PACE Co-rapporteurs make correction to earlier statement

YEREVAN, FEBRUARY 6, ARMENPRESS.  The Co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of Armenia have made a correction to their earlier statement. ARMENPRESS reports, citing the twitter page of the PACE, following the February 6 developments at the National Assembly of Armenia, Co-rapporteurs  Andrej Šircelj and Kimmo Kiljunen said, “We were informed that the so-called “package” of amendments has been withdrawn from the agenda of the parliament. We nonetheless encourage the Armenian authorities to request the opinion of the Venice Commission on the constitutional amendment”.

The earlier statement of the Co-rapporteurs ran as follows,

“The Armenian Parliament decided to hold an extraordinary session on 6 February in order to discuss a series of amendments that would remove the requirement for the Constitutional Court to check the compliance of draft legislation with the Constitution of Armenia. Among other things, this would change the procedure of revision of the Constitution itself. In addition, a constitutional amendment that seems to aim at ending the terms of several members of the current Constitutional Court with immediate effect has been tabled,” said the co-rapporteurs of the Parliamentary Assembly of the Council of Europe for the monitoring of Armenia, Andrej Šircelj (Slovenia, EPP/CD) and Kimmo Kiljunen (Finland, SOC).

These two topics are important, and the proposed changes could have long-term repercussions on the functioning of constitutional institutions. In this context, as well as taking into account some of the questions raised in that respect, we call on the Armenian authorities to request as soon as possible, the opinion of the Venice Commission, the Council of Europe’s expert body on constitutional law. We believe that this opinion, which could be adopted very quickly via an urgent procedure, would be valuable to all stakeholders, including the Armenian electorate if a referendum were to be held”.

Recognition of Armenian Genocide is precondition for peaceful society in Turkey

Last year, Garo Paylan, a Turkish Armenian member of parliament for the Peoples’ Democratic Party (HDP), was awarded for contributions to the fight for democracy and human rights in Turkey and around the world. This year, historian Taner Akçam, one of the leading authorities on the Armenian Genocide, was the guest of honour at the 7th annual dinner of the Coordinating Council Of The Armenian Organizations in France (CCAF). 

The event brought together around 500 personalities from media and business and several local and national political leaders, alongside French President Emmanuel Macron. Akçam, a professor of Armenian genocide studies at Clark University in Massachusetts, is one of the first Turkish intellectuals to acknowledge and openly discuss the Armenian Genocide. While most historians agree the mass killing of Armenians by Ottoman forces during World War One constituted genocide, Turkey says thousands were killed on both sides of bitter fighting in eastern Anatolia.

The professor, whose last book has just been translated into French by the prestigious CNRS editions, has been applauded by the audience for having worked since more than 30 years on the recognition of the 1915 genocide by his country. Macron praised the struggle of the Turkish historian, and his passion to “denounce the denial” of the Turkish state. 

“One cannot build any great history on a lie, no great policy can be based on revisionism or denialism,” French President said in his address to the Armenians of France.

In a sharp and moving speech, Akçam had set the tone, calling out to Western leaders for their permissiveness towards Turkey. 

“In truth, the ties between denial and contemporary political problems are strong and cannot simply be ignored. This is something that most European and U.S. politicians fail to understand and is the reason most Western states pay lip service to the recognition of the Armenian genocide, while simultaneously continuing their business-as-usual relationship with Turkey. It reminds me a little bit of Mafia bosses who attend church every Sunday, yet continue their criminal activities the moment they exit the building,” Akçam said, causing a murmur among attendees.

Denial is not only about an ideological approach to the past, nor is the demand for recognition of historical crimes merely an _expression_ of a moral conviction regarding past events, according to the historian. 

“Denialism is a structure, one that cannot simply be relegated to past atrocities. The denialist structure has produced and continues to nurture policies in present. In this regard, it would be appropriate and reasonable to compare Turkish denialism with the racist Apartheid regime of South Africa,” he said.

Akçam maintained that Turkey’s acknowledgement of the atrocities of its predecessor, the Ottoman empire, is a precondition for its people to be able to live in peace and tranquillity, not only with one another but with the other people of the region. 

“Those who forget their past are condemned to relive it,” as  Italian Jewish writer Primo Lévi wrote in If This Is a Man.

