Prime Minister Recep Tayyip Erdogan said he would announce a decision
most probably Friday on whether or not to make a trip to the United
States.

"I assume I will announce my decision on this issue tomorrow [Friday].

If I decide to go, I’ll dispatch our ambassador," Erdogan told
reporters during an inauguration ceremony Thursday.

In a move to reduce the ongoing tension with the United States
stemming from the passage of an Armenian genocide resolution in a House
committee, Turkey is likely to re-send its ambassador to Washington
ahead of an international nuclear summit on April 12.

Asked if Ambassador Namık Tan will return to Washington, Erdogan said:
"I am making an assessment with my colleagues."

In Ankara, Foreign Minister Ahmet Davutoglu said there were strong
signals from the United States that would ease Turkey’s concerns in
the wake of the genocide resolution vote. Diplomats say the telephone
conversation between Davutoglu and U.S. Secretary of State Hillary
Clinton played a key role in Erdogan’s possible visit to Washington.

The ties between the two allies were strained by the adoption of the
resolution at the U.S. House Committee on Foreign Affairs on March 4.

Blaming the U.S. administration for not doing enough to stop the
approval of the measure, Turkey recalled its ambassador in protest.

If Erdogan decides to go to Washington, he is expected to be
accompanied by Davutoglu. The foreign minister did not rule out
a meeting with the Armenian diaspora in Washington. On Thursday,
Davutoglu met with three members of the U.S. Congress led by
Ed Whitfield, co-chair of the Turkey caucus in the House of
Representatives.

The delegation headed by Stefan Fule, EU Commissioner for Enlargement
and Neighborhood Policy, will arrive in Armenia on April 6.

Within the framework of the visit the delegation is expected to meet
Armenian President Serzh Sargsyan, Prime Minister Tigran Sargsyan and
Foreign Minister Edward Nalbandian, Press and Information Department
of the Ministry of Foreign Affairs reported.

Turkey’s ambassador to Sweden, Zergun Koruturk, has returned to
her post in the Scandinavian country, which she had left under the
Turkish government’s instruction on 11 March. The decision was an act
of protest against the Swedish parliament’s resolution on the same
day, branding the killings of over 1.5 million Armenians by Ottoman
Turks in 1915 as genocide. The resolution, which carries merely moral
value and does not refer to any reparations to the few survivors of
the genocide, came after a similar bill was passed by the U.S. House
Committee on Foreign Affairs on 4 March (seeTurkey – Sweden – Armenia:
12 March 2010:). The decision to return Koruturk was taken after the
Swedish government of Prime Minister Fredrik Reinfeldt decided to
distance itself from the parliament’s resolution, citing that it may
harm relations with Turkey, and apologised to the Turkish government.

His Turkish counterpart Recep Tayyip Erdogan announced that he accepted
the Swedish apology. Koruturk stated to the Turkish Anatolu news agency
that Turkey expects "compensation for this error", although she did
not specify what compensation the Turkish government has in mind.

Significance:Despite the emotive rhetoric, the Turkish government
had to take the only reasonable step and reinstate its ambassador
to Sweden, as it did not stand any realistic chance of reversing
the Swedish parliament’s decision. In fact, the Turkish government
has used this method of protest with most of the countries that have
adopted similar resolutions. The Turkish government, however, managed
to secure the Swedish government’s already-declared commitment to
fully support Turkey’s entry into the European Union, launched back
in 2005. However, this promise may be short lived, as Reinfeldt’s
centre-right coalition is set to lose power in the upcoming September
election. The handling of the Swedish parliament’s adoption of the
Armenian Genocide resolution has further brought into question the
government’s policies. Openly apologising for the decision supported
by the majority of Swedish deputies–including some from the ruling
coalition–put the government in a precarious situation, as many saw
Reinfeldt’s and his outspoken foreign minister Carl Bildt’s actions
as defining the will of the elected parliament. Korturk’s return to
Sweden is a positive development for both countries, and will help
them to put this diplomatic row behind them.

Cemil Chichek Cancelled after US congressional panel approval of
Armenian bill, Premier Erdogan’s visit remains ambiguous.

Government spokesperson Cemil Chichek said that consultations resume
to decide on Prime Minister Recep Tayyip Erdogan’s pending visit to
the United States.

