ESTONIAN FORMIN EXPRESSES CONDOLENCES TO IRANIAN, ARMENIAN COLLEAGUES

Estonian Foreign Minister Urmas Paet expresssed condolences to
Iranian Foreign Minister Manouchehr Mottaki and Armenian Foreign
Minister Edward Nalbandian in connection with a tragic air crash in
the northwestern part of Iran.

"I express deep condolences to the families and relatives of the
people who were on board the aircraft and to all whom this tragic
air crash concerns," Paet wrote in the message of condolences to the
Iranian and Armenian Foreign Ministers.

The passenger liner that crashed in the northwestern part of Iran en
route from Tehran to Yerevan. According to preliminary information
all the people on board the aircraft were killed.

According to Reuters there were 168 people on board the Tupolev
type aircraft.

The aircraft, which belonged to Caspian Airlines, dropped down near
the city of Qazwin soon after it took off from Tehran’s Imam Khomeini
international airfield.

Fragments of the five victims the July 15 air crash will be transported
to Armenia in burial urns tomorrow at 12 o’clock local time.

On July 15 a passenger plane heading from Tehran to the Armenian
capital Yerevan crashed near the village of Jannatabad outside the
city of Qazvin, around 75 miles northwest of Tehran, killing all
153 passengers and 15 crewmembers on board. Five of the victims were
citizens of the Republic of Armenia.

The government commission informs that a requiem service will be
offered at the airport.

President Serzh Sargsyan received Alen Terzian, Head of the Union of
French Film Producers, Chairman of French Academy of Cinema Art and
Cesar award ceremony.

According to a presidential decree dated July 13, Alen Terzyan was
awarded a Medal of Honor for his considerable contribution to the
development of cinematography, as well as for his close cooperation
with the Motherland and his activity targeted at deepening of the
Armenian-French friendship.

Handing the high state award, President Sargsyan welcomed the first
visit of the world-famous director to Armenia and noted that Armenia
is proud to have a compatriot like Alen Terzian. "

"I’m very glad, proud and excited to be in Armenia, my historic
motherland. I had a strange feeling, when I stepped on the Armenian
land.

It’s something that only an Armenian that has wished to be in Armenia
throughout his life can feel. My dream came true, at last," Alen
Terzian said. The French Armenian artist said to be impressed by the
"Golden Apricot" Film Festival, which is getting more and more popular
year by year.

L’AQUILA, Italy ‘ Russia, France and the United States called on
Armenian and Azeri leaders on Friday to resolve their differences and
move toward a final accord on the disputed Nagorno-Karabakh region.

`We urge the Presidents of Armenia and Azerbaijan to resolve the few
differences remaining between them and finalize their agreement,’
Presidents Dmitry Medvedev, Nicolas Sarkozy and Barack Obama said in a
joint statement released from Group of Eight summit in Italy.

The three countries are co-chairs of the so-called Minsk Group, which
is mandated to act as an intermediary in the conflict.

The presidents of Armenia and Azerbaijan are expected to meet in
Russia this Friday for talks that diplomats say could yield a
breakthrough in talks on the 15-year-old conflict over the enclave of
150,000 people.

Nagorno-Karabakh’s de facto leader on Friday demanded a role in this
week’s talks, saying the current format is `deficient.’

`Artsakh, as the main party to the Azeri-Karabakh conflict, is now out
of the negotiations and we should restore this important principle,’
Bako Sahakyan said at a news conference in Stepanakert,
Nagorno-Karabakh’s main city.

Nagorno-Karabakh is known as Artsakh in Armenian.

`Without the consent of the people of Nagorno-Karabakh any decision
will be impossible to implement,’ Sahakyan said.

Ethnic Armenian separatists, backed by Armenia, fought a war to throw
off Azerbaijan’s control over Nagorno-Karabakh in the early 1990s,
when the Soviet Union was collapsing.

An estimated 30,000 people were killed before a ceasefire took effect,
and the Christian Armenians and Muslim Azeris have never signed a
peace accord to end the conflict.

The West is concerned that any new fighting in the region could
jeopardize oil and gas supplies from Azeri reserves in the Caspian
Sea.

An upcoming meeting in Moscow between Azeri President Ilham Aliyev and
Armenian President Serzh Sargsyan will show whether progress is
possible at negotiations on Nagorno-Karabakh, said Azeri Foreign
Minister Elmar Mammadyarov.

"Nagorno-Karabakh is an integral part of Azerbaijan, and it is wrong
that some part of our country remains uncontrollable and has uncertain
status," Mammadyarov said.

"Therefore, we have given our tentative consent to determining this
status. It is a question when this will take place and on what
circumstances," he said.

At the same time, Nagorno-Karabakh’s status cannot be determined until
Azeris who used to live there return home, Mammadyarov said.

