The Rumanian president Trayan Basesky is expected to pay a visit to
Azerbaijan by the end of 2006, Trend reports with reference to Novruz
Mammadov, the chief of the international relations department of the
president’s office.

According to Mammadov, Rumania is an important partner of Azerbaijan
and official Baku is interested in realization of projects, as well
as energy projects on bilateral and multilateral base.

“The talks are being held on this issue and will continue. The visit
of the Rumanian president to Azerbaijan will put the final point,”
said Novruzov.

By touching on the visit of Azeri president Ilham Aliyev to Bucharest,
Mammadov stressed that the country is the most ponderable state of
the region, and the Azerbaijani government desires to take this into
consideration.

By commenting on the statement of different solution models of Karabakh
problem formed on base of the separation of Chernegoria from Serbia,
Mammadov told that if Armenia desires to establish its state, let
them live in Armenia. “Chernogoria, as Armenia, was a part of a big
country and its de-fact separation was an expected process.

Armenian people have own country – Armenia and each Armenia may live
in Armenia,” told Mammadov.

YEREVAN, JUNE 1, NOYAN TAPAN – ARMENIANS TODAY. Raffi K. Hovannisian,
Armenia’s first Minister of Foreign Affairs, received Dean Stephen
Bosworth and Professor Alan Henrikson of the Fletcher School of Law
and Diplomacy at the headquarters of the Armenian Center for National
and International Study (ACNIS) today. They were accompanied by
Mrs. Christine Bosworth, Tufts University trustee Joyce Barsam, and
president Aso Tavitian of the Tavitian Foundation. As Noyan Tapan was
informed by the ACNIS, Raffi Hovannisian greeted his distinguished
guests, warmly recalling his acquaintance with Dean Bosworth and
his study under Professor Henrikson, who taught American Diplomatic
History to Hovannisian a quarter of a century ago. Hovannisian
offered a tour d’horizon of Armenia’s foreign and public policy, its
regional challenges and international prospects. Raffi Hovannisian
graduated from the Fletcher School, located in Medford, Massachusetts,
with a M.A.L.D. degree in 1982, specializing in International Law
and Diplomacy, the Foreign Policies of Communist Countries, and
Civilization and World Affairs. Founded in 1994 by Raffi Hovannisian
and supported by a global network of contributors, the Armenian
Center for National and International Studies (ACNIS) serves as a
link between innovative scholarship and the public policy challenges
facing Armenia and the Armenian people in the post-Soviet world. It
also aspires to be a catalyst for creative, strategic thinking and
a wider understanding of the new global environment. In 2006, the
Center focuses primarily on civic education, conflict resolution,

Heritage Headquarters Still Bolted: Court Case Delayed Again

Yerevan–The hearing of Heritage Party Chairman Raffi K. Hovannisian’s case
against the administration of the Paronian Theater reconvened today at the
Court of First Instance of Yerevan’s Central and Nork-Marash communities. It
was again presided over by Judge Edward Avetisian. The defendant had not
appeared at, but had sent written objections to the previous hearing on May
19, in response to which Vahagn Grigorian, Raffi Hovannisian’s attorney,
moved to bring additional causes of action against the theater’s management
as well as against the Department on State Property Management (DSPM) of the
government. The Court, taking all submissions into account, had continued
the trial until June 1.

Opening today’s hearing of the case, Judge Avetisian presented the
particulars of the lawsuit, citing that it includes the plaintiff’s claims
against both defendants to remove the unlawful encroachment upon the right
of access, control, and usage of his property, as well as those which derive
under the law by consequence of defendant’s nullification of contracts.

Prior to the examination of the case, Grigorian submitted a petition
demanding that the lead defendant Paronian Theater, which was being
represented by its director Karapet Shahbazian, submit to the Court original
copies of the lease, payments made thereunder, and all other documents
pertaining to the space long rented by Raffi Hovannisian. These records are
now “locked and sealed” behind the doors and windows of the premises located
at 7 Vazgen Sargsian Street.

Interrupting Grigorian’s argument in support of his motion, Aram Ghlechian,
the legal representative of defendant DSPM, requested a continuance in order
to study further the details of the claims made by Hovannisian.

The Court granted Ghlechian’s petition and ordered a one-week postponement
of the case.

“Russia’s small amount of military equipment, mainly military
property withdrawn from the military base in Georgia is taken to
Russian military base in Gumru, Armenia.

This cannot violate military and political stability in the region.

Russia does not show incompliance with the commitments undertaken under
the contract on restriction of military forces in Europe,” Russia’s
Defense Minister Sergei Ivanov told a news conference following the
meeting of the CIS Board of Defense Ministers in Baku today. He gave
this answer to the question whether there is a guarantee that the
military equipment stationed in Armenia after being withdrawn from
Georgia won’t be used against Azerbaijan (APA).

“Main part of the military equipment, including heavy equipment is
taken to Russia through Azerbaijan,” said Mr.Ivanov reporting that
the other military base in Batumi, Georgia, will be removed a little
bit later and the property of the base will be carried to Russia via
the sea.

