THE ARMENIA FUND UPGRADES YEREVAN NORK INFECTIOUS AND KANAKER-ZEITUN HOSPITALS

The Armenia Fund is announces the completion of its renovation
projects at the Nork Infectious hospital and Kanaker-Zeitun Medical
Center in Yerevan.

The Fund has long acquired a reputation for its commitment to doing
several projects in succession in one establishment, once it has
embarked on one; the projects being based either on the project
proposal from the beneficiary or the wish of the donor. Thus, four
renovation projects were carried out at the Nork Infectious hospital
and three at the Kanaker-Zeitun medical center.

At the beginning of April 2008, renovation of the third and
fourth floors of the four-storied building, the roof, as well as
construction of a boiler to support heating at the Nork hospital were
accomplished. The whole project with the budget of around 62,973,482
AMD was implemented thanks to the generous funding by the Armenia
Fund Brazilian local committee.

Renovation activities at the Nork hospital for 2005-2007 comprised
renovation of the roof, ICU (intensive care unit), pediatric
department of infectious diseases, located accordingly on the first
and second floors of the hospital. The project with the total cost
of 59,112,497 AMD was sponsored through the Armenia Fund Brazilian
local committee. Subsequently, the embassy of Brazil in Yerevan
and the Armenia Fund, with the support of the Armenian Diaspora in
Brazil, funded the two-storied building’s heating system through the
construction of a boiler house.

Ara Asoyan, chief infectiologist of the Nork hospital warmly thanked
the Armenia Fund for the thorough work carried out at the hospital and
emphasized the need for adequate clinics and hospitals to support
public health in the country. "We are grateful to the Fund and
our friends in Brazil for what they have done for the hospital. In
particular, we appreciate the way with which the specific needs of the
hospital were considered and taken care of. Good conditions are an
important part of patients’ recovery; however, we should not forget
that they also inspire the medical staff to perform to the best of
their abilities" said Mr.

Asoyan. According to the chief infectiologist the hospital has
constructed a gas distribution substation which will support the
boiler’s work.

The Armenia Fund Executive Director Vahe Aghabegians was pleased with
the quality of the work done. "The need for good quality healthcare is
a universal issue in Armenia, as it is elsewhere. A number of health
institutions in Yerevan are still falling short of modern standards
and the Armenia Fund’s support is critical in the capital as it is
in the regions," Mr. Aghabegians said.

"Thanks to proper heating in the wards, our patients have been
receiving appropriate medical service in the last year and a half,"
pointed out Mr. Zardaryan, deputy head of the hospital. According to
him, 273 patients in the ICU and 681 in the Pediatric Infectious Unit
received treatment in 2007.

The most recent renovation project at Kanaker-Zeitun Medical Center
was funded mainly through the Hayastan All-Armenian Fund Great Britain
local committee, with a contribution of 8,345,400 AMD towards the
total cost.

Three rooms of the Diagnostics Unit were reconstructed and refurbished
using a donation from Hagop and Sirvart Haroutounian, as well as a
donation in memory of the late Nishan Ohanian. The high standard of
hygiene in these rooms, which now meets Health and Safety standards,
is a far cry from the derelict and crumbling rooms that served no
purpose. Hasmik Margaryan, the head of the department summarised her
assessment of the new conditions saying, "The layout and finished
look of the rooms matters a great deal."

The Hayastan All-Armenian Fund’s Great Britain local committee has
also financed three wards in the Plastic and Reconstructive Surgery
Unit of the Kanaker-Zeitun Medical Center (2004-2005), in memory of
the late Hagop Klenjian, as well as reconstruction of the Paediatric
and Gynaecological operating rooms and Post-anaesthesia Recovery Units
(2005-2007) in memory of the late Alice Margossian.

"Health care is a priority area for the Hayastan All-Armenian Fund
Great Britain local committee. During these past few years many
families have approached us wanting to donate money for reconstruction
of hospitals and clinics in memory of a late family member. It is
not unusual at all to have one project following another in the
same institution, and this is the case with this medical center,"
says Armineh Carapeti, Chairperson of the Hayastan All-Armenian Fund
Great Britain local committee.

