Resurrection of Jesus Christ in the Blessed Virgin Church, residence
of Mesrob Mutafyan, Constantinople Patriarch of the Armenian Apostolic
Church. Editor-in-chief of Istanbul `Marmara’ newspaper Rober
Hatechian told the PanARMENIAN.Net journalist that no disorders took
place during liturgy. `As usual on Easter Day the Patriarch hold a
large reception, where outstanding representatives of Armenian
community were present.

Also on Easter Day and other patronal festivals the church and
adjacent streets are intensively guarded by police platoons. Generally
I must say that there are always policemen near the Patriarchy in
order to prevent incidents. Not only Armenian churches of Istanbul,
but also all churches in Turkey marked the Easter Day,’ Hatechian
said. He also added it was the first large service after the
assassination of Hrant Dink, `Agos’ Armenian-Turkish weekly
editor-in-chief, on January 19. 2007. After Hrant Dink’s murder
Archbishop Mesrob Mutafyan was threatened by physical punishment.

T. MANASERYAN IS AGAINST `APROVALS’ AND FOR GUARANTEES

`Irrespective of the fact who has done it and against whom, it may
have a negative reflection’, Deputy of National Assembly of Armenia,
Tatoul Manaseryan said concerning the incidents taken place in
Echmiadzin yesterday. To remind, at the night of April 8 unknown
people have shot a fire on the car. Incumbent MP Hakob Hakobyan, who
has been nominated in the 19th electoral district on majority basis,
was in the car. And the same day early in the morning the election
office of another candidate of the same district, Sousanna
Haroutyunyan, was burned.

In T. Manaseryan’s word, not only the candidate, but the authorities
as well must be interested in the conduct of transparent
elections. Asked whether violence will increase one the threshold of
the elections, the deputy abstained from making prognoses, noting that
it’ a shameful phenomenon for us, though it is not excepted that there
will be coercions. `My participation in the election struggle just
means that one should not work with `approvals’. Guarantees for fair
elections are required from the authorities as well’, Manaseryan
mentioned.

Vardan Ghukasyan, Mayor of Gyumri and Gagik Manukyan, Deputy Mayor
of Gyumri, are out of danger; their health state is satisfactory,
the doctor on duty in "Grigor the Illuminator" medical centre,
informed A1+.

Both Vardan Ghukasyan and Gagik Manukyan are already able to speak. The
doctor refrained from answering other questions claiming that it
is forbidden.

Reminder; on April 2, at 22:20 p.m. unknown people assaulted on Vardan
Ghukasyan’s car on the 27th km of Ashtarak-Gyumri highway. AS a result
of gun shootings, the mayor and deputy mayor were taken to hospital
with corporal injuries and were immediately operated on.

Varazdat Ghukasyan, the driver of Vardan Ghukasyan, was taken to
Armenia clinic. Doctors claim his state is still grave. A1+ has just
been informed that Varazdat Ghukasyan hasn’t regained consciousness
yet.

YEREVAN. April 4 (Interfax) – Armenian President Robert Kocharian has
appointed Serzh Sarkisian prime minister, discharging him from his
duties as defense minister and secretary of the country’s Security
Council, the presidential press service said on Wednesday.

Sarkisian heads the Republican Party, which controls the seat of
prime minister under a coalition agreement in parliament.

In his capacity as premier, Sarkisian succeeds Andranik Margarian,
who died recently.

The next parliamentary elections are scheduled for May 12.

YEREVAN, APRIL 3, NOYAN TAPAN. The current authorities of Armenia
carried out a "merger of property and power", due to which "55%
of property belongs to people who have political power." The
former prime minister of the RA Hrant Bagratian expressed this
opinion on April 3. According to him, the elite of the former
authorities did not accumulate a large amount of property, while the
current authorities are trying to attribute such actions to them,
particularly, by opening the "mazut case". In the opinion of Hrant
Bagratian, Armenia’s economic growth rates are actually lower than is
presented by official statistics. He said that so high growth rates
could have been registered if the Armenian economy had hdd a high
level of cooperation with neighboring countries.

At the same time, in his words, the current Armenian authorities have
continued the previous authorities’ policy of eliminating restrictions
on tax-budgetary and economic activity.

