Armenia and Iran are negotiating the schedule for Iranian gas exports
to Armenia.

An Armenian delegation is currently in Iran to reach an agreement on
the issue, Armenian Energy Ministry spokeswoman Lyusine Arutyunyan said

Iran has proposed beginning deliveries on October 13. Armenia will
officially respond to the proposal this week, Arutyunyan said.

It was reported earlier that Iran and Armenia began operating a gas
pipeline linking the two countries last year. Initial capacity on the
pipeline is 450 million cubic meters a year, subsequently increasing to
2.3 billion cubic meters a year. Gas is not currently being delivered
on the pipeline. Most of the gas from the pipeline will be supplied
to Armenian power plants, with electricity being exported to Iran
along two high-voltage transmission lines (construction of a third
line is scheduled to begin later in 2008). Armenia can use any excess
gas for internal needs.

The arrangement provides some diversification of gas supplies for
Armenia, which has relied exclusively on Russia gas shipped through
Georgia.

Armenia and Iran have stepped up cooperation in the fuel and energy
and infrastructure in recent years.

Cash Flows From Armenia’s Partner Countries Reason For Pessimistic F

CASH FLOWS FROM ARMENIA’S PARTNER COUNTRIES REASON FOR PESSIMISTIC FORECASTS, PREMIER SAYS

ARKA

YEREVAN, October 20. /ARKA/. The reason for gloomy forecasts of
Armenia’s economy is financial flows from the country’s main trade
partners, RA Prime Minister Tigran Sargsyan said last week.

"Since the European Union has 60% share in Armenia’s trade, we
depend much on the financial situation in the European trade zone,"
the premier said, summing up the Armenian delegation’s visit to
Washington on October 9-15.

Armenia-EU trade turnover totaled $1,219.3mln in January-August 2008 –
20.5% year-on-year increase. The share of EU in Armenia’s trade was
36.8% in the reporting period. European exports to Armenia rose 9.6%
to $392mln.

Armenian imports to EU increased by 26.4% to $827.3mln.

"Inflation risks remain high in EU, and the European Central Bank
has to lower the interest rate to avoid further economic downturn,"
Sargsyan said, stressing the importance of overhauling European and
U.S. economies.

"However, the record-low fuel prices in stock markets have no influence
on consumer prices due to considerable economic lags," the premier
was quoted saying.

He underlined the Washington debates and talks over 2009 fuel price
forecasts.

Sargsyan urged Armenia to keep a vigilant watch over economic
developments in Europe, adding setback of import prices will be =0
Abeneficial for Armenia’s economic programs, as the main reason for
this year’s record-high inflation was the hike in import prices.

"If import prices plummet, Armenia’s harsh monetary and credit policy
will help curb inflation and the Central Bank will be able to lower
interest rates, covering liquidity needs and boosting economy,"
the premier said.

Economic Growth To Slow Down

Member of RPA parliamentary faction Artak Davtyan touches upon the
recession in the USA and its impact on Armenia.

"To what extent is Armenia’s financial market and economy, in general,
vulnerable or indifferent towards those "global challenges"?"

"Of course we can’t say that all this will not have any impact on
Armenia’s economy, even if we are not integrated into the world
economy and even if Armenia doesn’t have any market of capital or
market of securities.

We can point out many other objective circumstances, but one thing
is clear, if the whole world faces problems linked with consumption
it will lead to the reduction of consumption volumes in Armenia
as well. The consumers will have to refuse certain attributes of
well-to-do, such as buying a flat or a car, or expensive voyages.

On the one hand it will lead to the reduction of prices in the product
and service markets. The volume of the money-transfers to Armenia
will also reduce or at best it will remain on the same level. And it
is not a secret for anyone that the flow of the money-transfers to
Armenia is the main source of the growth of our economy.

On the other hand we will have problems with exporting. If the prices
fall in the world mark et our main exporting branches, firstly mining
industry will suffer losses.

As regards importing we have already said that the prices of oil,
grain have abruptly reduced, for example oil price has two times
reduced, one tone of grain has reduced from 1200 dollars to 300
dollars. Naturally these are the factors that will definitely have
impact on the volume of our GDP. In terms of value that index will
drop and finally the pace of the economic growth will reduce."

"Will the budget executive suffer? Will the government need to review
its "affectionate programs" on the social expenses, including pension,
the salary of the pedagogues?"

"When we say gross domestic product we must consider one thing – what
components does it include? There are different methods of reckoning.
But the method of reckoning is not important here. Anyway it is the
new value created during the year. The process of the reduction of
prices that take place in the world market will naturally have bad
impact on the GDP.

Of course the committee of state incomes can use certain levers to
ensure the entries of the budget. As a result in my view the specific
weight of the taxes in the GDP will raise. The best thing for the
population, the consumers will be the reduction of the prices of
consumer goods, food. Today the prices of fuel, petrol has reduced."

