15 years of Relationship between Armenian and China

IT IS 15 YEARS SINCE ESTABLISHMENT OF DIPLOMATIC RELATIONS BETWEEN
ARMENIA AND CHINA

YEREVAN, APRIL 7, NOYAN TAPAN. The acting foreign minister of the RA
Vartan Oskanian on April 6 received the Chinese ambassador to Armenia
Tso Syuelian on the occasion of the 15th anniversary of establishment
of diplomatic relations between Armenia and China. During the meeting,
the sides spoke about the achievements of Armenian-Chinese relations
in the past 15 years and discussed issues of mutual interest.

According to a press release of the RA MFA Press and Information
Department, on the occasion of the 15th anniversary of establishment
of diplomatic relations between the two countries, the heads of the
foreign ministries of Armenia and China Vartan Oskanian and Li
Zhaoxing sent congratulatory messages to each other.

Former world champion weightlifter Sergo Chakhoyan has been banned for
life after a second doping offence, the Australian Sports Anti-Doping
Authority (ASADA) announced on Thursday.

ASADA said Chakhoyan had tested positive for the banned stimulant
benzylpiperazine (BZP) during the Commonwealth, Oceania and South
Pacific championships at Melbourne in October 2005.

Chakhoyan, 37, had previously been suspended for two years after
testing positive for the anabolic steroid stanozolol at the 2001
Goodwill Games in Brisbane.

Under world anti-doping rules, a second offence incurs an automatic
life ban.

"This was a case where the athlete took a prohibited substance
immediately prior to or during a competition without any apparent
regard as to whether the substance was prohibited in competition,"
the Court for Arbitration in Sport (CAS) said in a statement released
by ASADA.

"When viewed in the totality of the circumstances and taking into
account the criteria for no fault or negligence the respondent’s
fault or negligence was significant."

Chakhoyan was born in Armenia but moved to Australia in 1997 and
competed for his adopted country at the 2000 and 2004 Olympics. He
won the 85 kilogram world title in 2003.

Chakhoyan is one of four Australian weightlifters to test positive
for benzylpiperazine in the last 18 months, prompting ASADA to launch
an investigation into weightlifting in Australia.

HSBC Bank Armenia Pays AMD 1.9bln Dividends In 2006

HSBC BANK ARMENIA PAYS AMD 1.9BLN DIVIDENDS IN 2006

YEREVAN, April 6. /ARKA/. HSBC Bank Armenia paid AMD 1.9bln (about
5.2mln) dividends in 2006.

Ruzanna Shahinyan, the bank financial director, told journalists on
Thursday that AMD 1.4bln ($3.8mln) of this amount were dividends paid
as a result of the bank’s activity in 2005.

She said the remaining 500 million or $1.3mln is interim amount
for 2006.

Shahinyan said the bank intends to enlarge its profit to $13 to
14mln in 2007. It means 60% of this amount should be targeted for
paying dividends.

In her words, the bank started paying dividends in 1995 and now
dividend payment totaled $21mln.

Tony Turner, general executive director of HSBC Bank Armenia, in
turn, said that dividends payment policy topped the agenda of the
bank shareholders’ session.

"It was decided to pay dividends equal to a half of profit gained
before taxation", he said.

HSBC Bank Armenia was registered on September 25, 1995. 70% of the
bank’s stakes belong to HSBC Holdings plc and 30% to Armenian overseas
investors.

Today the Pastark Club hosted Victor Dallakyan who dwelt on the
upcoming elections and shared his contemplations on the Prosperous
Armenia Party. To remind, Victor Dallakyan runs in constituency 30.

In answer to our question whether Mr. Dallakyan finds the Prosperous
Armenia an oppositional or progovernmental force, Mr. Dallakyan
said, "The Prosperous Armenia" is a newly formed force and only
after elections we shall come to know whether it is oppositional or
progovernmental party."

Mr Dallakyan doesn’t admit the rumors that the PA runs for the
parliament to fabricate the election in favor of the acting
officialdom.

"PA is a new force in the political field; it hasn’t flawed the
elections yet and cannot be responsible for any errors," says Victor
Dallakyan.

Kocharian can’t quit as a reformer

While speaking of the May 12 elections Mr. Dallakyan said that a
perfect and unique opportunity is provided to display political will
power and to hold free and fair elections in Armenia.

"Kocharyan’s chances to be elected are exhausted. He has got a chance
to contribute to fair and free elections and quit as a reformer,"
Victor Dallakyan says.

Armenians must react adequately otherwise we shall counter the scene
of Georgia, i.e., the election frauds can lead to the president’s
resignation.

In Dallakyan’s words, Mr. Kocharyan pays great attention to people’s
opinion, "I don’t think that Mr. Kocharyan wants to quit leaving bad
opinions about his personality."

"In case the elections are fabricated serious pressure will be
exerted in view of the Karabakh conflict settlement." The key to
the Karabakh conflict regulation lies in the provision of free and
fair elections. Kocharyan may also be guided by patriotism," Victor
Dallakyan assumes.

