YEREVAN, NOVEMBER 20, ARMENPRESS: Armenian Foreign Minister Edward
Nalbandyan rejects Azerbaijan’s claims that in the process of
normalization of Nagorno Karabakh conflict the issue on returning of
refugees to Nagorno Karabakh was discussed.

E. Nalbandyan said today at the meeting with the reporters that today
this issue is not included in the agenda, such issue may be discussed
after the final settlement of the conflict, when relevant security
guarantees will be ensured and the return of more than 400,000 Armenian
refugees will be taken into consideration.

Referring to the issue that the NKR authorities are stating that they
were not officially presented the Madrid principles, Nalbandyan said
that it is necessary to believe the NKR authorities. "Armenia has
presented the Madrid principles to NKR authorities or not is another
issue. Officially the NKR authorities have not been presented the
Madrid principles," he said.

As to the information in press that after the meeting of the Armenian
and Azerbaijani presidents the meeting of the foreign ministers of the
two countries is expected to take place, Edward Nalbandyan said that
it is possible that the meeting takes place during the conference of
the foreign ministers in Greece but there is no concrete arrangement
over it.

YEREVAN, November 19, /ARKA/. Armenian foreign ministry said Armenian
ambassador to Belgium and Netherlands, Avet Adonts and Patrick Deuel,
chairman of the lower chamber of the Belgium parliament, met the other
day to discuss facilitation of visa provision procedure to Armenian
citizens wishing to visit EU countries and free trade regime between
Armenia and EU.

Patrick Deuel was quoted as saying that these issues will be in Belgian
authorities’ limelight when the country will be holding the rotating
chairmanship of the EU.

The foreign ministry said Avet Adonts spoke also about what Armenia
is doing in terms of Eastern Partnership Program and emphasized the
importance of EU member countries support for beginning of talks on
free trade and facilitating visa provision procedure.

The two men were said to express their satisfaction over high-level
Armenian-Belgian interaction.

"The process of normalization of the Armenian Turkish relations may
stretch out for years," Head of the Armenian Revolutionary Federation
(ARF) Bureau’s Hay Dat and Political Affairs Office Kiro Manoyan told
a press conference today.

Taking into consideration that the documents are neither put on the
agenda of the Turkish Parliament, nor considered by the Armenian
Constitutional Court, Kiro Manoyan concluded that the process could
protract. "There was a greater progress before the signing, while
there was even some regress following the signing. The most important
for Turkey is to show that the process goes on," he said.

Kiro Manoyan does not expect any breakthrough before February-March.

"In March the issue will be put on the agenda of the Turkish
Parliament for the Turkish authorities to be able to demonstrate to
the international community on April 24 that the process continues."

As to the Karabakh issue, the Head of the Armenian Revolutionary
Federation (ARF) Bureau’s Hay Dat and Political Affairs Office
considers that there will be certain pressures in the near future.

However, there are no grounds to believe that Armenia will yield to
those pressures.

Arminfo. The organization Americans for Artsakh held, at the Armenian
Embassy in Washington, an event on increasing the awareness of the
events in Armenia and Artsakh.

NKR Permanent Representative to the USA Robert Avetisian introduced
the history of the Karabakh conflict and the current situation in
the Republic.

It was noted at the event that the Caucasus occupies a significant
place in the international political life and it is extremely important
to thoroughly inform the public about Artsakh in order to help it
maintain its power and identity.

Executive Director of the Americans for Artsakh Sara Ludwig
informed the attendants about the organization’s projects, noting,
in particular, that corresponding training courses were planned in
the NKR for governmental structures’ employees, young leaders, and
other groups.

The European Union financed an important project aiming at assessing
the possibility of rehabilitating the railway line between Tbilisi
and Yerevan in the frame of TRACECA Programme (Transport Corridor
Europe Caucasus Asia).

The main objective of the project "Rehabilitation of the Railway
between Tbilisi and Yerevan" was to prepare a detailed assessment about
the perspectives of refurbishing the Tbilisi-Yerevan railway line (as
well as the alternative railway link between Yerevan and Tbilisi via
Azerbaijan) in line with international standards of safety applicable
to the transportation of passengers and goods.

The results of the possible rehabilitation would include connecting
Armenia to the Batumi/Poti – Tbilisi TRACECA rail transport route and
the reduction of journey times for passenger transport, currently
excessive because of speed restrictions due to insufficient
track quality. The rehabilitation would dramatically raise the
competitiveness of the railway line.

The main Tbilisi – Yerevan railway link, which has been inaugurated
in 1899 and electrified in 1967 suffers from a severe backlog of
maintenance and modernisation, and thereby cannot cover actual and
future transport needs in an effective and competitive way. The
alternative Yerevan- Tbilisi railway link via Azerbaijan has been
inaugurated and electrified in 1984. Nevertheless, only the section
Yerevan – Dilijan is in operation since several years.