Macron seemed that he received the message. Earlier in the afternoon, he denounced “Turkey’s provocations ” in the eastern Mediterranean and the deployment of Turkish-backed Syrian mercenaries to Libya in violation of the ceasefire after a meeting with the Greek prime minister. His relations with Turkish President Recep Tayyip Erdoğan have been particularly tense for the past few months. After Macron’s criticisms toward NATO’s ineffectiveness to stop Ankara’s recent Syria offensive, claiming that the alliance experiencing a “brain death”, the French president had been targeted by his Turkish counterpart. 

The unsolved question of the fight against denial has put the idea of a law to penalise denial back on the table. France recognised the Armenian Genocide in 2001, but the contestation of the genocide is not punishable according to the law despite France’s Armenian communities long-standing demand. Attempts to pass a law in this direction failed in 2008 and 2011. A text was finally adopted by the National Assembly and the Senate in 2016, but it was held by the Constitutional Council. The Armenians of France did not accept the decision and their organisations campaigned for a new legislative process. 

“I share your values and your struggles, it remains to find the right legal path to get there,” Macron promised during his speech at the event.

Eurovision: Armenian TV picks acts for 2020 Depi Evratesil

53 hopefuls have been slimmed down to 12 contenders to represent Armenia at the 2020 Eurovision Song Contest.

Once again, the broadcaster has opted for Depi Evratesil (Towards Eurovision) with a ‘final’ planned for 15 February. So far, it’s just a list of names, but details (and video fo songs) is expected in the coming days.

Twelve songs will compete with the winner decided upon by the combination of the votes from a jury panel and a public televote.

Yerevan named most expensive city in South Caucasus

Yerevan, the capital of Armenia, appears to be the most expensive city in the South Caucasus, according to Cost of Living Index by City 2020 released by Numbeo, a global leader in comparing cost of living worldwide.

In total, the ranking list includes 440 cities. According to Numbeo, the most expensive city at the beginning of 2020 is Zurich, followed by Basel and Lausanne.

Switzerland’s Geneva and Bern have been named the world’s fourth and fifth most expensive countries.

Yerevan ranks 380th in the world with an overall cost of living index of 33.04, making it the most expensive city in the South Caucasus, since Baku, Azerbaijan’s capital, and Tbilisi, the capital of Georgia, come 390th and 404th on the list, respectively.

The top ten most expensive cities in the world also features Stavanger, Oslo, Trondheim (Norway), Reykjavik (Iceland) and Bergen, Norway.

Ranking 251st, Moscow is Russia’s most expensive city.

While working out the list, Numbeo takes into account the cost of living, rent, groceries and other factors. 

Bashar al-Assad refers to the Armenian community as an example of Syrian diversity

Syrian President Bashar al-Assad insists national and religious minorities in Syria enjoy full rights which is part of Syrian diversity and that the country has no adverse view on that. Bashar al-Assad’s remarks came during an interview given to Damascus-based Al-Sourea and al-Ikhbariya TV on Thursday. At a question about the Kurds living in Syria, the President exemplified the Armenian minority as an example of Syrian diversity.

“The Armenians have been a patriotic group par excellence.  This was proven without a shadow of doubt during the war.  At the same time, this group has its own societies, its own churches and more sensitively, it has its own schools.  And if you attend any Armenian celebration, a wedding, or any other event — they sing their traditional songs but afterwards they sing national, politically-inclined songs,” said Assad.

In the president’s words,  the Syrian Armenians are the least, among other Armenians of the world, dissolved in society.  “They have integrated, but not dissolved into Syrian society.  They have maintained all their characteristics.  Why should we be open here and unopen with others?” Assad questioned.

In his words, the reason is that there are separatist propositions and it is their right to defend the territorial integrity and to be wary of separatist propositions. 

American expert proposes stationing American soldiers in Georgian region of Javakheti

American analyst Luke Coffey, a member of the influential conservative institute Heritage Foundation, proposes placing American soldiers withdrawn from Syria in Georgia, and specifically in Javakheti region, in the south of the country – where the majority of the country’s ethnic Armenian population lives, Jam-news.net reported.

A1+: Zaruhi Batoyan gets AMD 1.5 million salary

Speaking to reporters in parliament before the National Assembly-Government Q&A session, Minister of Labor and Social Affairs Zaruhi Batoyan referred to the Prime Minister’s secret instruction about increasing the salaries of ministers, deputy ministers and secretaries-general.

“I got a job with the salary that I used to work for both as a deputy minister and as a minister. That is to say, I had no problems or expectations in this regard, but it was just a recommendation,” Zaruhi Batoyan said.

The Minister did not want to say why this instruction was given in secret, explaining that he was not the addressee of the matter.

Zaruhi Batoyan also mentioned that since March she has received 1.5 million AMD salary.
