The Turkish leadership should clear itself of the sins of the past,
says Spanish writer Gonzalo Guarch, an author of three books on
the Armenian Genocide. He is convinced that Armenia would be a more
developed country if not the tragic events of 1915.

"I think that today’s Turkey is not guilty of the events of 1915 like
today’s Germany has nothing to do with Nazism. Many Turkish citizens
today want to normalize the relations with Armenia. Now the Turkish
leadership should clear itself of the sins of the past, which they
refuse to accept," the writer said.

Spaaking about the Armenian-Turkish protocols and the decision to
suspend the process of their ratification, Gonzalo Guarch said "the
protocols do not have a bright future."

With his three books – Armenian Family Tree, Armenian Testament and
White Mountain – the author wants to refresh the memory and make
the world condemn the tragic events that occurred at the turn of the
20th century.

"I also want the Spanish people to know more about the events,"
Gonzalo Guarch said.

The Spanish writer confessed to be in love with Armenia. "I have been
to Armenia twice. I’m in love with Armenia and my wife knows about it,"
the Spanish Writer concluded.

Artsakh Republic Bako Sahakyan received a newly appointed Russian
co-chair of the OSCE Minsk group Igor Popov.

According to central information department of the office of the
Artsakh Republic President, a number of issues related to the
Azerbaijani-Karabagh conflict settlement were discussed during the
meeting. The necessity of peaceful settlement of the conflict within
the framework of the Minsk group and participation of Artsakh in the
negotiation process were mutually noted.

Foreign minister of the Artsakh Republic Georgy Petrosyan partook at
the meeting.

the Israeli parliament for several times and every time it was sent t
the parliament’s foreign affairs and security committee", member of the
Israeli parliament’s foreign affairs and security committee, head of
the Israel-Azerbaijan parliamentary friendship group Robert Ilatov told
APA speaking about the "Armenian genocide" issue on agenda of Knesset.

He said they asked the parliament to remove the issue from agenda, but
they were rejected. "The issue was raised at the parliament and sent
to the committee several months ago, but it was not discussed so far.

It is rare case at the Israeli parliament. Usually we don’t discuss
the issues concerning two conflicted sides. Our faction will save its
position not to interfere in the problems between Turkey and Armenia".

The parliamentarian said that the committee didn’t review such
documents usually.

Ilatov said the committee had not enough authority to investigate
such issues. "Therefore I consider that the plenary session will not
pass decision on that". He added that there are discords on whether
to hold discussions behind the closed doors or not. The Knesset’s
standing orders committee will make decision on this issue.

Answering the question of the journalist, Ilatov said Israeli
government had an experience to make recommendations to the parliament
and every ministry, including foreign or defense ministries can be
recommended not to interfere in the conflict.

As regards the possibility that Foreign Minister Avigdor Lieberman
may give such a recommendation, Ilatiov underlined that he did not
doubt it.

"Our position is very clear. Six of the eight parliamentarians, who
yesterday voted against the decision, are the members of Israel –
Our Home, the party led by Lieberman. As I said yesterday, we are
not the Committee on Human Rights, or UN, we do not have any tool
to check the correctness of the facts, this is the problem of the
two sides, they should solve it themselves. We should interfere in
this conflict. We will express similar position in the committee for
foreign affairs and security," he said.

Commenting on the fact that there were Arabians among those who voted
for the decision, Ilatov said 10 out of 120 members of the Knesset
are Arabians. He added that Arabian parliamentarians vote for all
decisions that are against Turkey.

12 members of the Knesset voted for, 8 against the inclusion of the
so-called Armenian genocide into the parliament’s agenda. There are
Arabian parliamentarians among those who voted for the inclusion the
issue into the agenda.

Turkish FM spokesman Burak Ozugergin expressed hope that Israeli
Parliament will not adopt Armenian Genocide resolution this year.

Ankara’s posture on the matter is clear: "History should be assessed
by historians, not the parliaments. The resolution on 1915 events in
Ottoman Empire was presented in Israeli Parliament earlier, but as
usual we consider that this year as well the motion will be rejected,"
Turkishny quotes Ozugergin.