After 12 months of activity, the project has finalized three main
studies:

1. -The feasibility study for the rehabilitation of the railway line
between Tbilisi and Yerevan.

2. -The feasibility study for the rehabilitation of the Hrazvan-Ijevan
section of the line toward Azerbaijan, where a severe landslide has
blocked the traffic.

3. -The feasibility study for the rehabilitation of the technology
of the main Georgian railway.

The project has also made a preliminary assessment on the possibility
of opening a new link between Vanadzor and Fioletovo, shortening the
current route between Yerevan and Tbilisi by at around 100 km.

YEREVAN (RFE/RL)-Representatives of Armenia’s two largest governing
parties clashed in the Yerevan municipal assembly on Wednesday in a
dispute that could undermine their hitherto close relationship.

Members of the city council representing the Prosperous Armenia Party
threatened to relinquish their mandates after its majority controlled
by President Serzh Sarkisian’s Republican Party pushed through a
legal amendment significantly easing quorum requirements.

Sessions of the 65-member Council of Elders, elected on May 31, have
until now had to be attended by at least 33 members in order to be
considered valid. The amendment to the council statutes proposed by
Yerevan’s Republican Mayor Gagik Beglarian lowered that threshold
to 17.

The Prosperous Armenia faction in the council strongly protested
against the move. "If we have 65 elected councilors and 50 of them
usually attend sessions, then what’s the problem?" its leader Arman
Vartanian said. He said the Republican majority may be trying to
"reduce the role of the Council of Elders" and warned that his faction
may boycott assembly sessions.

Beglarian, who chairs those sessions, dismissed the objections,
saying that the amendment stems from a law regulating the council’s
activities and cutting short the debate. "We didn’t decide to hold
a debate, did we?" he said.

"Mr. Mayor, we are not satisfied by the explanation," replied
Vartanian. "That’s your problem," shot back Beglarian.

"All this reminds me of the Communist system," the Prosperous Armenia
representative told RFE/RL after the ensuing vote. "A one-party
autocratic system. If you have no forum where you can express yourself,
then there is no place for a minority faction in such a structure."

Prosperous Armenia holds 17 seats in the legislature, compared with
35 seats controlled by the Republicans. The remaining 13 seats were
allotted to the opposition Armenian National Congress as a result of
the disputed municipal elections held on May 31. The Congress refused
to take up the mandates in protest against what it called massive
vote rigging.

The mayoral race was also marred by several violent clashes between
Republican and Prosperous Armenia activists in various parts of the
Armenian capital. Both parties played down those incidents, saying
that they will continue to share power on the national level.

held in Armenia," Heritage opposition faction MP Larisa Alaverdyan
told a news conference in Yerevan. According to her, Armenia’s current
situation meets all political forces’ interests, including opposition.

At the same time, she noted that current opposition is negatively
different from that of 20 years ago.

"Government is on the strong side. People can’t influence the
government towards altering its position on internal and external
policy," Larisa Alaverdyan emphasized.

She expressed her disagreement over recent statement of RA NA leader
Levon Ter-Petrosyan.

Still, she noted that Armenia has taken a wrong position in NKR
conflict settlement. "Should Azerbaijan hold as many aces as Armenia
does, any doors to international structures would possibly be closed
for Armenia," the parliamentarian said.

An article by MP Aydin Mirzazade looking at what both Armenia and
Azerbaijan have lost as a result of the Karabakh conflict has been
widely published in Azerbaijan. The article revived debate about the
cost of occupation for Armenia. What can you say about it?

First of all, I think this article is remarkable. For the first time
a member of the ruling team has written an article in the spirit
of world culture. He does not advocate hatred for Armenians or
curse them, he merely attempts to analyse what would have happened
had it not been for the war. Much has been said about this. I have
repeatedly told Armenians about it and suggested that they weigh up
the advantages they could have had, had it not been for the current
claims. Now they think that they won the war and gained Karabakh. What
does Karabakh give them? And what did they lose? They have driven all
the Azerbaijanis out of Armenia, Karabakh and adjacent regions. But
at the same time, they have lost the land where Armenians lived in
other parts of Azerbaijan; they lost a strong Armenian influence in
Baku, they lost Armenian-settled villages in very favourable zones
of Azerbaijan including Shamakhi, Agsu, Agdash and Ganja. In other
words, they lost the chance to live in Azerbaijan and influence the
development of Azerbaijani-Armenian relations.

Armenians have lost very favourable areas of activity in Azerbaijan,
including oil and gas, science, administration and law-enforcement
where Armenians were traditionally well-represented.

