Ankara, 21 December: "The target of negotiations (between Turkey and
the EU) is full membership," said Turkish Foreign Minister Abdullah
Gul, reaffirming that Turkey will never take a backward step from
this aspiration.

Taking the floor at the parliamentary session at which the new budget
of the Turkish Foreign Ministry was discussed, Gul responded to the
criticisms about Turkey’s relations with the EU and noted, "If the
EU really wants to become an actor in the world, it should be aware
of the contributions Turkey will make."

Gul said these decisions indicate EU’s lack of vision when commenting
on the decision of the union to suspend negotiations with Turkey on
eight chapters.

"We will become a member sooner or later. What is important is that
Turkey should be ready when this day comes," he emphasized.

Gul said, "As the government, we know that the EU is using Cyprus
and Customs Union as pretexts", and noted that Turkey has not made
any concessions of Cyprus.

Fight against terrorism

On the other hand, Gul stated that Turkey attaches importance
to territorial integrity and political unity of Iraq, and drew
attention that deterioration of Iraq’s territorial integrity is an
issue concerning not only Iraq but also the region and the world.

Gul stressed that Turkey is exerting great efforts to eliminate the
terrorist organization PKK [Kurdistan Workers’ Party] in north of Iraq.

"We have not handled fight against terrorism to any other country. We
have the strength to fight till the end and we will do so. If those
countries are our allies, they have to help us. We are doing our best
to prevent a Sunni-Shi’i division," he pointed out.

Armenian allegations

Noting that the Foreign Ministry is working on the Armenian issue
carefully, Gul said, "We will try everything, including judicial and
arbitration methods. We will share all these views with political
parties soon."

President of the Union of Russian Armenians Ara Abrahamyan expressed
hope that it will be possible to "convince" the President of the
Nagorno Karabakh Republic Arkady Ghukasyan to run for the third
term. Ara Abrahamyan said this in an interview with "Novoye Russkoye
Slovo" newspaper, Mediamax agency reports.

"First of all, the law does not prohibit Arkady Ghukasyan to run for
the third term. He can do that even three or four times. And let this
fact not trouble anyone. In many countries there are no restrictions
on the terms of holding state positions. Second, I do believe that
in the current situation there is no one to take the place of Akady
Ghukasyan. He knows all the details of the Karabakh conflict best of
all, since for a long time he held Foreign Minister’s position. I think
his candidacy will be out of dispute, at least until the international
legal status of the Nagorno Karabakh Republic is finally determined.

"President Ghukasyan has declared he will not run for the third
term. But I hope that the NKR society, politicians and Diaspora
leaders will manage to convince him that it is necessary. I see it as
the guarantee of maintenance of security and the process democratic
development in the republic," declared the President of the Union of
Russian Armenians.

Multi-millionaire businessman Gagik Tsarukian is using populist
appeal and vast financial resources to make his political party,
Prosperous Armenia, a strong potential contender in next spring’s
parliamentary elections.

The 50-year-old businessman, who arguably boasts Armenia’s largest
fortune, has already spent millions of dollars on providing relief
aid, free medical treatment and other ordinarily public services to
tens of thousands of low-income people. The aid, heavily advertised
by Tsarukian-funded television stations, is prompting growing concern
among the country’s mainstream political groups that view it as a
massive vote-buying operation.

Prosperous Armenia, set up a year ago, now claims to be by far
Armenia’s largest political party. In a country with a population of
3 million, the party claims to have some 240,000 members and over
400 offices. "Everyone is surprised that we have managed to create
such a strong party within a short period of time," Tsarukian told
thousands of supporters in Yerevan on December 15. "I am not doing
this to gain something for myself," he said. "I have everything. I
just want us to live in a strong and prosperous country."

Tsarukian, better known to most Armenians as Dodi Gago, is
thought to be the wealthiest and most influential of Armenia’s top
government-connected entrepreneurs, owning over a dozen big businesses
and living in a huge villa perched on a hilltop overlooking the
northern outskirts of Yerevan. Like other "oligarchs," Tsarukian
moves around in a motorcade of luxury cars with virtually identical
license plates, surrounded by intimidating bodyguards.

The unusually muscular tycoon, who reportedly served a prison sentence
for rape in Soviet times, rose to prominence in the late 1990s as
a minority shareholder in a French-owned brewery in Abovian, a town
15 kilometers north of the Armenian capital. His business empire has
since expanded dramatically, not least because of his close ties with
President Kocharian.

