"YES, WE SPOILED JUNTA PLANS" SAY PROTESTORS OF DINK MURDER

Although many think the period of military interventions when people
died and a considerable number of them were tortured is outdated,
with a recently discovered plot it becomes apparent that there are
still some circles in Turkey with plans to overthrow the government
by triggering provocative actions in the country.

The Cage Operation Plan, a devious plan by a group of members of the
Naval Forces Command to intimidate the country’s non-Muslim population
by assassinating some of their prominent figures, was revealed to the
public last week when the Taraf daily uncovered it. In the plan, the
assassination of Hrant Dink, a Turkish Armenian writer, is considered
as an "operation" and the widely participated-in demonstrations in
the wake of Dink’s murder spoiled the junta’s plans aiming to create
provocation with the murders of non-Muslims in Turkey, as noted in
the same plan.

Hrant Dink was assassinated on Jan. 19, 2007 in İstanbul and just
a few hours later, thousands of people rushed to the Agos Daily
building where Dink was working as a chief editor to voice their
protest against the murder. At Dink’s funeral, a demonstration took
place in İstanbul with a remarkable number of participants. The motto
of the demonstration was "We are all Armenians, we are all Hrant Dink."

If the crowds had not taken to the streets to raise their harsh
criticism of the assassination and stood against the murder of an
Armenian and a non-Muslim writer, the cage operation plan would have
been successful as the plan notes.

The participants in the demonstrations targeting Dink’s assassination
confessed proudly that "Yes, we spoiled the junta plans."

The head of the Revolutionary Socialist Workers’ Party (DSİP),
Dogan Tarkan, said that he agrees with the cage plan that the junta’s
attempts were ruined by the people who chanted "We all are Armenians"
in the demonstrations after the murder. "We are still saying we
are all Armenians, we are all Hrant Dink. Dink was murdered by an
Ergenekon gang. The files of the Dink, Santaro and Malatya murders
should be merged with the Ergenekon file," Tarıkan said.

Andrea Santaro, 60, the Italian priest at Santa Maria Catholic Church
in Trabzon, a northern Turkish city, died in an armed attack in 2006,
and in the Malatya-based Zirve Publishing House three people who sold
Christian literature were killed in 2007.

Zeynep Tanbay, a performance artist, stated that she was surprised
when she saw the large crowd joining the demonstration. "Dink’s murder
made a number of people you could not imagine take to the street. This
crowd rejected the system which is responsible for the murder. I think
the coup could not be accomplished because of that demonstration."

"Since the beginning we have always claimed that the murder was
premeditated and well planned. Whenever we say this, we are always
asked whether we have enough evidence to prove our claims. Now, it
has been revealed that an organization carried out the murder. Not
only members of the junta but also the state officials at that time
should be tried," said Ozlem Dalkıran from Helsinki Citizens Assembly,
a human rights association.

YOUNG ACOLYTES ORDAINED AT ST. JOHN CHURCH OF GREENFIELD, WI

On Sunday, November 15, Archbishop Khajag Barsamian, Primate of the Diocese
of the Armenian Church of America (Eastern), visited St. John Armenian
Church of Greenfield, Wis., where he ordained three young acolytes and
joined the parish in the celebration of the church’s 69th anniversary.

Archbishop Barsamian celebrated the Divine Liturgy, and delivered a sermon
about the importance of giving thanks to God in the Advent season, and
throughout the year.

"In two weeks, we will celebrate Thanksgiving. It is a uniquely American
occasion, but the idea of giving thanks to God during a family meal is
hardly foreign to Armenians," the Primate said. "In our tradition, we give
thanks to the Lord for all His gifts."

"The Eucharist – which means ‘thanksgiving’ – is our way of remembering the
last days of Christ’s ministry: when Christ gave himself for mankind,"
Archbishop Barsamian said. "As Christians, we offer thanksgiving for this
gift, not just one time a year, but every week, through the holy badarak."

At the conclusion of the Divine Liturgy, a requiem service was held for Dn.
Sarkis Samuel Avakian, a longtime servant of the Armenian Church, marking
the 40th day of Dn. Avakian’s passing.

A gifted tenor, Dn. Avakian served for many years as a choir director,
helping other parishioners learn and sing the Gomidas badarak. He also
served on the parish council and numerous church committees, and was a
member of the Knights of Vartan.