Moreover, we both lost a great deal in the rate of development. The
modern world is a world of competition. Countries compete in science,
industry and technology. We have lost everything and have become a
purely oil country and what is most important is that we have lost
democratic potential. Compare the living conditions and potential of
our country and the Baltic states that started democratic advancement
at the same time as us. The national movement in the South Caucasus
was also strong, but we turned out to be weaker in the intellectual
sense. The empire managed to impose these conflicts on us and we lost
a great deal.

Do you think we will manage to make up leeway after a peace agreement
is concluded?

People’s lives have been lost and they will never be returned. One
can return something material but not the dead. We can never return
a lost hand or leg or lost vision.

As for material losses, certainly, we can restore houses, roads and
bridges. But it will take us a long time to return the trust between
peoples, between Azerbaijanis and Armenians. It will take decades.

We will also have to make serious reforms in our systems of public
health, education and social provision. At least a century will
be needed to raise wages in Armenia and Azerbaijan to meet western
standards. The same goes for democratic development.

Is it true that had it not been for the conflict, all the current
energy pipelines from Azerbaijan would cross Armenia, not Georgia?

Yes, that’s right, they would all have gone through Armenia, as this
is the direct, shortest way. In fact, it is Georgia that benefits from
the Nagorno-Karabakh conflict. The pipelines became longer and more
expensive. They cross Georgia and give it many advantages including
the provision of fuel and transit fees.

If the land is liberated peacefully, Azerbaijan promises economic
benefits to Armenia which is isolated from regional projects. It’s
clear that the projects that have already been built cannot be
diverted. What new projects might involve Armenia?

The only new projects left are transport projects. These include a
railway and highways. Armenia could have received serious transit fees
from the trade turnover between Russia, Turkey and Iran. In this case,
Azerbaijan could also have gained a great deal from the railway via
Armenia, Azerbaijan and Russia. The same goes for the Iranian route.

Perhaps Armenia would have been less dependent on Russia in such
a case?

I wouldn’t say that Armenia’s dependence on Russia would have fallen
dramatically, but the ratio would have changed. Turkey’s role would
have grown. Armenia would not have been fully dependent on Russia,
but Russia would have continued to be Armenia’s important partner in
all spheres. Do not forget the large and influential Armenian diaspora
in Russia.

European ARF Holds Regional Conference

ALFORVILLE, France-The regional bodies of the Armenian Revolutionary
Federation of Europe held a conference at the invitation of the ARF
Bureau beginning on Saturday, November 14 to discuss the challenges
posed by the Armenia-Turkey protocols and other organizational issues.

Regional leaders from France, Holland, Belgium, Sweden, the
Netherlands, Germany, Austria, Greece, Cyprus, Italy, Bulgaria,
Israel, and the United Kingdom heard detailed reports on recent
political situation, especially domestic and foreign developments
surrounding Armenia-Turkey relations.

The participants extensively discussed the dangers inherent in the
Armenia-Turkey protocols and efforts to halt the approval of the
documents. The representatives also evaluated those efforts and were
briefed on the next phase of this effort.

Underscoring the importance of halting the approval of the protocols,
which have severe consequences and threats for Armenia and Karabakh
and only benefit Turkey’s regional interests, the participants of the
conference emphasized the imperative to strengthen their activities
and made corresponding suggestions.

The conference also emphasized the importance of elevating the
activities of Hai Tahd offices to expedite efforts for the recognition
of the Armenian Genocide and countering anti-Armenian activities
undertaken by the Turkish government through Turkish organizations
in various communities.

The recent "Roadmap to Regime Change" proposed by the ARF Supreme
Council of Armenia was also discussed and the conference participants
unequivocally endorsed the plan.

The conference affirmed the need for national unity to strengthen
Armenia’s statehood, as well as the ARF’s unwavering position to stop
any effort to create schism within the Armenian nation.

The regional representatives also briefed the conference about
the activities of ARF youth organizations, Hai Tahd office and
organizational life and pledged to strengthen intraregional
cooperation.

economy fixed two-digit growth which was quite a rapid rate on
regional scale, IMF permanent representative to Armenia Ninke Omes
said. Such growth, in her view, was mostly observed in construction
sphere. "Investments in construction were mostly made by foreign
states, especially Russia, and partially directed at immovable property
acquisition," she added.

"Besides, Armenian national currency fixed 20% growth annually,
attracting foreign investors," IMF permanent representative stressed,
noting in the meantime that crisis reduced investments, causing a
sharp drop in immovable property prices. "Now that construction was
reduced by 50%, the sphere makes up 30% of gross domestic product.

This actually causes 15% GDP fall," Omes stated.