The dominant view among Armenian politicians and observers is that
Prosperous Armenia is the brainchild of Kocharian, who seems keen to
retain an influential role in government after completing his second
and final term in 2008. Opinion is only divided on whether the party
is meant to serve as a counterweight to the ruling Republican Party
of Armenia or as a powerful addition to the government camp.

Either way, Tsarukian’s party appears to be winning over many
impoverished voters disillusioned with both the government and the
opposition. Over the past few months these voters have been bombarded
with television pictures of truckloads of wheat and potato seeds sent
by Tsarukian to villages across the country, most of them hard hit
by last summer’s severe drought.

Defending Tsarukian, Kocharian insisted on December 15 that
Prosperous Armenia’s success should not be attributed to its
"benevolent actions." "There is demand in our society for a new
political force that comes up with a very understandable slogan,
‘We think about the people,’" he said in televised remarks.

Zvart Melkonian, a 77-year-old pensioner waiting to hear Tsarukian
speak in a conference hall in Yerevan’s Malatia-Sebastia district,
had trouble remembering the party’s name, but knew why she has
joined it. "I am 100 percent sure that he will make things better,"
she said. "He is kind and helps many people," agreed her husband
Andranik, also a party member.

The elderly couple is unlikely to care about the sharp contrast
between the scale of what Prosperous Armenia calls "humanitarian aid"
and the modest amount of taxes paid by Tsarukian-owned businesses.

The largest of them, a chain of petrol and liquefied gas stations,
was only 76th in the list of Armenia’s 300 largest corporate taxpayers
that was released by the government last month.

"Everyone realizes that this money was stolen from all of us in the
form of unpaid taxes," said Isabella Sargsian, a young civil rights
activist. "At the same time, many people say, ‘At least he is giving
back some of it.’ And they are so delighted. This is what strikes me
the most."

Tsarukian has sought to minimize independent media coverage of his
political activities, refusing to give interviews or even to allow
journalists to be present at events organized by Prosperous Armenia.

A reporter for EurasiaNet who went to the party leader’s indoors
meeting with some 2,000 party faithful at Malatia-Sebastia was promptly
spotted by security guards and told to leave the building.

Tsarukian’s Kentron television station broadcast his speech the
next day.

Apparently unaware of the information blackout, leaders of Prosperous
Armenia’s local chapters are far more talkative, revealing a
well-organized grassroots network. "We admit members on a daily basis,"
Felix Yayloyan, head of a party branch in another Yerevan district,
Arabkir, told EurasiaNet. In Yayloyan’s office, charts detail the
dynamics of the ongoing recruitment process. Yayloyan insisted that
none of his nearly 5,000 local recruits, 42 percent of them unemployed,
was or will be compensated for joining Prosperous Armenia. The
party’s sole "benevolent" activity in the area, he said, is to clean
up neighborhood courtyards, to enable all local schoolteachers to
undergo a gynecological examination and treatment free of charge, and
to select outstanding university students for Tsarukian’s scholarships.

Other party figures admit privately that a large number of the people
jumping on Tsarukian’s bandwagon have less than altruistic motives.

"Whoever has no job is joining Prosperous Armenia with material
expectations which can’t be met," said one senior activist, who asked
not to be identified. "The challenge is to make sure these people
stick with us until the elections."

This will be an easy task in Abovian and surrounding villages, an area
widely regarded as Tsarukian’s fiefdom. One of the villages, Aramus,
is quite affluent by Armenian standards and has not received much aid
from the tycoon. But even there support for him seems very strong. More
than a quarter of Aramus’s 2,400 eligible voters are already affiliated
with Prosperous Armenia, according to the village administration.

It remains to be seen whether the party can do well in other parts of
Armenia that are dominated by other oligarchs and government-connected
clans. Most of them have already pledged allegiance to the Republican
Party of Armenia and its unofficial leader, Defense Minister Serzh

the Republican Party and Prosperous Armenia will clash during the
elections or amicably divide most parliament seats among themselves
is a matter of contention. Armenian authorities have assured the West
that the May 2007 elections will be more democratic than those held

For pro-democracy activists like Isabella Sargsian, however, the rise
of Tsarukian’s party not only bodes ill for the freedom and fairness
of the polls, but also illustrates the weakness of civil society in
Armenia. The British-educated campaigner has organized youth protests
in Yerevan against government crackdowns on the opposition and engaged
in civic education projects in rural regions. "Maybe civil society
never existed here," she muses now. "The values on which our society
is based are quite different."

