YEREVAN, December 4. /ARKA/. Armenian-Egyptian intergovernmental
commission is to be held in April 2008 in Yerevan.

Armenian Foreign Minister Gegham Gharibjanyan and Egyptian Deputy
International Development Minister Faiz Abu al-Nag outlined the
session agenda as met Monday in Cairo.

The Egyptian diplomat said that his country is interested in
cooperating with Armenia in healthcare, information technologies and
energy areas.

Prospects of setting a direct air communication between Cairo and
Yerevan were discussed as well.

ARMENIAN GOVERNMENT APPROVES STRATEGY OF DECOMMISSIONING OF ARMENIAN NPP

YEREVAN, November 29. /ARKA/. The Government of Armenia approved the
strategy of decommissioning of the Armenian Nuclear Power Plant (NPP),
the governmental press service reported.

Earlier Armenia’s Minister of Energy Armen Movsisian said that minimum
$280mln is required to shut down and decommission Armenian NPP.

The current Armenian Nuclear Power Plant (NPP) was commissioned in
1976 (the second unit was commissioned in 1980). Currently only the
second unit operates providing from 40% to 50% of the overall power
produced in Armenia.

In September 2003, the financial flows of Armenian NPP were transferred
to trust management of INTER RAO EES Closed Joint Stock Company –
the daughter enterprise of RAO "EES Russia" (60% of the shares) and
"Rosenergoatom" concern (40%). According to experts, the plant can
operate till 2016.

YEREVAN, November 29. /ARKA/. Customs tariffs on goods transportation
from Armenia will remain unchanged, the press service of the RA
Customs Committee reports.

The Committee denied rumors about the increase of customs tariffs.

According to Nelly Manucharian, press secretary of the RA Customs
Committee, this first of all concerns customs tariffs on petrol,
tobacco, alcohol drinks with 20% VAT (value added tax) and 10% of
tax duties. "These tariffs will remain unchanged," she said.-0-

The mayor of Stepanakert Vazgen Mikaelyan ordered to suspend
registration of citizens for the housing program for special
categories. The head of the housing department of the City Hall Davit
Tsatryan said registration stopped on November 20 and will be resumed
on January 15. According to him, there are 1184 people in line for
apartments, and registration was suspended to review the lists.

Yerevan /Mediamax/. The special Supreme gathering of "Dashnaktsutiun"
party is in process in Yerevan, during which the candidate from the
party for the upcoming presidential elections will be chosen.

Mediamax reports that the results of the national voting, meant for
helping Dashnaktsutiun in choosing the candidate, were publicized
today. According to the voiced data, 288 697 citizens participated
in the voting, 53% of which gave their votes for the Vice-Speaker
of the Armenian parliament Vahan Hovhannissian, 47% preferred the
representative of the party Bureau, Armenian National Assembly deputy
Armen Rustamian. 6012 ballots were declared invalid.

Speaking during the Supreme gathering, Armen Rustamian announced
rejection and urged the participants of the gathering to vote for
Vahan Hovhannissian as a candidate from "Dashnaktsutiun" for the
presidential elections.

At this moment, the voting on the given issue is in process. Heads
of pro-governmental and oppositional parties are present at the
Supreme gathering as invited guests. The results of the voting will
be publicized today.

WASHINGTON: Diplomats from the United States, Russia and France on
Thursday urged Armenia and Azerbaijan to agree to a set of principles
for a settlement on control of disputed territory, the U.S. State
Department said in a statement.

At a meeting in Madrid, U.S. Undersecretary of State Nicholas Burns,
Russian Foreign Minister Sergei Lavrov and French Foreign Minister
Bernard Kouchner presented a document of conditions for future
negotiations on the territory of Nagorno-Karabakh to the two countries’
foreign ministers.

U.S. officials have said talks between Armenia and Azerbaijan on the
basic principles for negotiating a settlement have stalled on a few
remaining points.

"The joint proposal that was transmitted today to the parties offered
just and constructive solutions to these last remaining differences,"
the State Department said in a statement.

In Thursday’s meeting, the three diplomats urged the two sides
to accept the document as a starting point for talks on a final
settlement.

Nagorno-Karabakh is inside Azerbaijan but has been controlled by ethnic
Armenian forces since a 1994 cease-fire ended a six-year conflict
that killed some 30,000 people and drove more than 1 million from
their homes.

