YEREVAN, SEPTEMBER 5, NOYAN TAPAN. Second international boxing
memorial tournament of honored sports master and honored coach, RA
honored figure of physical culture and sport, Edvard Aristakesian
finished on September 5 in Yerevan. According to weight categories,
the tournament’s winners are: Hovhannes Danielian (48 kg), Derenik
Gizhlarian (51 kg), Gabriel Tolmajian (54 kg), Myasnik Sargsian
(81 kg), Armen Ohanian (94 kg, all of them from Yerevan), Vladimir
Sarukhanian (57 kg, Krasnodar), Hrachya Javakhian (60 kg), Samvel
Matevosian (69 kg, both of them from Vanadzor), Andranik Hakobian
(75 kg, Etchmiadzin), Levan Khvanichava (64 kg), and Beka Lobzhanidze
(super-heavyweight, both of them from Tbilisi).

The tournament organizers had also instituted a number of other
prizes. The prize For Unbending Will For Victory was given to Samvel
Matevosian (Vanadzor). E. Aristakesian’s sister and son, Nora and
Ruben Aristakesians, gave him the present.

September 13 the Transport Minister of the Russian Federation,
Co-Chair of the Armenian-Russian Intergovernmental Commission Igor
Levitin will arrive in Yerevan.

According to the Press and Information Department of the Armenian
Government, Igor Leviti will participate in the recurrent sitting of
the Intergovernmental Commission.

>From the Armenian side the Commission is co-chaired by RA Prime
Minister Serge Sargsyan.

/PanARMENIAN.Net/ Construction of the Georgian and Turkish sectors
of the Baku-Tbilisi-Kars railroad will start in early October,
Azeri Transport Ministry official Sadraddin Mammadov said. He said
the Georgian segment will extend for 29 km, the Turkish one – for
76 km. The building will kick off at the Georgian-Turkish border,
Mammadov said.

The results of the tender are expected by the end of September. To
date, 50 companies have announced their participation, APA reports.

The project of the Georgian and Turkish sectors was drawn up by Yuksel
Domanic Turkish company.

The resulting document was signed by Azerbaijan, Georgia and Turkey
in Tbilisi in February 2007.

According to the agreement, Azerbaijan assigned a $200-million credit
for a 25-year term to Georgia.

Georgia will build a new railway and reconstruct the old one as well
as establish a maintenance point at the border.

ANC-OC Meets With Recently Appointed International Trade Committee Chairman

Costa Mesa, CA – On Thursday, August 16th, 2007 the Armenian National
Committee of Orange County (ANC-OC) met with California State Assembly
member Van Tran at his offices in Costa Mesa, CA. ANC-OC activists Ara
Malazian, Chris Guldjian, and Garin Sarkissian as well as ANC-OC activists
and recent ANCA intern Alex Der Alexanian discussed various issues of
importance to the Armenian community in Orange County, particularly with
regards to renewing authorization of the California trade office in Armenia.

"We appreciated the opportunity to sit down with Assembly Member Tran to
have a candid discussion about the importance of promoting
California-Armenia ties," said Malazian. "Armenia provides the most
democratic, stable, and economically progressing trading option for
California in the region. More importantly, the vibrant and growing
Armenian community in Orange County sees this developing economic
relationship as complimentary to the numerous cultural and social bridges
between the two states," he added.

Assemblyman Tran explained the importance of highlighting the benefits to
California’s economy through tangible results of the California-Trade
Office. While Armenia previous trade offices between California and Japan,
China, Mexico and Israel were funded by California tax-payers, the
California-Trade Office (CATO), touted as a model for the next generation of
California trade offices, is a privately funded entity working for the
benefit of the state.

The meeting ended on a very positive note with subsequent meetings to be
scheduled between Assemblyman Van Tran and the ANC Orange County.