Wounded Mayor Of Gyumri Is In Grave Condition

The mayor of Gyumri Vardan Ghoukassyan, who was seriously wounded
on Monday, is continues to be in a grave condition. A source from
the reanimation department of the Grigor Lusavorich Health Center has
told ArmInfo that Ghoukassyan has been shot in the buttocks and rectum
and has undergone a seriuous surgery. "He is in grave condition and
everything may happen. The doctors are presently conferring," says
the source.

To remind, the attack on Ghoukassyan took place on the Yerevan-Gyumri
highway near Ashtarak. Witnesses say that at 10:30 PM the mayor’s
cortege (Mercedes and Volvo) underwent a dense gun-fire from a gray
Jeep with no numbers. As a result, three people were killed, six
people, including the vice mayor, wounded.

Ghoukassyan was going back from Yerevan where he had taken part in a
meeting of the board of the ruling Republican Party of Armenia. The
board met to discuss the RPA candidacy for prime minister.

Chief inspector of Eerbuni and Norbarashen communities Mr. Avagyan
brought an action against Agapi Haykazuni, editor of "Pakagits"
newspaper. The latter is sued for withdrawing money from the bank
account of "Agap Hrat" LTD which is under sequestration and is accused
of financial embezzlement under Clause 3 of RA Penal Code.

Agapi Haykazuni informed A1+ the news today. To note, Agapi Haykazuni
is currently at home because her leg was hurt during the fuss with
Spartak Melikyan, leader of the Democracy and Labour Party.

Reminder; on March 30 Spartak Melikyan broke into "Pakagits" Club
and demanded the whole property.

Haykazuni turned down his claim and spent the night in the club with
her brother Vahagn Manukyan. The following morning Spartak Melikyan
arrived with his body guards and made Agapi vacate the premises. "They
seized my collar and made me release the premises but I opposed. As a
result of the turmoil I hurt my leg; it stuck in the grating. Spartak
Melikyan pressed the iron doors to prevent me from fetching the seal
and documents of "Agap Hrat" Ltd. Meanwhile, I called the police. Five
minutes later the police were in the office at the head of Nver
Hovhannisyan. They took me to a doctor," tells Agapi Haykazuni.

As for the property of "Agap Hrat," Ms. Haykazuni claims that it was
taken out of the office.

Nevertheless, "Pakagits" will resume its routine; Ms. Haykaznuni will
afford property by the financial support of the adherents.

We couldn’t talk to Spartak Melikyan on the matter as he was out.

To note, the press service of the RA Police Forces informed A1+ that
they got complaints from Agapi Haykazuni neither on March 30 nor on
March 31.

They got complaints from Gayane Manoukyan, editor of "Pakagits"
newspaper and president of "Agap Art" Ltd.

To note, Gayane Manukyan turned out to be the same Agapi Haykazuni.

Restored ancient Armenian church opened in eastern Turkey

Van/Akdamar, 29 March: Akdamar Church monumental museum that is
restored by Turkish Culture and Tourism Ministry was inaugurated with
a ceremony in the eastern city of Van on Thursday [29 March].

Turkish Culture and Tourism Minister Atilla Koc, the Armenian deputy
minister of culture, Gagik Gyurdzhyan, the mufti of Van province,
Osman Artan, and the patriarch of Turkish Armenians, Mesrob II, were
among the state officials and foreign guests who participated the
inauguration ceremony.

The director-general of cultural properties and museums, Orhan
Duzgun, informed the participants about the restoration works carried
out in the 10th century Armenian church – now a monumental museum.

Mesrob II, who delivered a speech at the opening ceremony, said the
church building is a very powerful symbol of a culture that has
contributed the Anatolian history for 3,000 years. Mesrob II stated
that this event is considered to be a very positive development in
Turkish-Armenian relations. In his speech, Mesrob II suggested
holding annual religious ceremonies in Akdamar in order to create a
dialogue environment between two societies.

Turkish Minister Atilla Koc opened and toured the museum. Koc
answered questions regarding Mesrob II’s offer about holding
religious ceremonies in the Akdamar Church Monumental Museum, saying
he would communicate the patriarch’s offer to related parties. He
added that his mission, as the culture and tourism minister, is to
restore and prepare such constructs, and continued, "It is the
Ministry of Interior Affairs who will make such a decision."

