Congresswoman Harman secretly opposes the Armenian Genocide Bill

Community activist and civic leader Azniv Goenjian recently traveled to
Washington, DC with the Armenian National Committee of America `
Western Region (ANCA-WR) to confront her Congresswoman, Jane Harman
(D-CA-36), for secretly opposing the Armenian Genocide Resolution, H.
Res. 106, while publicly presenting herself as a supporter of this
human right legislation.

"Mrs. Goenjian stands out as a principled and devoted citizen who
demonstrated, once again, by traveling across the country to confront
her Congresswoman’s retreat on this core human rights issue, that she
has the courage of her convictions," stated ANCA-WR Executive Director
Andrew Kzirian. `In sharing her profound disappointment with
Congresswoman Harman, she gave voice to the concerns of all Armenian
Americans from the 36th District and served as a role model for other
activists from across America,’ he added.

While a cosponsor of H. Res. 106, Congresswoman Harman sent a private
letter to the Chairman of the Foreign Affairs Committee on October 3,
2007 opposing passage of the resolution, citing strategic concerns that
came to light after she visited Turkey. Only after a flood of local
phone calls from activists who expressed outrage after learning
independently about the Member’s actions did the Congresswoman post the
letter on her website, claiming that she had never intended for her
opposition to be secretive. Upon learning of her Representative’s
actions, Goenjian traveled to Washington, DC as part of the ANCA’s
"Advocacy Days" during the week of October 22, 2007.

Accompanied by ANCA Government Affairs Director Kate Nahapetian, Esq.
and ANCA-WR Executive Director Andrew Kzirian, Esq., Goenjian met with
the Congresswoman. During the meeting, Goenjian expressed serious
concern over the Congresswoman’s opposition to the resolution, noting
that it is always the right time to condemn genocide. Goenjian,
Nahapetian and Kzirian strongly urged the Congresswoman to reconsider
her position and noted that similar resolutions pertaining to the
Jewish Holocaust, the Ukrainian Famine-Genocide, the Cambodian
Genocide, the Rwandan Genocide, the Comfort Women under Japanese
oppression and today’s genocide in Darfur had all passed in the House,
despite the fact that many faced opposition from foreign governments.

Goenjian also presented the Congresswoman with her son’s California
public school textbook, which includes substantial material on the
Armenian Genocide.

"By going to Washington for two days of face-to-face meetings with our
elected officials I was able to make a real difference,’ stated
Goenjian. `Each of us can and must do something to raise awareness of
the Armenian Genocide and to press for the adoption of H.Res.106.
Interacting with our Members of Congress ` both at home and in our
nation’s capital ` is our Constitutional right and our moral obligation
to demand that our government live up to America’s highest ideals,’ she
remarked.

participated today in a ceremony of putting into operation the newly
built power center of the state-run Yerevan Medical University.

The center, the first of its kind in Armenia and the entire region,
is equipped with state-of-the-art equipment of the famous U.S.-based
Caterpillar company.

The center applies the so-called co-generation method and has the
capacity of generating 4 megawatt/hour electricity a day. It has also
the license of the Public Services Regulatory Commission to sell it.

The co-generation method allows to receive concomitantly 4.6 megawatt
of thermal power which will be used to heat the University and its
clinic in winter months.

President Kocharian praised the work saying this system can be applied
in other establishments as well because both the equipment and the
method are very effective.

Kocharian also visited the new administrative premises of the
University for a closed-door meeting of its scientific council. The
University has now 5,000 students.

NEW BRITAIN-"What is your definition of anti-Semitism and can you
provide examples of criticisms of Israel that are anti-Semitic?"

On the face of it, it seemed like an odd question for Dr. Jay Bergman,
a history professor at Central Connecticut State University (CCSU)
to be asking of his colleague Dr. Sadanand Nanjundiah, a professor
of physics who primarily teaches the introductory courses in physics,
quantum mechanics and mathematical physics at the state-funded school
located in New Britain.

But Bergman wasn’t discussing anything Nanjundiah had done in the
classroom. Instead, his question came in response to a long e-mail
Nanjundiah had sent to the CCSU faculty criticizing the inclusion
of an Anti-Defamation League staff member on the short list for the
position of Chief Diversity Officer at CCSU.

