Officials from the French natural gas company Gaz de France (GDF) are
expected to visit Ankara this weekend to discuss possible partnerships
in a number of energy projects, including participation in the Nabucco
pipeline project and the establishment of electricity generation
facilities in Turkey.

The French company was previously vetoed by Ankara from participating
in the international consortium building the Nabucco pipeline that
will connect Caspian natural gas resources to the European market.

Relations between Turkey and France worsened following the French
parliament’s acceptance of allegations of genocide against Anatolian
Armenians during the Ottoman era. President Nicolas Sarkozy’s strong
opposition to Turkey joining the European Union has added fuel to the
fire. This weekend’s visit is interpreted by observers as a step to
improve relations by the French side.

GDF is particularly interested in natural gas distribution tenders
for İstanbul and Ankara along with liquefied natural gas (LNG)
distribution in other provinces.

The government will request French support for Turkey’s efforts to
enter an EU energy community, studies for which started last year,
in return for cooperation in energy projects in Turkey, Today’s Zaman
learned from officials at the Ministry of Energy. The government will
also seek French support in an anticipated energy chapter with the EU.

Austria’s OMV, Bulgaria’s Bulgargaz, Turkey’s BotaÅ~_, Germany’s RWE,
Hungary’s MOL and Romania’s Transgaz are partners in the EU-backed
project, which would reduce Europe’s reliance on Russian gas.

Gas transmission to EU countries via the Nabucco pipeline still remains
uncertain since questions such as who will lead the talks and how the
price will be determined still wait for answers. OMV said last month
that the project would not happen if an open season bidding process
for capacity this year shows that demand is too low. In addition to
this, Azerbaijani President Ilham Aliyev has recently criticized the
project for being "full of uncertainties."

Turkey will send its diplomat to Washington to discuss the recent
situation in the Armenian-Turkish relations.

Turkish first Deputy FM Firudin Sinirlioghlu is leaving for a visit to
the United States. According to CNN-Turk, the Turkish diplomat will
have important meetings in the State Department where he will inform
the US side about Ankara’s concerns with the recent resolution of
the Armenian Constitutional Court regarding the protocols as well as
the upcoming discussion of the recognition of the so-called "Armenian
genocide" in the US Congress.

The meetings will start on February 13 and last for several days.

After the visit to Washington the Turkish diplomat will visit Paris
and Moscow and before it he held meetings in Switzerland that was
mediating between Turkey and Armenia.

A court hearing the murder trial of journalist Hrant Dink on Monday
requested information from the Istanbul Police Department on whether
there were any links such as telephone conversations between the
suspected murderers of Dink and any of the suspects in the trial
of Ergenekon, a clandestine gang charged with plotting to overthrow
the government.

The Istanbul 14th High Criminal Court is hearing the trial. Monday
was the 12th session in the 20-suspect trial. Five of the suspects are
jailed, while others had earlier been released pending trial. The panel
of judges on Monday ruled to keep the five suspects under arrest. The
suspects include Erhan Tuncel, a former police informant who is
believed to have supplied the hit man with a gun; Ogun Samast, the
ultranationalist teenager who gunned Dink down outside his office
in 2001; and Yasin Hayal, believed to have acted with Tuncel in
masterminding the Dink murder.

In addition to requesting information about possible phone and
wired communication between the Dink murder suspects and those in the
Ergenekon trial, the panel of judges decided to request photocopies of
all documents currently held by the 13th High Criminal Court regarding
an alleged plan of psychological warfare that included attacks against
non-Muslim minorities which is now being held as evidence against
some army officers who are suspects in the second Ergenekon trial,
one of the two ongoing trials into Ergenekon.

Erhan Tuncel and Yasin Hayal — two of the prime suspects in the
murder trial of Agos Editor-in-Chief Hrant Dink — were brought to
court by police for the 12th session in the trial on Monday.

During Monday’s hearing, the panel of judges also requested information
from the Ankara Telecommunication Communications Administration
about wired communications between Orhan OzbaÅ~_ and Turan Meral,
two of the witnesses who have testified in the trial. The court also
decided to have the co-plaintiff lawyers in the case, who had earlier
sought the arrest of these two individuals along with another person
named Kaan Gercek, file their own criminal complaints.

