Armenian President calls on international community to stop militarization of small conflicts

President of Armenia Armen Sarkissian on November 1 participated in the meeting discussions of the Core Group of the Munich Security Conference in Minsk, the capital of Belarus.

The President delivered remarks during the discussion relating to regional conflicts, stating that he wants to share his views just as a participant of the discussion and is not going to make an official statement about the situation in Armenia, the relations with Turkey, Azerbaijan, as well as the Nagorno Karabakh conflict, although the discussions are being held in Minsk, and the OSCE Group, dealing with the peaceful negotiation process for the settlement of the Nagorno Karabakh conflict, is called Minsk Group. “I hope one day we will achieve a peaceful settlement by the help of this Group”, the Armenian President said.

Commenting on the opinions voiced and in particular the issue of stability as mentioned by President of Belarus Alexander Lukashenko, President Armen Sarkissian said if there is no stability, one cannot predict what will happen tomorrow. One of the topics discussed related to the bipolar, unipolar and multipolar world. “This speaks about the fact that we are entering into a period where many voices, rather than one or two, will be decisive”, he said and also commented on the view of MSC chairman Wolfgang Ischinger what are the roles of small states in cooperation, partnership and competitiveness processes, whether the small states are deprived from the right to voice, or in any case they can contribute to ensuring security. “In order to answer this question, I want to state that today the world is rapidly changing”, Sarkissian said. “The world is changing so rapidly that the ongoing technological changes will drastically become one of the challenges, and we need to understand what behavior we need to show in this field. I think the predictability will be the main one here”.

According to the Armenian President, the voices of all must be heard in the new world. “In the 21st century, when we face numerous dangers and risks, the small, even frozen conflicts, can become source of major problems. They can turn into regional conflicts and even go beyond the boundaries of regions. We witness this today for instance in Donbass.

We must be careful while talking about small, frozen conflicts. They may become very dangerous. This also relates to the conflict, my country met with: the talk is about the Nagorno Karabakh conflict. Unfortunately, what is taking place in the region, can be characterized as a high level of tension.

I think 20 years ago we could more rely on stability. I want to call on all participants, representatives of big states to stop the militarization of small conflicts, including the Nagorno Karabakh conflict. It’s a small land, but Armenia and Azerbaijan increase their armaments as a result of this. Of course, it’s not a nuclear arsenal, but complicates the situation, as today the technologies are developing more and more, and weapons today become more dangerous.

The most important thing in our life is the time. We can buy everything, however, unfortunately, we can’t stop the time”.

Commenting on the role of time factor in the NK conflict settlement, the President said: “We know that the time is a relative concept. If it works in favor of peace, we can wait, but if it works in favor of war, it’s very short. I am deeply concerned over the militarization of the Azerbaijani side, and how much money is invested in this process. This shows that a great military potential is accumulated here. If you look at this, you will see that the time is not working in favor of peace. Is there a possibility that there will be a chain reaction, then yes. We should start not only talking, but also acting during the time of peace.

Elections will be held in Armenia soon, based on which legitimate government and parliament will be formed, there will people who will be able to sit around a negotiation table with Azerbaijan. In fact, everything depends on the will of the people”.

Calling on to listen to the people of the Republic of Artsakh, the Armenian President once again thanked the OSCE for the efforts it makes for the sake of the settlement of the conflict. “There is only one way, a peaceful way for the conflict settlement, there are no military ways”, President Sarkissian said. “If the military operations resume, all, everyone living in Artsakh, Azerbaijan and Armenia and the whole world will be affected. In other words, there is only one way, the peaceful settlement way, which can be done through the OSCE Minsk Group”.

Ex-PM’s jailed brother released on bail

Former Prime Minister Hovik Abrahamyan’s jailed brother Henrik Abrahamyan has been released from pre-trial detention on a five million dram (roughly 10,300 dollars) bail, the Special Investigative Service told ARMENPRESS.

Henrik Abrahamyan was arrested in suspicion of illegal possession of firearms and ammunition.

Authorities said the man stored the illegal weapons in the territory of a factory officially owned by a man named Ambik Gevorgyan, but de facto owned by Hovik Abrahamyan. Multiple firearms, including heavy machine guns and sniper rifles, were found in the premises of the plant.