"It is very troubling to read that one of the candidates for the
Executive Assistant to the President/Chief Diversity Officer position
at CCSU is identified as ‘currently the Assistant Director for the
A World of Difference Institute of the Anti-Defamation League in
Hamden, CT," wrote Nanjundiah, referring to Deborah Colucci, who
in her current position helps to oversee a program within the ADL
that provides anti-bias training to schools, campuses, workplaces,
and communities. Colucci is one of three candidates for the CCSU
position selected from among more than 150 applicants to visit the
campus for an open forum, to which all faculty were welcome to come.

In an e-mail sent via the university’s list serve to the entire
faculty, Nanjundiah "reminded all of the recent history of the ADL."

"(The ADL’s) focus has become one of defending Israel’s ‘pristine’
image, come what may, and anyone (not even excluding ex-President
Carter, Nobel Peace Prize winner and renowned for his humanitarian
work) who dares to criticize the government of Israel for its harsh
(apartheid-like) treatment of Palestinians in illegally occupied
Palestine. Most recently, the ADL has engineered the cancellation of
talks by well known scholars like Prof. Tony Judt of NYU, Profs. Walt
and Mearsheimer (authors of the book "Israel Lobby") at various
institutions merely because they were critical of Israel’s policies
towards the Palestinians or because they maintained that the actions
of the Lobby were inimical to the interests of the U.S…The ADL’s
method…is simple: label anyone who dares criticize Israel or the
influence of its Lobby in determining U.S. policies in the Middle
East to be ‘anti-Semitic,’ thereby squelching legitimate debate on
Israel’s oppression of Palestinians and of the Lobby’s influence in
determining U.S. foreign policy."

And don’t think the long arm of the ADL stops there, Nanjundiah
continued.

In case you didn’t know, he wrote, "The ADL has also been involved
in pressuring Congress not to pass a resolution that recognizes the
Armenian genocide so as not to jeopardize the ties between Israel and
Turkey." Finally, as if for good measure, he added links to several
web articles that "expose some of the actions of the ADL."

In light of all that, wrote Nanjundiah, "…it would be utterly
incongruous to consider anyone who comes from ADL for the position of
‘diversity officer’."

Old habits

Not that this was the first time CCSU faculty had been briefed on
the subject of Israel from their colleague. Nanjundiah, who received
a degree in aeronautical engineering from the Indian Institute of
Technology in Bombay and a PhD in physics from the University of
Connecticut, has a well-known penchant for sharing his unflattering
views of Israel and its supporters with other faculty via the school’s
list-serv.

Likewise, he frequently speaks out on the subject online. For example,
responding to what he called a "ludicrous article in defense of Israel"
that appeared on the Media Monitors Network website in Oct. 2004,
Nanjundiah wrote, "The reality is that Israel has been cleansing
all of Palestine of its indigenous population, which is the real
genocide in this region. But for die-hard Zionists, Israel can never
do any wrong and any criticism or negative characterization of its
belligerence or oppression is immediately called "anti-Semitic."

But while several of Nanjundiah’s colleagues have responded with
criticism to his list-serv missives, most, including CCSU President
Jack Miller, have preferred to sit quietly by and allow him the
freedom to present his point of view.

Until now.

This time, Nanjundiah’s e-mail hit a nerve among those who saw it as
a witch hunt of sorts.

"Substitute ‘Communist Party’ for the ADL and you are back to the
blacklisting and suspicions of the 1950s," wrote Paul Petterson, a
political science professor. "If the organization a candidate worked
for raises questions in your mind, go and speak with them directly
at the interview process about your concerns. Treat them as we all
should be treated n as individuals, with respect."

Serafin Mendez-Mendez, a communications professor, announced his
intention to evaluate all three candidates on their own merits. He also
took aim at the anti-Semitic tone he detected in Nanjundiah’s note.

"I despite the potential anti-Semitic subtexts that I am seeing
here lately," he wrote. "The unfair targeting of ‘anything Jewish’
is making me every bit as angry as the Polydong cartoon," he wrote,
referring to a recent offensive cartoon in the school’s newspaper.

Bergman hammered Nanjundiah on his statement that the ADL "labels"
those who criticize Israel as anti-Semitic.

"If you are going to criticize people and institutions for misusing
the term, you really should indicate instances, hypothetical or
real, in which the term is used correctly. Or is it your view that
anti-Semitism doesn’t exist, and that it doesn’t exist because the
term itself is meaningless?" he wrote.

Bergman was not surprised that Nanjundiah did not answer his query.

"I’ve asked him the same question before and he has never given me
the courtesy of a response," Bergman told the Ledger.