On December 18, in the course of "The Alliance of Civilizations"
project within the framework of the UN discussions, Turkish PM
Erdogan, who is currently in New York, harshly criticized the
so-called theory of the conflict of civilizations. He emphasized
that the theory is groundless. At the press conference he condemned
those international sources that spare no efforts to deprive Hamas
of its power, ignoring the will of the Palestine people expressed as
a result of the elections.

He said that such an approach totally contradicts with the democratic
principles and emphasized the importance of preserving the territorial
integrity of Iraq. He also reminded that in the issue of Iraq, Iran
and Syria also join the positions of Turkey. As for the Cyprus issue,
Erdogan said that the settlement may be achieved by direct initiative
of the UN.

On December 19, Erdogan met with Kofi Annan, UN Secretary General, and
with his successor Spanish PM Rodriguez Zapateo, former US President
Bill Clinton, with other officials and the representatives of the
Jewish community.

According to the December 19 issue of Hurriyet, at the meeting with
Bill Clinton, Erdogan also touched upon the Turkish anti-theory to
the issue of the Armenian Genocide.

He stated that Turkey opened its archives and turned to Armenia with
the suggestion to shape a joint commission.

Besides, Erdogan said that the historians are to directly deal with
the issue of the genocide, and not the political figures. He added
that the activities of the Armenian diaspora both in USA and Europe
have only negative impact.

The newspaper didn’t inform about the respond of Clinton. It only
mentioned that at the meeting with Senator Edward Kennedy Erdogan is
sure to touch upon the issue of the Armenian genocide again.

Per Manuk Gasparian, Zhirayr Sefilian No Danger For Authorities

Zhirayr Sefilian, the former commander of the "Shoushi" special
battalion, the coordinator of the "Defence of Liberated Territories"
public initiative is not the public calls addressed to changing
forcibly the RA Constitution, as the authorities present. RA National
Assembly Deputy Manuk Gasparian expressed this viewpoint at the
December 15 press conference. In his words, the real reason is either
Zh.Sefilian’s intolerant posture concerning the liberated territories
or the active public-political activity promoted by him in
Akhalkalak. Besides, M.Gasparian finds that by calls on forcibly
throwing down the authorities, Zh. Sefilian could not carry out a
revolution in the country and from this point of view he does not
present a danger for the acting system. In the NA Deputy’s opinion,
the arrest is the continuation of the ignoring-persecutive policy
being implemented towards Zh.Sefilian. M.Gasparian reminded that
Zh.Sefilian addressed to corresponding structures many times to get
citizenship of Armenia, even Manuk Gasparian himself addressed to the
RA President with that request, but they did not reach any result.

Head of the regional military commissariat of Akhalqalaq Avtandil
Mazmanashvili has been arrested. He is accused of bribery.

The law enforcers of Georgia have arrested A. Mazmanashvili at the
moment when he was taking 700 laris from a soldier from the village of
Dilsika. A criminal case has been initiated. No further details are
reported, `A-Info’ reports.

The methods of arresting Vahagn Chakhalian and Zhirayr Sefilian,
as well as the official statements and the explanations following
the arrests testify that the authorities experience inner panic,
i.e. a kind of a state of convulsions. It’s still too early to reveal
the reasons for the panic at present. We can only state that sooner,
all these reasons are of internal character than external ones. Our
authorities also seem to fear from a stranger or the future. In the
atmosphere of inner suspect they constantly see a kind of an act of
treason or activists of rebelling movements.

This lack of self-confidence can’t be observed on the faces or in the
statements of our activities. On the contrary, they always give calm
and balanced responses to even the sharpest questions. But their
actions, in particular, the above-mentioned arrests are far from
being results of self-confidence. In both cases the relevant state
bodies might have displayed quite a different behavior, and act in
more civilized way, without applying force. Moreover, in the case of
Chakhalian they would rather keep from the Soviet methods of beating,
and in the case of Sefilian from staging a scene from an action movie.

The statement made by RA National Security Service wasn’t convincing
and was rather absurd. The phenomenon of the so called presumption of
innocence is so distorted that the romantic image of Sefilian, who
is in fact quite a chatterbox and a person who played a key part in
returning the liberated territories, could be confused with the image
of Che Guevara or with that of Daniel Ortega. In fact, they could
organize the arrest of the traitors and their allies long before,
being so confident about the accusations they charge them of and do
not spare the opposition that was to become their victims.

