Content And Fundamental Principles Of The Karabakh Conflict Resolution
Presidents Ilham Aliyev (Azerbaijan) and Robert Kocharjan (Armenia)
are recommended accepting the latest proposals made by the OSCE Minsk
Group for Karabakh.

Matthew Bryza met with Azerbaijani leaders in Baku, the other day.
The Azerbaijani Foreign Ministry announced on the eve of Bryza’s
arrival that he would meet with Foreign Minister Elmar Mamedjarov,
Parliament Chairman Oktai Asadov, and President Ilham Aliyev. The
American diplomat was tasked to persuade the Azerbaijani leadership
to accept the new plan of Karabakh conflict resolution.
As a matter of fact, Bryza’s voyage to the region began with a
visit to Armenia where he also met with the national leadership and
to Nagorno-Karabakh where negotiations with administration of the
self-proclaimed republic took place.
Bryza became US chairman of the OSCE Minsk Group in early summer, right
after the meeting between Azerbaijani and Armenian presidents Aliyev
and Robert Kocharjan in Bucharest. The US Department of State counts
on Bryza to finally make progress in the Karabakh conflict resolution.
Unlike his predecessors and colleagues (Russian and French chairmen),
Bryza does not mind talking to journalists. In his interview with RL
the other day the US diplomat revealed the content and fundamental
principles of the conflict resolution plan Washington wants Aliyev’s
and Kocharjan’s signatures on. “The document is all ready but they
wouldn’t accept it,” Bryza said. According to the diplomat, main
clauses of the framework accord stipulate the following: withdrawal
of Armenian troops from the seized territories of Azerbaijan;
normalization of diplomatic and economic relations between Armenia
and Azerbaijan; deployment of peacekeepers in the conflict area;
international economic aid to Nagorno-Karabakh, a referendum on the
status of Nagorno-Karabakh. Bryza strongly advises Azerbaijani and
Armenian presidents to accept the document.
Official Baku does not really object to what the OSCE Minsk Group
offers this time. “Generally speaking, the basic elements of the plan
we discussed at the latest meeting are fine by us,” Mamedjarov said.
“As long as the conflict is resolved step by step, on the basis of
internationally accepted principles.”
“Any specialist in international affairs will tell you that the
principle of self-determination does not stipulate violation of
territorial integrity,” the Azerbaijani minister added. “There are
lots of examples in the world. Consider Tatarstan, Bashkortostan,
Triest, and so on… Chairmen and their countries responsible for
peace know that international laws must prevail.”

AKHALKALAK, AUGUST 9, NOYAN TAPAN – ARMENIANS TODAY. The Akhalkalak
Office of the European Center on Minorities Issues plans to implement
eight drafts on themes of protection of the national minorities’
rights. According to the “A-Info” agency of Javakhk, the first draft
has already started on August 7.
The draft on the theme “Human Rights Protection in Javakhk” is being
implemented by the union “In the Name of Regional Civil Initiatives of
Development of Democracy in Javakhk” and the “Lawyers and Economists in
the Name of Reforms” union. Within the framework of the first draft,
it is envisaged to organize courses dedicated to protection of the
human rights in some settlements of Javakhk.

Yuri Javadyan, candidate of technical sciences, suggests building a
joint reservoir with Turkey on the cross-section of rivers Arax and
Akhuryan. Armenia already has a common reservoir with Turkey on river
Akhuryan with a capacity of 525 million cubic meter water. Javadyan
made the suggestion at a scientific meeting on Arax and Kur rivers
at the National Academy of Sciences.
Javadyan said floods destroy 500 hectare of land costing USD 1 million
in expenditures per annum.
Therefore, he thinks that the reservoir will diminish the dangers of
floods. Moreover, he thinks that such a water pool may be used for

Number Of Traffic Accidents Increases In First Half Year Of 2006

NUMBER OF TRAFFIC ACCIDENTS INCREASES IN FIRST HALF YEAR OF 2006
YEREVAN, AUGUST 7, NOYAN TAPAN. 607 traffic accidents were fixed
in Armenia in the first half year of 2006, in the consequence of
what 111 people died and 825 people got bodily injury. As Hovhannes
Hunanian, the Deputy Chief of the RA Police informed at the August 5
press-conference, compared with the same period of time of the previous
year, the number of traffic accidents increased by 76, the number
of injured people by 96, and the number of died people reduced by
2. According to the Police Deputy Chief, the main reasons of traffic
accidents are exceeding of the fixed speed limit, breaking of the
rulls of overtaking, bad state of roads as well as the unprecedented
increase of number of cars in Armenia. He mentioned that about 11
thousand transport means were imported the RA only in the current year,
the majority of which is high-speed cars of foreign production.

