The delegation led by Greek President Karolos Papoulias met with
Armenian National Assembly Speaker Tigran Torosian, Vice Speakers
Vahan Hovhannisian and Ishkhan Zakaryan as well as chairs of standing
parliamentary commissions.

"Armenia and Greece are united by the centuries-old friendship,
which includes not only commonness of civilizations but also has
wonderful development outlook. The governments and parliaments of
both states are collaborating and I confirm the invitation for the
Greek parliament speaker to Armenia," Tigran Torosian said.

Mr Papoulias, who visited Armenia several years ago, pointed out to
the changes that took place in the republic. "Historical ties unite
our states and there are events in our history we can’t forget. They
always remind of human rights and respect for human dignity," he said.

Greeks and Armenians have always struggled for resolution of
national issues in the framework of international law, according
to him. "Nevertheless, there are forces, which don’t derive lessons
from the past and repeat fatal mistakes. Our freedom-loving peoples
can’t tolerate either closed borders or blockade, or 40-thousand army
in Cyprus, which is the member of the European Union," he emphasized
adding that Armenia and Greece are struggling for democratic freedoms,
human rights and justice.

For his part, Tigran Torosian noted that both states share democratic
values and the way of European integration. "Some forces sometimes
try to oppose Cyprus and Nagorno Karabakh. But there is a common wish
of both peoples to live freely on their lands.

The problem should be discussed from the standpoint of human
rights. All international documents record the right of people to live
freely and rule their life as a priority. However, not all understand
it and derive lessons from history. Both Cyprus and Nagorno Karabakh
will achieve success in aspiration to freedom on the basis of human
rights," Tigran Torosian said, the RA NA press office reported.

How can brawls in central Moscow be prevented?

More inter-ethnic violence likely in Moscow; All of Moscow is still
talking about the brawl between Russian nationalists and Caucasus
migrants at Kitai-Gorod on June 22. Meanwhile, those involved are
issuing further "showdown" challenges to each other and using the
Internet for their mud-slinging.

Ordinary citizens fear the prospect of walking through central Moscow
and finding themselves in the middle of a brawl involving hundreds
of people. Meanwhile, those involved are issuing further "showdown"
challenges to each other and using the Internet for their mud-slinging.

Everyone detained after the June 22 events has been released – except
for one nationalist who stabbed an Armenian youth. Moscow police told
us that 42 people were arrested. They were charged with disturbing
the peace and released after paying fines.

Meanwhile, a leader of the Format 18 skinhead organization has
used a web page to issue an ultimatum, calling on skinheads and
national-socialists to rally in Moscow in the near future. There have
also been calls for another fight at the same Kitai-Gorod location.

What’s happening online is shocking: the Russian-language Internet
is full of calls to "beat up the aliens."

Can anyone be prosecuted for inciting extremism online? Lawyer Ruslan
Kobelev says this is entirely feasible: "There’s Article 280 of the
Criminal Code, covering public calls for extremist activity." But
the second part of this article is inapplicable, since LiveJournal
doesn’t fit its definition of "media." All the same, if it’s an open
call for action – "let’s get together" or something like that – then
the first part of Article 280 could be applied, and those responsible
would face up to three years in prison.

There’s also Article 282: inciting hatred or enmity and insulting
human dignity. Sometimes, even a remark like "too many of them around
here" could provide sufficient grounds for prosecution – since the
implications might insult the dignity of a certain group of people.

But can you recall many high-profile prosecutions on these charges?

Caucasus migrants are still frequenting Manezh Square; we spoke to
some of them yesterday.

The youths rushed to explain the conflict: "The skinheads wanted
to stop us dancing the lezginka. We do understand that we’re guests
here. But if our people are being beaten up, we won’t stand for it.

Come back in a few days’ time, if you like – the skinheads have
challenged us to another showdown."

For obvious reasons, we’re not publishing the exact date – but a
certain date was named.

Law enforcement agencies were aware of plans for the June 22 brawl,
but no action was taken until it actually happened. Why?

In the lead-up to the Russian March rally last year, almost all
radical right-wing organizations were "decapitated" – their leaders
were summoned to police stations and detained there until the rally
was over. But this system wasn’t applied to the June 22 brawl. The
nationalists are always bragging that they have many supporters
among special assignment commandos and police officers; they claim
to receive warnings of impending searches and other police operations.

If the police fail to take any "preventive measures" ahead of the next
"showdowns," we should be prepared for a worst-case outcome.

On June 24 at 9 PM, an emergency occurred on the Hilis River. The
press service of the NKR Department of Emergencies reported that
the water rose and flooded everything. The village of Noragyugh
was destroyed. One person died, Samvel Musayelyan from Noragyugh
born in 1947. The transmission lines and gas pipes were damaged,
there is no drinking water, the orchards and vegetable gardens were
damaged. Karavan LTD was damaged heavily, which is in the village
of Ivanyan.

The cause of the accident is not known. Investigation is underway.

ISTANBUL, JUNE 26, NOYAN TAPAN. On June 25 Vardan Oskanian, the
RA Minister of Foreign Affairs, took part in the summit of the
organization of the Black Sea Economic Cooperation where he made
a speech.

According to the information provided to Noyan Tapan by the RA
Foreign Ministry’s Press and Information Department, the RA Minister
of Foreign Affairs had a number of bilateral meetings within the
frameworks of the summit. At the meeting with Abdullah Gul, the Prime
Minister and Minister of Foreign Affairs of Turkey, Vardan Oskanian
reaffirmed Armenia’s position concerning the normalization of relations
without preconditions. The interlocutors also discussed the recent
developments of the negotiations concerning the Nagorno Karabakh
conflict settlement. Abdullah Gul said that Turkey is interested in
a quick and fair settlement of the conflict.