Ambik Gevorgyan is the driver of Hovik Abrahamyan.

Asbarez: President, Prime Minister Discuss Armenia’s Domestic Issues

YEREVAN—A meeting was held between President Armen Sarkissian and Prime Minister Nikol Pashinyan on Tuesday focusing on Armenia’s domestic political issues, chief among them the planning of snap parliamentary elections, which Pashinyan wants to hold in December.

According to the press offices of both leaders, Sarkissian and Pashinyan agreed that issues must be resolved through political discourse with Pashinyan reporting some optimism about the upcoming elections.

Sarkissian reported that he had held a similar meeting with Armenia’s Parliament Speaker Ara Babloyan, a member of former president Serzh Sarkisian’s Republican Party of Armenia, which technically still holds a majority in parliament.

Pashinyan briefed Sarkissian on the inroads being made to hold snap elections in December, specifically singling out his meeting on Monday with chairman of the Prosperous Party of Armenia Gagik Tsarukyan, who signed an agreement pledging his parliamentary faction’s support for a December vote.

Pashinyan also cited a petition signed Tuesday by lawmakers, predominantly representing the Republican Party of Armenia, who have voiced their support for elections to be held in December.

“I think that the process is headed toward de-escalation, which is positive,” said Pashinyan.

“I am also very happy that the process is moving forward in an atmosphere tolerance and through dialogue,” said President Sarkissian. “I am happy to hear that during the last one or two days some results have been achieved through negotiations and dialogue and that a solution is imminent.”

Sarkissian expressed hope that the public and the political forces will continue to be sensible and will be guided by the interests of the country, the Constitution and the laws.

Sports: Margarita Gasparyan wins Tashkent Open

The Tashkent Open, which is a Women’s Tennis Association (WTA) Tour event held in the capital city of Uzbekistan, wrapped up Saturday with the victory of Russian Armenian Margarita Gasparyan (Russia).

At the final of this competition, Gasparyan defeated Anastasia Potapova (Russia) in two sets.

As a result, Margarita Gasparyan, 23, has won the second WTA title in her professional tennis career. In 2015, she had won the Baku Cup that was played in the Azerbaijani capital city.

“Saryan and France” exhibition opening in Yerevan today

An exhibition dedicated to the artworks of Martiros Saryan, one of the greatest Armenian painters of the 20th century, is launching today at Martiros Saryan House-Museum in the Armenian capital of Yerevan.

Titled “Saryan and France”, the exhibition is organized as part of La Francophonie events in the capital, the Ministry of Culture told Panorama.am.  

Saryan’s Gazelles, a famous painting from Moscow’s Tretyakov Gallery, will go on display at the event for the first time. The exhibition will also feature Rue d’une ville caucasienne, Tiflis (1927) (In the Caucasus, Tiflis) a canvas with a unique story. The latter is a great event, since the painting will be displayed in Armenia for the first time in 90 years.  

The exhibition runs through 14 November. 

Saryan’s Paris period (1926-1928) was extremely productive and greatly significant in terms of undertaking new creative challenges. The solo exhibition in 1928 in Galerie Charles-Auguste Girard, for which the artist was preparing for a year and a half, was to be a kind of summation of everything he had developed and achieved in Paris in a comparatively short time.

Nikol Pashinyan’s statement is utter disrespect to the norms and principles of international law, the United Nations Security Council Resolutions and undermines the negotiation process mediated by the OSCE Minsk Group Co-Chairs, the head of the Azerbaijani Foreign Ministry’s press service, Hikmat Hajiyev said in response to Armenian prime minister’s statement in Moscow on Armenia-Azerbaijan Nagorno-Karabakh conflict.

“The Armenian prime minister’s statement in Moscow that he imagines Nagorno-Karabakh region of Azerbaijan as part of Armenia is utter disrespect to the norms and principles of international law, the United Nations Security Council Resolutions and undermines the negotiation process mediated by the OSCE Minsk Group Co-Chairs. Thus, Armenia at the level of Prime Minister demonstrates that its real intentions are not the resolution of conflict through negotiations, but continuation of illegal occupation of Azerbaijan’s territories. The Armenian leadership makes this incendiary statement intentionally or unintentionally in the capital of one of the OSCE Minsk Group Co-Chair countries on the eve of upcoming ministerial-level meeting in New York with the mediation of co-chairs. Furthermore, this statement coincides with the forthcoming visit of the OSCE Secretary General to Azerbaijan next week”, Hajiyev said.