Mr. Dallakyan views Serge Sargsyan’s nomination in the post of the
RA Prime Minister from two angels. "Mr. Sargsyan can make use of the
prime minister’s lingers during the elections. Secondly, on the eve of
elections the oppositional electorate and oppositional forces might
direct their criticism towards the newly-appointed prime minister,
who possesses presidential ambitions," noted Mr. Dallakyan.

YEREVAN, APRIL 5, NOYAN TAPAN. No war will start in Iran in the
nearest time, as all diplomatic abilities have not been exhausted
yet. Professor Ruben Safrastian, Director of Institute of Oriental
Studies of RA National Academy of Sciences, gave assurance at the
April 5 press conference. In his words, Iran’s isolation did not
reach the extent when U.S. could use military force.

R. Safrastian mentioned that Iran has diplomatic practice of many
years, which can play an "excellent role" in neutralization of
American diplomatic efforts. In the scientist’s words, in all cases
we can expect final developments of this process only in late May.

As regards possible influence on the South Caucasus of military blow
of U.S. upon Iran, R. Safrastian mentioned that Iran is an important
factor of stability in the region. However, if the latter concentrates
only on solution of its own problems, to which U.S. force it, no doubt,
this will have a negative consequence on the region. "Iran’s not giving
up its positions proceeds from national interests of Armenia, as Iran
is a serious counterbalance to influence of Turkey and Azerbaijan in
the region."

R. Safrastian did not exclude that if the American-Iranian
contradictions reach their culminating point, Azerbaijan can make
use of the chaotic situation formed in the region and organize armed
attack on Nagorno Karabakh. So, the Armenian side should be ready
for such development of events as well.

Serge Sargsian Is Appointed RA Prime Minister

YEREVAN, APRIL 5, NOYAN TAPAN. RA President Robert Kocharian signed
a decree on April 4 on appointing Serge Sargsian the Prime Minister
of the Republic of Armenia, releasing him from the acting RA Defence
Minister’s duties.

As Noyan Tapan was informed by the RA President’s Press Office, by
the RA President’s another decree of the same day, S. Sargsian was
discharged from the post of the Secretary of the RA National Security
Council attached to President.

Serge Azat Sargsian’s biographic data:

He was born on June 30, 1954, in the city of Stepanakert, Nagorno
Karabakh.

He entered the Yerevan State University in 1971.

He served at the USSR Armed Forces in 1972-1974.

Graduated from the Philological Faculty of the Yerevan State University
in 1979.

Worked as a turner at the Electrotechnical Factory of Yerevan in
1975-1979.

He was the Department Chief of the LCYU Stepanakert Political
Committee, then its Second Secretary, First Secretary, Propaganda and
Agitation Department Chief of the Stepanakert Political Committee
of the Communist Party, the Assistant First Secretary of the NKR
Regional Committee.

He headed the NKR Self-Defence Forces Committee in 1989-1993.

He was elected a deputy of the Supreme Council of Armenia in 1990.

He was the RA Defence Minister in 1993-1995.

He was the RA State Security Department Chief, then National Security
Minister in 1995-1996.

Was the RA Minister of Internal Affairs and National Security in
1996-1999.

Was the RA National security Minister in 1999-1999.

Was the head of the RA President’s staff in 1999-2000.

He has been the Secretary of the RA National Security Council attached
to President since 1999.

He has been the RA Defence Minister since 2000.

Serge Sargsian is the RA "Martakan Khach" (Martial Cross) first level
order-bearer, Artsakh hero, "Voske Artsiv" (Gold Eagle) order-bearer.

Serge Sargsian was awarded the "Tigran Mets" (Tigran the Great) order
in September, 2006, on the occasion of the 15th anniversary of the
RA independence.

He has been a member of the Republican Party of Armenia since 2006.

Was elected the RPA Council Chairman on June 22, 2006.

Married, has two daughters, one grandchild.

Russia plays a great and constructive role in Karabakh conflict
settlement, Vardan Oskanyan, Armenian foreign minister, told a joint
news conference with Sergey Lavrov, foreign minister of Russian
Federation. In his words, the Armenian side gives high credits to
Russia’s readiness to act as a guarantor.

Speaking about the meeting with his Russian counterpart, Oskanyan said
they have discussed issues of bilateral relations. The two discussed
also regional cooperation issues. Lavrov detailed Russia’s disposition
on Kosovo, Iran, OSCE and reforms in NIS.

Lavrov urged Armenia to step up its involvement in EurAsEs.

Denial is the uttermost point of genocide. This is true both for the
Armenian Genocide and the Holocaust.

The legislation must prevent the reality from being faded from memory.