Both at St. Mesrob Church of Racine, Wis., and at St. John Church of
Greenfield, Dn. Avakian inspired young people to carry forward the rich
heritage of the Armenian Church.

In 2003, His Holiness Karekin II, the Supreme Patriarch and Catholicos of
All Armenians, bestowed the "St. Nersess Shnorhali Medal" on Dn. Avakian, in
recognition of his contributions to the Armenian Church.

"Today, we remember with gratitude the exemplary stewardship and service of
Dn. Samuel Avakian," the Primate said. "We definitely miss his physical
presence here in this sanctuary."

A supportive environment for parish youth

During the ordination service, three young men came forward to be ordained
to the rank of acolyte.

Arek Kashian, Donnie Rask, and William Seabrook began learning the duties
that come with this ordained office of the church at St. Nersess Armenian
Seminary’s summer conferences, which they have been attending for three
years. Their training was supplemented by guidance from the Rev. Fr. Nareg
Keutelian, visiting pastor of St. John Church.

The parish is proud of the young men for their dedication, Fr. Keutelian
said. He added that members of the parish council and other lay leaders work
hard to foster a supportive environment for parish youth. The church has a
small Sunday School and is planning to start a combined Armenian and
religion class soon.

This month’s ordination "testifies to the ongoing life of a relatively small
community that nurtured three priests during their formative years: the Rev.
Fr. Sahag Kashian, the Rev. Fr. Yeprem Kelegian, and the Rev. Fr. Arsen
Barsamian," commented parishioner David Luhrssen after the day’s events.

"We are very proud of the three priests from our parish, and we are
continuing in that tradition of training young people," Fr. Keutelian said.
"We hope that some of these young people eventually will be ordained
priests."

Following services, a luncheon was held in the church hall, as some 100
parishioners gathered to mark the church’s 69th anniversary.

Archbishop Barsamian presented the newly ordained acolytes with crosses from
Holy Etchmiadzin. The Primate spoke about vocations and commended the young
men for their commitment to serving the Armenian Church.

"We express our gratitude to the founders of this parish, and to all the
dedicated servants of this parish, and to all those who have continued the
mission of St. John Church during the past 69 years," the Primate said.

William Seabrook, speaking on behalf of his fellow newly-ordained acolytes,
reflected on how Armenian cultural and spiritual traditions have helped
shape his identity. The program also featured the recitation of the poem
"Giligia" by Nicole Kashian and the performance of "Der Getzo" by Fr.
Keutelian.

Azerbaijan’s first vice speaker accuses int’l community of inaction in
Nagorno-Karabakh

Azerbaijan, Baku, Nov. 20 / Trend News E.Ostapenko /

Azerbaijani Parliamentary First Vice Speaker Ziyafet Asgarov accused
the international community of inaction in the Nagorno-Karabakh
conflict.

"Today, international law does not work. If it worked, the
Nagorno-Karabakh problem would be solved," he said at the
international conference "Obstacles to Security in South Caucasus:
Realities and Prospects for Regional Cooperation" in Baku today.

"If someone thinks international law and international norms will
resolve the problem, then they are severely mistaken. Only Azerbaijan
and its troops will be able to resolve this problem. During this
period, the Minsk Group did not do anything. The solution depends only
on the will and the troops of Azerbaijan," the MP said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

ARMENIA WILL BE READY TO MAKE CONCESSIONS ON NAGORNO-KARABAKH PROBLEM: UKRAINIAN ANALYST

Day.Az interview with senior consultant at Ukraine-based National
Institute of International Affairs Elena Kotelyanets.

Day.Az: What can you say about possible ratification of the protocols
in the Turkish and Armenia parliaments? Is opening of borders between
the countries is possible in near future?

Elena Kotelyanets: Signing of the Armenian-Turkish protocols on
normalization of bilateral relations can rightly be called a historic
decision. Turkey realized one of its most important foreign policy
initiatives and secured a diplomatic victory. By signing the protocols
Armenia seems to make a principal concessions primarily with regard
to the "Armenian genocide" processes of recognition of which can be
considered "frozen".

