. The cooperation in the energy
sector is developing more dynamically, while the level of trade and
economic relationships satisfies both sides, he noted.

The diplomat noted that the amount of goods turnover reached $500mln.

He voiced his confidence that the cooperation between the two
countries will be further developed and deepened. Gumberidze stressed
the necessity for the development of an agreement and legal basis
between Georgia and Azerbaijan.

Gumberidze noted that he had worked in Azerbaijan since the opening
of the embassy. Since 1995 and over the past 9 years he served as an
Ambassador. After completion of his diplomatic tenure Gumberidze will
lead the Georgian Oil and Gas Corporation. His successor is expected
to come in the near future,’ the diplomat stressed.

Gumberidze also thanked Azerbaijani President Ilham Aliyev for awarding
him Order of Fame.

YEREVAN, MARCH 12, NOYAN TAPAN. As RA Foreign Ministry estimates,
the formulation included in the 2006 annual report on human rights
of U.S. State Department, according to which Nagorno Karabakh is
mentioned as an "occupied territory" making part of Azerbaijan, is
the consequence of a mistake. As RA Foreign Minister Vartan Oskanian
informed journalists on March 12, after official opening ceremony
of NATO Information Center, the approaches of U.S. in this issue are
well-known to Armenia, which permits to suppose that this formulation
is the result of a mistake. As Noyan Tapan was informed by RA Foreign
Ministry Acting Spokesperson Vladimir Karapetian, Foreign Minister
V. Oskanian during his meeting with Acting U.S. Ambassador to RA
Anthony Godfrey mentioned the above indicated expression included
in the report of the State Department asking to be attentive in
formulations. Currently the Armenian side is waiting for the American
side’s answer, i.e. correction of the formulation.

in Yerevan in answer to the question on the return of refugees to
the NKR.

To note, Bernard Fassier arrived in Yerevan from Baku.

He held a meeting with RA FM Vardan Oskanyan and NKR President Vardan
Oskanyan.

Fassier’s visit was aimed at informing the Armenian side on the recent
agreements and to consider preparations of the Geneva meeting of the
Armenian and Azeri FMs.

"On the whole, the meetings were efficient. I voice hope that the
upcoming meeting of the two foreign ministers will be constructive,"
said the French Co-Chair.

While speaking of the refugees’ return, Bernard Fassier said, "The
return of refugees is a rather complicated and important issue. The
countries under question must thoroughly prepare for it."

"Roof, sewerage, energy must be provided prior to the return of
refugees. Besides, it is necessary to ensure the refugees’ security. It
is too early to speak of the matter today lest all the conditions
are guaranteed", announced Mr. Fassier.

Fassier highlighted the engagement of Karabakh in the procedure. It
was decided to make the meetings more frequent.

Fassier also represented the stance of the OSCE Minsk group Co-Chairs
on the Karabakh conflict settlement but Arkadi Ghoukasyan didn’t
share it fully.

On March 13, Bernard Fassier will meet with the OSCE Minsk group
Russian and U.S. Co-Chairs to inform them on the results of his
meetings.

Hong Kong bans bottled water brand

Hong Kong’s government has told shops to stop selling a brand of
bottled water US authorities say is contaminated with arsenic.

The health department said US studies had found Jermuk products
contained up to 60 times the international standard for the poisonous
metal.

All Jermuk products, including still and carbonated water, came under
the Hong Kong order, issued after the US Food and Drug Administration
slapped a similar ban on the Armenian brand.

Hong Kong has been plagued by health scares over imported produce,
mainly from China, the former British colony’s principle source of
foodstuff.

Imports of many species of farmed fish, eels and eggs were banned
last year after cancer-causing chemicals were found in some samples.

There have been other recent scares over pork as well as poultry
imports amid concerns over bird flu.

Azerbaijan will need security guarantees from the USA if the latter
decides to punish Iran for ignoring warnings about its nuclear
programme by taking military action, but Azerbaijan will hardly be able
to remain neutral, an Azerbaijani newspaper believes. The Kurds in Iran
might support the USA which would be dangerous to ethnic Azerbaijanis
in Iran, the paper said. If the USA did go ahead and invade, then
Azerbaijan and Turkey should take the Azerbaijani-populated areas in
Iran under their control to prevent ethnic cleansing. The following is
excerpt from the report by Rauf Mirqadirov headlined "They will not
leave us in peace even if we try to preserve ‘neutrality’ in the Iran
crisis", published in Zerkalo newspaper website on 3 March; subheadings
have been inserted editorially:

Iran ignores warnings about its nuclear programme

The deadline set by the UN Security Council for Iran to cease its
nuclear programme expired on 21 February. Iran, naturally, has refused
to carry out this request, so now the problem of its nuclear programme
is being elevated to a higher diplomatic level. Open economic sanctions
by the UN against Iran are now almost inevitable, or at least, the USA
will insist on them. Besides, two US assault carriers are already in
the Persian Gulf. Despite the fact that officials in Washington deny
the likelihood of military action, practically everyone throughout the
world, including our region, and even in Armenia, is waiting, as they
say, in anticipation.

