ARMENIA AGAINST AZERBAIJAN’S OLYMPIC AMBITIONS

During the 30th session of BSEC member-states, Azerbaijan’s initiative
to hold the 2016 Summer Olympic Games in Baku was supported with 8
votes ‘pro’ and 1 vote ‘contra’.
The only country to vote against the initiative was Armenia. The
Armenian delegation explained its position by the notion that Olympic
games cannot be held in a country, involved in a conflict.

"Armenia has all the precedents to become a political and cultural
centre, of course after the NKR problem solution," said Sargis
Asatryan, the president of Armenian Youth party.

S. Asatryan said that the problems in Chechnya and North Caucasus are
solved; the only bloody target remains Arcakh. "The issue of Arcakh
is the only problem which obstructs this region to develop. But it
will be salved for the Arcakh population. I think that till 2015-16
this problem will be closed," said he.

CHERKIZOVSKY MARKET EXPLOSION CASE HANDED OVER TO MOSCOW CITY COURT

The case on the explosion in the Cherkizovsky outdoor market in August
2006 has been sent to Moscow City Court.
"This criminal case has been sent to Moscow City Court to open a
trial," Moscow City Court spokeswoman Anna Usachyova told Interfax-AVN.
The case hearing is expected to be held with participation of the jury,
as requested by some of the defendants at a preliminary hearing.
There are eight people on the dock: Sergei Klimuk, Dmitry Fedoseyenkov,
Nikolai Kachalov, Nikita Senyukov, Nikolai Korolyov, Oleg Kostarev,
Valery Zhukovtsev and Ilya Tikhomirov.
The defendants are being charged with terrorism, establishing and being
involved in a criminal conspiracy, illegal storage and acquisition of
weapons, ammunition and explosives and illegal manufacture of weapons
and explosives.
According to investigators, in spring 2006 the defendants carried out
eight explosions, including the one in the Cherkizovsky market. The
first crime was committed on April 22, 2006, when the Fortune Teller
Liliana’s Center was exploded. Also, the defendants are being charged
with explosions outside a students dormitory, at a mosque in Moscow
region, and at the Russky Vestnik newspaper’s office.
Some of the defendants are facing charges of the murder of Armenian
student Vigen Abramyants in 2006.
The explosion in the Cherkizovsky market occurred on August 21, 2006.
As a result, 13 people, including two children, were killed and 47
people with wounds of various degrees of severity asked for medical
help.

As an expression of good will the authorities of the Nagorno Karabakh
Republic conveyed the 29-year-old resident of Mir-Bashir region of
Azerbaijan Anar Aliyev to the Azeri side.
Mediamax was told from the NKR State Commission on Prisoners of War
and Missing Persons that the transfer of the Azeri citizen took place
at 14:35 in the direction of Aghdam of the contact line between the
Armed Forces of Nagorno Karabakh and Azerbaijan, near the village
of Bash-Karvend with the assistance of the representative of the
International Committee of the Red Cross (ICRC).
Anar Aliyev had been detained by the NKR Defense Army on August 2,
2007 when crossing to the Karabakhi side in the direction of Martakert.
Representatives of the ICRC Stepanakert Office were allowed to visit
Anar Aliyev without any obstacle. During the stay in Karabakh Aliyev
maintained written communication with his relatives in Azerbaijan.
Simultaneously, the Azeri side has released Valeri Suleymanyan,
a resident of Marttuni city, who had been captivated in April, 2007.

MOSCOW, DECEMBER 12, NOYAN TAPAN. Representatives of the Russian
Ministry of Internal Affairs have arrested a person suspected
of committing an attempt upon Armenian parliament deputy Tigran
Arzakantsian’s life. As the RIA Novosti agency reports referring to
a source in the law enforcement bodies, as a result of investigation
measures an unemployed citizen having previous conviction was detained
for a crime committed with mercenary motives.
The accessory to the crime is being searched for at present. Nothing
is reported about the identity of the detained person and the other
details of the operation in the interests of the investigation.
It should be mentioned that T. Arzakantsian was injured on September 26
at the Metropol Moscow casino. Two non-identified persons attacked him,
one of them stabbed him with a knife, the other injured with fire-arms.