This time around, however, Bergman was pleased to hear from President
Miller.

"It is wrong n indeed, grossly unfair n to label "Colucci’s candidacy
as "inappropriate" because she works for a particular organization,"
responded Miller in a list-serv e-mail to faculty. "Her education,
training, and background make her a highly qualified candidate for
the position."

"Prof. Nanjundiah’s commentary, without even the professionalism and
courtesy of posing questions to the candidate and allowing her to
respond, is not what we should expect from a colleague."

As the Ledger went to press, a decision on the selection of CCSU’s
chief diversity officer had still not been announced.

Fired Judge’s Replacement Sworn In

President Robert Kocharian has completed the controversial replacement
of the judge behind one of the most sensational court rulings in
Armenia’s history by another jurist.

Pargev Ohanian, a district court judge in Yerevan, was dismissed by
Kocharian on October 16 in a move widely linked with his surprise
acquittal of two businessmen locked in a bitter dispute with the
Armenian government. The owner and a top executive of the Royal Armenia
coffee company had been arrested in October 2005 and charged with
fraud after publicly accusing senior customs officials of corruption.

The July 16 ruling was apparently the first court defeat ever suffered
by the National Security Service (NSS), the Armenian successor to
the Soviet KGB which handled the criminal case. The acquittal was
followed by the launch of disciplinary action against Ohanian by the
government’s Judicial Department.

The department alleged that Ohanian broke Armenian law while
adjudicating two dozen other court cases. The Council of Justice, a
presidentially appointed body overseeing the Armenian judiciary, backed
the allegations and asked Kocharian to fire the judge. Its members
deny any connection between the move and the Royal Armenia affair.

Kocharian signed a decree last week appointing Arshak Petrosian,
a lawyer nominated by the Council of Justice, in Ohanian’s place.

Petrosian took an oath of allegiance to Armenia’s constitution and
laws in Kocharian’s presence on Wednesday. The ceremony held in the
presidential palace in Yerevan was also attended by the chairman of
Court of Cassation, the country’s highest body of criminal justice.

Petrosian pledged to be "impartial and principled, fair and humane."

Also sworn in was another newly appointed judge, Arsen Babayan.

Incidentally, Babayan is married to the head of Kocharian’s press
service, Hasmik Petrosian.

Russian Gas Supplies To Armenia Up 23% In Nine Months

Armenian imports of Russian natural gas grew 22.9% in the first
nine months of the year to 1.392 billion cubic meters, a source at
Armrosgazprom told Interfax.

Natural gas sales totaled 1.237 billion cubic meters in the period,
up 21.8% from the same period last year. That included 303.8 million
cubic meters sold in the energy sector (unchanged year-on-year),
355.29 million cubic meters for the public (compared with 255.14
million cubic meters in the same period last year), and 293.61 million
cubic meters for industry (234.3 million cubic meters).

Armenian-Russian company Armrosgazprom is the monopoly gas supplier
in Armenia. Gazprom (RTS: GAZP) owns 57.59%, the Armenian government
owns 34.7%, and Itera (RTS: ITER) owns 7.71%.

Armenia has been paying $110 per 1,000 cubic meters of Russian gas
since the start of 2006.

vegetable oil, bread and flour in October 2007 on December 2006
contributed to the overall rise of 4.3% in consumer prices. Without
the price changes of the indicated foodstuffs, the index of consumer
prices would have made 98.7% in the indicated petriod instead of the
registered index of 103%.

According to the RA National Statistical Service, the inflation
tendency, which was registered in the Armenian consumer market in
September 2007, continued in October, with the overall two-month
inflation making 3.8%.

Consumer prices grew by 3.1% in October on September, including a 5.6%
growth in food commodities (including alcoholic drinks and cigarettes),
and a 0.7% growth in non-food commodities. A 0.1% growth of tariffs
was registered in the service sector.

The tendency of increasing bread, flour, butter and vegetable oil
prices continued in the country. The inodicated products make up 13.91%
of the consumer basket. Their overall inflation of 13.5% contributed to
a 1.7% overall inflation of consumer prices in October 2007. Without
price changes in the indicated foodstuffs, the index of consumer
prices would have made 1.4% in Armenia in October on September 2007.

The average monthly growth of consumer prices made 0.3% in
January-October 2007, exceeding by 0.05% the respective index in the
same period of last year (0.25%).

