The park bears the memory of Bahadur Shah, the last Mughal
emperor in whose time the first independence war known as Sepoy
Mutiny took place. For a long time after the mutiny, this place
remained a haunted area and even in broad daylight people feared to
tread upon this ground. In the 1960s, Dhaka City Corporation
renovated the park and converted it into a memorial in honour of the
martyrs in the first struggle for freedom.
The park was known as Victoria Park named after Queen Victoria. It
was created in the first half of 19th century at the initiative of
Nawab Abdul Gani in the Sadarghat area of Dhaka on the ruins of an
old building, called Angtaghar, a clubhouse of the Armenians then
living in a large number in the neighbourhood. The place got a
special identity because, during the struggle of 1857, some mutineers
including a woman were hanged at this spot. In 1858, the commissioner
of Dhaka Division read out Queen Victoria’s famous proclamation here
before a large assembly of people. Much later, the Dhaka Improvement
Trust (now Rajuk) erected a huge cenotaph inside the park to
perpetuate the memory of the patriots who sacrificed their lives in
the cause of freedom. There is an obelisk inside the park.
In the past, the park was oval in shape, and was enclosed with iron
railing. Four British canons, embedded in earth marked the boundary
of the former clubhouse, but these canons were later taken out and
installed inside the park. In Taylor’s time, the neighbourhood had a
different appearance. At the junction of busy old town streets there
was a small open space in the form of a square and with a circular
garden in its centre. In the vicinity of this square, and along the
bank of the river to the distance of half a mile, were situated the
English Factory, St. Thomas’ Church, Government Collegiate School,
and many houses of the European residents.

YEREVAN, JULY 8. ARMINFO. The World Bank considers imperfect the way
of demonopolization of cellular connection in Armenia chosen by
country’s authorities, Director of the WB Yerevan Office Roger
J. Robinson stated at today’s press-conference.
In his words, the tender on determining the second operator of
cellular connection was not transparent. “We have discussed long this
issue with the Armenian government, which stated that there are
strategical goals led to the choice of “K-Telekom”, Robinson
stated. He noted that “Armentel” has also participated in the
negotiations and agreeded to shorten the license period on mobil
connection at five years and to allow the second operator to come out
to market, though, from the juridical point of view, it could refuse
to Armenia’s government. Nevertheless, Armenia has always been behind
on its level of telecommunications sphere development in the Southern
Caucasus. Robinson noted that Armenia yields much to Georgia by both
its high prices and poor quality of connection.

anniversary of RA Constitution. The message submitted to Noyan Tapan
by RA NA Public Relations Department, in particular, read: “Dear
compatriots, Exactly 10 years ago, on July 5, the first Constitution
of the Republic of Armenia was adopted by a referendum. The past years
showed that our Constitution proved its viability at difficult
times. But life goes on bringing new problems and new requirements
that first of all require legislative regulation at the level of the
country’s Basic Law. Today it’s already obvious that in order to
achieve progress we need amendments in the very Basic Law, from which
the rest of the country’s laws proceed. We must make constitutional
amendments that are necessary for our people and proceed from the
international criteria. Congratulating all citizens of independent
Armenia on the occasion of the Day of Constitution of the Republic of
Armenia, I am convinced that the new variant that will be put to a
national referendum in autumn will lead the country to a civil society
and legal state just as the variant adopted 10 years ago became an
efficient document on the hard and difficult days of our decade.

Susanna Haroutiunian, the Chairwoman of the Film Journalists and Film
Critics Association of Armenia stated about this at the July 1
press-conference. The Cinematographers’ Union of Armenia defined the
new “Best Director” prize for the competitive category art of acting
and documentary films. The Film Journalists and Film Critics
Association defined the “Best Film” prize for the same competitive
category. And Hrant Matevosian Fund defined the prize after Hrant
Matevosian for the best scenario of the “Armenian Panorama”
competitive category.

Australia’s only current home-based boxing world champion Vic
Darchinyan has taken a substantial pay cut to make his next defence
at home against Colombian challenger Jair Jiminez.
The International Boxing Federation flyweight title holder will make
his second defence on July 27 on a d-rush promotion at the Sydney
Entertainment Centre after knocking back a number of “considerable
offers” to fight overseas.
Darchinyan, who relocated to Australia after representing Armenia at
the Sydney 2000 Olympics, will be having his first fight under the
aegis of the Duet management team.
“Vic turned down some considerable offers overseas for his title
defence and he wants to do it in his hometown of Sydney,” Duet’s
Robert Joske said.
“Several people made strong offers, but he wants to set himself up as
an Australian first and a journeyman travelling into other countries,
second,” Joske added.
All bar one of Darchinyan’s 23 professional fights were held in
Australia, the one exception being the bout in Florida last December
when he took the IBF title from another Colombian Irene Pacheco.
“I love to fight in Australia,” Darchinyan said.
The 29-year-old Sydneysider made his first defence in his adopted
city against South African Mzukisi Sikali back in March at the
considerably smaller Sydney Olympic Park Sports Centre.
“It is a financial gamble on behalf of the promoters, but we were
keen to think that if you do it midweek at the Sydney Entertainment
Centre then the corporate world of the CBD will potentially come out
and support a champion,” Joske said.
Darchinyan said he appreciated the support and expertise he would get
from Duet.
“Robert will look after me, I won’t be involved in business, I will
do my job fulltime in boxing and I don’t have to think about
different things,” Darchinyan said.
Jiminez, 26, has a record of 22 wins (16 KO’s) four losses and one
draw.
“He’s a strong puncher and I think it will be a great fight, because
I’m a puncher too,” Darchinyan said.
Joske’s stable includes cricket stars and fight fans Steve Waugh and
Justin Langer, with the former expected to attend Darchinyan’s title
defence.
Provided he gets past Jiminez, Darchinyan will try to also win the
World Boxing Council and World Boxing Association titles.
“The opportunity to unify the flyweight division is foremost on his
radar,” Joske said.
“The fact that he loses six to seven kilos to fight as a flyweight
suggests that there will be opportunities for him to move into other
divisions once he has achieved everything he can in the flyweights.”
He has the power to compete in probably two, or even three weight
divisions above what he is fighting at now.