He also added that Turkish FM representative will visit Israel
shortly to discuss bilateral relations, as well as issues on peace
establishment in the Middle East.

In addition, Ozugergin forecasted no progress in relations with
Armenia in the near future.

A major political row has erupted in Turkey over the plight of hundreds
of children, many of them Kurds, currently languishing in the country’s
adult jails. The matter has also raised eyebrows in the European Union.

Political groups in Turkey are caught in a to-and-fro over hundreds
of child prisoners currently serving time in adult jails. The
children, most of whom are Kurds convicted of taking part in illegal
demonstrations, are also causing concern in the European Union.

According to local human rights groups there are nearly 300 children
in adult jails in Turkey, many of whom are serving decade-long
sentences. Most are Kurdish children convicted under Turkey’s
anti-terror laws for throwing stones at Turkish security forces or
participating in demonstrations in support of the banned Kurdish
separatist group the PKK.

Hasan Dundar, 16, is currently out on bail but is facing 10 years in
jail for taking part in such a protest. He says his treatment after
being detained was inhumane.

"First we were taken to prison, and immediately paramilitary officers
came and beat us for two to three hours," he says. "Then the guards
took us inside and they started beating us. We were there for four
days and during all that time we were beaten. Every morning, they
came and beat us."

In a surprise move, the leader of Turkey’s opposition National Action
Party, which has been among the harshest critics of what it describes
as Kurdish terrorism, has proposed an amnesty for all child prisoners.

But there are fears the amnesty call is an attempt to force the release
of juveniles convicted of murdering a Turkish-Armenian journalist and
an Italian priest. Both juveniles have links to nationalist extremists.

Even the country’s main pro-Kurdish party, the BDP, has been reluctant
to support the idea.

"An idea that is abruptly put forward without any preparatory work,
without involving the other party groups, may bring disadvantages
as well as the proposed advantages," says Hasip Kaplan, a BDP member
of parliament.

The ruling AK party is also likely to involve itself in the ongoing
debate in a bid to gain support for its constitutional reform plans.

All the country’s main opposition parties currently oppose those
reforms, and observers say the only hope the AK party has of passing
them is to secure the support of the BDP, which has not ruled out
supporting the government, albeit for a price.

In a bid to gain the BDP’s support, the AK party has begun addressing
the issue of child prisoners in adult jails.

The European Union, which Turkey is seeking to join, is also putting
pressure on Ankara to end the practice of putting children in adult
jails.

"There is no doubt we oppose such moves, that we make clear to
our Turkish friends and colleagues that as part of the continuing
reforms in the country it has to stop happening," says Richard Howitt,
spokesman for the European Parliament’s committee on Turkey.

Such mounting pressure from all sides is now giving hope for the
hundreds of children languishing in adult jails and many more facing a
similar prospect. But observers point out that despite such consensus,
the wheels of reform in Turkey, can move painfully slowly.

A Yerevan-based National Children’s Library after Khnko Aper is
hosting on April 29 an exhibition titled "Let’s Boost Education
Quality, Availability and Accessibility Together."

The exhibit is jointly organized by Hope of Bridge non-governmental
organization, Ministry of Education and Science of the Republic of
Armenia and Open Society Institute (Budapest).

More than 50 organizations will present educational material,
booklets, video materials, curriculum material developed and designed
by specialists, games that develop children’s mental abilities and
hone their skills, didactic materials etc.

The exhibit will be open till May 1.

Actor Harutyun Movsisian has no doubt why his character Hovo has
become one of the best-loved and most popular figures on Armenian
television. "Hovo is very kind, he respects his family and his wife,
and he loves his country," said Movsisian, who is one of the ex-Soviet
republic’s most recognisable faces since he started playing Hovo on
television series "The Trap" in 2008. "He is surrounded by jackals,
dishonest, cruel characters and he fights for justice and to protect
ordinary people." Given the desc ription, one might think Hovo was
a police officer, a crusading lawyer or even an Armenian version of
superspy Jack Bauer on American television series "24".