The consumer price index made 105.7% in October 2007 on the same month
of 2006, including the index of food commodities (including alcoholic
drinks and cigarettes) – 109.2%, of non-food commodities – 99%, of
service tariffs – 103.2%. The indices in January-October 2007 on the
same months of 2006 made 103.9%, 105.2%, 99% and 104.4% respectively.

ANKARA: Recent Developments May Escalate Into "Regional War"

RECENT DEVELOPMENTS MAY ESCALATE INTO "REGIONAL WAR"

Those who know about the delicate and fragile structure of Turkey’s
immediate surroundings must be aware of what the current situation
means. Except for the occupation of Iraq, we have not encountered a
situation so grave as to threaten a transformation of the destiny of
our region. Those who insist on "changing the map of the Middle East"
and those who want to guarantee the current map and borders are on
the verge of an open war. Now we all know that those who are intent
on changing the map do not exempt Turkey from this process. We also
see that those who oppose breakups of nations are acting – virtually
being driven – to join forces.

If worst fears come true, the PKK [Kurdistan Workers’ Party] attacks,
the political agenda of terrorists and the forces behind them, the
battle Turkey is waging against terrorism, and its efforts to prepare
for regional uncertainty may abruptly start a regional war. This is
a truly serious concern. Contrary to what is commonly thought, the
potential crisis may spread across the region so easily and quickly
that even those who have been trying everything they can to change
the map for years may be shocked. Indeed, much blood may be shed and
massacres may occur on these lands.

Those who view events in only one dimension, those who treat the PKK as
only a terrorist organization, those who confine the potential scale
of the conflict to the bounds of combating terrorism, and those who
take as an article of faith that ties between Turkey and the United
States and Israel are unbreakable may also experience the same shock.

Yes, Afghanistan has been occupied, Iraq has been occupied, ethnic
and sectarian strifes have occurred, Israel has attacked Lebanon,
and the United States and Israel continue to threaten Syria and Iran.

However, the Middle East is undergoing a deep fracture that may
encompass Turkey. The transformation of this fracture into battlefronts
across the region might be much easier and faster than anyone thinks.

Everyone must realize that the opportunity to decide the future of
the region with peace and consensus is about to be lost. We are on
the threshold of a period that will cause ruination to Turks, Kurds,
Arabs, and Iranians and that will give the United States, Israel,
and their allies a chance to redesign the region to their tastes.

We need to be prudent. Turks, Kurds, Arabs, Iranians need prudence.

It will be disaster for all of us if we do not rid ourselves of all
of our prejudices and hostilities and do something for this region.

Turkish mothers as well as Kurdish mothers will cry. Outsiders
will build their schemes on these tears, on blood and anguish. If
we continue this way we can have Turkish-Kurdish wars, Arab-Kurdish
wars, and even Turkish-Iranian wars. If we continue this way, every
difference will turn – will be turned – into bloody conflicts.

For the first time, Turkey is acting resolutely against the threats
aimed at itself. The current posture may be limited to the PKK,
but the perception behind it appears to sense the more comprehensive
threat in all of its dimensions. Till now, Ankara appeared to believe
all the documents placed before it for the purpose of postponement
or distraction. Now it no longer takes such shows of insincerity
seriously. It is not just Turkey. All the parties to the crisis appear
to be preparing for a final reckoning and a final outcome.

Take a look at the United States. It has used every excuse to deceive
Turkey. It always told Turkey "not to enter the region under any
circumstances." Now, it is proposing a "joint operation." Supposedly,
it will participate in an operation aimed at a force it armed and
Israel trained. On the one hand, it supplies intelligence to the
PKK and the northern Iraqi administration and it arms them against
Turkey. On the other, it offers a partnership. Who will believe them?

Take a look at Barzani. He declared that "the PKK is not a terrorist
organization." He said: "We will fight against Turkey." Now, he is
asking the PKK to keep quiet and not to use Iraqi territory. He is
issuing statements. Who will believe him?

Take a look at Talabani. Soon after he declared that he "convinced
the PKK," there were bloody attacks [in Turkey]. A few days ago,
he said that "the PKK will declare a ceasefire." His remarks were
refuted that same day. He once said: "We will not hand over even a
cat to Turkey." Now, he is proposing to "hand over the PKK leaders."

He says that they "do not have the power to oppose the PKK," but at
the same time issues threatening statements against Turkey. In the
meantime, his son Kubat Talabani has threatened that "all of Turkey’s
cities would go up in flames." Who would believe any of these?