"This is part of the negotiations. The exiled Azeris must return to
the territories freed from occupation, and their joint coexistence
with Armenians should be arranged. The status should be determined
primarily with Azerbaijan’s interests taken into account. We have said
repeatedly that the right to self-determination does not mean that
territorial integrity can be violated," he said.

Baku expects the co-chairs of the OSCE Minsk Group to visit the
country and inform it on Armenia’s position on the settlement of the
Nagorno-Karabakh problem.

PRESIDENT DEMETRIS Christofias and the First Lady began a two-day
visit to Armenia yesterday, his first official visit to the country
as head of state, three years after going as House President.

Christofias met first with the Supreme Patriarch and Catholicos of
all Armenians Karekin II in the capital Yerevan. The Supreme Patriarch
spoke of Christofias’ wide experience on EU matters which would help
Armenian President Serzh Sargsyan in his efforts to strengthen Armenian
relations with the EU.

The Patriarch gave Christofias a replica of the Symbol of
Victory and wished the people of Cyprus and the president great
victories. Receiving the gift, Christofias dedicated it to peace and
efforts to free Cyprus from Turkey’s military occupation.

Christofias described the Armenian President’s recent efforts to ease
relations with Turkey as "wise". Armenia was showing good will, and
if the other side does not respond positively, that is its problem,
he added.

Christofias was due to meet his counterpart President Sargsyan
yesterday afternoon, while in the evening, Sargsyan was due to host
a state dinner in honour of the President and Elsie Christofias.

Today, the president will have a working breakfast with Armenian Prime
Minister Tigran Sargsyan and in the afternoon the official farewell
ceremony will be held at the Presidential Palace.

During his stay, President Christofias is also expected to meet with
Mayor of Yerevan Gagik Beglaryan and visit the Institute of Ancient
Manuscripts and the Memorial to the Victims of the Armenian Genocide.

Foreign Minister Marcos Kyprianou will be meeting with his Armenian
counterpart, Edward Nalbandian, during the official visit. The
diplomatic entourage also includes the Moscow-based Cyprus Ambassador
to Armenia Petros Kestoras, the Honorary Consul of Cyprus in Armenia,
Armen Khachatryan, as well as the Representative of the Armenian
Religious Group in the House of Representatives, Vartkes Mahdessian.

The Azerbaijani and Armenian presidents’ Moscow meeting will help in
reaching the finish line of the Nagorno-Karabakh conflict settlement,
the Russian Co-Chair of the OSCE Minsk Group, Yuriy Merzlyakov,
said at a news conference in Baku on July 10, Trend News reports.

"Our visit to the region was devoted to organizing the presidents’
meeting in Moscow and during the preparation we have continued to
exchange views on a number of outstanding basic principles for the
settlement of the conflict," said Merzlyakov.

"And we are satisfied with the meeting with the presidents. The
conversation was very constructive and I felt the presidents’ positive
mood for the upcoming meeting," the diplomat said.

"We hope to conclude negotiations on at least on two issues to
resolve the conflict, and then open a new debate on the topic which
has been discussed only in general terms so far," the French Co-Chair,
Bernard Fassier said.

The diplomat expressed his hope that if they could achieve both
presidents’ approval on the basic principles by late 2009, then it
would be possible to continue the work and transform it into a treaty
next year.

Within the framework of the working visit to Bucharest, the Foreign
Minister of Armenia, Edward Nalbandian, had a meeting with his Romanain
counterpart Cristian Diaconescu.

Issues on the agenda included the development of bilateral relations,
the Armenia-EU relations, regional and international questions.

The two Foreign Ministers discussed the opportunities of expanding
cooperation in the fields of economy, education and culture.

The Foreign Ministers of Armenia and Romania talked about the process
of cooperation between Armenia and the European Union and the bilateral
cooperation within that framework. In this regard Minister Nalbandian
attached importance to the signing of a free trade zone agreement
with the European Union and the simplification of the visa regime
with EU countries.

Ministers Nalbandian and Diaconescu exchanged views on issues of
ensuring security in Europe.

Edward Nalbandian presented to his Romanian counterpart the latest
developments in the negotiations on the Karabakh conflict settlement
and Armenia’s efforts towards normalization of relations with Turkey.

Minister Diaconescu presented the current state and prospects of the
Romanian-Moldovan relations, as well as his country’s stance on the
processes taking place inside the European Union.

The interlocutors dwelt on a number of regional and international
issues.

The meeting of the Mi nisters was followed by a joint press conference.

The Armenian Foreign Minister visited the Armenian Church of Bucharest,
where he met representatives of the Armenian community.

Conference on the "Armenian-Turkish Relations and the Artsakh Issue"
was held in Stepanakert today. Addressing the conference, NKR President
Bako Sahakyan said: "Respected participants of the conference,
Ladies and gentlemen, I welcome cordially the participants of the
conference on the Artsakh issue and the Armenian-Turkish relations
and put special emphasize on the fact that it takes place in the
Nagorno Karabakh Republic.

