ArmInfo. Foreign Minister of Italy Franco Frattini said at yesterday’s
meeting with his Armenian counterpart Edward Nalbandyan that he
welcomes the process on normalization of the Armenian-Turkish
relations.

As press-service of Armenian Foreign Ministry reported, Frattini
expressed his country’s support as a step towards normalization of
the relations between Yerevan and Ankara. In this context, as he said,
Italy treated with pleasure signing of the Armenian-Turkish Protocols
and expressed hope that they will be ratified as soon as possible
and will create an opportunity for opening the border between Armenia
and Turkey.

Answering to questionnaire by MP from Nationalist Movement Party Momin
Inan with respect to signing of protocols with Armenia, Davutoglu said
‘it is impossible to achieve peace in the region until Azerbaijan`s
occupied territories are liberated.’

He added Armenia must pull out its troops from the occupied lands.

The Turkish foreign minister stressed his country was dissatisfied
with Aremnia`s so-called "genocide" claims and showing Aghri mountain
as a state symbol on its flag.

YEREVAN, NOVEMBER 23, NOYAN TAPAN. An award-giving ceremony entitled
"Knowledge of the Future-Building Youth" started within the framework
of the Fruitful Armenia 2009 conference on November 23. The main
organizers are the famous Armenian Argentinian businessman Eduardo
Eurnekian and his spouse Ana Kristina Shirinian.

The award-giving ceremony was attended by Armenian Prime Minister
Tigran Sargsyan, members of the government, and representatives of
state bodies and international organizations.

T. Sargsyan pointed out the importance of such events in the sense
that they allow identifying talented youth with fresh ideas and a new,
innovative way of thinking.

During the Fruitful Armenia Talent 2009, a number of discussions
on financial and agricultural problems were conducted, as well as
all the young participants of the contest were introduced to those
present, with diplomas being handed to them. It was mentioned that
among the most successful works are those on the following 4 themes:
Agriculture and Agricultural Industry, Trade and Marketing, Finances,
and Infrastructure. The winners of the contest will be announced on
November 24.

are not surprising. "The refusal to play an Israeli national anthem
at the official sports event is in the spirit of Turkey’s new Middle
East policy," the Israeli political scientist believes.

As Inter-state fund for humanitarian cooperation of the CIS
member-states reported, the contest will be held in 5 nominations:
‘the best TV programme’, ‘The best radio programme’, ‘the best

media’ and ‘The best photo’. The journalistic works in the period
from 15 October 2009 – to 15 October 2010 will be received. The works
should be presented to the commission not later than 1 November 2010.

Adopting law on alternative military service depends solution of
Nagorno-Karabakh conflict

Azerbaijan, Baku, November 20 /Trend News A.Huseynbala / Adoption of
the draft law on alternative service depends on the solution of the
Nagorno-Karabakh problem. The bill on alternative service is ready and
the Council of Europe experts positively commented on it, the head of
the Azerbaijani Parliament’s administration Safa Mirzayev briefed the
media.

While joining the Council of Europe in 2001, Azerbaijan has undertaken
a number of commitments. One of them is the adoption of the law on
alternative service. Azerbaijan fulfilled other obligations, except
this. The draft law on alternative service is ready, and the Council
of Europe commented on it.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

According to Mirzayev, next year, the bill will be reconsidered with
the working group, after which it will be fully prepared for
discussion. However, the adoption of the bill depends on the results
of ongoing negotiations on the Nagorno-Karabakh conflict. If the
negotiations will not bring to any positive results, the draft will
not be submitted for consideration, said Mirzayev.

According to Mirzayev, Azerbaijani military opposes against the
adoption of the law. They think that the adoption of this law is
premature in a country with war situation, he said.

normalizing ties between Armenia and Turkey were submitted to RA
Constitutional Court on November 17, Court Chief of Staff Aroushan
Hakopyan said.

A full-court session must be convened within 20 days to appoint a
hearing date, he explained. `If within the 20-day time frame a
consensus is not reached, the decision to convene a hearing will be
extended for 10 additional days. If a month passes from the time of
submission and a decision is not reached, the protocols must be
returned to the President’s office or the court must decide on further
discussions,’ he added.

`If Constitutional Court’s decision is positive, President should
submit Protocols to Parliament for ratification. Thereafter, Foreign
Ministry should draw up a instrument of ratification in accordance
with established procedures and submit it to President’s approval.
Ratification document should bear state seal and Foreign Minister’s
signature. At the final stage, parties exchange instruments of
ratification, which is followed by entry into force of Protocols,’
Arushan Hakobyan stressed.

Turkish-Armenian protocols sent to Armenian constitutional court

Protocols signed with Turkey were sent to the Armenian constitutional
court three days ago, Panorma.am reported.

Chief of the administration of constitutional court Arushan Akopyan
said the court would convene plenary meeting within 20 days to
schedule hearing on the protocols.