Reminding that Turkey faced unfair accusations at the US congressional
panel which approved a non-binding resolution on Armenian allegations,
Spokesperson Chichek said it is not clear whether Erdogan will deliver
the official visit or not.

Referring to controversial bill, Chichek said "…Turkey does not
deserve this. Both countries have always been in close and friendly
relations, expressing desire for deepening of mutually beneficiary
relations. We have always reiterated potential risks that arise from
decisions incumbent upon historians but given by parliamentarians."

The spokesperson noted that Turkey expressed regret over the move and
said that Turkey stands behind the newly inked protocol; however, the
accord could make sense only if both sides fulfill responsibilities.

It finally arrived-the books I had expected for a whole year but
didn’t order. It was nothing you’d find at a Borders or inside your
friendly library. Matter of fact, it only cost me $50,000.

That’s my investment into a life insurance policy, and as a way of
keeping subscribers updated the company each year sends out its annual
reports. Three of them.

They arrived inside a large white envelope barely able to fit in
my mailbox. I could have used it for a weight-training exercise or
certainly as a stepstool for those hard-to-reach places.

The first volume contained 70 pages of assets and liabilities so
intricate, a certified public accountant would be mesmerized over it,
never mind a layperson.

The second volume included a mishmash of variable annuities that did
nothing to capture my attention. I know nothing about the trustees
and officers and when they send me a proxy notice, also included is
a suggested nominating list of officers.

"The Board recommends the following candidates," and all you do is
fill in the box. I have no interest in attending the annual convention
in Texas, especially when I have no idea how this portfolio works.

To make matters worse, even the policy is ambiguous. It’s made up of
words too big to understand and type too small to read. All I know
is this. Should I kick off, my spouse will be well sustained.

The third volume is a management discussion, compounded by financial
analysis, a statement of operations, comparison charts, and ad
infinitum.

The only line that made any sense to me was the very last: "Printed
on recycled paper." And that’s exactly where it went, into the recycle
bin-all 1,000 pages of it.

I’ll catch some grief over this. Because I’m insensitive to all this
rhetoric, there are others around me who feel I should put this on
my required reading list.

"There’s no harm in educating yourself," they tell me. "They send it
to you for a reason."

Not on my time, please. Someone must sit inside an office and write
this stuff up. They probably get a decent salary, too. I cannot
imagine an ordinary person doing this. For 40 years, I’ve written
stories for a living and words tend to come easy for me.

As a technical writer entrusted to put out these annual volumes, I’m
afraid I’d be stuck right from the outset. For me, it’s like hearing
two surgeons discussing a new medical formula or two scientists
expounding upon the virtues of nuclear physics.

I recall once asking my engineer son to show me a sample of his work.

He smiled at the thought. "It would make no sense to you, Dad,"
he warned me.

He pulled a report from his briefcase and gave it to me. It was like
reading a Greek menu with sunglasses on. Had I turned the page upside
down, I may have had better luck.

I have no tolerance for mail I cannot understand, let alone reports
from my insurance company that inform me the "total return is
the change in value of an investment over a given period, assuming
reinvestment of any dividends and capital gain distributions expressed
as a percentage of the initial investment."

What? Come again.

That’s enough to make you cower with ignorance and move on to a more
defining read from someone like Sparks, Patterson, or Albom. I saw
no authors listed for the annual reports. Somebody deserves to get
the credit-or discredit.

I’m wondering how many legislators bothered to acquaint themselves
over the new healthcare reform bill before they cast a vote. I was
of the understanding this report contained 2,000 pages. Anything that
long is either ludicrous or superfluous in my opinion.

Especially if it’s 2,000 pages of verbiage designed to send the senses
swirling. Too bad there isn’t an abridged version.

Hardly a week goes by when I’m not receiving statements from my
investment company. They keep me posted as to what I’ve gained and
lost over the previous month. The only line worth digesting is "the
bottom line."

It does me no good to see what company lost money or posted a gain when
my investment is in a broker’s hands and he’s the one manipulating
my account. I do have a rather systematic filing system but perhaps
I should have a better grip on my holdings.

I suppose I should feel fortunate in this age of economic strife that
at least I have some security to keep me buoyant and that I didn’t
hand my entire life’s worth over to Bernie Madoff or some other quack.