Moreover, the biggest discovery of the statement was that according to
the officials of the National Security Service, Sefilian who had been
living in Armenia for over 15 years, who fought in Nagorno Karabakh,
who kept demanding Armenian citizenship for already 3 years, turned
out to be a foreign citizen.

Don’t they realize that they accuse the whole Diaspora by such
statements, who are often charged of having shown poor participation
in the Artsakh war.

All these factors really testify to a internal panic and lack of
self-confidence that are sure to grow on the eve of the elections.

ANKARA: Turkey To Announce Results Of Helicopter Tender On Tuesday

Turkey is to announce the result of its helicopter tender, which has
been carefully followed by international defense industry giants.

The tender, worth at least $2 billion dollars, will top the Turkish
Defense Industry executive committee meeting headed by the prime
minister in Ankara on Tuesday.

The committee is to decide on either the Italian Mangusta2 Westland
proposal or the South African Denel ‘Rooivalk’ proposal for the attack
helicopter deal.

The South African helicopters are using French engines which may be
an obstacle because of discord over the Armenian ‘genocide’ between
the two countries.

The contract is for the purchase of 50 helicopters and then
co-production of 20 helicopters with an option for 21 more.

Turkish authorities had cancelled a previous tender in 2004 when a
deal for US Bell Textron’s King Cobra collapsed over price, technology
transfer and licensing problems.

In a June Defense Industry Executive Committee meeting, Turkey
short-listed the Italian and South African companies for the $2
billion dollar attack helicopter deal.

Eurocopter of France and Russian Kamov were eliminated in the tender.

"Robert Kocharyan has been defeated in the negotiation process of the
settlement of the Karabakh conflict and will now agree to the variants
to which Levon Ter-Petrosyan agreed once; but today these variants
will be less favorable for him", said politician Mubariz Ahmedoghlu,

According to him, they once proposed to construct the oil pipeline
Baku-Ceyhan through the territory of Armenia, in return for something
else. "Now the pipeline is constructed, and Kocharyan will not have
even that. Time is playing into our hands and after some time he will
have to agree to conditions worse than those offered today".

Los Angeles, CA – On Sunday, December 3rd, about 150 college and high
school students attended a Panel Discussion organized by the Armenian
Revolutionary Federation Shant Student Association (ARF Shant) at
Hollywood’s Karapetian Hall.

The topic of the panel discussion was the re-integration and
re-development of the occupied Western Armenian territories after
they have been returned by Turkey as a condition of Armenian Genocide
recognition. The experts who participated in the panel discussion
were political scientist and historian Garabet Moumdjian, Ph.D.,
economist and professor Ara Khanjian, Ph.D., and professional civil
engineer Aram Kaloustian P.E.

The panel discussion was moderated by Levon Baronian, founder of
the Confederation of All-Armenian Student Associations (All-ASA)
and administrator of the ExecNet Armenian Network of Student Clubs
(ExecNet). Before introducing the panelists, Mr. Baronian relayed
that the ARF Shant organized this event because it believes that the
time has come to take Hay Dat to the next level and begin planning
for what comes after the imminent recognition of the Armenian Genocide.

The panelists presented interesting facts about Western Armenia and
discussed a broad range of issues pertaining to the challenges faced
in repopulating and revitalizing the region.

Dr. Garabet Moumdjian presented a historical overview of the legitimate
claims that Armenians have over the occupied regions and offered
insight into the geopolitical questions of reunification. Dr. Ara
Khanjian provided vital statistics on the region and offered analysis
on its current economic and demographic realities, particularly as they
relate to the remainder of Turkey and the Republic of Armenia. Mr. Aram
Kaloustian spoke on a variety of infrastructural issues that must be
considered, such as rapid construction of housing, securing sources
of water and energy, and repairing transportation routes.

The audience submitted dozens of written questions during the
discussion, after which the panelists read and answered as many of
the questions as possible within the time allotted. On behalf of the
ARF Shant, Mr. Baronian concluded the panel discussion by thanking the
panelists and audience for making the revolutionary and ground-breaking
event a great success.

The mission of the Armenian Revolutionary Federation "Shant" Student
Association (ARF Shant) is to bring a higher level of political and
cultural awareness to Armenian students within American Universities
and institutions of higher learning. The ARF Shant’s goal is to work
side by side with the Armenian Student Associations and other Armenian
Student organizations to further the Armenian Cause.