"But there is no s ign of price reduction in the food market, on the
contrary, the prices of some products go higher and higher?"

"It will take time. The prices of food will definitely reduce. While
the importing companies order grain, or food while they transfer the
money and transport all this to Armenia, it takes some months. At
the moment they realize those products, which they have purchased
by higher prices. But the fact that the prices will drop is beyond a
shadow of a doubt. In this regard the consumer will definitely benefit.

As regards the budget I must repeat that I don’t think we will have
any problems linked with budget entries. The problem is that one
of the priorities of the government – the continual growth of the
economy is jeopardized."

"From this point of view, which sphere of economy do you think is
the most vulnerable?"

"Mainly those spheres, which require long-term investments, especially
the sphere of construction. As you know the economic growth of the
recent years owed the sphere of construction. So in this regard we
will definitely suffer serious losses.

The volume of the construction, which is realized by the financial
means allocated from the state budget, will maintain, but because in
our reality most part of the construction is realized by the private
investors, companies, and individuals, here we will definitely face
problems. At best the e xisting volumes will sustain.

Especially because the majority of our people can’t afford buying flats
or realizing any deals linked with real estate and it is natural that
mostly Armenians from Diaspora buy these flats. So it is normal that
in this sphere as well we will record reduction of selling. Because
if there is no demand, of course the sphere suffers losses.

In general, there will be no sphere that will not bear the fruits
of the processes that take place in the world market. Moreover
unfavorable conditions are created for entrepreneurship. This is the
greatest risk."

"Does the state have the possibility to counteract the before mentioned
negative manifestations, or it is unavoidable?"

"If only the big countries; the United States, the developed European
countries allocate huge financial means, make injections of billion
dollars in the financial market, to save the banks from financial
crash, but Armenia doesn’t have this possibility. In this regard it
is very important for the state not to prevent the entrepreneurs from
working, if it can’t help them. The conversation is not only about
tax administration.

There are lots of inspection organizations that simply hinder the
economic activity of the entrepreneurs. More than ten inspection
organizations regularly conduct check-ups in enterprises. What do
these people do?

During the past years they have conducted thousands o f check-ups
just see how many of them have been held to answer and to what extent
have the losses of the budget been compensated. Is the quantity of
the check-ups and the results adequate?

Entrepreneurship in Armenia should not only be beneficial but also
with regulated and clear mechanisms. Otherwise the organization of
3 persons will have to keep 10 accountants to be able to match its
documents with the existing legal and normative requirements.

All the before mentioned obstacles must be eradicated and the state
has lots of work to do in this respect."

Congressman Mark Udall’s bid to be elected to the U.S. Senate this
November has been endorsed by the Armenian National Committee –
Political Action Committee (ANC-PAC), the nation’s largest and most
active Armenian American political action committee. In endorsing
Udall, the ANC-PAC acknowledges Udall’s efforts as a powerful advocate
for his Armenian American constituents in Congress. The Congressman’s
District stretches across much of Denver’s northwestern suburban
communities, including Boulder, and is home to a vibrant community
of Armenian American families and voters.

"The Armenian American community has a great friend in Mark Udall,"
stated ANC-PAC supporter and Boulder resident Jirair Christianian. "I
urge all Armenian Americans in Colorado to vote on November 4th
for Mark Udall. I greatly look forward to working closely with the
Congressman after he is elected to the United States Senate where he
can continue to expand and broaden his already strong track record
on human rights," Christianian added.

Mark Udall has a proven and solid track record of supporting important
Armenian issues in the U.S. Congress. Udall is a member of the
Congressional Caucus on Armenian Issues and is an original cosponsor
of H.Res. 106, the resolution reaffirming the United States record
on the Armenian Genocide. He is also a supporter of H. Res. 102,
a resolution condemning the assassination of human rights advocate
and outspoken defender of freedom of the press, Turkish Armenian
journalist Hrant Dink. Udall has signed every letter to President Bush
urging him to recognize the Armenian Genocide since 2002 and signed
a letter to Secretary of State Rice defending Ambassador John Evans
for speaking truthfully about the Armenian Genocide and inquiring
about the involvement of the Turkish officials in his firing. He also
cosponsored the South Caucasus Integration and Open Railroads Act (H.R.

3361), which prohibited any U.S. financing of railroads in the region
which would exclude Armenia.

Congressman Mark Udall was elected to the U.S. House of Representatives
in 1998 with the full support of the Armenian American community. He
presently serves on the House Armed Services Committee, the House
Committee on Science and Technology and the House Natural Resources
Committee. Udall also serves as Chairman of the Committee on Science
Space and Aeronautics Subcommittee and as co-chairman of House
Renewable Energy and Energy Efficiency Caucus.