Matthew Bryza, the US Deputy Assistant Secretary of State for European
and Eurasian Affairs and the US co-chair of the OSCE Minsk Group,
said today that it is necessary to give ‘some space’ to the new
President for participation in the negotiations on settling of the
Nagorno-Karabakh conflict.

According to Mediamax, Bryza made the statement when commenting
on possibility of participation of unrecognized ‘Nagorno-Karabakh
Republic’ (NKR) in the negotiations.

He did not rule out that the unrecognized NKR may take part in the
negotiations, but said that there is an acting format of negotiations
and it should be stuck to.

"I feel that Azerbaijan has a will to continue the negotiations, but
they have right to seek changes in the document. Me as a mediator
should cooperate with both sides to help them to find ‘common
language’," Bryza said.

As for the OSCE Minsk Group’s work, Bryza said that the mediators are
operating very efficiently and the format is the most acceptable for
the time being.

ArmInfo. "Compromise" of Azerbaijan may not be compared with a
compromise as the Armenian party understand it as well as with the
compromise suggested by the OSCE Minsk Group, commander of National
Strategic Research Institute under Armenian Defence Ministry,
Mayor-General Hayk Kotanjan said in an interview with press-service
of Defence Ministry when replying to the question about chances of
reaching compromise between the Armenian and Azerbaijani parties.

He also added that despite the norms of comprehensive international law
Baku does not recognize initial international subject of the NKR. At
present the Azerbaijani party makes statements that a compromise from
its party is limited only with an accord to continue consultations
with Armenia on the Karabakh issue, Kotanjan said and added it is
known that Azerbaijan rejects an opportunity of direct dialogue with
the NKR. He also said that in the public policy Azerbaijan not only
disrupts the intermediary mission of the Minsk Group but also does
not respond to recommendation of the Council of europe to start a
dialogue with the NKR (PACE Resolution 1416 dates 25 January 2005),
although the NKR is ready to start a dialogue with Azerbaijan. ‘In
fact Baku’s position is objectless and has no prospect.

Statement about full adherence of Azerbaijan to the principles and
norms of international law are incorrect. If this openly revanchist
position of Baku does not change, there are miserable chances to
reach compromise between the parties to the Karabakh conflict at the
present stage’, – Kotanjan said.

ArmInfo. Construction of the Armenian genocide museum will be finished
by the end of 2010, regional director of Armenian Assembly of America
[AAA] to Armenia and Nagornyy Karabakh Arpi Vardanyan said at today’s
press-conference in Tesaket club.

She also added that there is still much work to be done as the AAA
strives to turn the museum not only in a modern and interactive
facility, but also to present the Armenian genocide as well as
history and culture of the Armenian nation. ‘The museum is not for
Armenians. Our goal is the museum to be visited by Washington residents
and guests and learn more about the Armenian nation and its history’,
– Arpi Vardanyan said. It is not ruled out that some sectors of the
future museum will be dedicated to the tragic pages of the history
of other peoples. They are also going to create a research centre.

Subcommittee on the Cultural Heritage to the region, Edward O’Hara,
rapporteur of PACE Subcommittee on the Cultural Heritage said.

He stated that he would discuss the mission’s visit to the region with
Azerbaijani, Armenian and Georgian MPs during the PACE April session.

"I am hopeful that all aspects of the visit will be discussed and
the sides will make a breakthrough," he said, the Azeri Press Agency
reported.

Though the visit was planned for last September, it was postponed
over of divergence of opinion between the parties.

Vandals destroyed a cross near the Armenian Church in Lvov March
29-30, the Western Information Agency Corporation quoted Armenian
Church priest Father Tadeos as saying March 31.

Lvov City Council Deputy Vardkes Arzumanyan was the first to blow the
whistle on vandals, appealing to the department for the protection
of Lvov historical heritage. According to Father Tadeos, he was
approached by a city official who offered help in renovating the
cross at the expense of theArmenian community.

According to deputy Arzumanyan, the Armenian community had repeatedly
asked the police to beef up security in the area.

