Armenia, France mark 30th anniversary of diplomatic relations

YEREVAN, 23 FEBRUARY, ARMENPRESS. Armenia and France today, on February 24, celebrates the 30th anniversary of the establishment of diplomatic relations, ARMENPRESS reports, the Ministry of Foreign Affairs of Armenia announced ton Twitter.

"30 years ago, Armenia and France established diplomatic relations, thus marking the beginning of our interstate relations based on centuries-old friendship, strengthened by excellent cooperation in a number of areas," the Armenian Foreign Ministry said.

France is one of the closest friends of Armenia, the Armenian people, one of the most reliable partners in the international family of nations. Yerevan – Paris relations are at the highest level. The sides actively cooperate both bilaterally and multilaterally in different dimensions.

Diplomatic relations between the Republic of Armenia and the French Republic were established exactly 30 years ago, on February 24, 1992.

During 30 years, 16 documents were signed between Armenia and France, including the Framework Agreement signed between Armenia and the French Governments on December 9, 1997.

According to Peskov, breaching the Russia-Ukraine diplomatic relations will cause additional difficulties

YEREVAN, 21 FEBRUARY, ARMENPERESS. The possible breach of diplomatic relations between Russia and Ukraine will create additional difficulties for the normalization of relations between the two countries, ARMENPRESS reports Russian president’s spokesman Dmitry Peskov told reporters.

"It will cause additional difficulties, additional problems for the normalization of relations between our countries. And they must be normalized one day," Peskov said.

Azerbaijani military opens fire at Artsakh army positions

STEPANAKERT, FEBRUARY 21, ARMENPRESS. The Azerbaijani Ministry of Defense released new disinformation accusing the Artsakh Defense Army units in opening fire on February 20 and 21 in the direction of Azerbaijani military positions deployed adjacent to the villages of Shosh and Taghavard.

The Artsakh Ministry of Defense said the Azeri accusations are entirely false, and moreover the Azeri units themselves violated the ceasefire in the abovementioned area.

“The events described in the Azerbaijani Defense Ministry’s statement are entirely false. The ceasefire was actually violated by the Azerbaijani military units by opening sporadic fire in the direction of Defense Army positions. There are no victims or material damages as a result of the ceasefire violation,” the Ministry of Defense of Artsakh said.

The information on the Azerbaijani ceasefire violation was reported to the Russian peacekeeping command.

YEREVAN, 21 FEBRUARY, ARMENPRESS. The Secretary of the Security Council of Armenia Armen Grigoryan on February 21 met with Ambassador of Finland to Armenia Kirsti Narinen.

As ARMENPRESS was informed from the Office of the Security Council, at the request of the Ambassador the Secretary of the Security Council presented the position of Armenia on the delimitation and demarcation of the Armenian-Azerbaijani border, unblocking of regional transport infrastructure and resolution of the Nagorno-Karabakh issue. In this context, Armen Grigoryan emphasized that the co-chairmanship of the OSCE Minsk Group is the only format, in the framework of which the issue of Nagorno-Karabakh can be resolved.

Ambassador Kirsti Narinen highly appreciated the process of the implementation of the democratic reforms in Armenia and expressed the readiness of her country for the future continuing cooperation with Armenia.

During the meeting the sides also discussed a wide range of issues of bilateral interest.

PM Pashinyan chairs sitting of the Anti-Corruption Policy Council

YEREVAN, 16 FEBRUARY, ARMENPRESS. Chaired by Prime Minister Nikol Pashinyan, the regular sitting of the Anti-Corruption Policy Council took place at the Government, ARMENPRESS was informed from the Office of the Prime Minister.

The first issue on the agenda referred to the recommendations of the GRECO and Organization for Economic Cooperation and Development (OECD) on the results of the 2021 evaluation of the Republic of Armenia. These are about the activities of the Corruption Prevention Commission, the Prosecutor's Office, investigative bodies, the National Assembly and the implementation of certain functions. A discussion took place in connection with the proposals, during which various observations and opinions were presented.

Prime Minister Pashinyan highlighted the continuous increase of Armenia's rating in the reports of reputable international organizations, noting that in this context it is necessary to acknowledge the received signals. The Prime Minister stressed that these recommendations should be considered in view of the need to increase the efficiency of state institutions. According to the Prime Minister, institutional reforms, including in the anti-corruption and judicial spheres, are of key importance for the Government. In this regard, Nikol Pashinyan particularly stressed that as a result of these reforms, for example, public confidence in court decisions should increase significantly. "Our task is to continuously raise the image of Armenia in the rankings given by reputable international organizations, so we must be as consistent as possible in this issue," Nikol Pashinyan stressed.

PM Pashinyan instructed to evaluate the above-mentioned recomendations and make appropriate changes based on their results.

Next, the report on the activities of the Corruption Precention Commission in 2021 was presented to the Council. It was noted that during the reporting period, the declarations of more than 210 officials were checked and analyzed, 139 of which were judges. The declarations of the family members of the above-mentioned officials were also additionally checked. As a result, both disciplinary proceedings were initiated and some cases were sent to the Prosecutor's Office.

It was noted that starting from June 2021 the system that includes the declaration of expenses was re-launched, and a new form was developed to fill in the declaration.

Last year, the Corruption Precention Commission investigated 45 cases of incompatible requirements and conflicts of interest, 15 of which were based on media reports. 3 proceedings were initiated on the above-mentioned grounds. At the same time, the ethics of 103 candidates for state position was examined and relevant conclusions were given.