Udall is also a member of the Congressional Human Rights Caucus.

French citizen, participant of the Artsakh war Sargis Hatspanian
wants to know why nobody told him that there was a mistake in his
Armenian passport when he left for Europe on August 21 and when he
returned to Yerevan on October 7.

RA Ombudsman Armen Harutyunian told "A1+" that this was a result of
negligence on the part of the corresponding bodies. Hatspanian had an
RA temporary residency status, which Robert Kocharyan had considered
no longer valid on March 10.

"He went to France, came back to Armenia, but without a visa and the
residency status had already been considered no longer valid. So,
he entered Armenia illegally. The authorities have the right to exile
him, but there is another problem. He can’t be exiled if he has two
minor children with a legal status," said Armen Harutyunian. The chief
police officer of the Kentron district community told Harutyunian
that if Hatspanian doesn’t open his door, the police will appeal to
the court to let them enter.

Since Hatspanian is a citizen of France, "A1+" tried to get
information from the French Embassy of Armenia, but French Consul
in Armenia Jak Sharoti informed through one of the workers of the
embassy’s press service that it would be better to ask the Armenian
authorities. According to the French Embassy worker, the Armenian
authorities have more information regarding the issue.

Let us remind that the police want to exile Sargis Hatspanian from
Armenia and that is why Hatspanian’s house has been surrounded
by police officers since last night. Sargis Hatspanian, who went
underground after the events of March 1, says that the authorities
want to exile him from Armenia for his political views.

BAKU PROPAGANDISTS ATTEMPTING TO DIVERT ATTENTION FROM ARMENIAN GENOCIDE

PanARMENIAN.Net

/PanARMENIAN.Net/ Publications by Baku propagandists and their foreign
accomplices about so-called "genocide of Mountain Jews" represent one
of the branches of the policy of falsification of Azerbaijani history,
head of the institute of national and strategic studies at the RA
Defense Ministry, major general Hayk Kotanjyan said when commenting on
Azeri media reports that the Knesset intends to form a commission to
investigate "the genocide of Mountain Jews" perpetrated in early 20th
century in the territory of present-day Azerbaijan, the RA Defense
Minister’s spokesman, col. Seyran Shahsuvaryan told PanARMENIAN.Net.

The aim of these falsifications is to divert attention from
the Armenian Genocide and the massacre of Armenians in Baku
and Yelizavetpole provinces in the territory of present-day
Azerbaijan. Armenians had to defend their families in 1988 and in 1990,
during the pogroms in Sumgait, Kirovabad and Baku. And heirs of the
Holocaust understand it. Immorality of the Azeri propaganda machine
is well known. I call on my counterparts in Israel and numerous Jewish
Diaspora to protect friendship between Jews and South Caucasus nations
from falsifiers.

We Can Keep Gas If Price Is Not Right, Iran Tells Crescent

WE CAN KEEP GAS IF PRICE IS NOT RIGHT, IRAN TELLS CRESCENT

Gulf Times
30 September, 2008, 12:32
Qatar

TEHRAN: Iran has said it would sell gas to Crescent Petroleum of
the UAE if the price previously agreed was raised but is building
facilities so it could use the fuel at home if not.

Oil Minister Gholamhossein Nozari also told Fars News Agency a
Pakistani team would visit Iran in days for talks on another gas
export project that has been under discussion for years.

Iran, the world’s fourth largest oil exporter, has been slow to develop
gas exports despite huge reserves partly because US sanctions have
hindered the building of plants to make liquefied natural gas (LNG)
for shipment. Iran now relies on pipelines.

Asked about the Crescent deal, the minister said:"If the price in this
contract is corrected the export of gas will go through, otherwise
the gas from the Siri region will be transferred via a 32-inch,
270km long pipeline under construction now from Assalouyeh to the
country’s interior."

Siri is an offshore area of the Gulf near the Salman gas field that
will supply Crescent if a deal is agreed. Assalouyeh is capital of
Iran’s gas industry on the Gulf coast.

The Crescent deal was initially signed in 2001 but hydrocarbon prices
have soared since then.

Pricing has also delayed a deal to build a gas pipeline to Pakistan
and on to India, although testy relations between the Pakistani and
Indian governments have also held up talks.

"In the course of the next two days a Pakistani team will come to
Tehran to follow up on negotiations," Nozari said.

"Iran’s proposal in the … pipeline is attaining a formula wherein
the final sale price to Pakistan would be set a year before delivery,"
he added.

Iran exports gas to Turkey and has a deal to sell 3mn cu m of gas
per day to neighbouring Armenia in return for electricity. An Iranian
official said this year the Armenian deal would come into effect in
October but said this depended on Armenia. – Reuters