`If the court can not pass decision, the issue can be postponed for
another ten days. The court should schedule hearing after one-month
period or to send the protocols back. The plenary session will decide
whether to hold open or closed hearing’.

If the constitutional court decides the protocols are in accordance
with the Constitution, they will be sent to the parliament.

Ankara: Fait Accompli Strategy Against Non-Muslims

FAIT ACCOMPLI STRATEGY AGAINST NON-MUSLIMS

Michel Foucault says you can understand a society from what it
excludes. We generally tend to look at what a society includes,
what they are willing to embrace.

But Foucault draws our attention to a different angle. I agree with
him. When it comes to Turkey, I believe, not only what it excludes
but also how it does this are important factors to look at in order
to have a better understanding of this country.

What does Turkey exclude? Without any doubt it excludes non-Muslims.

This non-Muslim identity is rejected by secular state elites who
are the founders of the Turkish republic. This is another tricky
part which confuses outsiders and they have a serious difficulty
to understand. In Turkey so called "secular people" have a much
stronger allergy towards non-Muslims than devout Muslims have towards
non-Muslims. This is important to understand because of the complex
policy towards non-Muslims developed by the secular elites and so
called secular state apparatuses. Today’s so called "secular elites"
are just the inheritors of the Committee of Union and Progress (CUP)
which orchestrated massacres against Armenians. If devout Muslims
could play a quite dynamic reformist role in Turkey, they can do that
because they do not have any historical linkage with this political
movement. On the contrary, the same political movement has always
oppressed them in Turkey.

While the Ottoman Empire was collapsing, the CUP decided that
they should create a homogenous society in the remaining part of
the empire. Because they believed if they did not do that they
would have lost more territory, even Anatolia would be broken into
smaller pieces. On the orders of Talat Pasha, in 1915, Armenians
were forcefully expelled to the Syrian deserts, massacred and all
their belongings were seized. Turkey’s history of getting rid of
non-Muslims is also the history of the Turkification of capital. It
is not a coincidence that the richest Turkish families in Turkey
are from the cities and regions in which the biggest massacres were
carried out; Adana, Kayseri and so on. This may also explain why we
have such an obedient bourgeoisie in Turkey.

After this initial and brutal blow, a certain policy was vigorously
and relentlessly applied towards non-Muslims during the Republican
era in Turkey. If you look at the history of non-Muslims, you can
clearly see the repetition of certain patterns. Sudden and unexpected
attacks followed certain periods of inaction and after a while, another
unexpected attack followed this inactive period. This is called a
‘fait accompli’ strategy. A fait accompli strategy works like this:
You want to get something. You take it without discussion or warning
and you give your enemy/opponent a choice, they will either fight back
or accept the loss. You also act upon the conservative attitudes of
your opponent; you know that they will act to protect what is left
to them rather than fighting for what has been taken from them. After
a while what you have taken becomes a part of the status quo. Sooner
or later you take something else from your opponent, but again they
do not react believing that they have a lot to lose if they fight back.

These actions and waiting periods follow each other; after a while your
opponents start to see the pattern, but this time, if they react, they
would have lost most of their material possessions and freedoms when
you set out for a new attack; they think it will not be worth fighting
back because they did not fight while most things were taken from them.

This is exactly what happened to non-Muslims during the republican
era. They were scared away with pogroms. They were condemned to poverty
by wealth taxes. Their properties, their foundations were taken from
them one-by-one by carefully calculated legal tricks. They were never
given any legal status and they suffered from this ambiguity. Their
schools were closed and so on. Attacks followed inaction. Inaction
was followed by new attacks. The so called Lausanne minorities
suffered from these policies a lot and they have come to the verge
of extinction. I have already explained the plight of the ecumenical
patriarchate in this column before. And as I said earlier, minority
groups are also a part of this game with their submissive and passive
attitude. They never sufficiently use and benefit from existing
remedies; they have never developed any strategic litigation to gain
new rights to loosen the noose around their necks. This fait accompli
strategy has been applied on automatic pilot since the republic was
established. Its aim is obvious. It will be repeated until non-Muslims
completely vanish. This strategy is one of the biggest stumbling
blocks to democracy in this country. We need to develop awareness,
an understanding of it first and then a serious struggle for its
eradication can be started. There is no place for fait accompli in
any democracy!

Welcoming the guests, Speaker briefed on post-electoral developments
in Armenia, as well as the country’s measures towards eliminating the
consequences of March 1, 2008 tragic developments.

Thoroughly discussing the processes following post-electoral
developments, parties agreed that the country fixed certain progress
in the sphere and stressed the importance of continuing efforts
towards stimulating public trust in state structures and creating an
atmosphere of public consent.

Parties also touched upon Armenian-Turkish rapprochement, RA NA press
