UN Secretary-General Antonio Guterres is following with concern recent reports of tensions in and around the disputed Nagorno-Karabakh region, his spokesman said on Thursday.

“While we are not in a position to confirm or verify such reports, we urge the sides to exercise restraint and address all outstanding issues through dialogue,” said Stephane Dujarric, the spokesman.

Azerbaijan and Armenia on Wednesday accused each other of launching provocation in the disputed region in violation of a ceasefire agreement between them.

The Azerbaijani defense ministry said Karabakh troops targeted its army positions in the district of Lachin, which is under the supervision of the Russian peacekeeping force, killing an Azerbaijani conscript.

The Azerbaijani army later said it conducted an operation dubbed “Revenge” in response and took control of several strategic heights in Karabakh.

Karabakh declared a “partial mobilization,” the army said in a statement.

Armenia accused Azerbaijan of seeking to make unilateral changes over the Lachin corridor that links Armenia and Karabakh.

Russia accused Azerbaijan of breaking the ceasefire and vowed to stabilize the situation.

“The ceasefire regime was violated by the armed forces of Azerbaijan around the Saribaba height,” the Russian defense ministry said in a statement.

“The command of the Russian peacekeeping force, with representatives of Azerbaijan and Armenia, are taking measures to stabilize the situation.”

Armenia and Azerbaijan have been at loggerheads over the mountainous region of Nagorno-Karabakh since 1988. Peace talks have been held since 1994, when a ceasefire was agreed on, but there have been sporadic minor clashes since then.

A round of armed conflict broke out along the contact line on September 27, 2020, before Russia brokered a new ceasefire agreement on November 9, 2020.

UNGA President Abdulla Shahid was wrong for deleting his tweet and capitulating to pressure from Turkey – Frank Pallone

YEREVAN, AUGUST 4, ARMENPRESS. The Armenian Assembly of America calls upon His Excellency Mr. Abdulla Shahid, President of the 76th session of the United Nations General Assembly (UNGA) and current Minister of Foreign Affairs of the Maldives, to affirm the Armenian Genocide following the deletion of his original statement on Twitter about his visit to the Armenian Genocide Memorial (Tsitsernakaberd) and Museum-Institute in Yerevan on July 27, 2022, ARMENPRESS was informed from the Armenian Assembly of America.

In response, Congressman Frank Pallone, Jr. (D-NJ) stated that “The UN should not be complicit in Turkey’s rejection of history. UN General Assembly President Abdulla Shahid was wrong for deleting his tweet and capitulating to pressure from Turkey.”

To date, 31 countries and dozens of international organizations recognize the genocide of the Armenian people committed by the Ottoman Turkish Empire from 1915-1923, which resulted in the loss of 1.5 million Armenians and the dispossession of a nation from its three millennia-old Western Armenian homeland. The UNGA codified the crime of genocide by adopting the Convention on the Prevention and Punishment of the Crime of Genocide (the “Genocide Convention”) in December 1948, heeding many of distinguished international human rights lawyer Raphael Lemkin’s ideas, who coined the term genocide in 1944 and referenced the 1915 Armenian Genocide as a seminal example of the act of genocide.

The UNGA President’s actions are demonstrative of genocide denial, which is the worst form of hate speech. To honor the 50th anniversary of the Genocide Convention in 1998, over 150 distinguished scholars and writers issued a statement to commemorate the Armenian Genocide and condemn the Turkish government’s denial of this crime against humanity. In the statement, the scholars emphasized that the “denial of genocide strives to reshape history in order to demonize the victims and rehabilitate the perpetrators. Denial of genocide is the final stage of genocide. It is what Elie Wiesel has called a ‘double killing.’ Denial murders the dignity of the survivors and seeks to destroy remembrance of the crime.”

UNGA President Shahid’s action undermines the international community’s trust in and responsibilities towards upholding the letter and spirit of the UN Genocide Convention. The Armenian Assembly of America urges UNGA President Shahid to issue a public explanation and retraction with respect to his deleted tweet, and affirm his commitment to recognize the Armenian Genocide and condemn its denial.

Expert: External forces try to provoke more serious war in Armenia than in Ukraine

NEWS.am
Armenia – Aug 2 2022

Against the background of the aggravation on the line of contact between Azerbaijan and Artsakh it is very important to monitor the statements and actions of external forces, such as those of the US and Britain.

On Monday, starting from 09:00 a.m., in some parts of the northern and north-western border zone of the Republic of Artsakh Azerbaijani units made provocative attempts to cross the line of contact, which were interrupted by the Defense Army forces.

As a result of the provocations by the Azerbaijani units a serviceman of the Army of Artsakh Albert Bakhshyan was wounded.

Detailed information about the incident was provided to the command of Russian peacekeeping forces.

The day before, British Ambassador to Azerbaijan James Sharp visited the Baku-controlled territories around Nagorno-Karabakh and then wrote the following on his Twitter page: “We continue to work together to bring peace to the region. The UK and Azerbaijan are working together to increase cooperation and reduce risk. The amount of support we provide for demining in this region has already exceeded one million pounds sterling.”

