TURKEY CONFIRMED ARMENIA’S LOSS

Commenting on the two Armenian-Turkish protocols, the former NKR
foreign minister Arman Melikyan stated on September 2 he has heard
different comments from the government camp, from the HAK and the
ARF Dashnaktsutyun but in fact he has not found any comment there.

Arman Melikyan says if the point is about the Armenian and Turkish
border, the border is already drown. And if there is a functioning
agreement, what is the need for additional agreements. He says a
new agreement should be signed only in case the agreement of Kars is
repealed to launch new Armenian and Turkish negotiations. According
to Melikyan, these two agreements solve two different problems. It
could be a joint document, in other words, establishment of diplomatic
relations is to be seen in the context of mutual relations.

According to him, the document on the establishment of diplomatic
relations gives rise to a number of questions, including the one on
the recognition of the Armenian and Turkish border. Arman Melikyan
says there is a nuance that the agreement of Kars is multilateral, as
other countries, in particular, Georgia, Russia, and Azerbaijan also
participated in it. According to Arman Melikyan, Turkey, with the help
of the protocol on diplomatic relations, solves the important issues
of the agreement of Kars, without referring back to the agreement of
Kars. According to Melikyan, through the Armenian-Turkish protocols
Turkey confirms Armenia’s losses and does it with the help of Armenia.

"In other words, if the point is the Armenian and Turkish border,
Armenia confirms the existence of the Armenian and Turkish border and
does not touch upon the question of Nakhijevan, enabling Turkey to
tell Azerbaijan that they defend their interests," says Arman Melikyan.

In answer to the question what impact the Armenian and Turkish
relations will have on life in Armenia, Arman Melikyan answers that
the society has to start thinking. "I think it is high time that the
public start thinking about building their future themselves. We need
knowledge, patriotism and self-denial for it. We have all this and
I am sure this helped us to win the war. But this phase of relative
peace, when someone became rich and others became poor and the public
grew immoral, is a very dangerous phase," says Arman Melikyan.

ARMENIAN /TURKISH PROTOCOLS: TURKEY’S PRECONDITIONS VIOLATE THE
PRINCIPLES OF INTERNATIONAL LAW

On Monday, 31st August, Armenia and Turkey, under the aegis of the
Swiss diplomacy, announced that they agreed to start internal
political consultations in order to sign and swiftly ratify two
protocols aiming at normalising their relations.

According to the joint press release, the two parties claim that
they will complete the consultations on the `protocol on the
establishment of diplomatic relations’ and on the `protocol on the
development of bilateral relations’ in six weeks, further to which
they pretend to quickly reach a ratification `in line with their
constitutional and legal procedures’. These documents were made
public

A close examination of the protocols (attached herein [4]) clearly
reveals that the purview of these documents ` historically
unprecedented between the two neighbouring states ` goes far beyond
the mere `normalisation’ and border-opening issues being discussed
between Armenia and Turkey over many years. These protocols embrace,
in a fundamental way, the full scope of unresolved issues between
Turkey and the Armenian people worldwide, including those involving
the legitimate rights of the European Armenian communities. Through
the protocols, and mobilizing immense resources of international
pressure, Turkey has indeed imposed its preconditions, which Armenia
had categorically rejected so far.

The European Armenian Federation considers these protocols a
dangerous retreat from Armenia’s time-honoured policy of welcoming
normalisation of relations with Turkey, but without any
pre-conditions. The Turkish government’s pre-conditions violate the
core principles of international law as they involve acceptance by
Armenia of the terms and conditions of old and illegitimate treaties
long pre-dating the existence of independent Armenia.

They involve the abandonment by Armenia of all efforts toward the
international recognition of the Armenian Genocide. They also involve
complete capitulation by Armenia to Azerbaijan’s terms in the
Karabagh negotiations, as re-iterated by Minister Davutoglu on the
very day, i.e. September 1st, of the announcement of the protocols.
Furthermore, the tri-lateral announcement fails to recognize the fact
that the people of Nagorno Karabagh and the communities of the
Armenian Diaspora ` therefore the European Armenians ` are
legitimate parties to any `political consultations’ involving
these issues.