"The area near the church is frequently the scene of mobster gatherings
who behave in indecent way. We do not believe the vandalism was
targeted against the Armenian Church. If an Orthodox church were
in this area, it would have been desecrated too. I hope, the new
Police Chief will pay due attention to protecting historical sights
in Lvov. Police patrol cars can be parked in the area and this can
stop the vandals," the Deputy stressed.

Most Intensive Foreign Investment Flow Comes To Communication Sector

YEREVAN, March 31. /ARKA/. The most intensive foreign investment flow
to Armenia was recorded in communication area at the period between
1998 and 2007.

The outside investments in communication sector make 25.96% of total
investment and 19.83% of direct investments in Armenia’s real sector.

National Statistical Service of Armenia told ARKA News Agency that
$873.4 million has been invested in communication sector.

Of them, direct investments total $470.3 million.

$261.2 million was invested in communications in 2007 alone, $149.4
million as direct investments.

The statistical report says that the second largest target for outside
investments is electricity, gas, hot water and steam production and
distribution – $615.6 million (18.3%), of which $596.4 million (25.15%)
as direct investments. This sector has outdone the communication
sector on direct investments.

Foreign investors have invested a great deal also in mining
industry. They invested $257 million, of which $256.7 million as
direct investments.

$224.8 million ($13.4mln direct investment) was invested in metallurgy,
$223.6mln ($182.7mln direct investments) in food industry.

Besides, $135.9 million was sent to the area connected with air
transport, $114.5 million to hotel and restaurant business, $110.1
million to real estate sector and $105.5mln to car wholesale through
agents.

Other sectors’ cumulative investments were less than $100 million.

Foreign investments in Armenian real sector for 1998/2007 total
$3364.6 million, of which $2372mln are direct investments.

On March 28 the rector of Mesrop Mashtots University Donara Gabrielyan
held a news conference after returning from Oxford where she
participated in the summit of leaders on development of Eurasian
economic integration organized by the European Business Assembly.

According to Donara Gabrielyan, the participants from Karabakh were
mostly interested in the debates on the high school in the context of
preparation of top managers for small and medium-sized businesses. The
establishment of specialized corporative educational centers, exchange
of scientific programs, internship was discussed.

From May of last year Donara Gabrielyan is a member of the club of
rectors of Europe which enables to set up contacts with colleagues from
different countries. There were about 120 participants from different
countries of world, representatives of science and business, as well as
governmental and non-governmental organizations. Donara Gabrielyan says
those contacts may facilitate our governmental and business structures
to integrate with the European system of business. For instance, the
rector of the university said in such summits projects are presented,
and as a result businessmen may make investments in one country or
another. She gave the example of successful cooperation in Malta.

Donara Gabrielyan also told that Mesrop Mashtots University got the
Socrates international award. Mesrop Mashtots was the only Armenian
university participating in the summit. The Armenian business was
represented by the Grand Tobacco company. According to Donara
Gabrielyan, a lot of useful contacts were set up thanks to which the
students and teachers of the university may have a chance to get
internship in European universities, namely in Spain. In this
connection, she said it is necessary to review our teaching methods to
meet modern challenges.

Donara Gabrielyan also told about the project of protection of the
right of the humanity for drinking water in which besides the
representatives of the university the representatives of the government
of Karabakh will also participate. During the news conference a film
about the European Business Assembly, the club of rectors of Europe and
the Summit in Oxford was demonstrated.

Bako Sahakian, the President of the Nagorno Karabakh Republic,
received Archbishop Sepuh Sargsian, the primate of Tehran diocese of
the Armenian Apostolic Church, Archbishop Nshan Topuzian, the primate
of Atrpatakan diocese, and Archbishop Babken Chalian, the primate of
New Julfa (Nor Jugha) diocese.

At the meeting, in which Archbishop Pargev Martirosian, the primate of
Artsakh diocese, was also participating, a number of issues concerning
further broadening and deepening of ties with the Iranian Armenian
community, prospects of investment programs’ implementation in Nagorno
Karabakh, as well as state-church relations were discussed.
