Gov. Schwarzenegger Appoints Three to Fresno County Superior Court

Governor Arnold Schwarzenegger today announced the appointments of Brian M.
Arax, Alvin M. Harrell and Kristi Culver Kapetan to judgeships in the Fresno
County Superior Court.

Arax, 49, of Fresno, has served as an attorney with McCormick, Barstow,
Sheppard, Wayte & Carruth since 1983. He earned a Juris Doctorate degree
from University of Southern California and a Bachelor of Arts degree from
University of California, Santa Barbara. He fills one of the new positions
created by Senate Bill 56. Arax is a Republican.

FUAD MUSAYEV: UEFA CANCELLED AZERBAIJAN – ARMENIA MATCHES ON BILATERAL AGREEMENT

"The matches between Azerbaijan and Armenia squads have been cancelled
which means both parties reached agreement. The presidents of the two
countries might have made a decision in the meeting in St. Petersburg",
former AFFA president Fuad Musayev told APA-Sport.

Musayev thinks if there had been no agreement between the parties,
UEFA Executive Committee wouldn’t have cancelled the matches. Former
AFFA president called the decision a compromise. Nevertheless, he
said the decision doesn’t favor Azeri squad.

The duty of footballers is to play and gain results. I think we could
have beaten Armenian if AFFA and coach staff had a useful plan. But
taking political situation into consideration, it is a good decision",
he said.

The matches between Azerbaijan and Armenia were to take place on June
8 in Baku and four days later in Yerevan.

Fifth Annual Seminar Of Teachers Of French To Be Held In Armenia On

FIFTH ANNUAL SEMINAR OF TEACHERS OF FRENCH TO BE HELD IN ARMENIA ON JUNE 26

YEREVAN, June 25. /ARKA/. The fifth annual seminar of teachers of
French language, "Teaching of French as Foreign Language: Strategy
and Classwork", is to be held at the French University of Armenia on
June 26.

The French Embassy to Armenia reported that about 180 teachers and
lecturers of secondary schools, higher schools and other educational
institutions of Yerevan and Armenian regions are to participate in
the seminar. The most active participants will receive certificates.

The seminar is to be conducted by the Department of intercultural
communications of Sorbonne University Francis Yesh, Director of Center
of French language of Grenoble University Dominique Abris and lecturer
from the University of Tours after Francois Rable and Institute de
Turenne Lambert Teasie.

The seminar is held by the French Embassy to Armenia, Armenian Ministry
of Education and Science, as well as Armenian Alliance Francaise and
Armenian Association of lecturers of French.

Nagorno-Karabakh is not Part of Armenia – CE Secretary General

In an interview with a correspondent of Armenian A1+ the Council of
Europe Secretary General Terry Devis for the next sated his position
on the territorial integrity of Azerbaijan.

`Nagorno-Karabakh is not part of Armenia. I support the territorial
integrity of all the member countries Caspian Cooperation, Armenia,
as well as Azerbaijan. Georgia may be of Armenian origin but that
does not mean to recognize it as part of Armenia,’ he stated.

I mean the fact is that legally Nagorno-Karabakh is seen as an
occupied territory. Legally it is part of Azerbaijan.
Nagorno-Karabakh conflicts should be settled urgently through the
talks

‘I have always promoted the activities of the OSCE Minsk Group.
However, I share those opinions which urge that Minsk Group has been
long in search of resolution to the problem,’ Davis stressed.

With respect to the forthcoming presidential election in
Nagorno-Karabakh the SE Secretary General stated that these elections
will be recognized anywhere else in Europe except in Armenia.

He added that a lot of people in Armenia as well as in Azerbaijan are
very impatient to see the issue settled.

The important role of Armenia All-Armenian Foundation over the 15
years of independence of Armenia cannot be denied. The foundation
enabled implementing a few strategic programs, which might never
have come true without the all-Armenian initiative. Perhaps there
is no need to enumerate examples because these examples are so
important that are known to even those citizens who have never
driven along the highway Goris-Lachin-Stepanakert. However, though
it is painful to say, the range of Armenia all-Armenian Foundation
gradually narrowed. The foundation became an organization where a few
rich people included in the board of trustees figure rather than the
Armenians worldwide. Perhaps my colleague was right when he proposed
reshaping the foundation into a club of rich people because it failed
to involve Armenians worldwide.

Evidence to this is the dynamic of annual telethons of the past
two years.

In 2005 the telethon raised about 7 million dollars. The leadership of
the foundation, namely the CEO Naira Melkumyan, said they did not rely
heavily on big donations to have a truly all-Armenian event. Therefore,
7 million was raised compared with 12 million of 2004. Hence an
effort was made to justify the absolute decline saying that in
all-Armenian terms this number had increased. Next year, however,
in 2006 the telethon raised an unprecedented sum, over 13 million
dollars. However, over half of this 13 million was donations from 4 or
5 benefactors. In other words, the absolute number had grown but in
all-Armenian terms it declined or at least remained the same. Hence,
it became clear that the all-Armenian idea of the foundation does
not develop, and only the mechanism of major donations works.