I wonder if he ever read any of those manuals.

Conference Without Human Rights Defenders

Head of Vanadzor office of Helsinki Civil Assembly Artur Sakunts, in
an interview with lragir.am, dwelt on the situation over the upcoming
conference of FIDH scheduled in April in Yerevan.

You refused signing the joint statement with the Institute for Civil
Society which created grounds for discussions in the press. New
developments followed it which, proceeding from responses, get
quite a serious character. Many lawyers refused participating in
the conference. Which is the reason why they refuse so easily to
participate in a conference on human rights which Armenia needs
so much?

It has been spoken about an international human rights conference
in Yerevan since last year, when FIDH (International Federation
of Human Rights) representatives arrived in Armenia. Naturally,
Armenian human rights organizations were supposed to be included in
the preparation works.

We learnt about the agenda of the conference accidentally from the
FIDH web site. It had been worked out without our participation. First
complaints aroused when we saw that the conference was to be started
with Serge Sargsyan’s welcoming speech. His participation in a
conference entitled "fair investigation" was incomprehensible for us.

Speeches of the head of the Armenian Court of Appeals, Minister of
Justice, and the Ombudsman were also planned. The Armenian prosecutor
general was also invited. But no representative of a human rights
organization was going to hold a speech.

A person who is responsible for terrible violence of human rights,
who came to power through killings and election rigging was going to
open the conference in case the suggestion of the wives of political
prisoners to show Tigran Paskevichyan’s film "Choice" about political
prisoners was refused.

The agenda was said not to be changeable. Serge Sargsyan’s opening
speech was replaced by the speech of the CC head Gagik Harutyunyan,
which is also unacceptable. The Institute of Civil Society comes out
to hold speeches at its own conference.

My opinion is that the death of 10 and 200 injured people were not
a result of a clash.

FIDH dealt with this issue in its new statement.

Formulations are changed but the format is the same. We have to
record that as a result of our protest, the conference is changed
cosmetically but no proposal of our was included in the agenda.

Unfortunately, the impression is that you fight against a governmental
structure for the sake of human rights.

In your opinion, what determined the atmosphere of confidentiality?

Recall that after our protests, FIDH president issued a statement
which raised the issue of political prisoners and killings. It turns
out that we forced them to say what they, in fact, had to say.

It is a conference on Human Rights, which was closed to human rights
defenders. And the responsibility for this lies is put on the Institute
for Civil Society and FIDH. This international organization still has
a chance to save its face before April 6. Obviously, the president
of FIDH is in time trouble.

You assert that the conference will be held in an atmosphere formed
by the authorities? Then what is its sense?

Authorities try to prove that the situation is under control, and
it can be changed through concrete steps and actions that do not
correspond to reality. The conference will have a protocol, formal
nature. This is another event of the authorities.

Who will participate in the conference? The number of those who refuse
to participate is growing.

I do not know. They used to say that about 40 organizations should take
part, now they do not mention any number. Now they say the conference
will be open – one more change. How can anything be changed through
protests in a conference dedicated to human right?

There are opinions that the conference is held in support of Serge
Sargsyan in the context of the Armenian and Turkish relations,
considering the fact that it will be dedicated to the genocide issue.

It is very strange that the genocide issue is discussed during
a conference dedicated to investigation. The genocide issue is a
question of political significance and the initiator of this issue
is the father of football diplomacy Serge Sargsyan. After March 1, an
outrageous thing happened when as a result of political persecutions
a mass of political prisoners appeared, dealing with human rights was
connected with politics. We have a politicized human rights defense
sphere which was revealed within the frameworks of this conference.

Since it was stated about this conference on human rights during the
latest rally and broad masses learnt about it, do you think it is
possible to fail?

The fact that the opening ceremony was scheduled to be held in the
theater of Opera and Ballet and was changed as a result of our protest
shows the authorities avoided the resumption of protest actions at
the Liberty Square.

Yeghishe Sargsyan from the position of Armenian Ambassador to Romania
and to instate Hamlet Gasparyan in that position instead (residence:
Bucharest).

Also on the same day, Sargsyan signed a decree to relieve Vahagn
Melikyan from the position of Armenian Ambassador to Kuwait and
to instate Fadei Charchoghlyan in that position instead (reidence:
Kuwait City).

