Dashnaktsutyun does not choose partners at random, and in the fall
it will come up with serious approaches regarding the presidential
election, and is ready to collaborate with forces which accept those
approaches, Armen Rustamyan said July 27 in answer to the question
if the rumors on collaboration of the ARF and the Heritage party
are true. "We will come up with serious approaches regarding the
presidential election to reach our main goal to enable the country to
use the presidential election to promote democracy in the country,"
Armen Rustamyan says, noting that they will consider their plans in
September when the ARF launches consultations with all the forces.

(CBS) LOS ANGELES Cal State L.A. will begin offering an Armenian
language course in the fall quarter to meet demands of the large
Armenian population in the Greater Los Angeles area, particularly
in Glendale.

Taught by CSULA teacher Arevik Mikaelian, the four-unit introductory
class will present the fundamental structure of the language through
hearing, speaking, reading and writing, according to the university.

The course will also include the customs and culture of the Armenian
people.

About 203,000 people speak Armenian in the United States, according
to Cal State L.A. Roughly 155,200 Californians speak Armenian; about
138,000 live in Los Angeles County, including about 54,200 in Glendale.

"Armenian is an Indo-European language spoken in Armenia, Iran,
Georgia, Turkey, Azerbaijan and many other countries by about 6 million
people," said Sachiko Matsunaga, chair of Cal State L.A.’s Department
of Modern Languages and Literature. "A significant number of Armenian
root words owe their origin to or are similar to roots in old Persian,
revealing common Indo-European ancestry."

Matsunaga said there are differences in the pronunciation of letters
between the two main dialects of Armenian: Western and Eastern.

Cal State L.A. students interested in enrolling in the Armenian
100A class can sign up now. The course is also open to the general
public and may be taken through Cal State L.A.’s Division of Extended
Education.

Merzlyakov (Russia) are planning to meet in Moscow on August 2,
according to OSCE Spokesperson Martin Nesirky, Armenpress Agency
informs.

The Co-chairs aim to clarify their further steps in the Nagorno
Karabakh negotiation process.

Yerevan, 17 July: "The Iranian Foreign Ministry has assumed
chairmanship of the Armenian-Iranian intergovernmental commission
because the current level of economic cooperation with Armenia does
not satisfy us," the head of the Iranian Foreign Ministry’s main
department for economic cooperation, Seyyed Mehdi Mir Abutalebi,
said at a meeting of an expert group in Yerevan on 17 July.

He said that political dialogue between Armenia and Iran is at a
higher level and important steps need to be taken to increase economic
cooperation. The representative of the Iranian Foreign Ministry pointed
out that the governments of the two countries attach importance to
increasing trade but significant results have not been achieved yet.

In order to increase trade volumes, it is necessary to create free
trade and increase trade to 1bn dollars in 2007 (trade between Iran
and Armenia totalled about 150m dollars in 2006), as well to start
taking action required to this effect.

We should note that the expert group, which is meeting in Yerevan,
will prepare relevant questions and documents that will be discussed
at the seventh meeting of the Armenian-Iranian intergovernmental
commission on 20 July. It is planned that the meeting will result in
the signing of a number of documents and agreements, in particular
a document on free trade. Iranian Foreign Minister Manuchehr Mottaki
will arrive in Yerevan to attend the meeting.

The election campaign of NKR presidential candidates is coming to an
end today. ArmInfo correspondent reports from Stepanakert that the
Central Electoral Commission of NKR has prepared all the documents ant
sent these to precincts. According to the President of the Central
Electoral Commission Sergey Nasibyan, seminars were organized for
the members of Precinct Electoral Commissions.

July 18 the ballot papers will be delivered to precincts. The precincts
will be supplied with ballot boxes and other necessary items.

The total number of registered voters reaches 91,166. About 100
international observers and journalists are expected to arrive. 32
international observers and 40 foreign media representatives, 8 local
observers and 42 local media representatives have already registered
at the Central Electoral Commission.

The Public Services Regulatory Commission of Karabakh was set up.

According to the law, the commission should have been set up earlier,
but for whatever reason the commission was set up as the term of
office of the acting president was coming to its end, that is on the
eve of the election. What was the reason?

Ostensibly, the delay of application of the law is due to one of the
functions of the commission – providing TV frequencies. Perhaps nobody
wants another TV channel in Karabakh in the pre-election period which
would be an alternative to the Public Television.

Although, nobody is likely to set up a TV company. Apparently only
Suren Mirzoyan, director of Artsakhkap, had such an intention. But
for whatever reason, he was arrested before the operation of the
digital system. We have learned that he is still behind the bars,
no investigation and trial. In fact, why on earth Karabakh needs an
alternative television?

There is nothing new to say, after the parliamentary election of 2007
it became clear for everyone that the old methods and approaches will
not work in the political sphere. The mindset "we are the best and
the strongest" is wrong, and the worn, divided, minor and ambitious
parties cannot make a political sphere, stated the leader of the
Liberal Progressive Party of Armenia Hovanes Hovanisyan on July 17
at the Pastark Club. He thinks stability in the political sphere is
important not only for the parties but also for the nation and the
society but is not favorable for the government.