Consequently, my colleague was right when he proposed reshaping
the foundation into a club of rich people. Not to denigrate the
all-Armenian idea. After all, anyone who sees that the Armenians
counting 7-9 million in the world and possessing immense capital
hardly raise an average annual 10 million dollars will laugh at this
national impotence. In fact, over these years the Armenians worldwide
have not managed to raise half of the money that Kirk Kirkorian alone
donated to Armenia in two years.

In this context, the statement in the annual report of the foundation
that in 2006 the organization funded by the Armenians worldwide
provided furniture of 50 thousand dollars to Karabakh sounds
funny. On hearing this number one feels ashamed rather than proud
because the all-Armenian organization’s furniture to Karabakh costs
as much as the fourth or third car of an average Armenian oligarch’s
motorcade. Meanwhile, there is so much to furnish in Karabakh and so
many Armenians in the world. But is it their fault why they take no
part in the all-Armenian fundraising events?

Or is it the fault of the board of trustees or the executive staff
of the foundation? Perhaps already the patriotic pathos is not
enough to raise money. If people accepted it considering that time
is needed to see the results, now many think it is time to show
what has been done. Meanwhile, what does the foundation display as
results? Two-storey schools in some villages of Armenia and Karabakh,
one or two sports schools, a surgical theater, a rope-way. The range
of activities of the all-Armenian organization was narrowed to the
point that the all-Armenian foundation now repairs parks. And if
it arouses delight among the leadership of the foundation and the
Armenian government, in the Diaspora it causes embarrassment if Armenia
is unable to repair parks on its two-digit economic growth. In this
context, the construction of the North-South highway and the upkeep
of the park across the office of the president would no way go side
by side. And embarrassment arouses doubt. And doubt makes one save
the money because if the rich man gives little from much, an average
Diasporan gives little from little, therefore he prefers to save
instead of throwing money to four winds in the parks of Armenia.

on the Armenian Genocide resolution. This is three times the total
for 2006, when 46 MPs signed the motion by Jeremy Corbyn. It is
also more than double the previous highest total of 63, which was
achieved in 2003, independent French journalist Jean Eckiyan told
the PanARMENIAN.Net corespondent. It is expected that many more will
undersign the document after the June 27 major speech on a report
titled "Darfur and Armenia" in the House of Commons. The new Prime
Minister Gordon Brown, himself a historian, will be challenged on
"Genocide Denial and the UK government’s Ethical Foreign Policy"
at this event.

YEREVAN, JUNE 14, NOYAN TAPAN. The concerts of the drummer and composer
Bobby Sanabria and "Quarteto Ache" group will take place in the club
"Astral" in Yerevan on June 14 and in the complex "Kaskad" on June
15 within the framework of the program "American Jazz in Armenia",
organized on the initiative of the US Embassy in the republic
of Armenia. The American musicians will present the jazz music of
African-Cuban style which has Cuban origins and was formed in New York
in 1940s. On the invitation of the "Quarteto Ache" Armen Donelian,
the American-Armenian pianist, will also take part in the concerts.

At the June 14 press conference B. Sanabria declared that though this
is the first time they are having concerts in Armenia, they are sure
that the Armenians will like Latin-American jazz. "Currently jazz
is spread all over the world. It includes elements of the cultures
of different nations, that is why almost everybody likes it," the
American musician expressed. B. Sanabria also mentioned that he has
numerous Armenian friends in New York and is acquainted with Armenian
culture to some extent.

According to Armen Donelian, though he was born in the USA, he
was brought up in the Armenian spirit. "Since my childhood I have
listened to Armenian music, that is why there are Armenian tones in
my works. Besides, I perform works of the Armenian composers during
my solo concerts," the American-Armenian musician mentioned. In his
words, he has cooperated with the jazz singer Tatevik Hovhannisian for
many years whom he considers to be the "daughter of the Armenian jazz."

of Gabala radar station in Azerbaijan as a constructive step forward.

"As you know, the implication was before the G8 that Russia was

we don’t look at this as gamesmanship; we look at this as trying to

Deputy Head of RA Police, Lieutenant-General Hovhannes Varyan is
dismissed by RA President’s decree. As Radio "Liberty" reports,
the petition of Head of Police, Colonel- General Haik Haroutyunyan
has become the basis for the decree. According to the Radio data,
resignation of the General is connected with his serious disagreements
with Head of RA Police. To recall, Hovhannes Varyan "became famous
for successful dispersal" of meetings of the opposition using special
means in spring, 2004.