`Turkey should not be permitted to abuse these bilateral
negotiations `packaging away’ its historic national liabilities in
border-opening agreements with Armenia, its economically vulnerable
neighbour. The international community must reject Turkey’s most
recent practice of imposing its policy of denial of the Armenian
genocide through such biased bilateral deals. And the Swiss government
should be more vigilant in its assessment of the moral implications of
its mediation initiative given Turkey’s questionable record in all
these issues,’ stated Hilda Tchoboian the chairperson of the
European Armenian Federation.

ARMENIA AND TURKEY AGREED

The Republic of Armenia and the Republic of Turkey have agreed to
start their internal political consultations on the two protocols –
the "Protocol on the establishment of diplomatic relations" and the
"Protocol on the development of bilateral relations" – which have
been initiated in the course of their efforts under Swiss mediation.

The two Protocols provide for a framework for the normalization of
their bilateral relations within a reasonable timeframe. The political
consultations will be completed within six weeks, following which
the two Protocols will be signed and submitted to the respective
Parliaments for the ratification on each side. Both sides will make
their best efforts for the timely progression of the ratification in
line with their constitutional and legal procedures.

The normalization of bilateral relations will contribute to the
regional peace and stability. The Republic of Armenia and the Republic
of Turkey are committed are pursuing their joint efforts with the
assistance of Switzerland.

According To Arpi Vardanian, Judgement Of California Court Of Appeal

ACCORDING TO ARPI VARDANIAN, JUDGEMENT OF CALIFORNIA COURT OF APPEAL IS LOSS OF ALL NATIONS

YEREVAN, AUGUST 31, NOYAN TAPAN. The judgement of the California Court
of Appeal is the loss of all nations of the world. Director of AAA
Armenian and NKR offices Arpi Vardanian expressed such an opinion at
a press conference on August 28.

To recap, according to the law adopted by California State Parliament
in 2000, the heirs of the 1915 Genocide victims can sue the insurance
companies till 2010 and get a compensation. A German company had also
been sued.

However the latter applied to the court demanding to recognize that
law as an anti-constitutional one. The protest was dismissed, then
it was appealed in the Court of Appeal and a judgement was issued in
favor of the German company this year on August 20.

According to A. Vardanian, with such refutations and denials the
nations of the world are in danger. According to her, that decision
will hamper the process of prevention of both Armenian and other
genocides.

A. Vardanian noted that AAA applied to U.S. President Barack Obama’s
administration to get some explanations.

WB Supports Improvement of Rural Road Network in Armenia

Washington. OREANDA-NEWS . On August 27, 2009 The World Banks Board of
Executive Directors approved a credit of US 36.6 million equivalent of
additional financing for the Lifeline Road Improvement Project
(LRIP-AF) for Armenia. This project will assist the Government of
Armenia in its on-going efforts to drastically improve accessibility
of the countrys main road network for the rural population and to
create employment. It will also help Armenia mitigate the impacts of
the global economic crisis on the countrys economy and the well-being
of its population, reported the press-centre of WB. The additional
financing will further scale-up activities under the on-going original
project to improve the condition of 140 km of roads. Over the years,
insufficient investment in the rehabilitation and maintenance of
lifeline roads has made the overall road quality poor, and left some
roads difficult to use and others completely impassable. The poor
conditions and inadequacy of the lifeline roads connecting rural
communities to the main highways affects many aspects of rural life
and means that business opportunities are lost, its harder for kids to
get to school, and more difficult for people to get urgent medical
attention when they need it.

For example, the inability to bring crops to market in time has
resulted in losses of 40 percent or more, and in some communities up
to 80 percent. The rehabilitation of the road network will therefore
help farmers and small businesses in rural areas bring their products
to market more easily and at a lower cost, reducing the external shock
of the crisis.

Rehabilitation of additional lifeline roads would also create
temporary jobs in rural areas which have been hard hit by the crisis,
and improve access to basic social services, said Asad Alam, World
Bank Regional Director for South Caucasus Countries.

While this immediate impact is critical, the project will also improve
market connectivity for rural areas and build upon ongoing efforts to
strengthen the basis for growth and competitiveness.

The direct and indirect job creation impact of the project is
estimated at about 10,000 person months of employment, added Satoshi
Ishihara, Head of the World Bank team designing the project. The
implementation of the civil works will commence in late September and
be completed by the end of the next construction season. This will
provide an economic stimulus to rural communities, and ensure benefits
from improved roads.