Ten veterans from Armenia and Nagorno Karabakh will participate in
the Moscow Parade, which is being timed to the 65th anniversary of
the end of the II World War on May 9.

A spokesperson for Armenia’s Government said that this item was
discussed at the working session of the commission on celebrations
of the 65th anniversary of WWII’s end. According to released by
commission reports, celebrations in occasion of the Victory Day will
be held throughout Armenia.

Ambassador to France Elcin Amirbeyov delivered a lecture on
"Azerbaijan`s foreign policy" for students of Paris Institute of
Political Science.

Ambassador Amirbeyov spoke of the Azerbaijan`s independent foreign
policy. He said Azerbaijan is interested in peaceful co-existence
with its neighbors.

Amirbeyov briefed students on the Nagorno-Karabakh conflict, Armenian
aggression and its consequences. According to him, OSCE`s and Council
of Europe`s documents clearly indicate that Armenia`s aggressive policy
is unacceptable. He pointed out peaceful resolution of the conflict
based on the territorial integrity of Azerbaijan was stressed at a
NATO summit in Strasbourg and Kehl.

The Ambassador pointed out Azerbaijan plays an exceptional role in
ensuring Europe`s energy security.

Amirbeyov noted Azerbaijan worthily fulfils its COE obligations
concerning democracy, freedom of speech, rule of law, human rights. He
pointed out the country puts emphasis on cooperation with the Council
of Europe, European Union, OSCE and other international organizations.

On the Azerbaijan`s European integration, the ambassador said the
country develops economic, political and social cooperation with the
European Union and takes an active part in the European Neighborhood
Policy Elcin Amirbeyov gave a lecture at the invitation of Professor
of the Paris Institute, Belgian Senator Anne Marie Lizin.

Elchin Amirbayov also has visited the Institute of oriental languages
and civilizations, INALCO, where he met its rector Jacques Legrand.

The Ambassador gave an interview to AzerTAc`s Paris-based correspondent
about his visit to the institute and meeting with the rector.

The following are excerpts from the interview: "It was a
familiarization visit. We discussed prospects for cooperation with the
institute. Mr. Jacques Legrand highly praised INALCO`s cooperation
with Azerbaijan. He said he visited Azerbaijan and was impressed by
what he saw in the country which has ancient history and rich culture."

"During the meeting we mostly discussed the activity of the
department of Azerbaijani language at INALCO, which was inaugurated
with participation of Azerbaijan`s first lady, President of the
Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador
Mrs. Mehriban Aliyeva."

"Ninety languages, including Azerbaijani are taught in the institute.

But, unfortunately, the languages are not taught on the same
level here. And our major goal is to improve and strengthen the
teaching of Azerbaijani. The teaching process must feature not only
linguistic aspects of our language, but also historical and cultural
characteristics of Azerbaijan. We proposed that the institute review
its teaching program.

"And rector Mr. Legrand showed positive attitude towards our proposal
and agreed to visit Azerbaijan once again for concrete discussions.

Now our embassy and the institute are working together to fix the
date of Mr. Legrand`s visit."

"It gives us great pleasure that Azerbaijani language has been taught
for more than ten years in Paris, one of the largest European cities
and the world`s cradle of culture."

"At first, Azerbaijani language was taught in the institute in an
unorganized manner. And including it in the official teaching program
has been an extremely important step. But, of course, we must not stop
on this. And cooperation between the institute and the Azerbaijani
side is of essence here."

program in Armenia; a number of events aimed at tourist flow increase
are envisaged, the head of tourism management department at RA
Ministry of Tourism Mekhak Apresyan said.

As he told a news conference in Yerevan, world crisis made a strong
impact on tourism growth in Armenia. Before 2009, it amounted to
20-25%, while in 2009 the figure went down to 3%.

As Mekhak Apresyan stated, Armenia has infrastructure development
-related tasks, such as service quality and personnel qualification
improvement.

Nevertheless, significant progress was registered in tourism
infrastructure over the last years. `Here are some figures, allowing
to assess the level of infrastructure development in Armenia: in 2000,
only 3-4 hotels could host foreign tourists, while at present there
are over 170 hotels and other facilities all over Armenia to meet
modern standards,’ he emphasized.
