Baku – APA. Members of the House Caucus on Azerbaijan sent a letter
to Nita Lowey, chair of the State and Foreign Operations Subcommittee
of the House Appropriations Committee, APA reports quoting AzerTAC
state agency.

The letter signed by co-chairs of the Caucus Bill Shuster, Solomon
Ortiz, activists Michael McMahon and Eddie Bernice Johnson says that
the lawmakers call on the chair of the subcommittee to support the
assistance programs serving to strengthen US-Azerbaijan relations
while considering 2011 fiscal year budget.

They consider that a number of important points should be taken into
consideration, no aid should be allocated to the separatist Nagorno
Karabakh regime. Expressing their concern about it, the congressmen
say there is no ethnic Azerbaijani in Nagorno Karabakh recognized by
the international community as the territory of sovereign Azerbaijan.

The conflict is a sensitive issue both for Armenia and Azerbaijan.

Some groups use the will of the Congress for their political purposes.

The members of the Congress mention that the US being OSCE Minsk
co-chair has neutral position on the conflict. The Subcommittee should
refrain from any step violating this neutrality, damaging the relations
with Azerbaijan, the reliable partner of the US.

The members of the Congress also call to repeal the Section 907
to Freedom Support Act. They note that Section 907 bans any kind
of direct United States aid to the Azerbaijani government, impedes
extension of the strategic partnership between our countries.

They say as improvement of the relations with the Muslim world is
one of the priorities of the policy of Obama administration, the US
should strengthen the relations with Azerbaijan, its reliable partner
in energy security, struggle against the international terrorism

The members of the Caucus call on Nita Lowey to take into consideration
all these points and include these notes into 2011 fiscal year budget.

Ankara-Tel Aviv tensed ties after Israeli forces invaded Gaza in 2008,
are threatened to live another crisis. Israel’s Knesset pushed Armenian
Genocide issue into agenda since 12 deputies voted for the resolution.

The chairman of opposition "Maretz" party Haim Oron stated; "We as
a nation suffered from Genocide we are obliged to be compassionate
with others’ sufferings. The justice should be restored." Turkish
Zaman writes.

During the panel discussion of 25 minutes opinions for and against
were voiced. "Our home – Israel" partys Robert Italov said that
Knesset wasn’t a place to discuss Armenian Genocide. Another Israeli
politician recommended Knesset’s Committee on Foreign Affairs and
Defense to discuss the issue.

According to the Turkish media though Israeli-Turkish ties are tensed,
working visits among the officials are scheduled and they do take
place.

Both Turkey and Armenia should be applauded for the enormous political
will on both sides to normalize relations, a top Swiss diplomat has
said, stressing that the Minsk Group of the Organization for Security
and Cooperation in Europe (OSCE) is actively working on resolving
the issue of Nagorno-Karabakh.

Micheline Calmy-Rey, the head of the Federal Department of Foreign
Affairs of Switzerland, who mediated talks between Turkey and Armenia
leading to the signing of the normalization protocols last year,
told deputies in the Parliamentary Assembly of the Council of Europe
(PACE) that "any developments between Turkey and Armenia should be
viewed in the context of attempts to normalize relations between the
two countries, both of which had shown enormous political will in
recent years."

Switzerland holds the chair of the Committee of Ministers of
the Council of Europe, and Swiss Foreign Minister Calmy-Rey, as
chairwoman, was asked questions by both Azerbaijani and Armenian
deputies on Monday. Calmy-Rey said, "The peaceful settlement of the
Nagorno-Karabakh dispute is being actively pursued by the Minsk Group,"
adding that "it is important to encourage meetings that would build
confidence between Azerbaijan and Armenia."

Ganira Pashayeva, deputy from Azerbaijan, pressed Calmy-Rey by asking
what she intends to do about the situation of those people who have
been internally displaced due to the illegal Armenian occupation of
Azerbaijani territory. "As you know, for more than 15 years, about
1 million Azerbaijani refugees and internally displaced persons have
been unable to return to their homes because 20 percent of Azerbaijani
territory is still under Armenian occupation. These Azerbaijani
refugees and displaced persons want and need your support. What are
you planning to do to help them?" she asked.

