ArmInfo. Today the newly appointed Ambassador of Armenia to Vietnam
Armen Sargsyan (residency in Beijing) handed his credentials to
President of Vietnam Nguyen Minh Trietto.

The press service of the Ministry of Foreign Affairs of Armenia
reports tat Trietto wished Sargsyan success in his new office. He
pointed out that Armenia and Vietnam enjoyed friendly relations.

Trietto and Sargsyan discussed ways to develop cooperation, to organize
mutual visits and to intensify political dialogue and stressed the need
to establish direct ties between Armenian and Vietnamese businessmen.

Nikol Pashinyan’s trial resumed today at Yerevan’s Shengavit community
court. Once again, video footage was examined during the proceedings.

It was clearly evident in one of the videos shown, how in the presence
of armed forces, individuals in plainclothes were burning cars and
assaulting civilians. In connection with that clip, Pashinyan’s
attorney Lusine Sahakyan stated that the police had some connection
with all of that.

Agreeing with his attorney, Pashinyan said, "The unfortunate thing is,
they had come not to carry out their service, but to carry out other
actions, which were against the law."

Sahakyan noted that none of that has anything to do with Nikol
Pashinyan and with the mass event. She directed a question to the
prosecution, suggesting they orient themselves and explain what was
proven by this video, since, according to the attorney, the clips
could be considered powerful evidence that proved that the disorder,
burning and looting was carried out by the police.

YEREVAN, December 3, /ARKA/. First deputy chief of South Caucasus
Railways Marat Khakov traveled today to Masis station for a meeting
with Ararat province governor Vardkes Hovakimian.

The press service of the South Caucasus Railway said the governor was
shown what the company ahs done to improve the sate of the railroads
in the province, including installment of automated traffic control
system, replacement of outdated cables by new fiber-optical ones and
so on.

The press service said Marat Khakov and Vardkes Hovakimian discussed
also a wide range of issues, including the question of safety on
level crossings. Marat Khakov said the company is ready to ensure
their security.

The two men visited also Yeraskh train station. The governor was
quoted as saying that he was pleased with the quality of restoration
of the railway infrastructure of the province and its modernization
highlighting the role it plays in this region.

In 2007 the Armenian government called tenders for a 30-year concession
to modernize and operate Armenian Railways. The Russian Railways was
the only bidder and has set up South Caucasian Railway as a subsidiary
to run the Armenian Railway. The concession agreement was concluded
for 30 years, with a right of extension for another 20 years after
the first 20 years of operation.

review his policy of establishing relations with without preconditions
with that country", – Richard Giragosian the head of the Armenian
Centre for National and International Studies.

"If Turkey fails this process he will lose its opportunity to improve
his relations with Armenia. It will also reinforce the process of
international recognition of the Armenian Genocide", – the speaker

do if Turkey fails the ratification of the signed documents.

According to the speaker the Armenian authorities shouldn’t wait for
the decision of Turkey, but it should make steps.

"The external policy of Armenia depends on the inner policy of Turkey",
– the political scientist thinks. He is sure that though the protocols
do not urge the sides to make concrete steps Armenia can urge the
rules of his game from other positions.

"Turkey respects only the force and he reacts only to force. Maybe
now we are strong, because this time the world will understand our
pain and will give that chance to Turkey to feel it too. The blood
of the Genocide victims is still on the hands of Turkey and even the
American soap cannot wash it away", – Richard Giragosyan said.

will give two benefit concert in Yerevan. The money raised from ticket
sales will be spent on reconstruction of Gyumri N6 music school.

The event is organized by Mediamax news agency and VivaCell-MTS,
under the patronage of Armenian President Serzh Sargsyan.

Economic Growth Of NKR Forecast To Make Over 13% This Year

ECONOMIC GROWTH OF NKR FORECAST TO MAKE OVER 13% THIS YEAR

STEPANAKERT, DECEMBER 2, NOYAN TAPAN. The 2010 draft state budget of
the Nagorno Karabakh Republic (NKR) was discussed at the November
30 sitting of the NKR government. The President of the NKR Bako
Sahakian made a speech, in which he said that the impact of the
global financial and economic crisis was partly neutralized by the
economic policy conducted by the government this year. As a result,
economic growth will make over 13% in 2009, according to forecasts.

