YEREVAN, DECEMBER 13, ARMENPRESS. The December 9 parliamentary election in Armenia was held in conformity with democratic standards, the Embassy of Poland in Yerevan said in a statement.

The embassy stressed that this has also been affirmed by OSCE observers, as well as a number of EU and NATO country governments.

The Polish embassy said that voters affirmed that they approve the significant political changes in Armenia that took place in April and May as result of the velvet revolution.

“The Government of Poland highly values the development of bilateral relations with the Republic of Armenia and will seek to boost cooperation with the new government that will be formed after the convocation of the newly elected parliament,” the embassy said.

“We are ready to cooperate with Armenia in the direction of democratic reforms and modernization of the country,” the statement said.

It also noted that the Polish government understands the need for intensifying the Armenian-Polish cooperation in the process of bringing Armenia closer to legal standards of the EU.

The Investigative Committee of the RA has accepted the criminal case initiated in the proceedings of the National Security Service regarding the case of embezzlement of particularly large amounts.


During the preliminary investigation, it was found that the former leader of the Karmrashen community of Aragatsotn marz, RA, using his official position between 2015 and 2017, wrote off a total of AMD 8,843,000 from the community budget under the pretext of providing financial assistance to the community’s indigent families, purchasing diesel fuel for the purpose of heating the community’s administrative building, and carrying out renovation of buildings and structures, but no financial assistance was provided, the community’s administrative building No diesel heating and no repairs.


In addition to what was described above, the former head of the Karmrashen community hired two people from the community’s employment list, but the latter did not attend work, but a salary of 5.556.000 AMD was deducted from the community’s budget.


A criminal case was initiated in connection with the fact, according to Article 179, Part 3, Clause 1 of the RA Criminal Code.
An investigation is underway.

The contract military serviceman, who had been trapped under snow nearby Kakhakn village in Gegharkunik Province, was found dead.

The Acting Prime Minister of Armenia, Nikol Pashinyan, on Thursday said the aforementioned during his talk with the residents of Vardenis town.

Subsequently, those in attendance observed a minute’s silence in memory of this soldier.

“I extend my condolences to all of his relatives, friends and close circles,” Pashinyan added.

The 911 emergency hotline on Tuesday received a report that a person—who was born in 1994—had been trapped under snow nearby Kakhakn village, and rescuers were needed.

A fire and recue squad was dispatched to the area.

The search and rescue operations, however, were halted due to the dark and adverse weather.

And on Wednesday morning, two special rescue squads had resumed these operations.

The general prosecution of Armenia has warned all political parties, blocs and individuals involved in the election to refrain from attempts to illegally influence the electoral process and illegally gain competitive advantages.

In a statement released today, the general prosecution first noted that it is studying unconfirmed media reports alleging that candidates are engaged in vote buying and distribution of valuable items to voters under the pretext of hiring employees in campaigning offices or other concealed options.

The prosecution reminded that the September 7, 2018 amendments to the Criminal Code of Armenia envisages criminal liability for violating the charity ban during the entire period of election, as well as giving money, any kind of products, or rendering services through any option to voters, in addition to the standard vote buying practice. The general prosecution said it was validate all reports on alleged violations and will uncover each and every electoral fraud case.

“We find it noteworthy that the latest legislative amendments have vested the bodies having authority to conduct tactical-intelligence actions with necessary lawful means to uncover the true circumstances of any concealed case. These means will be utilized in their entire volume as prescribed by law,” the statement said.

The prosecution also called on witnesses and anyone having any information about electoral fraud or other violations to contact law enforcement agencies.

Nikol Pashinyan reminds about tomorrow’s rally

The rally organized by the acting Prime Minister of Armenia Nikol Pashinyan will kick off on November 24 at 10 am from Nor Nork 6th district.

“Tomorrow at 10 am I will be in Nor Nork 6th district to launch the all -Yerevan rally,” Pashinyan wrote.

Lithuanian Beltekhnika to produce agricultural machinery in Armenia

Armenia’s acting Prime Minister Nikol Pashinyan received November 20 Armen Harutyunyan, the head of Lithuanian Beltekhnika company, which is engaged in the production of agricultural equipment, the government press office said. It said the parties discussed issues related to Beltekhnika’s initiative to implement an investment project for the production of agricultural machinery in Armenia.

Assuring of the Armenian government’s interest in implementing the proposed investment project, Nikol Pashinyan said it will generate new jobs in tune with his government’s drive for providing favorable conditions for investors. Armen Harutyunyan advised that they are going to produce modern farm equipment, affordable for local farmers, part of which will be exported to the European market.