On November 29, within the frameworks of the 15th Session of the
Council of the OSCE Foreign Ministers (held in Madrid), the Co-Chairs
of the Minsk Group introduced the basic principles discussed in
the Prague process with regard to the settlement of the Karabakh
conflict. The principles were submitted to the Foreign Ministers in
written form.

This was both a surprise and an expected event. The surprising
thing was that, as far back as quite recently, anticipating serious
negotiations based on the basic principles submitted by the OSCE Minsk
Group Co-Chairs and agreed upon by the parties for the settlement
of the Karabakh conflict seemed possible only after the presidential
elections expected in Armenia and Azerbaijan, i.e. at the beginning
of 2009.

Now, in quite solemn conditions, i.e. in the presence of the Russian
and French Foreign Ministers and the US Under-Secretary of State on
Political Affairs, the Co-Chairs of the OSCE Minsk Group submitted
to the parties the clear-cut formulations of the basic principles in
written form, anticipating the answers of the Armenian and Azerbaijani
leaderships in the near future.

The Foreign Ministers have, for now, made essentially different
assessments on the basic principles submitted. As it is common to say,
they are under the influence of the first impressions. Vardan Oskanyan
considered the document fair and balanced; whereas his Azerbaijani
counterpart announced that there were still disagreements around a
couple of fundamental issues and "if there are common points with
regard to those issues, there will be a progress in the process of
resolving the problem."

The following question comes up: what disagreements are possible now
that the basic principles have been formulated and submitted by the
OSCE Minsk Group Co-Chairs themselves. E. Mamedyarov’s words lead to
the conclusion that the submitted document is not uniform and separate
principles are formulated in more than one variant, something that
is almost improbable. Or else, the Azerbaijani Foreign Minister is,
nonetheless, trying to conceal something when he simultaneously
declares that the document does not contain any discussion with
regard to the status of Nagorno Karabakh. But in response to that,
V. Karappetyan, Press Secretary of the RA Foreign Minister insists
on the just the contrary, "The status of Karabakh has, naturally,
been included in the document."

However, there will be absolutely no exaggeration if we insist that
the details of the contents of the given document enshrining the
basic principles are not quite important for the time being. What is
important is the choice of the time and the form of the document.

The reason is obvious. The tactics chosen by the parties for achieving
a breakthrough in the negotiations before the February 19 elections of
Armenia is more like a specific kind of test rather than mediation. And
the Armenian and Azerbaijani authorities are obliged to give an answer
to that test.

The question is: who needs such oral promise which is still to be
approved after the signature of a document enshrining the settlement
principles and be concretized during the upcoming negotiations aiming
to call it to life.

It is clear that the step has been undertaken by the OSCE, which plays
a pivotal role in supervising the presidential elections of Armenia and
Azerbaijan, as well as by the United States and its allies involved
in the process by the former. Interested in the issue of recognizing
the legitimacy of the elections to be held in their countries, the
Armenian and Azerbaijani authorities are now facing a complex dilemma,
since they will hardly manage to avoid the OSCE’s post-electoral
"rough" assessments in case the document is rejected.

It turns out that the OSCE is making hints that it will recognize the
legitimacy of the elections only in case the given country adopts
the basic principles elaborated by the Minsk Group with regard to
the settlement of the Karabakh conflict. That’s to say, the formula
"legitimacy in return for basic principles" is being put to practice.

Beijing Olympics. Executive Director of the Boxing Federation of
Armenia Alexander Sargsyan told Armenpress that two qualification
tournaments will be held in Italy and Greece in 2008.

The number of Armenian sportsmen to participate in these qualification
competitions will be decided later.

ArmInfo. The air corridor of Turkey has been partially closed for
Armenia, spokeswoman of the Chief Department of RA Civil Aviation
(CDCA) Gayane Davtyan told ArmInfo.

She said that Turkey partially closed the air corridor for the flights,
carried out by "Armavia" by the route Yerevan-Aleppo-Yerevan and
Yerevan-Beirut-Yerevan, for an indefinite time. By information of the
Turkish Navigation Service, these flights are banned for the Armenian
aircrafts for technical reasons. To note, earlier, an information was
received that the air corridor of Turkey has been completely closed
for the Armenian aircrafts started November 13, while it is apparent
for the independent observers that partial closing of the transport
corridor by Turkey has become Ankara’s response to activation of the
process of the international recognition of the Armenian Genocide in
Ottoman Turkey in 1915.