At the same time B. Sahakian noted that he is far from thinking
that the crisis was completely overcome, adding that they should
be prepared for possible unfavorable developments in 2010. In his
opinion, the main subject of the discussions of the 2010 draft state
budget should be adoption of a balanced and realistic budget under
conditions of the global crisis, after which the government must
ensure its implementation through an efficient budgetary policy.

Then the NKR president in particular said:

"The 2010 state budget should ensure the optimal realization of the
following two goals:

First, it is necessary to spend state financial resources efficiently
and economically, which is of great importance in conditions of limited
state revenues – on the one hand, and the necessity to implement the
envisaged projects fully and on time – on the other hand.

Secondly, the reduction in state expenditures should not become a
factor restricting the economic relations and growth in the country.

Quite the opposite, the state budget expenditures, which, on the other
hand, are the population’s incomes should expand the gross demand,
thus promoting economic growth in our republic.

I would like to make some observations about the submitted state
budget and its further implementation, and the government must take
these observations into account.

– It is necessary to protect the most vulnerable groups of the
population from the external unfavorable effects. The pensions and
benefits, the salaries of teachers, medical personnel and other
employees of the state sector must be maintained at the level of
early 2009 and paid without delay.

– I commission the government to keep the problems of the families of
the servicemen, who were killed in the Artsakh war or are missing,
and the problems of the disabled at the center of its attention and
to continue implementing consistently the programs on their social
protection, and starting from January 2001, also to provide a monthly
pecuniary aid of 15 thousand drams (for each victim) to families with
two or more victims of the war.

– The expenses on maintenance of the state bodies should be incurred
in a strictly saving mode. The purchase of property with budgetary
resources can be made only in exceptional cases and mostly for
professional equipment. Budgetary resources should be spent only
under conditions of strict financial discipline mandatory for everyone.

– The economic policy should be conducted in such a way that an
unusual rise in consumer prices would be ruled out.

– It is necessary to continue steps on ensuring an equal and favorable
field for business. The measures taken for this purpose should aim to
simplify and improve tax administration, form a favorable investment
climate and to expand the assistance to small and medium business.

I would like to take this occasion of the 2010 draft state budget’s
discussion and to speak about a number of important problems.

1. The process of forming this state budget is taking place in a period
when the behavior of any state body and any official and the degree
of their responsibility for their duties are of great importance in
terms of dealing with the problems of our country and economy.

2. I want to draw the attention of the heads of all concerned bodies,
first of all the Ministry of Education and Science and the Ministry
of Healthcare, to the quality of child care at pre-school institutions.

Everyday control should be established to ensure the conformity of
food, living and sanitary conditions to the norms.

3. There are a lot of problems related to the use and preservation of
lands and the control of this process. These problems are serious
obstacles to economic development, including the formation and
replenishment of the budget. The government and law enforcement
bodies must continue large-scale work for solving these problems,
in particular the problem of illegal land use, and they must carry
this work to its logical conclusion.

4. The necessity of optimizing state institutions has been repeatedly
underlined. However, today the number of state nonprofit organizations
financed from the state budget has reached 140 and continues to grow.

9 new state nonprofit organizations were registered in 2009. I
commission the government to examine the current situation and present
a proposal for serious reforms in this sphere".

In conclusion B. Sahakian expressed confidence that adoption of the
2010 draft state budget of the NKR will allow solving problems of the
country’s socioeconomic development and its normal vital activity. In
his words, the budget is socially oriented and will contribute to
the improvement of living conditions of the Karabakh people.

when the conflict will be solved. But I ma sure that it will take
place, if not now, it can be possible in the next months. Remember,
several years ago there were number of frozen conflicts. There were
many conflicts twenty years ago – Balkans, Yugoslavia, Bosnia and
others. There were very big problems. But now new tendency is

at the 24th minute of the game with Obolon, the official web-site
of the Donetsk Metallurg writes. It took Donetsk team players 12.5
years to score so many goals. Over that time 366 matches in the elite
division were held.