One might say, "The law is not to make history". This is absurd, as
the history is already written down. The fact that the Armenians were
victims of genocide, i.e. of an attempt of systematic eradication of
their nation, was stated by Churchill and Jores. Few people know that
already in 1918 Mustafa Kemal Ataturk had confessed that the Turkish
authorities committed a genocide against the Armenians. Military
tribunals were established, which sentenced to death hundreds of
people. Nothing to say of scientists and historians like Yad Vashem,
Jehuda Bauer, Raul Hilberg and others, for who (except Bernard Lewis)
the Genocide was never dubitable.

Thus, the matter is not about stating the facts. It has been already
done. The matter is about preventing their denial. The matter of
discussion at the US Congress will somewhat mess up those who deny the
Genocide. In France laws exist against defamation and slander. Will
not it be reasonable to have also a law providing for criminal
responsibility from defaming the memory of the genocide victims?

Many agree with this but say that the legislation must not interfere
the discovery of the truth, which is the business of historians. But,
on the contrary, the denial of the Genocide impedes the historians. The
deniers are who are confusing the facts and the traces of history. Did
ever the laws punishing the denial of the Holocaust hinder the
historians?

Those are a law that prevents Le Pain and Golnisch from trespassing
the confines of reason, which limits the statements of Forrison. Those
are laws that let us avoid repetition of the comical court trial of
David Irving. Due to lack of legislation seven years ago the judges
and the reporters were to take the place of historians and try to
spread light on the history.

Moreover those laws helped the historians to avoid the pressure of
the deniers. It would be reasonable if similar laws are applied to
the matter of the Armenian Genocide.

There are sarcastic suggestions to adopt laws also against colonialism
and prophet Mohammed cartoons.

This is another trap. The matter is not about putting everything
in legislation frames. The matter is only about genocides, which
count only 4 or 5 in the world history, including Rwanda, Cambodia
and Darfur.

Therefore, application of such laws can never restrict the freedom
of speech or thought.

Let us be serious. We are no against unofficial opinions, we are
against denial of historical events.

Denial is not simply a specific point of view on Hitler or Turkey
and their victories. Denial is stating that certain things merely
did not happen. Let us not vainly speak of the "Box of Pandora",
unleashing global Inquisition. Punishing anti-Armenian policy of
denial will by no means require revisal of politically correct laws.

There is also opinion that the Holocaust is not to be confused with
the Armenian Genocide and therefore diminished. Here one thing is
certain. The two crimes were committed in different times and in
different ways, and the number of victims is different. Gas chambers
were not invented yet at the time of the Armenian Genocide. If the
Armenian Genocide and the Holocaust are not similar, they at least
have much in common.

The first person to realize this was the renowned Adolf Hitler, who
was rather encouraged than thrilled with the Genocide. The Armenian
Genocide was the first by all means. It was experimental and global and
it was observed as a laboratory by the Nazis. When being involved in
study of literature denying the Armenian Genocide it became quite clear
that it is quite similar with the literature aimed at extermination of
the Jews. The same eloquence, the same arguments, the same explanations
(massacres are just a part of war, nothing more), efforts to change
the roles (in the same manner as Seline claimed that the Jews were
guilty in unleashing the war, Turk deniers claim that Armenians were
in secret alliance with Russia and suffered as they deserved).

One thing can be said to those who play the "war of memories". That
is the position Jan Patozka, and that is the position of the founders
of Israel, who found their fate similar to the fate of the expelled
Armenians. There can be no diversity in the war against denial. Giving
preference to one would mean offence to the other.

The last argument of some is that the truth is strong enough to
defend itself and make the deniers remain silent. No it is not, as
unlike the denial of the Holocaust, the denial policy of the Armenian
Genocide is implemented on governmental level and has the support of
strong statehood.

Imagine, what would do the survivors of the Holocaust in case
Germany denied the history after the war? What would the Jews do if
Germany threatened its partners in case of recognizing the massacre
of men, women and children as genocide? That is the case of the
Armenians. Enmity against them has no match in this world and even
the truth in its nude grace is helpless.

In 1942 Himler created a special troop, "Commando-1005", which was
ordered to exhume the bodies and burn them. Everything was done to
avoid publicity and to conceal the reality.

Ideal crime is the traceless crime, and terminating the traces is part
of the crime itself. Therefore, the deniers of genocides are advocates
of crime, deeming themselves free-minded advocates of criticism. They
are finishing the work of death.

It is necessary to have a law against denial, for, as it was said,
deniel is the uttermost point of genocide.

the European Union if it recognizes the Armenian Genocide." Segolene
Royal, candidate for presidency of French Socialist Party, stated
this in his interview to an Armenian magazine.

According to the Sabah Turkish daily, Royal who according to
sociological surveys, is considered as one of the most probable
candidates for holding the post of the President, declared that Turkey
should register progress in the issue of recognizing its crimes
committed in the past. "I promise in case of winning the elections
to ratify the law determining a criminal liability for denying the
Armenian Genocide," Royal declared promising to give force of law to
the bill adopted by the country’s parliament on October 12, 2006.