Therefore, according to Hovanes Hovanisyan, before every election "the
government gives birth to a kinder surprise and mixes the political
sphere." After every election the society "gathers the mosaic part
by part and fixes the sphere" but the government again destroys
it before the elections. The only hope is that they are gradually
"running out of the resource of giving birth to kinder surprises."

The presidential election is coming up, which is going to be an
essential political process, Hovanes Hovanisyan thinks. The leader of
the LPP thinks people are tired of this government and Robert Kocharyan
but "the alternative is not seen which would enable the society
make a decision." Besides, "60-70 percent of people are indifferent
towards forming political government of the country because they
do not rely on this government. They rely on the country from where
their relatives send them money." Hovanes Hovanisyan thinks if the
citizens of Armenia did not get money from abroad for two months,
it would create social problems and eventually a political collapse.

Hovanes Hovanisyan thinks this government is not only demolishing the
political sphere regularly. "They have turned the country into a den
of bandits, nothing is national, there is only money. We are a nation
which worships money. Children are playing bodyguards, or bankers. We
have become a consumer society." However, Hovanes Hovanisyan
knows that the society wants justice, does not want pressure,
corruption, protectionism, corruption. The leader of the LPP thinks
the presidential candidate in 2008 must answer these questions. He
also believes that the best-established and smartest politician is
Levon Ter-Petrosyan, who "must run in the election, he cannot keep
silent in this period." Hovanes Hovanisyan thinks Levon Ter-Petrosyan
stands a better chance than Vazgen Manukyan. Also because when "our
society touches someone, it loses interest." Levon Ter-Petrosyan has
another advantage. A number of fundamental issues were solved when
he was president. Meanwhile, after his resignation, over the past 10
years no fundamental issue has been solved. Karabakh, Armenian and
Turkish relations, regional cooperation, Hovanes Hovanisyan enumerated.

Levon Ter-Petrosyan has not announced yet he will be running in
the presidential election of 2008, and considering him as the only
worthy candidate now means supporting Serge Sargsyan, the leader of
the National Democratic Union Vazgen Manukyan stated a few days ago.

Hovanes Hovanisyan thinks it is a logical statement. And if both
Levon Ter-Petrosyan and Vazgen Manukyan run in the election, Hovanes
Hovanisyan will support the first.

In Nagorno-Karabakh there are no political leaders, there are
administrative leaders and functionaries. Therefore, it is uneasy to
use the word `NKR political leadership’, and it sounds artificial.
Nevertheless, the same administrators and functionaries have stated for
a number of times that the ultimate political goal is the international
recognition of the political independence of NKR. Apparently,
proceeding from this general goal, elections are held in NKR which are
meant to emphasize the legitimacy of the present government. Local
elections, which the government overlooked self-assuredly, had an
unexpected outcome and, as President Arkady Ghukasyan described,
`appeared as a referendum held against the government.’ The
parliamentary election was already a parody of elections and delivered
a heavy blow to the political future of NKR. This election campaign is
held in an atmosphere of intimidation affecting any citizen of the
country. Witnesses say the workers of administrations, state-financed
offices, civil society activists, citizens who have never displayed
civil activity are intimidated. The general perception is that NKR has
never seen such intimidation with threats to dismiss and administrative
settling of scores, neither in the period of the state committee for
state of emergency, nor in the period of the `military dictatorship’.
The government has major concerns not only regarding the possible
victory of the opposition but also regarding the political success of
the `alternative’ presidential candidate. Apparently, they not only
need a corresponding amount of ballot stuffing but also legitimacy of
the outcome of the election. Don’t they want too much?

But how can the high-flown statements about reaching independence and
the efforts to persuade the progressive and non-progressive mankind
that the presidential election will be held in uncoupled pressure and
the use of the so-called administrative resource be combined? The
events show that the government is indifferent towards the opinion of
the international community which must first of all recognize the
sovereignty of Nagorno-Karabakh Republic. None of the unrecognized
states will dare hold this stance. We may conclude that thereby NKR in
the face of its government has already gained independence; in
addition, it is the ultimate level of independence which has never
existed elsewhere. It is possible that the Karabakh government acts so
confidently and denies compromise because it finally got disappointed
with the international community and decided to challenge with their
perceptions of law and state. It is possible that between intimidation
of voters and a game of preference the Karabakh government watches the
TV show about Father Makhno and impresses what the Americans named
`real politik’. Nevertheless, demagogical statements are made, such as
`we do not care for the opinion of the world, we hold the election for
ourselves’. In fact, for ourselves and only for ourselves, turning
Karabakh into a privatized peaceful haven. (In fact, what is better, a
`haven’ or a `zone’?)

It should be noted that the Karabakh society has unintentionally
divided into two parts: those who hate the government but are scared or
indifferent and those who hate the government and are ready to fight
this arbitrariness and fulfill their civil duty. There is, certainly, a
certain group of citizens who are committed to the use of the
administrative resource with an excited voice and trembling hands, but
they are not many, about 50 people, including the members of the
pro-government parties. It is a category of people who have `yielded’
one leader already and are always ready to `yield’ the next leader. By
the way, it has not become clear at all whether Robert Kocharyan
supports the `common candidate’ or not? Isn’t it possible to make it
clear, at least on the last day of the election campaign?