Take a look at the Baghdad administration – the Baghdad government that
has no power or will to do anything. It declared that it will shut
down the PKK offices [in Iraq]. These offices were closed earlier on
another occasion. It demanded that the PKK leave Iraqi territory. Does
it expect the PKK to heed these calls?

However, pressure has produced results. Just look at how much they
changed their positions in one week! We can all see the contradictions,
the uncertainty, and the anxiety.

Now take a look at regional developments. Russian military sources
told the Kremlin: "Turkey has asked Iran for military support in
northern Iraq." These circles attribute Iranian President Mahmud
Ahmadinezhad’s decision to cut his visit to Armenia short to this
development, although resignations in Tehran were publicly cited as
the reason for this decision. At the same time, Syria has ordered
its army to be prepared for war. The Damascus administration believes
that Israel will launch an attack before the Feast of the Sacrifice.

Israeli Prime Minister Ehud Olmert has declared that Iran has crossed
its red lines on its path to becoming a nuclear power. Reports
across the world suggest that Turkey, which already has some military
operations under way in the region, will launch a sweeping campaign
in a few days.

For now, Turkey is engaged in military operations. Powers in the region
continue to provide full support to the forces that oppose Turkey. US
commanders continue to make observations along the [Turkish-Iraqi]
border.

I read all these developments as very serious steps that may lead to
a regional war – a war that would embroil Turkey and Syria. Balances
may change so quickly that friends may abruptly become enemies, and
adversaries turn into allies. This war may also abruptly turn into a
campaign against Iran. We hope that we do not reach that point. We
hope that a basis for compromise can be found among the parties to
the crisis. Otherwise, if this war starts, it can never be brought
to an end.

Dashnaktsutiun Offers Its Own Version Of Amendments Of Electoral Cod

YEREVAN, OCTOBER 26, NOYAN TAPAN. Dashnaktsutiun is against
the draft of amendments of the Electoral Code circulating in the
National Assembly, since it has its own approches with regard to this
issue. This statement was made by Hrayr Karapetian, the Chairman of the
ARF Dashnaktsutiun faction during the parliamentary briefing held on
October 26. In his words, the ARF Dashnaktsutiun considers as primary
the decrease in the number of the representatives of the judicial
system in electoral commissions. And for the purpose of excluding
dual ballots, the party offers to affix a seal to the passport of the
elector after he/she has voted and to fix the lists of the citizens,
who have taken part in the ballot, on the outer wall of the polling
station after the elections, so that people become assured that no
one has voted instead of them.

Hrayr Karapetian mentioned that Dashnaktsutiun discusses the suggested
amendments with other political forces, including extraparliamentary
ones.

According to him, the National Unity, the National Self-Determination
Union, the National Democratic Union, and the Armenian Ramkavar
Azatakan parties have already responded to the suggestions of the
ARF Dashnaktsutiun.

Correcting decades of negligence, the U.S. House wisely voted to

The Uninvited Ombudsman notes however that:

Helpless in their attempts to cut off funding and strand American
troops battling radical Islamist murderers and jihadis in Iraq,
Democrats have crafted an extremely clever plan to outrage the Turkish
government, and get them to refuse U.S. access to their land, sea and
air bases. By some estimates, 70% of all U.S. support to Iraq goes
through Turkey. Lamestream reports failed to mention this angle in
covering the 90-year-old terminology debate.

In other news, a new study by Dave Kopel and co-authors has found
that disarmament of the Armenians by the Turks lead to the massive
slaughters, and those Armenians who retained arms were able to resist
the attacks.

Today the Iranian president Mahmud Ahmadinejad left Armenia, canceling
his address to the National Assembly and visit to the memorial to the
Genocide victims and the Blue Mosque. The Iranian media are making
different suppositions. One of them is that the visit of the Iranian
president to the museum of the genocide might cause unrest among the
Turkish-speaking community of Iran. The Iranian embassy to Armenia is
said to have received a number of letters from his country’s citizens
demanding that Ahmadinejad cancel his visit to the memorial.

Other sources state Mahmud Ahmadinejad’s early departure was caused
by some problems in Iran. Namely, on the eve of Ahmadinejad’s visit
to Armenia the secretary of the Iranian Security Council Larijani had
resigned, who negotiated with the EU representative Xavier Solana
on the "nuclear program". Larijani’s resignation caused a surge of
criticism in Iran.