On the other hand Armenian Deputy Minister Gyurdzhyan said the
restoration works are very well done. He noted that it would be
better for the tourism if the border gates between two countries were
open.

Armenian church

The 10th century Armenian church is located on the small island of
Akdamar, 3 kilometres off coast in Lake Van. Built during the years
915-921 and commissioned by King Gagik I of Vaspurakan Kingdom, the
construct has an interior measuring 14.80 metres by 11.5 metres and
the dome reaching 20.40 metres above ground. The building underwent a
restoration by the Turkish government between May 2005 and October
2006. The restoration works costed 2.6m Turkish liras.

CHILDREN CELEBRATE PALM SUNDAY IN ANTELIAS

Thousands of Armenian children and their parents came to Antelias on April
1 on the occasion of Palm Sunday, which marks Jesus Christ’s triumphal entry
into Jerusalem.

A procession of children was formed during the Holy Mass, making a round
tour in the courtyard of the Catholicosate and returning to the Cathedral.

Bishop Nareg Alemezian conducted the Holy Mass and His Holiness Aram I
delivered his Pontifical address from the balcony of the Veharan, given the
large number of people present. He greeted all Armenian children around the
world, considering Jesus Christ’s entry into Jerusalem to be the holiday of
the Armenian family and the Armenian child.

His Holiness then received the unending queue of children who went up to
the Veharan with their parents to kiss his right hand. He distributed gifts
to all children, filling their hearts with holiday joy.

The Pontiff had declared Palm Sunday the Day of Armenian Children 10 years
ago and ever since then, he presents gifts to all the children visiting the
Veharan, making the memory of Jesus’ triumphal entry into Jerusalem an
unforgettable day for them.

Later in the afternoon, a service for the "Gate-Opening" was held. This is
an ancient Armenian liturgical ritual. During the forty days of lent the
curtain on the altar remains closed. On the afternoon of the Palm Sunday,
the priest kneels in the front of the closed curtain and asks for
compassionate forgiveness on behalf of the community gathered in the church.
The service was presided by His Holiness Aram I and conducted by Bishop
Nareg, who delivered a sermon on Jesus Christ’s second coming.

Thus, with the services of Palm Sunday and "Gate-Opening", the Armenian
Church entered the last week of Jesus Christ’s earthly life, the Holy Week,
during which the faithful live, liturgically, the events of the last week of
Christ’s life on earth and the torture he bore for the sake of saving
humanity.

Refutation of the Armenian resolution, article by article-5

(Article 21) President Ronald Reagan in proclamation number 4838,
dated April 22, 1981, stated in part `like the genocide of the
Armenians before it, and the genocide of the Cambodians, which
followed it — and like too many other persecutions of too many other
people –the lessons of the Holocaust must never be forgotten.’

If the fact that the speechwriter of President Ronald Reagan was
Kenneth L. Khachigian is taken into account, one can understand why
the president used this terminology as opposed to that of his
predecessors.

(Article 22) House Joint Resolution 247, adopted on Sept. 10, 1984,
resolved: `[t]hat April 24, 1985, is hereby designated as `National
Day of Remembrance of Man’s Inhumanity to Man,’ and the President of
the United States is authorized and requested to issue a proclamation
calling upon the people of the United States to observe such day as a
day of remembrance for all the victims of genocide, especially the
one and one-half million people of Armenian ancestry.’

Even after such a decision, it is important to note that US
presidents have since then not recognized April 24 as `Armenian
Genocide Day.’ The resolution of the House of Representatives was
certainly a political one; few of undersigned persons cared about its
truthfulness.

(Article 23) In August 1985, after extensive study and deliberation,
the United Nations SubCommission on Prevention of Discrimination and
Protection of Minorities voted 14-1 to accept a report entitled
`Study of the Question of the Prevention and Punishment of the Crime
of Genocide,’ which stated `[t]he Nazi aberration has unfortunately
not been the only case of genocide in the 20th century. Among other
examples, which can be cited as qualifying, are….the Ottoman massacre
of Armenians in 1915-1916.’

