ISTANBUL (A.A) -"History should be tackled by historians. Politicians
cannot re-write the history," Union of Chambers & Commodity Exchanges
of Turkey (TOBB) Chairman Rifat Hisarciklioglu said on Friday as
regards to a draft resolution submitted to the US Congress in relation
with Armenian allegations on 1915 incidents.

Speaking to A.A correspondent, Hisarciklioglu said he met four members
of the congress while he was in the States.

"I told them that approval of the draft resolution in question would
harm Turkish-US relations seriously and this would have a negative
impact on Turkey’s relations with its neighbours. I also suggested
that the matter be investigated by Turkish and Armenian historians,"
Hisarciklioglu said.

Hisarciklioglu said that TOBB established ‘Ankara Forum’ in 2005 to
enable business community to contribute to Middle East peace process.

He said Israeli Manufacturers’ Union and Palestinian Chamber of Trade,
Industry & Agriculture convened in Ankara, thanks to the initiative
of TOBB.

"Thus a tri-partite forum was established which was called Ankara
Forum. The Forum asked TOBB to carry out a study to revive Erez
Industry Zone in Gaza, and works started on a project envisaging to
provide job opportunities to 10,000 people. However, the political
developments in Gaza delayed the project. Israeli President Shimon
Perez and Palestinian National Administration Chairman Mahmud Abbas
asked Ankara Forum to initiate a similar study in the West Bank.

Convening on September 4th, 2007, Ankara Forum has decided to establish
an industrial zone in the West Bank."

Ashraf Jafarov, captured in June when crossing the Karabakh border, to
Azerbaijan.

As reported by the NKR state commission on war prisoners and missing,
the NKR leadership is hopeful that Baku will release two Armenians
kept in Azeri custody for long time.

APA reports that the procedure took place at the contact line in the
environs of Gervend settlement at Khachinchay river.

Ashraf Jafarov, 22, native of Garachuhur settlement of Suranhali
region of Azerbaijan, was captured by NKR soldiers on 30 June 2007.

Viswanathan "Vishy" Anand defeated Russian native Alexander Grischuk
in a 50-move Ruy-Lopez anti-Marshall attack and leads at the World
Chess Championship Mexico-2007 after the 7th round.

After half of the 14-round event, Anand leads (5.0 points); Boris
Gelfand (Israel) is 2nd (4.5); world champion Vladimir Kramnik
(Russia) is 3rd (4.0); Alexander Grischuk (Russia) is 4th (3.5); Levon
Aronian (Armenia) and Peter Leko (Hungary) share 5th (3).

Meanwhile, Peter Svidler and Alexander Morozevich, both from Russia
have two and a half points each.

The 7th round openings were as follows: Morozevich-Leko was a 60-move
Scotch that ended in a hard-fought draw; Svidler-Aronian was a short
Ruy-Lopez exchange draw, while the Kramnik-Gelfand game was 40-move
Anti-Moscow slav draw.

The 8th-round pairings for Friday afternoon’s games will face
Svidler-Kramnik, Aronian-Morozevich, Gelfand-Anand and Leko-Grischuk.

The Gelfand-Anand game will be very exciting since both chess players
are ahead of the rest of the players in this event.

In this championship each player has two hours each to make their
first forty moves and additional one hour four the next 20 moves when
it is necessary.

This is the first official World Chess Championship played in Mexico
with International Chess Federation (FIDE) rules, and is being played
at the Sheraton hotel at Mexico City’s Historic Center.

attack on Iran, RF Foreign Minister Sergei Lavrov said.

"I think we should not forget about the agreement supposing development
of dialogue with Iran, including settlement of the nuclear file
problems, trade and economic issues and security," Mr Lavrov said,
RIA Novosti reports.

Lately, some U.S. media circulated information that the Bush
administration is planning an attack on Iran.

Bombings may start next spring or summer.

"Dashnaktsutyun does not have foes but it does not mean that someone
may inflict external pressure on Armenia through thoughtless actions,"
said the deputy speaker of the Armenian parliament Vahan Hovanisyan
in answering a question on the initiative of the Heritage Party. The
Heritage Party had proposed a bill on the recognition of NKR to
the parliament. Vahan Hovanisyan said the Heritage Party is a new
organization, has no traditions, and has appeared in the focus of
attention of international organizations which use this party as a
lever for pressuring on Armenia. Vahan Hovanisyan gave the example
of Georgia and Ukraine. "Armenia is pressure resistant," he said.

Raffi Hovanisyan has never been a member of Dashnaktsutyun. Even his
father, the noted Armenian activist Richard Hovannisian who had an
invaluable contribution to the recognition of the Armenian Genocide,
has never been a member of Dashnaktsutyun. Therefore, there is no
reason to believe the ARF Dashnaktsutyun and Raffi Hovannisian have
close ties.

Vahan Hovanisyan added that the ARF has had one political consultation
with the Heritage Party but he does not know what will be done later.

elected President of Nagorno Karabakh. We got a lot of interesting
information. The first contact was a success," OSCE Minsk Group
Russian Co-chair, Ambassador Yuri Merzlyakov told a news conference
in Yerevan today.

"Yerevan meetings with President Kocharian and Foreign Minister
Oskanian also produced effect. We suppose that our trip to Baku will
give impetus to the process and the meetings with the Azeri leadership
will be also efficient," the Russian diplomat said.

For his part, French Ambassador Bernard Fassier said the possibility
of a presidential meeting may appear after meetings in Baku. The
forthcoming presidential elections in both states cannot suspend the
negotiation process. The Presidents can meet if there is a necessity,"
Mr Fassier said.