"A US attack on Iran will have very negative consequences for Armenia
which finds itself between the devil and the deep blue sea," Armenia’s
Iran expert Tadevos Charchyan has said in an interview for
PanArmenian.net website. He believes the choice will be a very
difficult one: on the one hand, there are the financial and economic
aspects, and on the other, there is neighbourly and friendly Iran, with
whom Armenia has much in common. Armenia cannot remain neutral because
there is much that links us [Armenia] with the international community.

What Charchyan is really saying is that at the end of the day Armenia
will have to support the sanctions of the international community,
including military sanctions. In other words, he says, Armenian today
must be prepared to abandon "neighbourly and friendly Iran".

Armenia to follow Georgia in supporting USA

We would like to make the point that Georgia has stated officially that
it is prepared to examine the question of the deployment of US radar
stations on its territory. Georgia has made its position basically
clear. Whatever the USA requires is acceptable to Georgia. In other
words, in the event of military action against Iran the USA can count
fully on Georgia’s support.

And, in actual fact, Armenia has no other choice, either. It can no
longer allow itself the luxury of an anti-US position in the event of a
military action against Iran, because its outcome has already been
determined. Anti-Americanism in this event would mean a complete
blockade and Armenia’s isolation for many years.

The problem is that if Russia lets Washington "deal with" Iran, then
Armenia will lose all its importance to Moscow as an outpost, because
the whole of the South Caucasus will automatically come under the
sphere of US interests. Moreover, Armenia is not one of those countries
that is prepared to remain a Russian outpost on "hunger rations". And
nobody, including Armenia, is prepared to be obedient to Russia for
nothing. But the whole problem is that in that case there will be no
reason to pay Armenia.

Azerbaijan cannot "stand aside"

Despite the solemn statements of officials at the highest level,
Azerbaijan will not be able to stand aside in the event of a US
military action against Iran. In the first place, whether we like it or
not, they will not leave us in peace.

The former president of Iran [Akbar] Rafsanjani, whose supporters today
comprise the majority in the Supreme Spiritual Council, recently said
that there are US military bases in Azerbaijan. Essentially, this means
that strategic facilities in Azerbaijan have already been included by
the Tehran regime in the list of targets against which will be liable
to retaliatory strikes in the event of the US military action against
Iran. We cannot defend ourselves and Russia has no intention of doing
so. This means that whether we like it or not, we will still need
certain guarantees of security from the West, and to be precise, the
USA.

Second, we ourselves cannot stand aside, because about 30 million of
the Iranian population are Azerbaijanis, and most of them live in
Southern Azerbaijan [northwestern Iran]. Suffice to recall that the
preservation of "neutrality" in the Iraq crisis cost Turkey dearly.
Moreover, the USA’s "allies", the Kurds, are essentially engaging in
ethnic cleansing in relation to the Iraqi Turkomans (in fact, ethnic
Azerbaijanis), but they have no intention of declaring the creation of
a Kurdish state on the border with Turkey.

One should remember that in both Iran and in Iraq the Kurds, unlike the
Azerbaijanis, are pretty well armed and are fighting against the
government forces. If one assumes that the joint Iraqi-Iranian Kurd
detachments might on this occasion, too, act as allies of the USA, then
we might be facing a new kind of ethnic cleansing.

If events develop in this direction the joint Azerbaijani-Turkish
forces will be left with no other choice than to take the territories
populated by the Azerbaijanis under their control. In the course of
time it was the Azerbaijani president himself who literally a year ago
said there are not 8 million of us in the world, but 50 million.

On March 10 the delegation headed by the Secretary of the Presidential
Council on National Security, RA Defense Minister Serge Sargsyan will
leave for France on an official visit. The delegation will have
meetings with the French Defense Minister Mrs. Michele Alliot-Marie
and Head of General Staff of the French Army. Serge Sargsyan will
visit the Ministry of Defense of France, where he will make a record
in the `Golden Book.’ The Armenian delegation is also expected to
visit the National Military Police School.

On March 13 Serge Sargsyan will meet with world renowned singer
Charles Aznavour. On March 14 the delegation will return to Yerevan.
