Colonel Seiran Shakhsuvaryan, press secretary of the Armenian Defense
Minister, reported that an Azerbaijani soldier surrendered to the
Armenian party. According to Shakhsuvaryan, this happened on Sunday
around 2:10 pm. Samid Nazimoglu Mamedov, born in 1987, serviceman
of the army of Azerbaijan, came to positions of the military unit
of Idzhevan and surrendered. The soldier was without weapons and
ammunition. He explained his action by systematic hazing and beating on
the part of fellow-soldiers. Mamedov served for a year already by the
moment of surrendering. Last Saturday, on December 23, the Armenian
party returned another soldier of Azerbaijani army Vusal Garachaev,
who according to it surrendered voluntarily too.

TEHRAN, Dec.27 (ISNA)-Iran agrees with Swiss companies call for
receiving 0.5-4.5 billion cubic meters of Iran’s gas for contracted
markets like Italy.

"The first phase of the main agreements are contracted," informed
Iran’s national gas export company director, Nasrollah Seifi while
saying that Iran-Swiss gas transfer would take place through the
Turkey pipeline.

He went on to state that Austrian and Syrian companies also called
for Iran’s gas export contract.

When asked by an ISNA reporter that if there was a possibility that
Turkey would export Iran’s gas to Israel, Seifi responded that Iran
would make sure that the entire gas export amount to Turkey would be
consumed only in that country.

"Also Iran’s export is much lesser than what is estimated in the
Iran-Turkey contract. For example, this year 9 billion cubic meters
should be transferred to Turkey while the real amount transferred is
something about 7 billion cubic meters and sometimes as Turkey reports,
it downs to about 5 billion," he added.

He also noted the 10 billion cubic meters Iran-Turkey gas export and
the 14 billion cubic meters Turkmenistan-Iran gas import.

"We’ve got an annual record of 4 billion cubic meters gas import. We
predict that with the initiation of Iran-Armenia 0.5-3 billion cubic
meters gas export, Iran’s export and import become equally balanced,"
he concluded.

"Saying that no matter what kind of a law we have, the election
results are going to be falsified, is wrong. This means spreading
mistrust among the people.

We have no right to do that," Harayr Karapetian, National Assembly’s
ARF faction leader said at yesterday’s meeting of the NA, when
presenting the faction’s views on the Election Code. "Whether we are
an opposition or in the government, we have to persuade the people
that the elections will be conducted fairly," he said.

He said the law’s goal is to shut all the loopholes that make it
possible to fraud the elections. "First of all, the electoral lists are
clear and they will be posted on the web site of the Central Elections
Commission (CEC) and everybody can read them. Also, people who are
responsible for the lists are clearly indicated," Karapetian said.

He spoke about one significant provision that was entered in the
Election Code on the proposal of the ARF – envelops that are to be
used in the elections to prevent fraud.

"I think the people who have worked on these amendments have the aim
of preventing fraud," Karapetian said.

AWESTRUCK BY NEW MEXICO’S SCENERY

One of Richard Tashjian’s favorite places to paint is along the Rio
Grande, in the villages of Embudo and Velarde and onward to Taos. In
addition, as with thousands of painters before him, he’s drawn to the
stands of cottonwoods and red rock cliffs of Nambé, Ojo Caliente and
Abiquiu.

Ever since he landed in Santa Fe in the mid-’90s, Tashjian has been
awestruck by the scenery of the region. His latest work, on view at
Editions Gallery, features depictions of this landscape, as well as
that of Canyon de Chelly and the Grand Canyon. A portion of sales
will be donated to the Santa Fe Animal Shelter.

A painter for nearly 70 years, Tashjian still experiments with
watercolor, acrylic and oil. The Old Masters’ medium, oil, allows
easy changes and blending of colors. Acrylic, which he calls "the
modern medium," provides "a fresh, quick approach." But watercolor is
his favorite, and the material he’s used since he was a 12-year-old
boy growing up in Chelsea, Mass.

"Watercolor is the basic medium for learning to paint," he says. "A
lot of people cannot master it. It’s a separate medium altogether and
very spontaneous."

Paintings exhibited at Editions include both oils and acrylics, begun
on location with sketches and photographs. Tashjian employs the
viewfinder of his camera as an aid in composing his canvases, but the
work is always revised once he is back in his studio, where reality
and imagination are married.

Born in 1926, his earliest artistic memories are of sketching on the
back of his sister’s school notebooks. His uncle was a painter and
the career impressed him so much that he enrolled at the Boston
Museum of Fine Arts school, where he majored in commercial art and
advertising.