The Armenian lobby group in US Congress has presented the House of
Representatives with a blueprint for action which calls on Washington
to push Ankara for the opening of Turkey-Armenia borders. The bill,
prepared by the leading Armenian Democrat deputy Adam Schiff,
suggests that the closing of the borders is a breach on international
standards, which has also had an effect on imported goods to the
country with an increase of 30-35%. The new bill calls on the
Secretary of State to announce US’s stance in no more than 30 days.
`It is time to push the lifting of the embargo Turkey has been
implementing on Armenia,’ commented Schiff. Yet another
representative of the Armenian lobby, Democrat Party member Frank
Pallone said: `President George W. Bush and Secretary of State
Condoleezza Rice must do what they can to put an end to Turkey’s
embargo on Armenia. We can no longer let this happen.’
The Armenian lobby in Congress has already presented the House of
Representatives with another bill which called for the recognition of
the so-called Armenian genocide.

company Armavia are implemented with delay, in connection of which the
management of the air company presents its apologies for the
discomfort caused to passengers.
ARMINFO was informed in the press office of the company, in the
nearest future all the technical problems will be solved, and the
company will appear in the market “renewed”.
To remind, at the beginning of June of the current year Mika Armenia
Trading Ltd repurchased 68% of the shares of the company Armavia and
now it is controlling over 100% of the package of the shares of the
company.

Text of unattributed report by Armenian newspaper Haykakan Zhamanak on
30 June headlined “Secrets of the negotiations”
Azerbaijani President Ilham Aliyev said yesterday that Azerbaijan is
ready to provide security guarantees and privileged rights to the
Armenian community of Nagornyy Karabakh. “I am sure that the problem
will be settled in this context,” he said.
Nevertheless, if everything is clear with regard to security, then
what does privileged rights mean? In all probability, he means that
the people of Nagornyy Karabakh will be given an opportunity to hold a
referendum in the future and determine the status of the Nagornyy
Karabakh Republic [NKR]. At this stage of the negotiations, Armenia
and Azerbaijan are discussing this problem as well.
According to our information, holding discussions on these issues is
acceptable to Armenia. At first sight, this option seems to be very
favourable for Armenia, but in reality everything will be clear after
we find out details that might be numerous.
And if this option is acceptable to Armenia after these details are
clarified, we shall clearly support the stage-by-stage, not the
package settlement, because now that a peace agreement is being
prepared, the status of Nagornyy Karabakh, which was very important to
the [Armenian President Robert] Kocharyan administration until
recently, will not be finally determined.
Nevertheless, we should admit that it is unlikely that the
negotiations on this issue will provide Armenia with any favourable
settlement. This settlement will have nothing in common with the
principle which Kocharyan used to come to power and which is quite
similar to [ex-President Levon] Ter-Petrosyan’s option for settling
the conflict.
And if Robert Kocharyan manages to come to a logical conclusion today,
the Armenian public will be presented with an alternative: either to
remind Kocharyan of how he came to power or to allow him to go for a
Karabakh settlement based on mutual compromises. The answer to this
question will depend on mutual compromises suggested by Kocharyan.

Armenia followed events of the recent months with alarm in friendly
Lebanon and is happy to see that stability has been restored in this
country thanks to Lebanese President Gen Emile Lahhud, Armenian
Foreign Minister Vardan Oskanyan, who is on a three-day visit to
Beirut, said at a meeting with Lebanese President Gen Emile Lahhud.
Speaking about interstate relations between Armenia and Lebanon,
Oskanyan pointed out that businessmen of the two countries also have
mutual interest in cooperation. The current cooperation between the
countries has been at a high political level over the past years,
thanks to which the amount of Lebanon’s investment increased in some
spheres, especially in small and medium-size business.
The sides exchanged their views on a number of regional and
international problems of mutual interest. Oskanyan briefed the
Lebanese president on the current stage of the peaceful settlement
process of the Nagornyy Karabakh conflict and possible developments as
well as on Armenian-Turkish relations and Armenia’s approach to these
problems.