The LRIP-AF has two main components. First, it will support
rehabilitation of approximately 140 km of the lifeline roads, located
in seven regions. In addition, a technical assistance component will
help the Armenian Government to modernize and increase the efficiency
of how they design their roads, and to support a road safety audit
manual as well as a safe village pilot that could be scaled up to
improve safety standards in other areas. This project is part of the
overall World Bank Group Country Partnership Strategy (CPS) for
2009-2012 which was approved in early June. The IBRD Flexible Loan has
25 years of maturity with 10 years grace period. Since joining the
World Bank in 1992 and IDA in 1993, commitments to Armenia total
approximately US1, 313, 6 million.

In accordance with the Prime Minister’s decision, the meeting
approved the statutes and the composition of the Council featuring 10
representatives from the executive and the legislature, as well as 11
representatives from civil society, with the latter being represented
in all program management units, subject to the principle of prevailing
participation. Any proceeding of the Council will be attended by
representatives from core international donors involved in Armenia.

The first question of the agenda concerned the short-term program
for the period 2010-2011. The meeting proposed that the Government’s
anti-crisis action plan and the priority areas under the program of
sustained development and the European Neighborhood Policy Action Plan
should be taken as a basis for the design of a short-term program for
2010-2011. It is supposed to provide a framework for social-economic
planning of line programs and the development of State budget laws. As
an addendum to the sustained development program, it will summarize the
anti-crisis policies to lay the groundwork for medium-term expenditures
and the State budget.

The Short-Term Program is seen as a chiefly strategic paper. The
Program will be developed and implemented under the Sustained
development program management system which implies broad participation
and strict reporting. Civil society and donor organizations are
expected to back this process as much as possible.

The session also discussed and endorsed the terms of reference and
the composition of the working group on coordination of recurrent
activities under the program. The working group will have the main
task of ensuring effective coordination and monitoring of program
activities. The working group will comprise 9 representatives from
the executive and some 10 representatives from civil society and will
be chaired by the deputy minister of economy.

The meeting also discussed the possibility of including representatives
from the civil interaction network of interdepartmental bodies.

The Council took note of the proposed scheme for enhancing efficiency
and adhering to a unified policy while monitoring and assessing the
Program of Sustained Development and the European Neighborhood Policy
Action Plan. In conclusion, the session heard the Sustained Human
Development Association NGO’s report on the causes and the ways out
of the global financial and economic crisis, which has already been
presented to the General Assembly of the United Nations.

"Now it is not the time to speak about Nakhijevan. You cannot
negotiate on the one hand on Artsakh conflict, on the issue of nation
self-determination, and on the other hand on the returning of the
historical lands and invalidating the points in the Russian-Turkish
treaty (1921) concerning Armenia",-said Argam Ayvazyan, a public
speaker and a literary man, in the press conference.

As to Argam Ayvazyan, such experiments usually fail. As an example he
introduced the Nakhijevan issue discussions in 1998 on the initiative
of the former president of RA Robert Kocharyan and Vardan Oskanyan,
the former Minister of Foreign Affairs. According to him, "the result
was the destruction of the Armenian memorials in Nakhijevan, ruining
of the Armenian culture".

"We should lead a reasonable policy not harming the issue solution",
– outlined A. Ayvazyan, and added that Armenia has held a very passive
approach on the destruction of our culture".

"Up till now our Republic officially has not applied to
any international juridical instances for calling Azerbaijan
to liability. This is a very negative phenomenon in the RA foreign
policy, which will be prescribed to the present-day authorities, as we
will never be able to forget the cultural inheritance which has been
destroyed in front of our eyes, because of our being passive",-thinks
A. Ayvazyan.

He also stated that many social organizations and officials raised the
question in the international instances but were not consistent. As
to him, the reason is that "the issue was not raised officially, and
the social organizations are not competent enough to be consistent".

"Today Armenia is to get prepared to introduce the issues of Javakhk
and Nakhijevan properly if needed",-assured A. Ayvazyan.

A. Ayvazyan mentioned that Azerbaijan is leading a serious policy
in this sphere. As an example he stated "The Aliyev Family" fund
published materials on Artsakh and Nakhijevan and presented them to
international society".

Ankara Backs Armenian Translations Of 20th Century Turkish Poets

Today’s Hurriyet Daily reports that Ankara is pushing through a
project that will see the translation into Armenian of some twenty
contemporary Turkish poets. Excerpts of the article, entitled "Poetic
Words Become Peace Doves", follow.