This is one of the untrue articles of the resolution. The UN has
never accepted the report of Mr. Whitaker and as we have shown below,
the Subcommittee did not receive the report in question, but only
`took note of.’ (File E/CN.4/1986/5-E/CN.4/Feb.2/1985/57; Para.57)
and instead of that, it is added to the special report as `noted’
(E/CN.4/1986/5 E/CN.4/Feb.2/1985/57 page 99. Para 1). Unfortunately,
we have encountered that big lie even in scientific meetings.

(Article 24) This report also explained that `[a]t least 1,000,000,
and possibly well over half of the Armenian population, are reliably
estimated to have been killed or death marched by independent
authorities and eye-witnesses. This is corroborated by reports in
United States, German and British archives and of contemporary
diplomats in the Ottoman Empire, including those of its ally
Germany….’

It is obvious that Mr. Whitaker’s report was prepared with the
direction of Armenian historians. As a matter of fact, in the meeting
of the subcommittee, US representative Mr. Carey said: `All the
existing sources have not been taken into account and the matter has
not been elaborated sufficiently in depth. The question of genocide
has not been elucidated sufficiently.’ Carey added, `He was not in a
position to approve any resolution on this issue.’ In the same
meeting of the committee, French representative Mr. Joinet said, `The
debate on Mr. Whitaker’s report is in fact a debate on history.’

(Article 25) The United States Holocaust Memorial Council, an
independent federal agency, unanimously resolved on April 30, 1981,
that the United States Holocaust Memorial Museum would include the
Armenian Genocide in the Museum and has since done so.

This resolution cannot be taken as a proof of the international
acceptance of the so-called Armenian genocide, nor does it strengthen
the false Armenian thesis.

(Article 26) Reviewing an aberrant 1982 expression (later retracted)
by the United States Department of State asserting that the facts of
the Armenian Genocide may be ambiguous, the United States Court of
Appeals for the District of Columbia in 1993, after a review of
documents pertaining to the policy record of the United States, noted
that the assertion on ambiguity in the United States record about the
Armenian Genocide `contradicted longstanding United States policy and
was eventually retracted.’

Like other decisions that were taken without consulting the Turkish
side, this resolution also is not obligatory.

(Article 27) On June 5, 1996, the House of Representatives adopted an
amendment to House Bill 3540 (the Foreign Operations, Export
Financing, and Related Programs Appropriations Act, 1997) to reduce
aid to Turkey by $3 million (an estimate of its payment of lobbying
fees in the United States) until the Turkish government acknowledged
the Armenian Genocide and took steps to honor the memory of its
victims.
Again this decision was taken under the pressure of the effective
Armenian lobbying in the House of Representatives. Unfortunately, the
politicians are not very interested in reality. In fact, Turkey has a
very strict policy concerning US aid, and will not accept any
stipulation of this kind in order to benefit from US aid.
(Article 28) President William Jefferson Clinton, on April 24, 1998,
stated: `This year, as in the past, we join with Armenian-Americans
throughout the nation in commemorating one of the saddest chapters in
the history of this century, the deportations and massacres of a
million and a half Armenians in the Ottoman Empire in the years
1915-1923.’
As it is seen, President Clinton talked about massacres and
deportations but did not define that tragedy as `genocide.’ Genocide
is a crime against humanity as defined by the UN Convention of 1948.
Moreover, `massacre’ and `genocide’ are very different terms from the
perspective of law. No need to say that massacres may occur anywhere
and anytime during wars.
(Article 29) President George W. Bush, on April 24, 2004, stated: `On
this day, we pause in remembrance of one of the most horrible
tragedies of the 20th century, the annihilation of as many as 1.5
million Armenians through forced exile and murder at the end of the
Ottoman Empire.’
Again the events that took place in Anatolia between 1915 and 1923
were defined as tragedy in the speech of President Bush. A moment of
silence for the victims of war is a duty for all human beings.
(Article 30) Despite the international recognition and affirmation of
the Armenian Genocide, the failure of the domestic and international
authorities to punish those responsible for the Armenian Genocide is
a reason why similar genocides have recurred and may recur in the
future, and that a just resolution will help prevent future
genocides.
Unfortunately those who are saying this carried out a massacre in
Hocalý in Feb. 26, 1992, deported 180,000 Azeris from the Karabag
enclave and occupied 20 percent of Azerbaijan’s territory. Today
there are more than 1 million refugees in the city of Baku from the
occupied areas and these people live in deplorable conditions.