/PanARMENIAN.Net/ A U.S. State Department spokesman, Gonzalo Gallegos,
said Monday the U.S. will back the plan drawn up by special UN envoy
Martti Ahtisaari giving Kosovo independence under international
supervision.
The United States will move forward with a UN plan granting Kosovo
independence from Serbia after the two sides were unable to reach an
agreement about the status of the breakaway province.
"We continue to believe that implementation of the Ahtisaari plan will
promote stability in the region and enable both Serbia and Kosovo to
move forward on the Euro-Atlantic path," Gallegos said.
The deadline for negotiations between Serbia and Kosovo’s ethnic
majority Albanian leadership expired on Monday without a deal, meaning
the United States and European Union could proceed with the Ahtisaari
plan. Russia, Serbia’s traditional ally, has threatened to block the
plan on the Security Council.
"Over the next few weeks the United States will work closely with our
international partners to resolve this issue. The people of Kosovo and
the region urgently need clarity about their future," Gallegos said,

Nagorno Karabakh intends to make certain changes in birth and multiple
children national program. Narine Azatyan, minister of social security,
informed that starting from next year 3rd and 4th children will be
encouraged in the families. In case of the birth of the 3rd child in
a family, the state intends to provide 500,000 drams to the parents
and deposit another 500,000 drams in a bank. In case of the 4th child,
the state plans to provide 700,000 drams.
ARMENIAN STUDENTS TO PARTICIPATE IN "IMAGINECUP" CONTEST FOR FIRST TIME
YEREVAN, DECEMBER 8, NOYAN TAPAN. Armenian students will participate
for the first time in "ImagineCup" international contest held by
Microsoft, with the final stage of the contest to take place in Paris
in July 2008, NT correspondent was informed by Grigor Barseghian, the
director of Microsoft RA company – Microsoft’s Armenian subsidiary.
This annual contest has been held since 2003.
According to G. Barseghian, the use of information technologies in
education is the subject of "ImagineCup 2007", while the subject of the
2008 contest is related to environmental protection. The teams, which
must be composed of up to 4 students and a lecturer, may already
register at or the website of the same name in .ru
domain. The contest has nominations on software solutions, photos and
videofilms. The prize fund for the international finals is 200 thousand
dollars.
G. Barseghian said that the teams to reach the final stage, which will
be held in Armenia in late May or early June 2008, will receive prizes,
while the best team will take part in the international finals in
Paris. Armenian teams may also participate in the contest by sending
their works to the website, and the travel expenses of the teams to
reach the international finals in this way will be financed by
Microsoft. By the way, Synopsys Armenia and some other companies of the
IT sector have expressed their intention to contribute to the prize
fund of the Armenian finals.
In the words of Miscrosoft RA’s director, ideas proposed by student
teams during the contest may become a commercial product. It is
possible that either the teams will form companies for further
development of these ideas, or these ideas and products created on
their basis will be purchased by other companies. "On the other hand,
the participation in "ImagineCup" will demonstrate our youth’s
potential in the IT sector. It will encourage investments in the
educational system," he added.
G. Barseghian said that the Enterprise Incubator Foundation and the
USAID Competitive Armenian Private Sector (CAPS) Program will assist
Microsoft RA in the organization of Armenian teams’ participation in
the contest.

WHO CUTS FIR TREES….
Fir trees trade started in Yerevan streets. Though there are no
natural fir trees, but last years’ experience showed that the holiday
mood has negative results on our forests.
Ruben Petrosyan, the forest head of `ArmWood’ state non trade
organization said that Armenian forests are to be under strict control
from December 10. `Not a single pine tree will be cut from `ArmWood’
forests,’ he said.
According to the Nature Protection Ministry, the order of the
supervision and protection of the forests will be ready from December
10. Note that every year one can hear many promises, orders for
protecting Armenian forests, but still the pine trees are sold in the
streets.