It was the 6th goal of the 20-year-old midfielder in the "Metallurg"

Armenian President Serzh Sargsian has been re-elected as the leader
of the Republican Party.

The party leader election was held at the party’s 12th congress
on Saturday.

Sargsian was the only candidate for this position. A total of 1,738
delegates voted, 1,669 ballots were found valid.

The congress also elected the party’s executive body which now
includes new party member Prime Minister Tigran Sargsian and Yerevan
Mayor Gagik Beglarian. The finance and economic ministers, the chief
of the governmental staff, as well as several deputy ministers have
also joined the political party.

The Republican Party is the ruling political force in Armenia.

Turkey has finally shrugged off the straightjacket of a tight U.S.
alliance, grown virtually indifferent to E.U. membership and turned
its focus toward its former Ottoman neighbors in Asia and the Middle
East, writes Alastair Crooke in the New York Times.

Though not primarily meant as a snub to the West, this shift does
nonetheless reflect growing discomfort and frustration with U.S. and
E.U. policy, from the support of Israel’s action in Gaza to Iran to
the frustrated impasse of the European accession process. It also
resonates more closely with the Islamic renaissance that has been
taking place within Turkey.

If Turkey continues successfully down this path, it will be as
strategically significant for the balance of power in the region as
the emergence of Iran as a pre-eminent power thanks to the collapse
of the Soviet Union and the later destruction of Sunni dominance in
Iraq by the U.S. invasion.

In recent months, a spate of new agreements have been signed by
Turkey with Iraq, Iran and Syria that suggest a nascent commonality
of political vision. A new treaty with Armenia further signals how
seriously Ankara means its "zero problem" good neighbour policy.

More importantly, however, the agreements with Iraq, Iran and Syria
reflect a joint economic interest. The "northern tier" of Middle
Eastern states are poised to become the principal supplier of natural
gas to central Europe once the Nabucco pipeline is completed – thus not
only displacing Russia in that role but gradually eclipsing the primacy
of Saudi Arabia as a geostrategic kingpin due to its oil reserves.

Taken together with the economic stagnation and succession crisis
that has incapacitated Egypt, it is clear, according to Crooke,
that the so-called moderate "southern tier" Middle Eastern states
that have been so central to American policies are becoming a weak
and unreliable link indeed.

Political players in the region can’t but notice the drift of power
from erstwhile U.S. allies Egypt and Saudi Arabia toward the northern
tier states, and are starting to readjust to the new power reality.

This can most clearly be seen in Lebanon, where a growing procession
of former U.S. allies and critics of the Syrian government, including
Prime Minister Saad Hariri, Walid Jumblat and, reportedly, some of
the March 14 movement’s Christian leaders, are making their pilgrimage
to Damascus. That message is not lost on others in the region.

If the Obama administration is not fully cognizant of these
developments, its awareness will surely be raised as it attempts to
mobilize the world for a new round of punitive sanctions against Iran.

These sanctions are likely to fail not only because Russia and China
won’t go along in any serious way, but precisely because the much
touted "alliance of moderate pro-Western Arab states" is turning out
to be a paper tiger.

In Turkey, Prime Minister Recep Tayyip Erdogan has not only embraced
the legitimacy of Mahmoud Ahmadinejad’s election, but has insisted
as well on the right of Iran as a sovereign nation to enrich uranium.

Unlike Western leaders, he doesn’t at all seem inordinately worried
about Iran’s course.

The U.S. and Europe are going to have to grapple with the pending
replacement of its "southern tier" allies in the Middle East by the
rising clout of the "northern tier" states. It would be best to make
this adjustment sooner rather than later. None of the issues that
matter to the West – the nuclearization of Iran, Israel’s security,
the future of energy supplies – can be solved by ignoring the emergent
reality of a new Middle East.