Has anyone asked the question which presidential candidate Azerbaijan,
the European community, and generally everyone who still hopes that the
Karabakh problem will eventually become absorbed as a metastasis of
national pride on the prostitute body of European democracy?
Apparently, of all the possible pretenders for the post of president of
NKR Europe and Azerbaijan would prefer Arkady Ghukasyan as a
perceptible, safe, voiceless, undemanding and fabulously conformist
acting president. During the address to the young audience at the
Slavic University of Yerevan, which was televised and shown on
different TV channels in the capacity of an old joke, Arkady Ghukasyan
clearly and frankly explained that he is the `common candidate’ for NKR
president. The Democratic world has corresponding experience when it
cherished illusions regarding the Kosovar leader Ibrahim Rugov and the
Abkhazian president Sergey Bahapsh they eventually regretted. They have
already led their peoples to independence. There is no interested
country and side which does not want to have idiots lead the
unrecognized countries and controlled territories who have no
principles, are voiceless, entangled in their personal interests. (By
the way, idiot is an Italian word which means a person who does not
perceive the outer world adequately and not one of the idealist
personages of F. Dostoyevsky.) They need no educated people who try
seriously to understand the processes of world politics, but minor
peddlers or impostor Robin Hoods. When something happens, they will
lead their people towards the disaster, they are meant for that.

The corresponding tables of the European Commission, the CoE Council of
Ministers, the OSCE, the PACE, and most importantly the corporation for
studies of the Karabakh problem, which was set up a couple of years ago
in the U.K. and has monopolized `paperwork’ on the Karabakh issue, are
laden with reports and notes on the events underway in NKR. It is an
invaluable political resource for our opponents and insulting facture
for our proponents. None of the informed people, and the Karabakh
government has never been among them, doubts that besides public
statements and evaluations the European Community and the United States
have special files which reflect the real state of things in different
strands of the political reality. Now when an anti-political Sabbath is
underway in NKR, the only positive thing is the political struggle,
when there is a candidate who does not make a compromise, when the
stance of this candidate is higher and more significant than the notion
of opposition itself, the oppositionist organizational structure, the
oppositionist policy. No democratic organization of the West can give
an absolutely negative evaluation of the present election since the
independent candidate and his independent team is running in the
election.

About the Karabakh movement I remember February 13 of 1988 best: `the
city woke up and was already free.’ No doubt, `February 13′ will
repeat. It is important not to sleep in the new day. Set the alarm.

in the initiatives of "representatives of Caucasian peoples," Yuri
Navoyan, the chairman of the Russian-Armenian Commonwealth NGO told
a PanARMENIAN.Net reporter.

"Various organizations always want to involve Armenians in the
settlement of their problems with Russia. However, everyone
should solve problems without using the representatives of other
nationalities. This is our position," Mr Navoyan said.

Representatives of Caucasian peoples are planning a picket for July
13. The action will be held against leaders of ultranational groupings
inciting national hatred. The coordination council of the Azeri youth
is going to join the picket, Day.az reported.

YEREVAN, JULY 12, NOYAN TAPAN. A model of state has been consistently
built in Armenia since 1994, when the power and the finances are in the
hands of 5-7 families, another 40-50 families serve their interests,
and society has no influence on the authorities at all. Vazgen
Manukian, the Chairman of the National Democratic Union, stated at
the July 12 press conference. In his words, the world experience
shows that that model cannot ensure country’s development.

V. Manukian considers that this model should be changed, and the
presidential elections should promote this. The NDU Chairman, who
has declared his intention to nominate his candidature, will try ro
make these changes. Meanwhile, he said that the problem cannot be
solved through one person or party, but the participation of the
whole society is needed. "I have an inner conviction that we will
manage this in 2008," V. Manukian added.

Touching upon other candidates for presidency from the opposition
sphere, V. Manukian said that the circumstance of not having 10 years’
RA citizenship required by the law impedes the Zharangutiun (Heritage)
party’s leader Raffi Hovannisian’s nomination.

As regards the first RA President Levon Ter-Petrosian, in V. Manukian’s
words, while he has been silent for already 10 years, the people
standing close to him "hit all opposition political figures for
vacating the field for his return, and by acting so, they first of
all serve the authorities."

In the words of the NDU Chairman, it will be possible to discuss the
issue of L. Ter-Petrosian’s nomination only when he himself declares
his return.

Mentioning the necessity of unification of all opposition forces,
V. Manukian said that he means not all forces. In his words, after
the parliamentary elections, part of the opposition parties "saw its
place, and we don’t need to reanimate everybody."

According to V. Manukian, the necessity to create more powerful parties
in the opposition sphere can result in NDU’s unification with the
National Democratic Party and the Union of National Democrats, which
had separated from the NDU previously. Moreover, he did not exclude
the possibility of unification with other parties. "I think it is
time that 4-5 and not 50 parties be in the political sphere," he said.