The head of press service stressed that sooner it will be clear whether Armenian leadership is really interested in settlement of conflict through substantive negotiations, ensuring of lasting peace and stability in the region or continuation of two decades long war policy of previous Armenian authorities which consisted of warlords.

“We would like to reiterate that Armenia and its leadership bear all responsibility for escalation of situation with such incendiary statements”, he added.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.


168: Former Mayor Taron Margaryan to be questioned for Yerevan Foundation investigation, says NSS chief

Director of National Security Service Arthur Vanetsyan says former Mayor of Yerevan Taron Margaryan will be questioned over the Yerevan Foundation fraud case.

“The date of questioning will be decided by the investigative group. The head of the investigative group himself will decide when he will be questioned,” Vanetsyan said.

Vanetsyan added that he doesn’t interfere with the actions of the investigative group.

Earlier in June it was reported that two citizens have reported to the national security service that Yerevan Foundation officials have demanded bribes in order to issue construction licenses.

The foundation is currently under investigation.

Margaryan stepped down as Mayor earlier in July.

A HAMPSHIRE man was joined by international superstar Sir Elton John during a mission to give the gift of hearing to people in Armenia.
 
Sir Elton, who has sold more than 300 million records during a career spanning five decades, rubbed shoulders with Lymington audiologist Brian Tilley in the Armenian capital of Yerevan.
 
Writing on Instagram Sir Elton, 71, said: “It’s impossible to describe the sheer joy you feel watching someone hear properly for the first time.”
 
Brian’s visit was organised by the Starkey Hearing Foundation, which has supplied almost two million hearing aids to people in more than 100 countries.
 
Sir Elton is one of Starkey’s high-profile supporters along with entrepreneur Richard Branson and former US President Bill Clinton.
 
The legendary singer-songwriter was accompanied by his husband, David Furnish, and Starkey’s founder, Bill Austin.
 
Brian was among 15 audiologists from across the UK and Ireland who visited Armenia with a six-strong team from Starkey’s European headquarters in Cheshire.
 
The trip followed a previous visit made in October last year, when he and his colleagues fitted more than 1,800 people with hearing devices.
 
Brian, who is based at the All Ears Hearing Centre in Lymington, said: “I was pleased to be asked back to give the gift of hearing in Armenia.
 
“It’s great to be involved in something which means so much to people who haven’t got the facilities in the own communities.
 
“This is proof that the Starkey Hearing Foundation doesn’t just visit once and leave with no support.
 
” It shows that what’s given is for the long-term, with aftercare provided.
 
“It’s wonderful to be involved in continuing the support of the Armenian people.”
 
According the World Health Organisation, more than 360 million people suffer from a disabling hearing loss, with the greatest number living in developing countries.
 
 
 

Environmentalist: It is good that the members of the government are worried about the issues voiced by us (video)

Today, environmentalist Karine Danielyan told a news conference that it is encouraging that for the first time the government discussed issues that have been voiced for years, referring to yesterday’s government decision on release of water from Lake Sevan for irrigation purposes.

“We have said this for years, but we have not seen any change. It was good that yesterday, the members of the government were worried about the issues voiced by us,” said Karine Danielyan.

According to experts, Lake Sevan is in extreme condition and the new amount of release of water from Lake Sevanwill further deteriorate the lake’s condition.

“We cannot consider Lake Sevan any time. We must save the Ararat Valley, but Sevan is not an option,” says Evelina Ghukasyan.

According to her, after the death of algae, the amount of oxygen will be very small, which will affect the lake’s fauna.

Armenia continues taking all possible measures for the safe and quick return of citizen Karen Ghazaryan who is currently in the Azerbaijani captivity still for unknown circumstances, Armenian foreign ministry’s acting spokesperson Anna Naghdalyan told reporters at a briefing on August 14.

“Regarding the case of Karen Ghazaryan, I want to repeat that this issue is in our agenda. Intensive works are underway on this path. We continue taking all possible measures to return our citizen to the homeland safely and as soon as possible”, she said.