During WWII, stationed in Rhode Island, he was a Navy photographer
training to shoot aerial photos. After the war he worked as an art
director for advertising agencies and for Boston’s Herald Traveler
and took early retirement to paint, running his own studio and
gallery in Massachusetts. Travel in Europe and the U.S. led to his
first visit to Santa Fe, in 1995. Two years later he permanently
relocated.

Among his proudest accomplishments is the founding of the Armenian
Artists Association of America. The group, all American artists of
Armenian descent, held several shows in Armenia and America from the
1970s through the ’90s, and donated approximately 80 paintings to
Armenia’s Museum of Modern Art.

"Armenia reminds me of Santa Fe," he says. "The mountains, the rocks
… and they even have Russian olive trees. The similarities of the
land were very impressive to me."

After a decade focused on New Mexico, Tashjian has lost none of his
excitement about the painting possibilities. Driving along the Rio
Grande to Taos this fall, he says, "It just hit me. There was some
beautiful scenery to work with. It comes for every artist – you just
explode when you see things like that."

GEORGIA HAS REPAIRED DAMAGED GAS PIPELINE TO ARMENIA: REPORT

Georgia has repaired a burst gas pipeline that threatened to
leave neighboring Armenia facing a winter gas crisis, the Georgian
International Oil and Gaz Corporation said, news agency ITAR-TASS
reported Wednesday.

"Georgia specialists over the last three days have carried out…
work to repair the section of the gas pipeline that was out of order,"
a spokesman said.

After testing on Wednesday night, "renewed gas flows through the gas
pipeline are expected by the morning of December 21," he said.

A section of the pipeline, which delivers Russian gas to Armenia,
burst on Sunday, forcing Armenia to rely on underground storage tanks
for two-thirds of its gas needs and drawing a warning from Russian
gas monopoly Gazprom about a possible crisis if repairs were delayed.

Vartan Oskanian States that He Has Neither Got Tired nor Intends to
Leave Politics

The negotiations in 2007 will be probably less public and more
seldom, but nevertheless they will continue, stated Foreign Minister
of Armenia Vartan Oskanian, explaining that the elections will draw
the most of both the public and the politicians’ attention. He said
that the achievements of 2006, marked as "a window of opportunities",
will be always available to make use of. Because of the New Year
celebrations in January, the talks will be most probably recommenced
in early February 2007. Once again commenting on the Minsk meeting
of Robert Kocharian and Ilham Aliyev, the Foreign Minister of Armenia
said that the considered problems were rather complicated and it would
be foolish to expect that the sides would come to a consensus at once.

Mr. Oskanian also made comments on the inner political situation
in Armenia, condemning the opposition for speculations about the
Karabakh conflict.

Next Meeting Of OSCE MG Cochairmen Scheduled For Beginning Of Februa

NEXT MEETING OF OSCE MG COCHAIRMEN SCHEDULED FOR BEGINNING OF FEBRUARY, 2007

Yerevan, December 21. ArmInfo. The next meeting of OSCE MG Cochairmen
for Karabakh conflict settlement is scheduled for the end of January –
beginning of February, 2007, the press-secretary of OSCE MG’s American
cochairman, Michael Stevens said, the Azeri APA Agency reports.

According to him, the Karabakh conflict settlement issue will be
raised at the meeting, the holding place of which is yet unknown.

Moreover, the cochairmen will also fix the date of the next visit to
the conflict region. To recap, the last meeting of OSCE MG Cochairmen
was held December 13 in Madrid. The Cochairmen presented a report to
OSCE next Chairman, the Foreign Minister of Spain, Angel Moratinos,
on the course of negotiations for the Karabakh conflict settlement.

LONDON, December 18 (IranMania) – Iran’s foreign minister, Manouchehr
Mottaki asserted that issuing any kind of resolution against Iran in
addition to being futile was recognized as an hostile attempt against
Iran, ISNA reported.

"The Islamic Republic of Iran is hopeful that the sides would return
to the talks and modify their approaches towards the issue," stated
Mottaki while speaking at a joint press conference with his Armenian
counterpart, Vartan Oskanian.

"As we have perpetually declared, we still believe that referring
Iran’s nuclear dossier to the Security Council is a political and an
illegal attempt, because in all the reports by the IAEA chief there is
not a single trace of deviation or legal impediment in Iran’s nuclear
activities. Therefore, securitizing and politicizing the issue puts
the IAEA under question," stated Mottaki.

"There is an obvious unfair discrimination going on in the world
today, on one hand they say that Iran will achieve nuclear power in
the future and though Iran’s stance about the issue is quite clear,
the sound of their threats has made the world go deaf. On the other
hand, the Zionist Regime is honored by the high ranking officials of
this regime for possessing nuclear arms," he added.