Development prospects of bilateral relations, regional problems, as
well as the regulation processes of Kosovo’s and Nagorno Karabakh’s
conflicts were discussed during the meeting with Vuk Geremich, the
newly-elected Prime Minister of Serbia.

Vardan Oskanianhad also had short meetings with Gela Bezhuashvili,
the Georgian Minister of Foreign Affairs, and Dora Bakoyanis, the
Foreign Minister of Greece.

V. Oskanian’s press conference took place within the framework of
the summit and approximately fourty representatives of the Turkish
and international press took part.

The day before Vardan Oskanian visited Archbishop Mesrop Mutaphian,
the Armenian Patriarch in Constantinople. Community issues were
discussed, and the Patriarch introduced the state and the tasks of
the community during their meeting. A reception was organized in the
patriarchate in honour of the Armenian Minister after the meeting,
and representatives of community structures took part.

NATO Special Representative for the South Caucasus Robert Simmons. On
behalf of NATO Secretary General, Mr. Simmons congratulated Serge
Sargsyan on the appointment Prime Minister, the RA government’s press
office reports.

The parties stressed the significance of the Armenia-NATO Individual
Partnership Action Plan (IPAP), which covers various fields of
cooperation.

The RA PM said the departments included in the commission for IPAP
implementation are proceeding with the work. The government will
allot finances essential for the program implementation and focus on
its efficiency in accord with the schedule, Mr Sargsyan said.

The Prime Minister noted the importance of NATO’s assistance to reforms
targeted at efficiency of the RA armed forces and formation of the
defense system meeting modern military standards. For his part, Mr
Simmons expressed satisfaction with the adoption of the RA National
Security Strategy and mentioned elaboration of a military doctrine
as the next important move. NATO is ready to provide experts and
consultations, he said.

The RA National Security Strategy is a significant constituent of
the program of government’s activities for next 5 years, according
to Serge Sargsyan.

The interlocutors agreed that appointment of a new NATO liaison
officer will convey an impulse to the development of the Armenia-NATO
relations.

They also referred to the issue of formation of Crisis Administration
Center in Armenia. "Given Armenia’s experience in the issue, NATO
plans to hold a seminar in Yerevan with participation of all states
of the region and Central Asia," Mr Simmons said.

When touching upon Armenia’s participation in peacekeeping operations
the RA PM said our republic is ready to keep up the line. He also
requests his guest to comment on the developments in Kosovo process.

Hearings on the lawsuit of a candidate for deputy from the 36th
single-mandate district of Shirak region, Musheg Sagatelyan, started
in the Constitutional Court of Armenia

Musheg Sagatelyan’s lawyer Gevork Minasyan said over the hearings that
according to the decision of the regional electoral commission dated
May 17, 2007, a non-party Mkhitar Baragyan nominated from the civil
initiative won at the election as he gained more than 14 thsd votes,
Musheg Petrosyan from the Prosperous Armenia party gained more than
13thsd votes and occupied the second place, and the non-party Musheg
Sagatelyan occupied the third place as he gained more than 7thsd
votes. He also added that 9, 632 votes were rigged, but he could not
give a strict answer where he took this figure from.

Permanent Court of Arbitration secretary general invites Azerbaijan
to join Convention for the Pacific Settlement of Disputes

Azerbaijan’s Foreign Minister Elmar Mammadyarov received secretary
general of Permanent Court of Arbitration Tjaco T.van den Hout, the
ministry’s press service told the APA.
The secretary general said that the organization has 107 members, it
deals with the regulation of disputes between states by means of
arbitration. He noted that along with territorial disputes,
humanitarian law violations the court also considers economic issues
and disputes of private companies.
He underlined that admission of South Caucasus countries, as well as
Azerbaijan to the court of arbitration is desirable and invited the
country to join the Convention for the Pacific Settlement of
Disputes.
Azerbaijani minister Elmar Mammadyarov said the proposal will be
considered. He touched upon unsolved issues, Armenia’s aggression
against Azerbaijan, humanitarian law violations due to Armenia’s
ethnic cleansing policy and said that these cases contradict
international law.
Establishing and developing the relations between the court and
Azerbaijan was debated during the meeting. /APA/

YEREVAN, JUNE 22, NOYAN TAPAN. The sitting of the interdepartmental
commission operating within the framework of Armenia’s Individual
Partnership Actions Plan (IPAP) with NATO ended on June 22 in Yerevan.

Robert Simmons, Special Representative of NATO Secretary General to
South Caucasus, also took part in the sitting.

As Arman Kirakosian, RA Deputy Foreign Minister, informed journalists,
the issue of creating a crisis management center in Armenia was
discussed at the sitting. In Deputy Minister’s words, the center
will control and confront actions of various departments in case of
natural calamities, terrorism or other critical situations. Issues
related to Armenia’a participation in Critical Management – 2008
NATO’s exercises, results of the recent visit to NATO headquarters
of spokespersons of Armenian departments involved in IPAP, events
planned during the current year were also discussed at the sitting.

As to elaboration of Armenia’s military doctrine, in A. Kirakosian’s
words, besides making part of IPAP, it is also one of the most
important problems of the Armenian government. He said that activities
in this direction have already started, a special group has been
created in the Defence Ministry for this purpose.

The Deputy Minister said that an international seminar dedicated to
fighting terrorism will be held jointly with NATO in July.

In R. Simmons’ words, Armenia rather successfully implements all events
included in IPAP. The actions plan has been worked out for two years,
but it will continue in the future, too. He also said that at the
meetings with RA leadership held during his visit he has made sure
that Armenia has an intention of long-term cooperation within the
framework of IPAP.