And after the stabilization of the situation on the line of contact it was reported about the telephone conversation of the US Under Secretary of State for European and Eurasian Affairs Karen Donfrid with the Armenian and Azerbaijani Foreign Ministers the day before. Today, however, U.S. embassies again commented on the contents of the telephone conversation.

” US Undersecretary of State Donfried had a telephone conversation yesterday with Armenian Foreign Minister Mirzoyan and Azerbaijani Foreign Minister Bayramov. They discussed the historic opportunity presented to Armenia and Azerbaijan to bring peace to the region. The Undersecretary of State reiterated the US offer to help open up regional transportation and communication routes. She urged the sides to ease border tensions and encourage continued dialogue,” the US Embassy in Yerevan said in a statement. The US Embassy in Baku disseminated a similar message.

“Based on all this, it becomes obvious that the main problem is not in Artsakh, but in Syunik. All the statements boil down to unblocking these routes, especially as Armenia did not refuse to provide a road from Nakhijevan (in fact, from Turkey) to Azerbaijan and further to Central Asia,” political analyst Stepan Danielyan told NEWS.am.

The expert believes that foreign powers want territory not under Armenia’s control, and, more precisely, they want to occupy a part of Armenia.

Iran’s statements that it will not allow closing the border with Armenia are interesting in this context. It is no coincidence that these statements were made. That is why, according to Danielyan, the problem is in Syunik, while Artsakh is a territory where provocations are carried out in order to force Armenia to open a corridor.

All this fits into the West’s scenario, which is to create a Turkic world against Iran and Russia.

“The West, speaking about unblocking communications, definitely did not mean the direction between Russia and Iran (North-South), but the direction between Nakhijevan and Azerbaijan. This is exactly the fight being waged.

Everything is aimed at pushing Russia out of the South Caucasus region and launching the Turkic world project, which has geopolitical significance. Turkey has strengthened in Azerbaijan and is now strengthening in Central Asia, but this must materialize into open communication. In the case of Russia’s withdrawal from the South Caucasus and the strengthening of the West in Azerbaijan, the eyes will be cast inside Russia, on the Turkic-speaking population. Turkey and Azerbaijan are already engaged in serious information work in this direction. Azerbaijan is obviously taking other steps against Russia, including in the form of arms deliveries to the Ukrainian side. Aliyev, in fact, has adopted Erdogan’s tactics and is playing on the edge of the possible, aggravating the situation to achieve his goals,” the expert noted.

The aggravation of the situation on the eve of the meeting between Putin and Erdogan is related to the desire to put on the table the issue of possible concessions on the part of Russia in the issue of the so-called “Zangezur corridor”.

Danielyan reminded that Iran considers this “red line” and is ready for military action if necessary. Under these conditions, the West’s constant statements provoke a war against Iran and Russia. “And hostilities will be fought on our territory. That is, aggression against Armenia is encouraged under the sauce of ‘peace,'” he said.

The political analyst said that Britain has invested over $100bn into Azerbaijan and opened over 1000 offices, which are also engaged in intelligence activities. There may be such offices in Armenia, too.

“In addition, serious Israeli centers are being created, which are engaged in intelligence activities in Iran. According to some information the Azerbaijanis are preparing an uprising in the north of Iran and the large-scale detentions by the Iranian authorities are connected with this.

Iran realizes that all this is directed against it, and if it yields in the South Caucasus and Turkey strengthens there, it will become a serious threat to it.

The situation is complex and unpredictable. There are serious forces that want a much more serious war than in Ukraine, which will involve Russia, Turkey, Iran, possibly Israel and the leading Western countries,” the expert said.

YEREVAN, JULY 28, ARMENPRESS. Chairman of the Coordination Council of Armenian Organizations of France (CCAF) Mourad Papazian says he is launching legal proceedings in order to restore his right to enter Armenia.

“I’ve decided to restore my right in the legal framework, and for that I have entrusted my court defense to Member of Parliament Artsvik Minasyan to represent me, and attorney Siranush Sahakyan, whom I authorize to handle the necessary actions,” Papazian said on social media.

He said that Minasyan has already filed a letter to the National Security Service on July 25 requesting a revision of the ban.

“By law, the NSS has 5 days to issue an answer, and based on that we will decide how to proceed,” Papazian added.

Papazian denied the Armenian authorities’ accusations that he organized the 2021 demonstration against PM Nikol Pashinyan’s motorcade in Paris.

On July 22, the Department of Information and Public Relations of the Prime Minister’s Office said that Papazian, the Chairman of the Coordination Council of Armenian Organizations of France (CCAF), a citizen of France, was barred from entering Armenia pursuant to law because he was among those who “organized the attack” on the official motorcade of the Armenian PM’s delegation in France earlier in June, 2021.

YEREVAN, JULY 29, ARMENPRESS. The reconstruction of the M-12/-Tegh-Kornidzor road will start in August, 2022, the Ministry of Territorial Administration and Infrastructures said in response to media queries.