If such a question is set aside, Armenia will likely be ready to make
further concessions (concerning resolution of the Nagorno-Karabakh
conflict) in exchange for economic and political dividends. We believe
the Armenian-Turkish rapprochement as well as proactive steps to
establish full diplomatic relations between the countries will be
brought to logical conclusion, despite the mixed reaction of the
Armenian and Turkish public on this process.

Of course, one should not expect that normalization of Armenian-Turkish
relations to be simple and quick. However, one can assume that the
leadership of both countries will make every effort to ratify the
protocols in the parliaments as huge work has been done in this regard
and realization of national interests of both countries is involved.

Q: What is Ukraine’s stance on settlement of the Nagorno-Karabakh
conflict?

A: Ukraine’s official position implies recognition of Azerbaijan’s
territorial integrity and diplomatic support for this position. The
Ukrainian side believes that the OSCE Minsk Group has the main
role in the settlement of the Nagorno-Karabakh conflict. A Ukrainian
representative is also involved with the Minsk Group. Ukraine supports
resolution of any conflict exclusively through peaceful means in
accordance with international law.

We believe it is high time for Ukraine to intensify foreign policy
activities in the South Caucasus subregion and form a basic document
on foreign policy strategy in the South Caucasus. This document
is projected to contain Ukraine’s proposals to develop new forms of
cooperation with regional countries in politics, economy, security and
options to involve Ukraine with important economic and energy projects
in the subregion, as well as settlement of ethno-political conflicts.

Q: Do you think Armenian diaspora’s negative attitude to possible
ratification of the protocols can be viewed as a lack of interest in
further development of Armenia?

A: The process of discussion of the Armenian-Turkish protocols in
Armenia is not limited by national borders of this republic. Opinion
of a large Armenian diaspora, though it does not decide Armenia’s
domestic and foreign policies, is an important factor that no leader
of the country can ignore. The Armenian community both within and
outside Armenia perceives normalization of relations with Turkey
ambiguously. The Diaspora (not only Armenian) are often more radical
towards complex national issues than their compatriots in the
"historic homeland."

Such a position is attributed lack of knowledge about realities back
in homeland, current interests and a need to emphasize ethnicity,
historical past and traditions in a multi-ethnic environment in every
possible way. This radicalism can also be attributed to life conditions
in another country, where stereotypes of the past, fears and phobias,
historical experience are stronger than in historical homeland.

Thus, Armenian diaspora’s negative attitude to Armenia-Turkey
reconciliation can be regarded not as its disinterest in development
of historical homeland, but in absence of a sense of current needs
of Armenia.

Q: The South Caucasus region is currently unstable for many reasons.

Under what circumstances full cooperation between all countries in
the region is possible?

A: Full cooperation among the South Caucasus countries in near future
is unlikely, even fantastic. The current situation in the Caucasus is
due to several trends. To overcome these trends and create conditions
for effective cooperation among the countries is a very complex task.

The point is that the South Caucasus still remains the epicenter
where interests of leading countries (such as the U.S. and EU) and the
Black Sea-Caspian region, in particular (Russia, Turkey, Iran) clash.

Thus, political influence can clearly be seen on the South Caucasian
countries. Secondly, there is rivalry in the Caucasus between the
two security systems: NATO (which seeks to integrate Georgia and
Azerbaijan) and the Collective Security Treaty Organization (which
includes Armenia). In addition, there are a number of outstanding
historical, ethnic, religious, territorial issues, which pose
difficulties for relations among countries of the region. Full
cooperation of the South Caucasus countries is impossible until a
wide range of complex problems are resolved.

Q: Media recently reported that Washington plans to appoint U.S. State
Department diplomat Matthew Bryza a new ambassador to Azerbaijan. What
effect can it have on relations between Azerbaijan and the United
States?

A: As far as I know, the procedure of approval of Matthew Bryza as
U.S. Ambassador to Azerbaijan was suspended. However, his appointment
to this position would be justified step. Bryza has served as co-chair
of OSCE Minsk Group from the United States for quite a long time. He
is well aware of the problems in the Caucasus and all "pitfalls"
for the settlement of the Nagorno-Karabakh conflict. It is quite
difficult to foresee new trends in the U.S.-Azerbaijani relations
with appointment of a new U.S. ambassador.