"Iran is definitely trying to follow up the issue through the Arab
Union, The Organization of Islamic Conference (OIC), the Security
Council, the General Assembly chief and the UN about the 200 nuclear
weapons in the occupied lands. We also expect regional countries to
confront the issue with an air of certainty and seriousness and reach
a fundamental and international solution to it," he went on to say.

Also about the Iran-Armenia gas and oil pipeline construction,
Mottaki informed that holding energy ties with regional countries
like Armenia, Iraq, Turkey and Azerbaijan was one of the main bases
of Iran’s regional policies.

"We have succeeded in relating ourselves with our neighbors on
the energy plane. We are on the final verge of exporting gas and
electricity to Armenia and we are also considering the export of oil
to this country," he added.

He also informed that the Iran-Armenia pipeline would be initialized
by the end of the Iranian year (March 2007).

"The relationship between both countries has a good historical record
and the politicians of both countries are focused on elevating their
ties in all fields," he said.

He also evaluated the Armenian foreign minister’s trip to Iran as
positive and successful.

For his part, Armenian foreign minister, Vartan Oskanian also called
for the elevation of political and commerce ties with Iran.

"Armenia closely follows Iran’s nuclear issue. It also wishes that the
Iran’s dossier is somehow compromised without imposition and pressure
through fair negotiations and considering the Iranian nation’s rights,"
he added.

He also congratulated the Iranian nation and government on their
recent hilarious elections.

YEREVAN, DECEMBER 18, NOYAN TAPAN. "The ARF Dashnaktsutiun is a
national party, but has no relation with chauvinism and movements
rousing national conflicts." Hrant Margarian, a representative of
the ARF Dashnaktsutiun Bureau made such a statement on December 14,
in Gyumri, at the event dedicated to the 116th anniversary of the
party. "For us maximalistic and at the same time defeatist approaches
in national issues are inadmissible. To take under care the national
rights does not mean to feel enmity towards other peoples. We are
the masters of our people’s rights, but also for us, the independent
Republic of Armenia is the main argument for the goals pursued
by us," the speaker emphasized. In H.Margarian’s words, there is
no other Armenian organization which, like the ARF Dashnaktsutiun,
involves in itself all the sectors of the Armenian people. "It is not
accidental that it is only the ARF Dashnaktsutiun that is present with
its organization structure and activity both in Fatherland and in,
so called, classic and Soviet Diaspora, and this reality is not at
all a consequence of historic events," the ARF Bureau representative
mentioned.

The ARF representative also touched upon the ARF achivements after the
1998 power shift in Armenia. "They wanted to assure us till 1998, that
the Karabakh issue is the Karabakh people’s problem. Today everybody,
including Azerbaijan, made sure and confess that Karabakh has not been
and can not be a part of Azerbaijan. The Armenian Genocide issue was
considered the problem of the Diaspora till 1988, and the authorities
refused to make it an issue on agenda of the foreign policy of Armenia,
and after the power shift, the Genocide issue became a part of the
RA foreign policy. The Armenian Diaspora was estimated till 1998 as a
collectivity of "ones eating oranges." Today the attitude towards the
Diaspora has been changed," H.Margarian emphasized. The ARF Bureau
representative also touched upon the role of the Armenian Diaspora:
"The Diaspora makes a part of the Armenian statehood and the Armenian
force. The RA is the Fatherland of the Diasporan Armenians as well,
towards which they have obligations and responsibilities, and the
native state, in its turn, has obligations and responsibility towards
the Diaspora," Hrant Margarian stated.

Armentel Deprived Of Yet Another Monopoly

YEREVAN, DECEMBER 18, NOYAN TAPAN. The company ArmenTel has been
deprived of some of its exclusive rights. The RA Public Services
Regulatory Commission on December 18 took a decision to make an
amendment in ArmenTel’s licence No 60, liberalizing the international
transmission of the mobile phone connection and the Internet. The
two mobile phone operators in Armenia – ArmenTel and K-Telecom were
instructed to discuss and submit to the commssion an agreement on
mutual provision of international voice services until February
1, 2007.

It was announced at the sitting that after consulting with the
companies Vympelkom and ArmenTel, the commission will again amend
the licence until March 1, 2007, taking into account the necessity
to abolish the exclusive rights reserved for ArmenTel. It was noted
that Vympelkon has repeatedly stated its intention to renounce the
exclusive rights reserved for ArmenTel in case of acquiring 90%
of ArmenTel’s shares.