But Hovo is in fact the head of an organized crime family and "The
Trap" one of a slew of Sopranos-style television series that have
taken Armenia by storm. But as the popularity of these mafia dramas
has grown, so have Armenia’s crime rates, and police are raising
concerns that the glorification of crime bosses is to blame.

Last year "The Trap" was the highest-rated program on Armenian
television, according to AGB Nielsen Media Research’s Yerevan office,
with more than 27 percent of Armenian viewers tuning in every day
to watch Hovo struggle with corrupt police and rival gangs as he ran
his criminal empire.

Similar programs featuring hero gangsters, including "The Orphans",
"The Price of Life", and "Happy Unhappiness", were all in the top
five most-watched. Many of the programs, including "The Trap", have
now ended but thanks to their popularity many new mafia dramas are
now in production. Overall crime rates in Armenia, meanwhile, jumped
54.7 percent last year and police say local television’s love affair
with the criminal world is partly responsible.

These programs are propaganda for criminality," Armenian police
spokesman Sayat Shirinian said. "Glorifying criminals, humiliating
the police and showing that violence is the answer of course will have
an effect on people’s morals and lead to an increase in criminality."

Critics are especially worried about the impact of the programs
on children.

These series are teaching new behavior-that murder, terror or
blackmail are the fastest and most effective way to solve problems,"
child psychologist Khachatur Gasparian said. "Children identify
with the heroes of these programs and become more aggressive and
uncontrollable." Some have even raised concerns that the programs are
damaging Armenia’s international image by portraying the country as
a hotbed of crime. Critics fear the series could scare off investment
from Armenia’s widespread diaspora commun ity, which the impoverished
country relies on for significant economic and political support.

These series create the impression that the country has no honest
policemen or fair officials, that all questions are solved by
violence," said Hovik Musayelian, a member of Armenia’s Public Council,
an advisory body to the government. "Many Armenians from the diaspora
are afraid to invest because they think the country is in the hands
of criminals and the mafia," he said.

In the face of growing criticism, Armenia’s National Commission
on Television and Radio took steps this year to rein in the mafia
programs, imposing new restrictions on showing violence and on
positive portrayals of criminals. But critics say the rules can be
broadly interpreted and may not have much effect. Harutyun Gukasian,
a scriptwriter for "The Trap", said he cannot understand what all the
fuss is about and dismissed claims that mafia dramas may be behind
rising crime rates as absurd. "Don’t make me laugh… Nobody becomes
a mafioso from watching television," he said.

"We are following the same path the whole world has. Crime dramas

New Red Book To Be Published In Armenia In August-September 2010

ArmInfo. Two volumes of a Red Book will be published in Armenia in
the Armenian and English languages in August-September 2010.

Head of the Bio-diversity Department of the Armenian Nature Protection
Ministry Tatyana Danielyan said at today’s press conference in Yerevan
that the Red Book of plants includes 452 species of higher plants and
40 species of mushrooms, and the Red Book of animals includes 153
species of vertebrates and 155 species of invertebrates. According
to her, unlike the Red Book published in 1989-90, the new Red Book
includes mushrooms and invertebrates for the first time.

Danielyan pointed out that the species of animals and plants included
in the Armenian Red Book have been selected by the categories and
criteria of the International Union for Conservation of Nature (IUCN).

As a result, all the species have been subdivided into three
categories: critical (CR), endangered (EN) and vulnerable (VU). For
instance, 12 species of animals (including leopard, Armenian mouflon,
red deer, Darevsky’s viper, 2 subspecies of the Sevan trout: gegharkuni
and summer bakhtak) belong to the CR category, 31 species (including
bezoar goat, snowcock, Caucasus grouse, stiff-tailed ducks, spoonbill)
belong to the EN category, and 91 species are of the VU category.

As regards the species that have already disappeared from the territory
of Armenia, they are striped hyenas and manul cats.

Danielyan does not rule out a possible e-version of the Red Book,
which completely depends on financing.

The research of flora and fauna of Armenia was carried out within the
frames of a three-year program of the Armenian government (a total
of 31 mln AMD were budgeted for this purpose). IUCN, GTZ, WWF, NDP,
as well as the American University of Armenia also provided their
support to publishing of the Red Book.