On July 17th, 2007, Assemblyman Tran was named Chair of the Select Committee
on International Trade for the California State Assembly. The Select
Committee on International Trade was created to collaborate with California’s
business community in expanding import-export opportunities; to promote
better relationships with foreign entities, specifically to find economic
opportunities for California businesses; and to explore legislative policies
to cultivate international trade while resolving regulatory issues within
the state.

The Select Committee on International Trade is of particular significance to
Armenian American community as Armenia currently hosts the only California
trade office. Operated by the Foundation for Economic Development and
overseen by California’s Business, Transportation, and Housing Agency, the
trade office is working to expand trade between California, Armenia, and the
Newly Independent States of the former Soviet Union.

The Armenian National Committee of America (ANCA) is the largest and most
influential Armenian American grassroots political organization. Working in
coordination with a network of offices, chapters and supporters throughout
the United States and affiliated organizations around the world, the ANCA
actively advances the concerns of the Armenian American community on a broad
range of issues.

The PACE monitoring group cancelled the visit to Azerbaijan and
Karabakh to observe the state of historical monuments. The visit was
cancelled for a very interesting reason: Azerbaijan insisted that the
delegation went to Karabakh via the Karabakh-Azerbaijani border. The
Armenian side rejected this option. Since 1989 Azerbaijan has blocked
the border with Karabakh.

Roads and communications were closed, and after the cruel war, which
formed the current line of contact, the whole length of the border
is mined.

Karabakh is connected to the world via Armenia through the highway
Goris-Stepanakert built in 1996. No air and railroad communication. No
sea.

Karabakh and Azerbaijan have had no communication and relation for
18 years.

In addition, the "initiative" of setting no relations belongs
to Azerbaijan, where people who come in touch with Armenians are
condemned by the government. The football match between Armenia and
Azerbaijan was also cancelled due to the stance of Azerbaijan. Let
alone intergovernmental relations and cooperation within international
organizations.

In this context, Azerbaijan insists that Karabakh demines the border
to let in the international observers. For Azerbaijan, it does not
matter what the international experts will witness in Karabakh. It
is important to assert that Karabakh is an "indivisible" part of
Azerbaijan.

It should be noted that two attempts to demine the border have
been made over the past 18 years. For the first time the OSCE Minsk
Group co-chairs crossed the border in 1997. The second was during
the recent visit of the delegation of the Azerbaijani intelligentsia
to Karabakh led by the Armenian ambassador to Russia Polad Byul-Byul
oghli. In addition, the second visit was accepted with such warmth
and understanding in Azerbaijan, even among the opposition that the
Armenian side thought if it was not a mistake to demine the border.

Apparently, Baku has adopted a new tactics regarding Karabakh – to
set up relations but in a way to make it appear as if the "center"
is trying to reach agreement with its insurgent province. The crown
of this tactics is the return of the "prodigal son" to the "loving
father". Besides, another component of this policy is the rumors
in Azerbaijan on the visit of a Karabakh delegation to Baku and
another visit of Azerbaijanis, including refugees from Karabakh,
to Stepanakert.

The Azerbaijani member of parliament Khodjali Elman Mammedov,
the former prime minister, thinks the meetings of the members
of Azerbaijani and Armenian communities of Nagorno-Karabakh are
pointless. He said this in an interview with the correspondent of
the Caucasian Knot. According to him, such meetings will not lead to
the resolution of the conflict. "For 15 years the foreign ministers
and presidents have been negotiating to resolve the problem of
Nagorno-Karabakh. Despite the mediation of the leading countries of the
world, there has been no breakthrough," thinks Elman Mammedov. "Such
visits humiliate Azerbaijan. Instead of visiting the occupied
territories Azerbaijan must liberate them through military force.

Therefore, it is necessary to enhance the military force and develop
the economy."

In the meantime, the Azerbaijani foreign minister Elmar Mammedyarov
said with regard to the visit of the Azerbaijani community to
Nagorno-Karabakh: "If this visit takes place, it will be very helpful
to the peace process." "However, now it is early to consider another
visit to Nagorno-Karabakh," the minister said. According to him,
the OSCE Minsk Group co-chairs approves the mutual visits of the
Armenian and Azerbaijani communities of Nagorno-Karabakh.