In response, Calmy-Rey said the solution to the issue of
Nagorno-Karabakh would depend on the outcome of the discussions held by
the Minsk Group. Another Azerbaijani deputy, Gultakin Hajibayli, asked
why the Council of Europe has not been effective in implementing PACE
Resolution 1416, which repeated the call of the full resolution of the
United Nations Security Council for the immediate and unconditional
withdrawal of Armenian military forces from occupied Azerbaijani
territory. The Swiss foreign minister simply referred the case to
the Minsk Group.

Calmy-Rey also dodged the question raised by Armenian deputy Naira
Zohrabyan about the remarks made by Turkish Prime Minister Recep
Tayyip Erdogan in which he threatened to expel illegal Armenian
workers residing in Turkey.

The Justice and Development Party submitted the proposal for a
parliamentary investigation into the murder of Turkish-Armenian
journalist Hrant Dink three years ago. Should the proposal be approved,
the parliament would have to find the abetters for the murder.

Party (AKP) submitted the proposal for a parliamentary investigation
into the assassination of Turkish-Armenian journalist Hrant Dink,
then editor-in-chief of the Armenian Agos newspaper, on 18 January
2007. In case the proposal would be approved, the Turkish Grand
National Assembly (TBMM) would investigate the murder.

Prosecutor: No progress in investigation The prosecutors of
the investigation into the "Cage Action Plan" put forward that
investigation into the Dink murder did not include all the people
and authorities who are to be held responsible for the incident.

The prosecutor’s office referred to the so-called "Cage Action Plan"
which included the Dink murder in 2007, the killing of Priest Andrea
Santoro of the Saint Mary Catholic Church in Trabzon (eastern Black
Sea coast) on 5 February 2006 and the murder of three employees of
the Zirve Publishing company in Malatya (south-eastern Turkey) on 18
April 2007. These murders were part of the action plan as planned
"operations". The prosecution stated that there "has not been any
progress in the investigation" related to the Dink murder.

Permit for investigation into five police officers in Istanbul after
three years The Dink murder is subject to four applications made to
the European Court of Human Rights. Nevertheless, the only people on
trial for neglect of duty are eight gendarmerie officers in Trabzon.

Upon the preliminary report regarding mistakes and neglect of police
officers in context with the Dink murder, the Istanbul Governorship
Provincial Administration Board issued permission for investigations
into Ä°brahim Pala, former Police supervisor of the Istanbul Police
Directorate, chief inspectors Volkan Altınburak and Ä°brahim Å~^evki
Eldivan and police officers Bahar Tekin and Ozcan Ozkan. This was
announced on 13 April.

Small number of main suspects

The case in Istanbul will be continued on 10 May. Prime suspect Ogun
Samast is tried as the alleged triggerman; Yasin Hayal and Erhan
Tuncel stand accused of incitement to commit the crime. Hayal’s
brother Osman Hayal is the 20th defendant in the case and has not
had his turn at court yet.

However, the people who are responsible for the murder and their
connections have not been revealed yet as requested by Hrant Dink’s
widow Rakel Dink in a letter sent to Prime Minister Recep Tayyip

Hulusi Kilic The Turkish ambassador has commented on the
Turkish-Armenian protocols.

"Turkey respects Armenia’s decision to suspend the ratification of
protocols". Turkish ambassador in Azerbaijan Hulusi Kilic said Ankara
adheres to awaiting position in this process.

"Now we are not commenting Armenia’s decision. It is necessary to
demonstrate respect to this decision of Yerevan. However, we have
recently stated that Turkey is loyal to spirit and content of these
protocols. We expect the process to continue. On the other hand, the
world is looking forward the achievements in the resolution of the
Karabakh conflict. I hope the discussions on liberation of Azerbaijani
lands and Karabakh settlement will continue before the discussions
of the protocols are suspended. We believe in the establishment of
peace and welfare in the region".