This representative conference envisages comprehensive discussions of
the issues on the agenda with participation of attendees from Armenia,
Diaspora and Artsakh, who made national concerns of the Armenian
people their daily life and the essence of their very existence.

Being very much aware that those present are competent and
professional people, I would like, nevertheless, to touch upon our
recent history. It is known that in this period of the modern history
of the Armenian people, Artsakh found itself in the frontline of the
liberation movement, giving a new impetus to the revival of national
consciousness and unity of all Armenians.

Almost two decades have passed since the world-spread Armenians,
putting aside ideological and party discords, personal ambitions and
priorities, have stood by the Artsakh people fighting for restoration
of their rights and justice.

Unity became our first victory in this struggle. It unified the will
and spirit of the Armenian people at the epoch-making and hard time,
when Armenia, having survived destructive earthquake and the influx
of tens of thousands refugees, was imposed to the blockage and found
itself on the verge of humanitarian catastrophe. We, the people of
Artsakh, will never forget all those who where with us during the hard
days of the Motherland, when the fate of Artsakh was to be decided.

The war was not our choice; it was imposed on us in response to our
peaceful and civilized call for restoration of historical truth.

Heavy and unequal battles created our Defense Army, which in a very
short period of time carried out its sacred duty of defending Artsakh
people and statehood with flying colors.

Each of you has had a personal contribution to great and small military
and economic victories of Artsakh. And this very spirit of a unified
victory has made the unshakable will and readiness of the people of
the Nagorno Karabakh Republic to live freely and independently in
their own land be heard more audible.

This spirit predetermined our past, it determines the present and
the future of our people. On September 2, 1991, the Nagorno Karabakh
Republic was proclaimed. On 10 December of the same year the people
of Artsakh carried out a nation-wide referendum and announced their
decision to live in a free and sovereign country.

Our position is clear-cut and unchangeable. The independence of the
Nagorno Karabakh Republic is an accomplished fact and is not is not
a subject to discussions.

Any attempt to present the Nagorno Karabakh Republic within the
framework of Azerbaijani territorial integrity is both incomprehensible
and unacceptable for us. This neglects natural development of history
and life, as well as contradicts the realities of the past.

Since the proclamation of independence we have stood behind the path of
our choice, successfully defending the borders of Artsakh, building
and strengthening our state, efficiently overcoming difficulties
on the way of recreating and developing the country. As the result
the world has got convinced that it deals with a full-fledged state
and society, which has all the necessary attributes of statehood,
embarked on the path of democracy.

For this very reason we do not consider the restoration of the
full-fledged negotiation format as an additional pretext to remind
about our existence, but because this format is indeed a deficient
one. Artsakh, being the main party to the Azerbaijani-Karabakh
conflict, is now out of the negotiations and we should restore this
important principle. Without the consent of the people of the Nagorno
Karabakh Republic any decision will be impossible to implement.

We have reiterated many times that we support equal participation
of all parties in the peaceful settlement of the Karabakh
conflict. However, political leadership of Azerbaijan has another
vision and always speaks about its would-be right to solve the conflict
in a military way.

We cannot be indifferent towards the policy the neighboring state
follows. The authorities of Armenia and Artsakh have made many
statements on the impermissibility of the dissemination of hatred and
militant rhetoric. The people of Artsakh have gone through all the
hardships of war and are fully conscious of the price and importance
of peace for our region. However, it does not mean that we are not
ready to repel any aggression of the enemy.

As to the Armenian-Turkish relations, this complex and multilevel
issue touches upon both political and economic spheres and to a
great extend depends on some historical and psychological factors,
which exercise influence on political reality and developments.

In any case it is very much clear that any shift in the
Armenian-Turkish relations must not and cannot be implemented to
the prejudice of the Karabakh conflict settlement. Any attempts to
interconnect these two issues lying in different realms will definitely
lead to an impasse.

Another important issue that touches upon both the settlement of
Artsakh issue and the Armenian-Turkish relations is orderliness and
unity of our people.

Today we are much more obliged to have a united front to address issues
of pan-national importance and assess the situation. This must be so
not only by words and viewpoints, but also by our united and joint
approach and towards solving issues we face. That is true for Armenia,
for the Diaspora and for Artsakh. We need work that will unify the
whole potential of the Armenian people thus creating firm foundation
for our struggle.

>>From this very viewpoint we rate high the undertaking of the Armenian
Revolutionary Federation to hold this pan-Armenian conference in
Artsakh, where we steadily strengthen the independence reached at
the cost of numerous victims and much hardship. On this path we
have already gained great and small victories standing behind either
successes or the issues still to be solved.

Only unity, deep comprehension of national goals and priorities it
will be possible to overcome difficulties and neutralize the threats
we face.

I am confidant that combining efforts of Armenia, Artsakh and the
Diaspora we will be able to solve all problems, build and make
prosperous our two Armenian states and create worthy future for the
generations to come."