His Holiness Aram I stated today in the context of an interview that: “The
military escalation in the Middle East has not only deepened the conflict,
but has also given a new dimension to it. In Iraq, Palestine and Lebanon one
can discern the emerging signs of inter-confessional and sectarian tensions”
.
His Holiness strongly criticized Israel’s continuing war against Lebanon.
He said: “Children, women and elderly becoming wounded, orphaned, homeless
and displaced, innocent people are killed and international community is
still discussing whether a ‘cease-fire’ or ‘cessation of hostilities’ must
be declared. Aram I pointed out that “peaceful negotiations and not
indiscriminate use of force is the way for resolving conflict”.
His Holiness questioned “face-value judgments, one-sided approaches and
biased attitudes” that have been put forth as political solutions to the
problems in the Middle East. He asked: “Will the creation of a security zone
in the South of Lebanon solve the conflict in Lebanon? Will Iraq find peace
and unity through its democratically elected government? If the Hamas
government were to recognize the existence of Isreal, would the peace
process regain its momentum?” He suggested that these political solutions
alone would not bring sustainable peace to the region.
Criticizing any short-sighted policy towards the Middle East, Catholicos
Aram I went on to say that he believes that religion could help establish a
permanent and comprehensive peace in the region. He said: “If we read the
signs of the time, we see that the conflicts in the different parts of the
Middle East are deeply rooted in religious, ethnic and idiological
perceptions and convictions”. According to His Holiness, religions must
speak out and together act firmly. He spelled out how the three monotheistic
religions, namely Judaism, Christianity and Islam, can and should play a
major role by “1) stopping violence in all its forms and expressions, 2)
promoting mutual understanding and mutual trust among peoples and
communities; 3) working for peace with justice for all; 4) and challenging
and leading communities and peoples of the region towards reconciliation,
through mutual forgiveness and acceptance”.

entrants will be placed on Internet site of the National Entrance
Commission’s Counting Commission – , Ruben Topchyan,
the center’s director, told journalists on Wednesday.
The examination works of those entrants scoring maximal 20 points
will be shown to prove unbiased approach of examination commissions
to all entrants.
In 2006-to-2007 academic year, 4342 state-paid and 5598 students-paid
vacancies were available in Armenian universities.
There are 16 state universities with 65 thousand students and 72

acquisition of the remaining 49% of Mego-Gold, LLC, the company
holding the licenses to the Tukhmanuk mine and exploration areas in
Armenia. According to the August 1, 2005 acquisition agreement, Global
Gold Mining, LLC acquired a 51% interest for $1.5 million and was
to pay another $2 million by August 1, 2007; the agreement, amended
as of July 19, 2006, allows for the acquisition of the remaining
49% in exchange for $1 million and 500,000 shares of Global Gold
Corporation’s stock.
The Tukhmanuk property consists of over 4,100 hectares in the Aparan
region. The property hosts numerous quartz veins with gold and
polymetallic mineralization. The presence of the mineralized zones
suggested by the existing maps have been confirmed by field mapping
in the 1st quarter of this year and detailed mapping is ongoing
to define and surface sample the mineralized zones to 1:10,000
scale. Historical GKZ (State Committee on Reserves) records in the
P1, C1 and C2 categories indicate a target of 12.1 million tonnes
of mineralization, averaging 6.74 g/t gold and 30.79 g/t silver,
including 2.6 million oz/gold and 11.9 million oz./silver. Global
Gold is updating the categories of this mineralization.
The existing gravity concentration plant has been serviced and
upgraded to full capacity with the addition of a new drive motor for
the second mill and additional tails recirculation line to attempt
to improve recovery. A fully functional sample preparation facility
has been installed with western standard equipment including AAS
(Atomic Absorption Spectrometry) analysis capability for plant and
grade control samples.
Two Caterpillar 325 excavators, a Caterpillar D9R bulldozer, 2 x
20 tonne GRAZ trucks and a grader have recently been purchased for
use in addition to equipment previously purchased for the open pit
mining of the oxide zone above the Armenian approved C1/C2 category
mineralization. A mining plan has been submitted and approved by
the relevant Armenian Governmental authorities for the mining and
processing of an expected 150,000 tonnes of oxide material over a 2
year period. Production has commenced, and full plant commissioning
is anticipated in October.
Drilling of the C1/C2 category mineralization is also in progress with
a program of 10,000 meters planned to confirm the resource and carry
out western standard reserve/resource estimation at year end; 2,500m
of drilling have been completed to date. The terms of the amended
acquisition agreement for Mego-Gold provide for the payment of the $1
million and delivery of 500,000 shares of Global Gold Corporation on
or before August 19, 2006 and also contain a contingency allowing the
sellers to sell back the 500,000 shares on or before September 15,
2007 for a payment of $1 million if Global Gold Corporation stock
is not traded at or above $2.50 at any time between July 1, 2007 and
August 31, 2007.
To date, Global Gold has focused its activities at Tukhmanuk,
Hankavan and surrounding areas in the North Central Armenian
belt. At Hankavan, a drill program is underway to follow up on the
2005 drill program. Global Gold is also conducting exploration at
Getik in Northern Armenia and holds joint venture interests with
Iberian Resources at the southern Armenian Marjan and Litchkvaz
projects. Global Gold Corporation also owns a twenty percent
participation right in any new exploration undertaken in Armenia by