Turkish Culture Minister Ertuðrul Gunay pushes the button for Armenian
expert Arthur Antranikyan’s translation project. Contemporary 20th
century Turkish poetry will be published in Armenian for the first
time thanks to Gunay’s support. Efforts to translate more than 20
Turkish poets, including pieces by the world-renowned Nazým Hikmet,
into Armenian for the first time in history have received a pledge
of support from the Turkish Minstry of Culture.

Culture Minister Ertuðrul Gunay confirmed his support shortly after the
Hurriyet Daily News & Economic Review first reported on the project
a few weeks ago. "It is very important to realize such a project,"
Gunay said. "It is a great pleasure to see famous authors of Turkish
literature translated into the various languages of the world. The
ministry is ready to assist all kinds of projects relating to this
issue."

Dr. Arthur Antranikyan, who is a member of the Yerevan State University
and the Armenian Writers’ Union Works, has initiated the project. A
commission of specialists from the Turkology department at the Yerevan
State University will work on the project, which will also include
translations of Armenian literature into Turkish.

Antranikyan, a poet and a fan of world literature, experienced Turkish
writers for the first time during the Soviet Union. He has examined
the interaction of contemporary Turkish and Armenian literature from
Istanbul throughout the years and has carried out translations from
Russian into Armenian through his own efforts.

"My prior goal was to present Turkish literature to Armenian readers by
translating them from their original language," Antranikyan said. "I
was not pleased with a lot of translations because works were losing
their originality. Turkish used to be translated into Russian and
then from Russian into Armenian. I have shaped this project over the
years and think now is the right time to get started."

He said both peoples needed to get to know each other in order
to eradicate their prejudices and rid themselves of historical
traumas. Antranikyan said he is very happy with Gunay’s interest in
the project. "I want to thank him for replying to my call. It is
a great pleasure for me to introduce the leading names of Turkish
literature to Armenian readers."

Due to increasing interest in Turkish literature among Armenians in
recent years many books are being translated. Nobel laureate Orhan
Pamuk’s novel "Kar" (Snow) counts among the most recent ones. The
effort to translate it was initiated by the Hamazgayin Education and
Culture Institute in Yerevan.

Karbakh Republic, but we proceed from the logic of the negotiation
process in order not to be destructive in this issue like
Azerbaijan. Nevertheless, if Azerbaijan’s stand, which leads that
country to a deadlock, leads the negotiation process to a deadlock
as well, everything is possible, Deputy Foreign Minister of Armenia
Shavarsh Kocharyan says an interview with Echo of Moscow ("Echo
Moskvi") radio.

"At present the self-determination of Nagorny Karabakh is a fact,
which is recognized by other states or not. If this fact is not
recognized like in the case with Azerbaijan, this means – "give me
the territories at first and then I will settle the problem with
Karabakh, including by force". Such approach does not contribute to
progress of the negotiations process. That is why we should agree on
the basic principles at first and then speak of the implementation
details. The two Armenian countries, Armenia and Nagorny Karabakh
Republic, believe strong security guarantees for the Nagorny Karabakh
people the most important principle," Kocharyan says.

"Our relations with Nagorny Karabakh are built as with a de-facto
full-fledged state. I think that Armenia should have been recognized
the NKR from the very beginning. Armenia did not recognize the NKR
since it proceeded from the fact that as long as there are mediators
and the process, negotiations should be held and it should take a tough
stand. Recognition of the NKR is not a task for Armenia, its task is
to achieve recognition of the NKR by the world community," he says.

Long-gagged FBI whistleblower’s full under-oath testimony from Ohio
election case, details Congressional blackmail, bribery, espionage,
infiltration, more…

[Ed Note: PART 1 of video now fixed. Earlier version wasn’t playing

Just over two weeks ago, FBI translator-turned-whistleblower Sibel
Edmonds was finally allowed to speak about much of what the Bush
Administration spent years trying to keep her from discussing publicly
on the record. Twice gagged by the Bush Dept. of Justice’s invocation
of the so-called "State Secrets Privilege," Edmonds has been attempting
to tell her story, about the crimes she became aware of while working
for the FBI, for years.