Our Beloved Faithful,

Today, in the homeland and the diaspora, with the celebration of Divine
Liturgy in our churches, and through prayer and reverence at our monuments,
we commemorate the 95th anniversary of the Genocide of the Armenians.

Our people for decades have borne alone the deep sorrow of their greatest
tragedy of the 20th century. Today, countless individuals commemorate the
memory of the Genocide with us, so that such crimes are prevented in the
life of humanity, and peace, justice and happiness are strengthened in the
world. For many years, our people were alone in pursuit of the defense of
their righteous cause, remaining "=85afflicted in every way, but not crushed;
perplexed, but not driven to despair; persecuted, but not forsaken; struck
down, but not destroyed." *II Corinthians 4:8-9*. But relying on their
Christian faith, on the crucified and risen Savior of the world, our people
found strength and power in the homeland and the dispersion to rise with new
life and defend their rights. Today, the Armenian Genocide is recognized by
many nations, states, and governmental and public institutions; with the
conviction that the hope of a peaceful future is the implementation of
justice, the true expression of which is the defense of national and human
rights. In this Holy Cathedral of the Descent of the Only Begotten, offering
prayers before God and the memory of our countless martyrs, we convey our
words of gratitude to all states, public institutions and individuals, who
recognize and condemn the Genocide of the Armenians, and today stand in
prayer with our people.

Dear pious faithful in Armenia, Artsakh and the Dispersion,

We present the case for our righteous cause with our reestablished statehood
and our communities in numerous countries of the world who are respected and
trusted – strong in their spiritual and national life. Yes, our people have
been able to stand once again, but the pain of our losses is not yet healed.
The victims of the Genocide are our exiled diasporan sons and daughters, who
having lost homes and families, deprived of their homeland, lived in
different countries and built their new lives through sacrifices and
manifold difficulties. The victims of the Genocide are those Armenians
forcibly converted to Islam and their succeeding generations, who are
frightened to speak about their identity. The victim of the Genocide is the
Armenian Church, through the demolition of hundreds of churches and
monasteries, the conversion of others into mosques, the loss of thousands of
priests and the turning into dust and destruction of centuries of cultural
treasures.

For nine and half decades, our people have believed and continue to believe
in the victory of justice and universal condemnation for the crime committed
against them. Our people expect to see the triumph of justice – triumph over
the evil done to them, and the losses, sorrows and suffering they bore. In
recent decades, substantial shifts have taken place in the world. The
formation of international law and the aspiration of peoples to build civil
societies give hope of progress toward a more peaceful and better world. In
this transforming world our hope increases as well, that the Armenian
Genocide will be universally recognized and condemned, and thoughts of
violations of rights and resolving problems through persecution and
falsehood – from where only evil, confrontations and tragedies can be born –
will be forever rejected. Keeping Armenia blockaded, denying the right of
the Republic of Nagorno Karabagh to live freely, and issuing threatening
statements are not in harmony with efforts or aspirations aimed at
establishing security and stability in the region. They do not contribute to
the vision of peace and collaboration. Today we bear the responsibility for
tomorrow and the future. And today we must pursue justice, since justice
decorates human life with goodness, as the psalmist says, "For the Lord is
righteous, He loves righteousness; the upright shall behold His face."

Dear Armenian people, O reborn people,

With homeland and diaspora united, let us conscientiously continue to defend
our rights, with the confidence that justice will come for our people, and
that all states -Turkey as well – will recognize and condemn the Genocide.
Let us remain devoted to building our homeland, to positively transforming
our spiritual and national life everywhere, and to make our luminous
aspirations and goals brighter and brighter. Let us remain steadfast and
firm with the hope of the Gospel of peace, and invest our efforts into the
building of a world that is just, harmonious and free of violence. On this
day of remembrance, let us offer incense and prayer once more, asking the
Lord to keep the souls of the countless victims of the Genocide of the
Armenians in his blissful heavenly kingdom. May the blessings of the
Almighty be with us and all people, and may the graces of heavenly peace and
the love of our Lord Jesus Christ be dispersed around the globe, today and
always and forever. Amen.