As to Karabakh, they were rather reserved regarding the visit of
the Azerbaijani delegation, maybe because they had arrived almost
incognito.

Karabakh learned about the visit when the delegation was already
in Stepanakert. Nobody threw tomatoes and eggs at the Azerbaijanis,
but there was no excitement either. In addition, it became clear from
the faces of the officials and others that there might be no second
visit. Not because the visit of the Azerbaijanis is a problem but
because the political component is highly important for Karabakh. If
it is so important to Azerbaijan to emphasize that Karabakh is an
"indivisible part", for Karabakh it is as important to assert that
it has had no relation to Azerbaijan for a long time. Apparently,
it explains the stiff stance of the Armenian side regarding his
issue. And people support this stance.

September 4 in Brussels RA Foreign Minister Vartan Oskanian had a
meeting with the Russian and French Co-Chairs of the OSCE Minsk Group
Yuri Merzlyakov and Bernard Fassier, Press Service of the Ministry
of Foreign Affairs informs. The meeting was attended by the Personal
Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk.

Issues related to the current state of settlement of the Karabakh
conflict, the opportunities for overcoming the misunderstandings
after the last meeting of the Armenian and Azerbaijani Presidents
were discussed during the meeting initiated by OSCE Minsk Group
Co-Chairs. The mediators presented the results of yesterday’s
negotiations with the Foreign Minister of Azerbaijan Elmar Mammadyarov.

The interlocutors touched upon the terms of the Co-Chairs’ visit to
the region. According to a preliminary agreement, the latter will
visit the region between September 15 and 17.

A Turkish daily yesterday carried reports of a clash between
Turkish-Armenian and American-Armenian basketball teams at
the Pan-Armenian Games in Yerevan, however the captain of the
Ýstanbul-based team later said the report had exaggerated any racial
element to the incident.

The Turkish daily Sabah reported on Monday that members of the
American-Armenian team Glendale attacked Turkish-Armenian players
during the game. Explaining that the event, which brings together
Armenians living in different countries took place last week, adding:
"This time, the games held every four years were marked by ugly
attacks, not sports. The US Armenian male basketball team attacked
the Ýstanbul team from Turkey. American basketball players provoked
a Turkish player during a double game by saying ‘ugly Turkish dogs’."

The report added that the police had had to intervene in the brawl.

"We beat the Yerevan team the day before our match with [US side]
Glendale. Team members from Glendale had watched that game and I’m sure
they had an idea about how powerful our team was. So they were pretty
tense at the game the next day," said Alen Tekbýcak, the captain of
the Ýstanbul basketball team, comprised of Turkish-Armenians. "The
players pushed and shoved one another and police had to interfere,
plus fouls were given to both sides, but nobody called our team players
‘dirty Turkish dogs’," he explained.

Tekbýcak said the players from both sides shook hands at the end of
the game, which ended with Glendale’s 74-65 victory on Aug. 20. The
team members also came across each other that night at a dinner and
had a friendly chat, he added.

The newspaper report cited an article by an "Armenian journalist,"
Onnik Krikorian, who gave an account of the events on his blog,

Onnik Krikorian replied to Today’s Zaman by e-mail, saying: "I
was there at the game and saw the fight on the court as shown in
the photos I took. However, I didn’t hear the actual insult that is
alleged to have happened, which is why I’ve said that it’s according
to one side. However, I did speak to one of the Glendale players
after the match who denied that the fight had anything to do with the
fact that the Ýstanbul Armenians were from Turkey. He added ‘They’re
half-Armenian after all’ and ‘They have some Armenian blood in them’."

Krikorian also noted that the game seemed tense throughout, but "it’s
important to note that the other matches I saw involving Ýstanbul
teams passed peacefully and without any tensions on or off court."