Thanks to a subpoena issued by the campaign of Ohio’s 2nd District
Democratic U.S. Congressional candidate David Krikorian, her remarkable
allegations of blackmail, bribery, espionage, infiltration, and
criminal conspiracy by current and former members of the U.S. Congress,
high-ranking State and Defense Department officials, and agents of
the government of Turkey are seen and heard here, in full, for the
first time, in her under-oath deposition. Both the complete video
tape and transcript of the deposition follow below.

Though there was much concern, prior to her testimony, that the
Obama Dept. of Justice might re-invoke the "State Secrets Privilege"
to keep her from speaking, they did not do so. Nor did they choose
to be present at the Washington D.C. deposition.

The BRAD BLOG covered details of some of Edmonds’ startling disclosures
made during the deposition, as it happened, in our live blog coverage
from August 8th. The deposition included criminal allegations against
specifically named members of Congress. Among those named by Edmonds
as part of a broad criminal conspiracy: Reps. Dennis Hastert (R-IL),
Dan Burton (R-IN), Roy Blunt (R-MO), Bob Livingston (R-LA), Stephen
Solarz (D-NY), Tom Lantos (D-CA), as well as an unnamed, still-serving
Congresswoman (D) said to have been secretly videotaped, for blackmail
purposes, during a lesbian affair.

High-ranking officials from the Bush Administration named in her
testimony, as part of the criminal conspiracy on behalf of agents
of the Government of Turkey, include Douglas Feith, Paul Wolfowitz,
Marc Grossman, and others.

During the deposition — which we are still going through ourselves
— Edmonds discusses covert "activities" by Turkish entities
"that would involve trying to obtain very sensitive, classified,
highly classified U.S. intelligence information, weapons technology
information, classified Congressional records…recruiting key
U.S. individuals with access to highly sensitive information,
blackmailing, bribery."

Speaking about current members of Congress during a break in
the testimony, Krikorian told The BRAD BLOG that "for people
in power situations in the United States, who know about this
information, if they don’t take action against it, in my opinion,

Edmonds’ on-the-record disclosures also include bombshell details
concerning outed covert CIA operative Valerie Plame Wilson’s front
company, Brewster Jennings. Edmonds alleges the front company had
actually been shut down in August of 2001 — three years prior to
Bob Novak’s public disclosure of the covert operative’s identity —
following a tip-off to a wire-tap target about the true nature of
the CIA front company. The cover was blown, Edmonds alleges, by Marc
Grossman, who was, at the time, the third highest-ranking official in
the U.S. State Department. Prior to that, Grossman served as ambassador
to Turkey. He now works "for a Turkish company called Ihals Holding,"
according to Edmonds’ testimony.

An unclassified FBI Inspector General’s report, released on her case
in 2005, declared Edmonds’ classified allegations to be "credible,"
"serious," and "warrant[ing] a thorough and careful review by the
FBI." In 2002, Sens. Chuck Grassley (R-NE) and Patrick Leahy (D-VT),
then the senior members of the U.S. Senate Judiciary Committee,
co-wrote letters on Edmonds’ behalf to Attorney General John
Ashcroft, FBI Director Robert Mueller, and DoJ Inspector General
Glenn A. Fine, calling on all of them to take action in respect to
her allegations. And in a 2002 60 Minutes report on Edmonds’ case,
Grassley noted: "Absolutely, she’s credible…And the reason I feel
she’s very credible is because people within the FBI have corroborated
a lot of her story."

The 8/8/09 deposition was brought by Krikorian as part of his defense
in a case filed against him before the Ohio Election Commission
(OEC) by Rep. Jean Schmidt (R-OH). The 2nd district Congresswoman
has accused Krikorian, an Armenian-American who ran against her as
an independent in 2008, of "false statements" during the campaign
last year alleging that she had accepted "blood money" from Turkish
interests. Krikorian says that Schmidt, co-chair of the Congressional
Turkish Committee, accepted more money from Turkish interests during
last year’s campaign than any other member of Congress, despite few,
if any, ethnic Turks among her local constituency. He has suggested
she may have been instrumental in helping to hold off a Congressional
vote on a long-proposed, much-disputed resolution declaring the deaths
of 1.5 million Armenians during WWI as a "genocide" by the Turks.

Edmonds herself happens to be a Turkish-American, though she was
recently attacked by the Turkish Lobby, following her long-sought,
long-blocked testimony.