The date of next meeting between presidents or foreign ministers of
Azerbaijan and Armenia is not defined yet, Novruz Mamedov, foreign
relations chief with President’s Administration, told Trend in an
exclusive interview.
Commenting ended visit of US co-chair of OSCE Minsk Group Matthew
Bryza to Azerbaijan, Mamedov said this was just a familiarization
visit to Nagorno-Karabakh conflict region, aimed at repeat studying
the parties opinions and following “taking certain steps”.
“In this connection Mr Bryza held talks with president and foreign
minister of Azerbaijan and then with their peers in Armenia. After
that, having learned the parties positions, he is going to discuss
the matter with his colleagues in Paris”, said Mamedov.
Regardless of that last time OSCE Minsk Group co-chairs performed with
different statements, the main position is that the conversation
process linked to the conflict settlement is to be continued,
he concluded.

Consumer Prices Grow 3.6% In Armenia In January-June

CONSUMER PRICES GROW 3.6% IN ARMENIA IN JANUARY-JUNE
YEREVAN, AUGUST 1, NOYAN TAPAN. Consumer prices grew by 3.6%
in July 2006 on December 2005, including a 4.3% increase in food
commodity prices (including alcoholic drinks and cigarettes), a 2.2%
increase in non-food commodity prices and a 4% increase in service
tariffs. According to the RA National Statistical Service, a 5.6%
inflation in the Armenian consumer market in January-May 2006 was
followed by a 1.9% deflation in June-July (a 1.2% deflation in
June and a 0.7% deflation in July). This was mainly conditioned by
seasonal fluctuations in prices of some food commodities. A 2.6% fall
in food commodity prices (including alcololic drinks and cigarettes)
was registered in July compared with last year, a 2.6% growth in
tariffs was registered in the service sector, while the prices of
non-food commodities declined by 0.1%. The average monthly increase
in consumer prices made 0.5% in January-July 2006 against 0.45%
in the same month of last year.

Gold and Silver Reserves Discovered Near Vanadzor

GOLD AND SILVER RESERVES DISCOVERED NEAR VANADZOR
YEREVAN, AUGUST 1, NOYAN TAPAN. The Vallex Mining company is conducting
a geological survey in the Margahovit ore field near the city of
Vanadzor, where, according to preliminary information, there are
gold and silver reserves. NT correspondent was informed about it
from Artyom Sargsian, deputy head of the geological survey service
of Institute of Mining CJSC. In his words, the survey is being done
in four villages. Particularly, the reserves in the Tandzut flux mine
(NT: flux is a raw material used in metallurgy) anount to 335 thousand
tons, with a ton containg 1.25 grams of gold and 9.4 grams of silver.
This information will be submitted soon to the State Commission on
Reserve Approval. A. Sargsian said that in addition to Vallex Mining,
other companies of the Vallex Group such as Armenian Copper Program
CJSC, Base Metals Ltd and Mining Metallurgy are also involved in the
geological survey and prospecting work in various Armenian marzes
and the NKR. It was noted that Lori marz is the richest one in
metal reserves, with the Teghut copper and molybdenum mine being a
big survey object. It is the second largest one in Armenia after the
Kajaran mone by its reserves. As of 1991, the Teghut mine’s confirmed
reserves made about 450 mln tons of ore (the average contents of
copper and molybdenum in a ton make 0.34% and 0.02% respectively). A
prospecting work is now being done once again at the mine. According to
A. Sargsian, surveys are also being conducted in the Hankadzor copper
ore field, in some groups of the Martsiget gold-copper polymetal mines
and the Dzaghodzor gold-polymetal mine of Lori marz. Some preliminary
operation is envisaged here in the near future.