Baku. Elnur Mammadli – APA. `US President Barack Obama is a very wise
man and attaches great importance to US interests.

Therefore Obama’s use of the word `Armenian genocide’ is not in the
interest of the United States’, said Turkish ambassador to Azerbaijan
Hulusi Kilic. The ambassador said he was confident Obama will not use
the word `genocide’.

The ambassador also stated that country is committed to the soul and
text of the protocols signed between Turkey and Armenia and it will
continue this process.

Azeri analysts hail Armenia’s move to freeze ratification of pact with Turkey

Azerbaijani political analysts have hailed Armenia’s decision to
suspend the protocols on normalizing of ties with Turkey.

Rasim Musabayov said Armenian President Serzh Sargsyan’s decision
benefited both Turkey and Azerbaijan. Musabayov believes that the
suspension of the protocols indicated Armenia’s failure to spoil the
Turkey-Azerbaijan relations: "After a very short hesitation Turkey
confirmed that it values Azerbaijani-Turkish alliance. Sargsyan’s
decision is very positive both for Turkey and Azerbaijan."

Another analyst Ilqar Mammadov said Armenia understands that the
opening of Turkish-Armenian border is linked to the settlement of
Nagornyy Karabakh conflict and therefore, by suspending the
ratification process Armenia will direct all of its efforts to the
settlement of the Karabakh conflict.

"Compared to Turkey Sargsyan was more interested in ratification of
the protocols. Armenia, who rejects the link between Turkish-Armenian
rapprochement and the Baku-Yerevan negotiations, suspends ratification
of the protocols in order to direct all its efforts towards Karabakh
negotiations. As soon as there is a progress which satisfies Turkey,
Armenia will again go back to the ratification of the protocols." APA
news agency quoted Ilqar Mammadov as saying.

Former presidential aide Vafa Quluzada believes that US and Russian
interests clashed: "Russia has scored for now and retained Armenia as
its outpost, protected Yerevan from Western influence and prevented
the opening of borders with Turkey".

Cemal Pasha’s Grandson Calls On Commemorating 1915 Victims

In an article titled "I share Armenian’s Pain on April 24" Famous
Turkish journalist and a columnist of the local Turkish daily Milliyet,
Hasan Cemal calls for paying tribute to those who fall victims to
the Genocide.

Hasan Cemal is the grandson of Cemal Pasha, one of the organizers of
the Armenian Genocide in 1915.

"Today is April 24. April 24, 1915 is one of the shameful pages of
the Ottoman Empire. The Ottoman Armenians living and creating for
centuries in Anatolia endured great anguish on the lands they lived;
they stood great pains in their own state: they were eradicated,
slaughtered and subjected to eventual extinction. Some call these pages
of history as deportation, some – as tragedy, some – Genocide, while
others call it Great Calamity. But it cannot be denied," writes Cemal.

"But today is April 24, the commemoration day of the Armenians, the
tragedy the Armenian nation suffered on these lands. Thus let’s first
share the Armenian’s grief on April 24, let’s try to feel their pain in
our hearts, let’s equally mourn with Armenians," Cemal calls on Turks.

In reference to his memoires relating to his visit to Tsitsernakaberd
in 2008, the memorial of the Armenian Genocide, Cemal writes the
following.

"In September 2008 I was in Yerevan and visited the memorial complex
of the Genocide victims. For a moment I remained alone with my dear
Hrant [Dink]. It was Hrant’s pain that brought me to the memorial …

My ears caught Hrant’s voice. ‘Let’s respect each others pain’,"
writes Cemal.

"It is high time that we share Armenian’s April 24 grief both at the
individual and the state level. Hrant, my brother, I do share that
pain, I miss you, have your rest there," concludes Further Cemal.