It also decided to again request information from the İstanbul Police
Department on an Internet café on Å~^afak Street, where Dink was shot
on Jan. 19, 2007, including business licenses and other documents
of the store. This is the second time the court has asked for these
documents. The court also decided to write to the Å~^iÅ~_li mayor’s
office for information on the Internet café and also to the UÅ~_ak
High Criminal Court to get Cahit Kılıc, a police officer who was
running the Internet café on the day of the murder but was later
assigned to a post with the UÅ~_ak Police Department, to appear in
court and testify as a witness.

The panel of judges also decided to subpoena Erhan Sevil and Mehmet
Ali Temelocak as witnesses for the next hearing. It in addition ruled
to bring Mesut Kadri, another witness, to the next hearing by police
force if necessary. It furthermore made the decision to correspond with
the Umraniye Prison Directorate and the Umraniye Prosecutor’s Office so
that Erhan Ozen, who is in Umraniye Prison charged with another crime
and who has requested to testify in the trial, can be brought to court.

The panel also ruled to have the suspects, the prosecutors and all
the co-plaintiffs and their lawyers meet at the chambers of Resul
Cakır on April 12 to review three secret reports sent to the court
by the National Police Department.

The panel of judges said a witness whose identity will be kept secret
will be testifying in the next hearing, which is scheduled for May 10.

The panel of judges also overturned a request from suspect Tuncel
and from the co-plaintiff lawyers to hear police officers Ramazan
Akyurek, Selim Kutkan, Ahmet İlhan Guler, Ali Fuat Yılmazer, ReÅ~_at
Altay, Huseyin Yavuzdemir and Sabri Uzun as witnesses, saying the
testimonies of these officers would not contribute to the existing
testimony from various officers. The court in addition ruled to have
an Armenian-speaking translator appointed for the secret witness who
will testify at the next hearing.

What the witness had said The court also noted that this witness, who
was supposed to be ready for Monday’s hearing, was not in attendance
and ruled to write a notice to the İstanbul Prosecutor’s Office to
make sure the witness testifies at the next session.

In addition to this the İstanbul Police Department yesterday released
a statement denying some news reports which stated that the police
department was responsible for the secret witness not showing up to
testify on Monday because the department was supposed to bring the
witness to court. The statement said the department never received any
directive to bring the witness to court on Feb. 8. A later statement
in the day from Presiding Judge of the 14th High Criminal Court Erkan
Canak confirmed this, noting that the witness could not be summoned
to the stand due to the absence of a translator.

Slain journalist Hrant Dink’s wife, Rakel, is seen among the protestors

This witness, who was supposed to be heard on Monday, had said in his
initial testimony to prosecutors that Hayal and Samast had fired at
Dink together on the day of the murder, contrary to the perception
that Samast was the only hitman. The witness, who uses a translator,
testified to the prosecutors on Jan. 30, 2007, saying a man who
appeared to be around 40 to 45 years of age and 1.65 meters in height
first approached Dink and spoke to him for three to five seconds. The
witness testified: "I saw this person make physical contact with Dink.

At the same time, I saw two people, one from the front and one
from behind, approach Dink. The one that was coming from behind had
brown hair, a round face, a dirty beard, fair skin, short fingers,
was study and about 1.70 meters tall. He looked like he was high
on drugs; he was wearing a black coat that went down to his knees,
a colored sweater inside his coat and as far as I can remember, he
shot at Hrant Dink. The one that I later learned was Ogun Samast
also shot twice at the same time as the other one, and he loudly
uttered something that had the word "Armenian" in it as he pulled his
gun." The secret witness also identified the second gunman as Hayal
from the pictures he was shown.

Cage plan and Dink connection Meanwhile, the co-plaintiff lawyers
in the 12th trial demanded that the court investigate whether Dink’s
killing was part of the Cage plan, an alleged military plot to create
panic and chaos recently exposed by the Taraf daily. The plan mostly
focused on killing non-Muslims and bombing mosques to create chaos
that would eventually help the plotters take over the government.

Davutoglu on Tuesday slammed efforts by Armenian President Serzh
Sarkisian, who in a letter addressed to his Turkish counterpart,
urged Turkey to honor its commitment to the protocols.