The point is that the U.S. president and his new administration have
pushed the issue of the Caucasus aside due to the global economic
crisis focusing on domestic economic issues and foreign policy
objectives such as to restart relations with Russia. The Barack Obama
administration has not yet formed the concept of U.S. foreign policy
in the Caucasus. It is difficult to predict impact of a U.S.

ambassador to relations with Azerbaijan or any other South Caucasian
country till he/she is appointed.

Q: Do you believe Turkey can become a co-chair of the OSCE Minsk? If
so, how this may impact the settlement of the Karabakh conflict?

A: Despite the fact that the international community links settlement
of the Karabakh conflict exclusively with efforts of the OSCE Minsk
Group, conflict resolution mechanism and MG participants have been
changed in past years. Russia and Turkey, leading regional players,
have intensified efforts. Turkey has even made an initiative
to establish stability in the South Caucasus region and solve the
regional conflicts, which comprises basis of "Platform of Stability
and Security in the Caucasus."

According to this document, Turkey today pursues a policy of
rapprochement with Armenia initiating negotiations on Karabakh conflict
between Armenia and Azerbaijan. So, Turkey, having no relation
to the OSCE Minsk Group, today plays a role of chief mediator in
the settlement of the Nagorno-Karabakh conflict. I believe Turkish
diplomacy does not aim at accession to the Minsk Group since it can
realize its foreign policy plans in the Caucasus beyond the OSCE.

Moreover, Turkey will not be able to obtain membership in the Minsk
Group at least because of two reasons: Armenia considers Turkey a
party that supports Azerbaijan’s position in the settlement of the
Nagorno-Karabakh conflict and Russia will not back Turkey’s accession
to the OSCE MG.

Republic (NKR) stated that the NKR has not officially received the
Madrid principles, you must believe him, RA Foreign Minister Edward
Nalbandian told a press conference, commenting on the NKR Premier’s

NKR Premier Ara Harutyunyan stated that the NKR has not received the

One thing is whether "Yerevan has shown the document to Stepanakert",
quite another thing is whether the OSCE Minsk Group Co-Chairs
officially presented the document to the NKR, Nalbandian said.

The NKR Premier stated the NKR knows about the Madrid principles
"from newspaper and information reports, which, however, does not
make it a document for us."

2,000 PEOPLE OBJECT TO DEVELOPMENT OF IRON ORE DEPOSIT IN HRAZDAN

ArmInfo. 2,000 people have expressed their protest against the
development of iron ore deposit in Hrazdan.

Coordinator of Hrazdan Aarhus Center Edgar Yengibaryan says that the
deposit to be developed by Nagin company is situated 800 meters from
Hrazdan and 1.5 km from Hrazdan River.

Experts say that this project may result in heavy metal contamination
and serious ailments and may prove especially dangerous for children
(there are three schools 2 km from the deposit). Ph.D. Jennifer Lyman
(Environmental Center of AUA) predicts contamination of not only
irrigation but also drinking water as the deposit is situated near
several springs supplying water to hundreds of people. Meanwhile,
the project says that polluted water will be sent to a collector
near the village of Kagsi. "Fine but this collector has not worked
for several years," says Yengibaryan.

Unfortunately, all this has not prevented Nagin company from securing
the approval of the State Ecological Examination Committee of the
Ministry of Environment Protection of Armenia.

The company is going not only to develop the deposit but to build an
ore processing factory there.

Two public hearings have been held on this project since late 2008.

Representatives of Hrazdan Aarhus Center were also there. "July 30
we sent an open letter to President of Armenia Serzh Sargsyan where
we specified all the ecological risks of this project but we have
received no answer so far," says Yengibaryan.

In order to show the public the threats of the project Hrazdan Aarhus
center has collected protest signatures. 2,000 people have objected
to the project so far.

The "Nature of Armenia" encyclopedia says that the Hrazdan deposit
contains 75mln-100mln tons of 27.95% iron ore.

Electric Network Of Armenia CJSC Has Not Been Much Affected By Conse

ELECTRIC NETWORK OF ARMENIA CJSC HAS NOT BEEN MUCH AFFECTED BY CONSEQUENCES OF THE GLOBAL FINANCIAL CRISIS
Alexander Avanesov

ArmInfo
November 17, 2009

Interview of Director General of Electric Network of Armenia CJSC
Yevgeniy Gladunchik with ArmInfo News Agency

Mr. Gladunchik, the consequences of the global financial crisis are
the problem number one for the Armenian companies over the last two
years. How did the crisis affect the Company?