Regarding the fight, a few of the Glendale players have left comments
on Krikorian’s Web site. Some of them do not deny that derogatory
remarks were made toward the Ýstanbul team, and one even accuses them
of "acting like Turks," suggesting their origin did play a role in
the fight.

The Pan-Armenian Games are hosted every four years in Armenia with the
participation of Armenian athletes from all over the world. At the
closing ceremony, Armenian Prime Minister Serzh Sargzyan presented
a cup to the Turkish team for representing their city in the best
way. The games were held between Aug. 18-26 and Turkish teams
participated in football, volleyball, basketball, tennis, chess and
track-and-field events.

The leader of the New Times Party Aram Karapetyan questioned Serge
Sargsyan’s reliable connections in Russia in a news conference on
September 3. "A person who has connections and can solve any problem
must be there all the time and try to solve problems. You see it is
easy to get connections, especially in Russia. If you have money, you
can get connections with anyone you want. In the world too. You give
money and get connections," Aram Karapetyan says. However, he says,
connections do not imply possibilities.

"You see, nobody wants to deal with odious persons. They want
money, they take it, money is good, but sustaining relations till
the end depends on how odious one is. Regardless how much and how
one wants," Aram Karapetyan says. He says his impression is that the
prime minister’s moves towards close relations with the West show he
has a grudge on Russia. "Serge Sargsyan’s moves, relations with the
United States and NATO are actions of a person who is offended by
Moscow which does not accept him. It is a fact," Aram Karapetyan says.

YEREVAN, SEPTEMBER 3, NOYAN TAPAN. 100 out of more than 200
comprehensive schools of Yerevan are fundamentally repaired and
provided with a personal boiler-house at present. 5.5bn drams (nearly
15.7m USD) has been allocated from the RA state budget for that
purpose only in 2007, and 3.5bn drams has been allocated by the Lincy
foundation. Yerevan Mayor Yervand Zakharian said this during his visit
to four schools of Yerevan’s Arabkir, Erebuni, and Avan communities
on the occasion of Knowledge Day. It was also mentioned that there
will be no non-heated schools and kindergartens in 2010 in Yerevan.

The Mayor congratulated the pupils and teachers on the occasion of
Knowledge Day wishing them success in the new schoolyear.

Dilijan Series To Launch Third Season With A World Premiere At Zippe

A popular recent addition to the Southland’s chamber music scene,
the Dilijan Series will launch its third season on September 15,
2007 at Zipper Hall. The program includes works by Harutunian,
Franck, and a World Premiere of a Piano Quintet by Vache Sharafyan,
whose works have been championed by artists such as Yo Yo Ma and Yuri
Bashmet, and performed at Carnegie Hall, Concertgebouw, and other
major venues around the world. Mr. Sharafyan will be present and
will participate in the performance. The LA Philharmonic’s Principal
Concertmaster, Martin Chalifour, and Principal cellist Peter Stumpf,
who helped inaugurate the Series two years ago, will be joined by
clarinetist Gary Gray, violinist Aroussiak Baltaian, violist Brian
Dembow, pianist Serouj Kradjian, and the Series’ Artistic Director,
violinist Movses Pogossian.

Highlights of the Dilijan Series’ six concerts this season include
two world premieres commissioned by the Series, and appearances by
distinguished musicians of international caliber. The traditional
light-hearted December holiday program presents musical comedy by
Magnus Martensson (Sweden), as well as the return of the critically
acclaimed Duo Forza. The January program, featuring four string
quartets by Shostakovich and his Armenian pupils, concludes with the
composer’s Preludio and Scherzo for String Octet, led by the legendary
Stuart Canin. The adventurous March program of three Hungarian and
three Armenian composers presents a World Premiere by Rostomyan,
as well as Ligeti’s ground breaking Horn Trio, performed by Richard
Todd, Vicki Ray, and Movses Pogossian. The final concert in April,
in commemoration of the Armenian Genocide, features music of Komitas,
Gurdjieff, Bach, and Shostakovich.