In his letter to Gul, Sarkisian said: "It is high time to demonstrate
the willingness to take a step forward in order to leave a stable
and secure region to future generations."

"Our initiative to normalize Armenia-Turkey relations is in the
spotlight of the international community. This is truly a historic
moment, and the entire world realizes it. The efforts of the countries
involved in the region are invaluable in the process of improvement
of bilateral relations. I’m confident that it would be impossible
to register progress without their mediation. At the same time, I do
believe that no matter the level of interest by friendly states for a
positive outcome of the process, there are certain steps that can be
taken only by our two nations," said Sarkisian, whose office issued
the letter while he was flying over Turkey on an official visit to
Great Britain.

"I think you’ll agree that the authorities are to play a key role
in breaking the stereotypes between our peoples and establishing an
atmosphere of mutual trust. It is only with trust in our efforts,
resoluteness and adherence to our principles that we can achieve
results. Otherwise, when the words and deeds contradict one another,
it brings about mistrust, thus opening a vast field for those who
oppose the process. We have to realize that, in this process, time
is not working for but against this process," added Sarkisian.

"If up to now, we have managed to elevate bi-lateral relations to a
point, from where the future of normal relations between our countries
becomes more real and tangible, today, it is high time to demonstrate
the willingness to take a step forward in order to leave a stable
and secure region to future generations," added Sarkisan.

Turkey’s Davutoglu was quick to react and said that Yerevan was
not displaying a positive approach to the protocols, saying "It is
customary to send messages like that while flying over other states.

The leaders of all states do so," said Davutoglu, as reported by
Haberturk news agency.

Davutoglu cited the Armenian Constitutional Court’s decision, which,
last month, verified the constitutionality of the protocols, but noted
that the process cannot be linked to the Karabakh conflict resolution,
nor can it impede Armenia from pursuing the international recognition
of the Armenian Genocide.

"The Armenian Constitutional Court’s decision is not constructive
and following these changes the relations between the two countries
are again back to where they were in the past," said Davutoglu,
as reported by the Azeri Trend news agency.

The Turkish foreign minister insisted that continuing the process would
be impossible "unless Armenia backs down from its non-constructive
position."

Davutoglu also said that a recent decision by the US House Foreign
Relations Committee to vote on the Armenian Genocide resolution
pending in Congress would greatly hinder the normalization process.

organizations, such as the Homenetmen "Sipan" chapter no longer have
to look for and spend thousands of dollars to secure venues for their
activities, since through a community-wide effort, plans to purchase
of new center is underway.

The Burbank Chapter of the Armenian Cultural Foundation announced
that it has entered into escrow on a 14,410-square foot property
in the heart of Burbank. The facility has high ceilings and can be
retrofitted to house all the organizations working within the Burbank
and its vicinity.

The center will house the offices and activities of the Homenetmen
"Sipan" Chapter, the Armenian Youth Federation "Varak" chapter,
the "Gaidzag" Badanegan chapter, the Armenian Relief Society "Araz"
chapter and the Burbank chapter of the Armenian National Committee.

Burbank ACF chapter chairman Hrant Dostoumian said that the excitement
surrounding the acquisition of the new center has provided a new
jolt to the community and he is encouraged by the community coming
together for this worthwhile cause, Asbarez.com reported.

"I consider the 1.2% of economic growth forecast in the 2010 budget [in
Armenia] to be unrealistic and an ineffective policy," said Armenian
Revolutionary Federation (Dashnaktsutyun) MP Artsvik Minasyan, while
speaking to journalists today.

According to the parliamentarian, there is no serious basis for that
forecast. "A forecast is also a promise; however, the government
has broken that promise a long time ago: in 2009, we had a situation
that was a 180-degree turn from the economic growth forecast [then],"
said Minasyan.

"I think it’s good to come down to earth; particularly, [in] Armenia,
to understand that every [new] development shouldn’t take place with
words, but rather with work and actions. Such actions demand that a
policy be implemented that will resolve current fundamental issues
in the economy," said the ARF-D deputy.

Two days ago, compulsory enactment officials confiscated 28 cars
belonging to "Brothers Artyom-Artush" LTD and put at a pawnshop. The
cars were serving two taxi services.