On results of a visit of OSCE Minsk Group co-chairs no agreement was
reached on a bilateral meeting of the Armenian and the Azerbaijani
presidents, Armenian Foreign Minister Vardan Oskanyan told reporters
today.

A REGNUM correspondent quotes Oskanyan as saying that the meetings
with the co-chairs were very effective, however, a number of
uncoordinated issues is still on the agenda, and the MG co-chairs
discussed prospects of settling them during the pause in the talks. At
a meeting with Armenian President Robert Kocharyan they mostly talked
of the uncoordinated issues, and the president expressed his point of
view upon them; now the co-chairs are in Baku, where most probably they
will listen to the point of view of Azerbaijani President Ilham Aliyev.

The Armenian foreign minister noted that if the co-chairs see that
Aliyev and Kocharyan’s position have something in common on the
mentioned issues, "they will start settling further optimal steps." It
is necessary to wait for the results of the meeting in Baku, and after
that it will be clear at what level the meetings will be held – on
the level of foreign ministers or presidents, he said adding that,
probably, the co-chairs would decide to act in some other way or
limit themselves to regional visits.

"Nothing is to be ruled out; it will be a decision taken by the
co-chairs," Oskanyan concluded.

Today the accounting session of the month’s activities of the
Millennium Challenge program in Armenia took place. Advisory committee
member Ashot Voskanyan presented their 2006-2007 accomplishments,
as well as the foundation’s regulations and activities. According
to Voskanyan, it is important that the purchasing activities of the
foundation be open and transparent.

At the meeting, several issues were discussed, including road repair
and the quality of irrigation water.

" We believe our work and responsibilities have been completely
successfully," Voskanyan announced. With the conclusion of the
committee session, the solving of other questions and issues will be
passed on to the newly-elected committee.

MTS Company Acquires "Vivacell’s" Shares

"VivaCell" is like an 18 year-old beautiful lady, attracting many
fiancйs who want to get acquainted with her. However, it turns out
that the beautiful and god-looking lady doesn’t want to marry.

Especially, considering that she is rich and has many plans for
future."

Touching upon the rumors on the possible sale of "Viva Cell", the
Company’s Executive Director R. Yarikyan made such a statement in a
press-conference on July 12. No more than 2 month after this statement
"Viva Cell" was sold. 80 per cent of the company’s shares were acquired
by the Russian MTS company which is quite well-known in the mobile
telecommunication market.

As announced in yesterday’s press conference, the transaction
costs Ð~B 310 million, of which Ð~B 260 million will be paid to the
company’s owner immediately; as to the remaining 50 million, it will
be paid within the coming 3 years in case "K-Telecom" company meets
the established indices of income and profitableness. MTS will give
"K-Telecom" a loan in the amount of Ð~B 140 million with the purpose
of paying off the current debts and funding the investment programs.

The participants of the transaction have agreed upon the sale of the
remaining 20 per cent of the company’s shares.

According to the agreement, the owner of the remaining shares has
the right to sell them, and MTS has the right to acquire them. It was
agreed that the price will be determined based on the evaluation of
an international independent bank.

According to LEONID MALAMED, the Company’s Director, this achievement
is in full compliance with the MTS strategy, which is directed at
the using the potentials of the speedily growing markets of the
CIS countries.

"Armenia is becoming the sixth country where MTS operates. We are
happy that we have the opportunity to enter this attractive market
due to the cooperation with the leading operator."

L. Malamed believes that MTS Company’s experience will promote the
further development of the mobile telecommunication market. Although
MTS operates with its own brand, the new owner has no intention
to change the brand of "Viva Cell". The issue will be discussed
in future, and a decision will be made considering the factor of
appropriateness. Especially, in such conditions that "Viva Cell"
is a well-known name in Armenia.

With regard to the further tariff policy, MTS has no plans to make
changes in it, at least till the end of the current year.

"’Viva Cell’ has its own tariff plan, and we have no intention to
intervene in the process of its realization. We will have a minimum
participation here till the end of the year."

The new owner expressed willingness to maintain the company’s staff,
especially because it has managed to ensure quite positive results in
a short period of time. Within the period of its short-term activity
(1045 days) in the sphere of mobile communication, "Viva Cell"
has attracted 66 per cent of Armenia’s mobile communication market,
ensuring around 1 million subscribers.

Simultaneously, the company’s entrance into the market has seriously
contributed to the development of mobile telecommunication.

It greatly influenced the service prices, which sharply decreased as
a result of effective competition opportunities. On the other hand,
the mobile communication network acquired a more extensive coverage.

Taking advantage of "ArmenTel’s" failure, the company included
many regions of Armenia in the sphere of mobile communication,
ensuring conditions for the speedy increase of its subscribers. It
is not accidental that within a six-month period of its activity,
it attracted almost half of the market.

With "VivaCell’s" appearance, the situation in the market changed,
both in terms of developing competitive relations and extending the
communication network and increasing its quality. Today, the company’s
mobile communication services cover 98.5 per cent of the territory
of Armenia.

Touching upon the question whether the existence of two Russian
companies in the sphere of mobile communication network will not
have a negative impact on the market and whether it will not lead to
the implementation of their coordinated policy, the MTS Chairman
recommended the participant to follow their activity in other
countries. He finds that wherever the rules of economic competition
are available, no such problems emerge.

Having sold 80 per cent of "VivaCell’s" shares, the Lebanese
businessmen from the family of Fatoush are planning to continue
their investment activities in a different sphere. In particular,
there are plans both in the sphere of mine industry and construction,
according Pier Fatoush. The Fatoush family will in the near future
declare of its intention of implementing an extensive program. Within
the frameworks of that program, the investments will exceed the sum
of 1 billion US Dollars.