In the tenth round of the World Chess Olympiad the men’s team
of Armenia offered a serious bid to championship. The Armenian
chess players, who led the tournament chart with 26.5 points,
defeated the Chinese team, which held the second place with 25.5
points. The score was 2.5:1.5. With only three rounds left till the
end of the tournament, the men’s team of Armenia strengthened its
leading position with 29 points, and is ahead of the Chinese team
by 2 points. The Russian team rose to the third place on the chart,
beating the Ukrainian team 3:1. Hence, the Armenians are close to the
title of champion. Although our chess players still have three more
rounds to play, they have already played with the strongest teams on
the tournament and can surely defeat the other teams as well, and win
the title of champion on Chess Olympiad for the first time. So far
the best result of the Armenian team has been a bronze. The Armenian
chess players took the third place for three times.

`STOP SMOKING AND YOU WILL WIN’

The number of smokers in Armenia has `terribly’ increased. `A1+’ was
informed about it from the anti smoking program centre of the RA
Ministry of Health. Currently 90% of men smoke, as for Armenian women
they tend `to put away their gauze,’ that’s to say they are not
inclined to conceal the fact of smoking any longer.

By the way, the number of smoking women is about 4 – 5% in the whole
territory of the country. Their number may seem insignificant but if
we take into consideration the fact that Armenian women of many
regions don’t smoke at all their number is rather significant in
Yerevan. We can counter the same problem among children. The number of
smokers is comparatively larger among children of 13 – 16.

Though a law combating smoking was adopted in Armenia the society is
not ready yet to obey it. For instance, if it is forbidden to smoke
when in a public, and there are special rooms for smokers in many
establishments and buildings, the atmosphere of a café gives a
perfect ground for smoking, claim the specialists. But smoking in
cafes is not a breach of a law as the law prescribes such cases when
smokers `may’ make use of separate special places intended for
smokers. By the way, if the USA and Great Britain initiated the
smoking combat in 60 – 70s and only in 90s they registered positive
result; curtail of deaths caused by smoking, Armenia has much to do on
this score.

Armenia became a member of an international program titled `Stop
smoking and you will win’ in 2004. The program has about 100 member
countries. The essence of the program is that smoking people becoming
engaged in the program are liable to quit smoking for a month. The
contest is held with two years interval, and the winners are awarded
with 10 thousand and 2 500 USD. Many of the program participants
cannot withstand the temptation of smoking and give in. Those who
overcome the desire to smoke systematically undergo medical
examination in laboratories in order to prove the fact that they
finally stopped smoking. On May 31, after the medical examination, on
the international day `One day without smoking’ a competition is held
in all 100 member countries between the participants of the last phase
for the first and second places. Their names are later sent to the
capital of Finland, Helsinki, where the winners finally are made
public.

By the way, Armenia participates in the program for the second
time. Out of 450 participants of the program in 2004 only 35 stopped
smoking so far. This year 125 people from 588 will participate in the
finals.

`Karabakh Conflict: Azerbaijani Vision’ Collected Articles by REGNUM
News Agency, prepared with assistance of the Eurasian Research
Institute Development Foundation, was published by Europe Publishing
House (Moscow). The book contains various materials, which
demonstrate perception of Karabakh conflict’s past and present by
Azerbaijani society.

First part of the book contains interviews of REGNUM correspondents
in Baku Rafik Mustafayev and Mamed Syleymanov with well-known
Azerbaijani political analysts and public figures Mubarriz
Akhamdoglu, Rauf Rajabov, Shahin Rzayev, Arif Yunusov, Eldar
Zeynalov, Eldar Namazov. The second part consists of 2005-2006
Azerbaijani mass media (Zerkalo, Echo, 525th daily, Real Azerbaijan)
selected publications on Karabakh conflict. The third part contains
Azerbaijani official documents regarding tragic events of Karabakh
war.

REGNUM Editor-in-Chief Konstantin Kazenin is the collected articles’
main compiler and author of the preface. The book’s presentation is
planned to be held in the near future in Azerbaijani capital Baku.

resumed last Saturday after a 13-year break. The first passenger train
started for Moscow from the Tbilisi central railway station May 27 at
5.15 p.m. The Abkhazian railway sector allowing direct communication
between Georgia and Russia has been not to work since 1992. Presently
the possibility of its restoration is being discussed. In 2005 a
consortium formed by Russia, Georgia and Armenia set the price of
the project at some $200 million, reported Interfax.

Genocide denial bill introduction by Christian Union faction

In a press conference on 1 June 2006 at 11 am, MP Mrs. Tineke Huizinga
of Christian Union Faction will present the introduction of a bill to
Dutch Parliament that criminalises the denial of genocides and other
crimes against humanity. The explanatory note explicitly mentions the
Armenian Genocide as one of the genocides meant in this law.

The press conference will be given by Christian Union parliamentarians
Mrs. Huizinga and Mr. Rouvoet together with representatives of 24
April Committee of FAON (Federation of Armenian Organisations in the
Netherlands), CIDI (Centre for Information and Documentation Israel)
and LBR (Dutch antiracism organisation).