Electric Network of Armenia CJSC suffered 10% fall of electric power
sales in 2009 because of two reasons: first, the man-caused accident
at Nairit Chemical Plant, which is the biggest consumer of electric
power in Armenia, and the second, reduction of purchase of electric
power by water supply companies. The unusually cool summer and rainy
weather in Armenia led to reduction of electric power consumption by
water consumer companies that halved electricity purchase volumes. But
for these two factors, reduction of electric power consumption in
the system of Armenian electric network will total nearly 5%. It is
another matter that the company expected growth like during several
last years. The situation with low power consumption at nights has
begun improving as well, which we explain by better living conditions
of the people who have begun actively using air conditioning and other
equipment. It took just a month the mining enterprises to resume
production. For our part, we supported them and did not cut their
electric power supply as we understand the delicacy of the situation.

What is the situation with payments by the population? Did you observe
a tendency of non-payments?

The situation here is normal. This question is out of discussion. The
bill collection level meets the requirements of the company’s license.

What is the course of fulfillment of the upgrading programme of 17
sub-stations being financed by Japan Bank for International Cooperation
in an amount $35 mln?

I want to say that I am very content with the work of our contractors
represented by the Chinese company, but discontent with myself.

Unfortunately, we did not declare ourselves well enough, however, there
are serious reasons for that. At present 4 out of 17 sub-stations have
been already put into operation. We had to conform to the Chinese and
their methods of work. I must say that they work really well. They did
and are still doing everything well, however, we have currently quite
another problem and try to solve it. The modern substations include a
"mouse" and computer, while the specialists, able to work with them,
are no more than one or two. A training programme is required for
this to be trained. Next week 2 specialists of the company are leaving
for France to take the training programmes.

In this context, we are assisted by company, which differs from other
big companies by its engagement in municipal services, in particular,
in substations with capacity of 35 kV and lower. This company uses the
training programmes in Russia as well, and its specialists visited our
company several times. In general, we should train about 500 people.

The task is not so much easy as it seems at first sight. It is easier
for us to set new equipment than to deal with training of the staff.

Anyway, by the end of 2010 the rest 13 out of 17 sub-stations will
be built and put into operation. Within the frames of the credit
programme it was envisaged to restore 17 electrical sub-stations in
Yerevan and 5 in different regions of Armenia. All 110kV and 35kV
circuit-breakers, separators, current and voltage transformers,
over-voltage suppressors and cells of 10(6) kV are replaced at
substations. Connections of 110,35 kV and cells of 10(6) kV of the
relay protection equipment will be also replaced. A computer will be
installed at each substation to control and operate the cells of 10(6)
kV. As a result of fulfillment of the programme technical losses and
exploitation expenses will be reduced at these sun-stations and the
management level will grow. Over fulfillment of the programme the
sub-stations are not fully made dead for the consumers not to suffer.

For this reason we restore them gradually, though it would be easier
to make them fully dead and then restore. At present it is difficult
to account for how much technical losses and exploitation expenses
will reduce after restoration of the sub-stations. The works being
implemented resolve the problems of reliability raising.

In 2009, your Company signed the so-called "Tripartite Union" with
WEB and European Bank for Reconstruction and Development. How this
programme is implemented?

We have become the first company in Armenia to receive credit at 64,5
mln Euro from such serious financial institutions. It is also important
that the company has been received without any state guarantees,
that indicates high level of the company’s creditability.

The credit has been provided at EURIBOR + 7%, that makes up about 11%
per annum. ‘These are just perfect conditions for us. The agreement
has been signed with the Russian Vnesheconombank, European Bank for
Reconstruction and Development and Electric Networks of Armenia CJSC
in June 2009. The credit has been provided for 10 years.