The new plant will be created on the basis of the former Hayelectromash factory. 5-7 million US dollars will be invested at the first stage, which will be followed by an investment of USD 10-15 million. Armen Harutyunyan said that his team will start working on its implementation as early as on December 1, 2018.

The first plant’s annual output capacity is 3,000 tractors. The second plant will increase the output by additional 5,000 tractors. Nikol Pashinyan welcomed the initiative and expressed confidence that it was going to be a success story. -0-

Philippines, Armenia initiate talks for labor deal

THE Philippines and Armenia are discussing the possibility of a bilateral labor agreement, Moscow-based Philippine diplomats said.

In a statement last week by the Philippine Embassy in Moscow, the Embassy’s Second Secretary and Vice Consul Jeffrey A. Valdez met with officials of the Armenian Ministry of Foreign Affairs to discuss the labor deal on Oct. 30 in the Armenian capital Yerevan.

“The Embassy wants to be proactive in extending assistance to Filipinos under its jurisdiction,” said Ambassador to Russia Carlos D. Sorreta, noting that “a bilateral labor agreement is an important step in that direction.”

Mr. Valdez was accompanied by Third Secretary and Vice Consul Catherine F. Alpay and Attaché Vida Cara.

The initiative was proposed by the Philippine side in the hopes of increasing the number of Filipinos living and working in Armenia.

The Embassy noted that the increasing popularity of Armenia as a tourist destination, especially among Filipinos based in the Middle East, contributed to the growing number of Filipinos settling in Armenia.

Armenia’s Ministry of Foreign Affairs East Asia and Pacific Division head Mnatsakan Safaryan committed to cooperate on the possible agreement. He said Filipinos were viewed as law-abiding and productive contributors to Armenian society.

He added that the Armenian government is also exploring best practices in protecting its nationals abroad, given the “significant diaspora” of ethnic Armenians. Armenia has a population of about three million, but as many as seven million live overseas.

Artsakh Republic President Bako Sahakyan convened a working consultation on November 12 around issues on the 2019 draft state budget, the Presidential Office reported.

The President underlined the imperative of having a realistic budget, maintaining clear-cut social directivity and proportionality, giving appropriate instructions to the heads of concerned structures to realize the set tasks.

State minister Grigory Martirosyan and other officials participated in the consultation.

Zohrab Mnatsakanyan participates in session of Collective Security Treaty Organization

Caretaker FM Zohrab Mnatsakanyan participated November 8 in the joint session of the foreign ministerial council, defense ministerial council and security council secretary committee of the Collective Security Treaty Organization in Astana, Kazakhstan, the foreign ministry said.

The agenda of the session included cooperation within the framework of the CSTO, and issues relating to foreign policy combination of member states in international arenas, as well as regional and international security issues.

The latest developments in Afghanistan, Syria and Middle East were addressed.

In his remarks, Armenia’s caretaker foreign minister thanked his Kazakh counterpart for the successful chairmanship in the CSTO and expressed Armenia’s support to Kyrgyzstan’s upcoming chairmanship priorities on increasing effectiveness of the organization and deepening cooperation.

Speaking about the agenda issues, Mnatsakanyan reiterated Armenia’s determination to continue steps on strengthening efforts in enhancing defense potential of CSTO member states and combating modern challenges and threats.

Mnatsakanyan said that Armenia attaches great importance to the significance of joint and comprehensive efforts in countering extremism and international terrorism. He highlighted the threats associated with the return of militants who have taken part in armed conflicts as part of terror organization to their countries of origin. It was noted that this issue is a serious challenge for international security.

Mnatsakanyan expressed concern over the ongoing situation in the Middle East and namely in Syria, as well as the challenges facing ethnic and religious minorities in the region as a result of terrorist activities.

He attached importance to the steps on increasing the CSTO peacekeeping potential and strengthening cooperation with the UN.

Speaking about the NK conflict, Mnatsakanyan noted that the new government of Armenia has numerously reiterated its commitment to the exclusively peaceful solution of the conflict under the auspices of the OSCE Minsk Group Co-Chairmanship.

He highlighted the Pashinyan-Aliyev meeting in Tajikistan and noted that during the meeting agreements were able to be reached which will contribute to the formation of an appropriate environment for a peaceful process, if implemented.

He stressed that the issues of security and status of Artsakh remain among Armenia’s priorities, and stressed the significance of Artsakh’s involvement in the negotiations process.

Mnatsakanyan attached importance to the refusal of belligerent rhetoric, noting that it leads to increased hostility and atmosphere of distrust in the region. He noted that the arms race is topical and very concerning, and it doesn’t contribute to settlement.

Several decisions were signed at the session, and the documents of the upcoming Collective Security Council session were approved.