The compulsory actions were committed within the framework of the
case based on the compulsory sheet handed by the Avan and Nor Nork
first instance court on December 22, 2009.

According to press secretary of the Service for Compulsory Enactment
of Judicial Acts Ruben Grdzelyan, the case envisages a fine of 123
million drams from "Brothers Artyom-Artush" LTD for "Ardshininvestbank"
CJSC. There was also a ban on 6 real estate items, including apartments
and villas.

The officials also found 12 means of transportation, but they were
not transferred to the service area due to malfunctioning. The banned
and confiscated items will be alienated through a compulsory online
auction by the established order.

The more than $2.5 million project can seem a bit mammoth. However,
the Armenian-American community of Burbank and neighboring areas has

will finally open its doors.

"Sipan" Chapter, the Armenian Youth Federation "Varak" chapter,

pompous statements, more fitting to an Asian khan, Heritage
parliamentary group leader Stepan Safaryan said.

`Aliyev’s threats are the result of impunity Azeri authorities have
been enjoying since 1990s,’ he told a PanARMENIAN.Net reporter.

Commenting on Aliyev’s statement on disallowing use of democratic
instruments to achieve the change of power in his country, Stepan
Safaryan noted that international community should have long ago shut
the doors to Azerbaijan. `Suppression of democracy inside the country
is no longer an issue of local context,’ he emphasized.

The conflict between Nagorno Karabakh and Azerbaijan broke out in 1988
as result of the ethnic cleansing the latter launched in the final
years of the Soviet Union. The Karabakh War was fought from 1991 to
1994. Since the ceasefire in 1994, sealed by Armenia, NKR and
Azerbaijan, most of Nagorno Karabakh and several regions of Azerbaijan
around it (the security zone) remain under the control of NKR defense
army. Armenia and Azerbaijan are holding peace talks mediated by the
OSCE Minsk Group up till now.

Azerbaijani political expert Vafa Guluzade says rapprochement between
Armenia and Turkey, in fact, is impossible which has already happened.

"Signing of the Zurich protocols was initiative by Washington and
personally by U.S. Secretary of State Hillary Clinton. It was the U.S.

attempt to win over Armenia to the sphere of influence of Washington,
Ankara and NATO," the expert said.

"At the same time Russia cannot back these agreements. But Moscow
has not openly voiced its discontent. Demonstrations of Armenians
against rapprochement with Turkey show that Armenia has not renounced
its claims of recognition of the "Armenian genocide" in the Ottoman
Empire by the world powers. Armenian Constitutional Court’s adopting
the Zurich protocols with reservations, which is contrary to legal
norms of international law, are evidence of this."

I think it was Moscow who ordered these actions by Armenia. So, I
think that it is premature to talks about opening the Armenian-Turkish
border and Armenia’s falling into West’s sphere of influence," the
political expert said.

He believes "Turkey can never recognize a country which has territorial
claims to it. Therefore, Ankara’s ratification of the Zurich protocols
on mutual recognition of each other is impossible in this situation."

"In addition to this, Azerbaijan made clear to Ankara that if
rapprochement with Yerevan deepens, Turkey will lose Azerbaijan as
an ally. All this makes the opening of border with Yerevan extremely
unprofitable for Turkey. We can say that policy of the U.S., as
well as Secretary of State Hillary Clinton on the Armenian-Turkish
relations has completely failed," the political expert noted.

"There is a corridor of E50, road and air links between Turkey and
Armenia. But the rapprochement between Yerevan and Ankara is impossible
which has already happened."

As to the Nagorno-Karabakh conflict, the expert said "Russia is
constantly trying to come up with any new senseless documents which
inhibit the process of resolving the Armenian-Azerbaijani conflict,"
he added.

"Moscow’s aim is to "pull" Azerbaijan to its side in all parameters,
including both economic and political. But Baku insists firmly on
his position and will make no changes in its foreign policy."

"It became clear for all once again that Azerbaijan negotiates to solve
the Karabakh conflict not with Yerevan, but Moscow, which dictates
all actions to its dominion Armenia. Therefore, I believe that we can
achieve solution to the Karabakh problem only when Russia’s influence
in our region will not be as great as now," he added.