Recently, it has been much spoken about removal of electric substations
from residential houses. The issue was even discussed at the meeting
of the Public Services Commission …

The point is that we intend to completely upgrade all the electric
substations of Yerevan with capacity of 6-10 kV. Ten substations
have already been upgraded: new buildings have been built for them
and the whole equipment has been fully repaired or replaced. Now,
it is necessary to create our own control center, that will make it
possible to control energy flows more efficiently. About 2, 000 people
are currently engaged in this work, however, their number will be
considerably reduced with creation of our own control center. Today,
we have substations, which have not been attended for about a year. We
have switched to quite another equipment category. In particular,
it is prohibited to install oil circuit breakers, and we actively use
fire protection systems. We did not even have a reliable protection
system. Currently, it takes several days to find the place where a
cable has been damaged. The problem is to completely replace the whole
automatics. The whole complex, related to substations, will be renewed
by late, 2010. The equipment at the sum of $40 mln is currently in
Armenia’s warehouses. The Company schedules to build and put into
operation a big electric substation of 110 kV, that will allow to
reduce loading on the substations that supply the center of Yerevan.

Moreover, the capacities of this substation will be used to supply
the third mobile operator Orange-Armenia. Orange-Armenia will turn
out to be in a difficult situation if we do not manage to put this
substation into operation by October 2010. Moreover, this substation
has nothing in common with 17 substations being reconstructed by the
funds of the Japan Bank for International Cooperation. A new electric
substation with capacity of 35 kV, where it is scheduled to install
gas-insulated and vacuum circuit breakers, is under construction.

How many substations are there on the Company’s balance in general?

Currently, there are over 8,000 electric substations on the Company’s
balance, 222 of which are 35 kV, 101 – 110 kV and 7,9 thsd – 6-10 kV.

Their upgrading requires attraction of considerable financial and
material resources. We are not going to be limited to repair, but
intend to completely replace the old equipment by the up-to-date one.

Today, we even pay money for the old equipment to be taken from us,
as its delivery as a scrap metal requires more serious financial
investments. Yerevan, Gyumri and Dilijan, where offshore zones start
to be formed, will become our primary activity. We shall start from
Yerevan first, where the situation is the hardest. We hope very much
on Yerevan mayor’s assistance, especially during allocation of lands
for construction. We have already started to carry out 4 old electric
substations from the buildings in Vanadzor. These buildings number
130, and currently we have to carry out electric substations from
another 100 buildings.

An agreement was signed with HSBC bank in due time for extension of
credit to $5 million. What is being done in this direction?

This credit allowed us to finance the significant measures for
improvement of the power supply quality. We do not intend to attract
other serious credits as the funds of the European Bank and WEB will
be enough to resolve the problem set. The company does not intend to
gather credit funds, as currently the matter concerns not the money
but the people’s readiness to work with new equipment.

If I am not mistaken, you were singled out for a Diploma of Merit by
the Armenian Parliament speaker for the vigorous charitable activity.

Meanwhile, the company’s funds have been arrested for some reasons.

How will the company continue its charitable activity in this
situation?

The accounts of Electric Networks of Armenia are currently under arrest
by the Tax Inspection only in one bank. The remaining accounts work
in a usual mode. However, we do not consider the arrest of one account
illegal and unreasonable. In view of this, we have already appealed to
the corresponding instances. We intend to solve the problem without
any emotions and abrupt movements. I think this is the most correct
way out of the created situation. We have won all the risks and I am
sure we shall win this one as well.

Properly speaking, what is the problem?

A whole lodgment of 86 people, employees of the Tax Inspection,
was launched in the Company in February, 2009. However, they found
no serious violations, as one would expect. Nevertheless, we were
required, though orally, to pay 8,6 bln drams to the state budget.

When we asked to show an act for production before the court, this
amount was strangely reduced to 1,7 bln drams. Now, by the decision of
the tax agencies, our accounts have been frozen in one of the banks,
so, a risk appears that we shall not be able to either square accounts
with the generation objects or accept the consumers’ accounts. The
tax agencies offer the Company to take 600,000 electric meters,
currently belonging to consumers, onto its books, and require to pay
taxes from the as if the Company earns from receipt of these meters –
these taxes make up over two third of unfortunate 1,7 bln drams. The
meters belong to consumers, and the Company’s employees are engaged in
their serving, as they have to do that irrespective of belonging. It
is interesting that the tax employees did not think over the opinion
of real owners of the notorious meters. Moreover, the company did
not have these meters on the balance when it was purchased. If the
meters were available, we would have them free-of- charge. However,
the law does not require tax payment even in this case. The problem
is just incorrectly raised and we cannot agree to such statement of
the question, as this may become a precedent. Undoubtedly, we shall
achieve justice in the court, and I am confident of our rightness.

Well, I wish you success and thank you for the interview.