The Council assessed the activity of the Corruption Precention Commission in 2021 as positive. Prime Minister Pashinyan stressed the importance for continuously developing the mechanisms of the Commission, including their improvement through digitalization.

The meeting also addressed the problems arising during the selection of investigators and Neighborhood Police Officers of the Anti-Corruption Committee, the proposals aimed at their solution, as well as the "Draft Law on Making Amendments to the Criminal Procedure Code of Armenia" submitted by the Anti-Corruption Committee.

Asbarez: Opposition Sounds Alarm on Dangers of the Ankara-Baku ‘Shushi Declaration’

Armenia’s Parliament is scheduled to discuss and ratify a bill proposed by the opposition Armenia Alliance, which through the legislation, seeks to sound the alarm about the dangers of the so-called “Shushi Agreement,” signed by the presidents of Turkey and Azerbaijan last June when the two leaders traveled to occupied Shushi.

The parliaments of Turkey and Azerbaijan ratified the “Shushi Declaration,” paving the way for the implementation of its provisions, which include security and military elements.

According to the National Assembly website, the legislature will address the motion on February 23 to make a declaration on the matter.

Below is the text of the proposed statement.

The National Assembly of the Republic of Armenia expresses its deep concern over the the ratification of the Declaration signed by the presidents of Turkey and Azerbaijan on June 15, 2021 by the parliaments of Azerbaijan and Turkey.

With this declaration a Turkish-Azerbaijani military-political alliance was formed within the framework of the “One Nation, Two States” concept.

Although the document states that it is not created against a third party, it is entirly directed against the Republics of Armenia and Artsakh, as well as the Armenian people. It cements the strategic goals of the two states, which carried out the 44-day aggression against the Artsakh Republic. It also works against the self-determination of the people of Artsakh, the sovereignty of the Republic of Armenia, territorial integrity and the rights of the Armenian people around the world who survived the genocide.

The wording about the Zangezur Corridor in the declaration indicates that Turkey and Azerbaijan are reaching public agreements on implementing joint expansionist policies.

The agreement by the two states to fight against the international recognition of the Armenian Genocide by distorting its veracity, by proposing to relegate it as subject for historical research must be condemned.

The Shushi Declaration is based not on the United Nations Charter or the principles of security adopted by the OSCE, but rather on “tribal security” approach. It contradicts the basic norms of international law.

According to the 1969 Vienna Convention on the Law of Treaties, all international agreements which contradict the imperative norms of general international law, are null and void and can have no international legitimacy.

The National Assembly declares that the Shushi Declaration, by its provocative and un-constructive nature, is unacceptable for the Republic of Armenia. It is a serious challenge to regional and global security, does not contribute to the peaceful development of our region, contradicts the ‘without preconditions’ principle of Armenian-Turkish normalization process and raises serious doubts about the true actions and intentions of official Ankara.

“Takeaway your coffee and smoke in the street” – Economy minister defends smoking ban

YEREVAN, FEBRUARY 10, ARMENPRESS. The Minister of Economy Vahan Kerobyan defended the smoking ban and noted that many countries around the world have implemented the measure and the result has been positive.

Starting March 15, smoking and the use of all other tobacco products, including substitutes, will be banned in all public food facilities in Armenia.

The smoking ban will be enforced in both indoor and outdoor restaurants, cafes, bars and other similar venues, the Ministry of Healthcare said earlier. 

“Practice shows that turnover in public eateries declines in one-two months but then swiftly recovers because if one part of the society views smoking as an advantage, the other significant part views smoking in restaurants as a disadvantage. People who don’t smoke, or even smokers themselves find it unpleasant to enter eateries where smoking is allowed,” Kerobyan told reporters.

He said he himself was a smoker and quit 4 years ago.

“Before quitting I used to smoke three packs a day, but when I was on business trips to countries where smoking bans were in force I’d smoke only one pack a day. The environment was forcing smokers to smoke less. Yes, inconveniences would happen during the day but eventually, at the end of the day, when you’ve smoked less than usually you feel much better,” he said.

He advised smokers to takeaway their coffee and smoke in the street if they want a cigarette with their coffee.

Azerbaijani press: Foreign theory about Baku’s stance on Karabakh religious sites biased

Baku has dismissed as biased some foreign media reports drawing false conclusions from Culture Minister Anar Karimov's remarks on religious sites on Azerbaijani territories liberated from occupation during the 2020 war with Armenia.

In a statement published on February 8, the Culture Ministry said: "Azerbaijan always respects its historical and cultural heritage regardless of its religious and ethnic origin. This approach also applies to the historical and cultural heritage in the Azerbaijani territories liberated from Armenian occupation."

In its statement, the Culture Ministry pointed out that the  Azerbaijani officials have reiterated that the historical and religious monuments located in the liberated territories belong to the Azerbaijani heritage and their protection is Azerbaijan’s responsibility.

"The large-scale restoration and construction of two Christian churches in Azerbaijan’s liberated Shusha city along with mosques can be mentioned as an example. Azerbaijan, as opposed to Armenia, does not make religious and ethnic distinctions in its historical and cultural heritage and is committed to its obligations under international conventions, including the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict (1954 Hague Convention)," the ministry said. 

The Culture Ministry is currently monitoring the territories liberated from occupation.

"As for the ancient Albanian heritage in the liberated territories of the country, a working group was created, local and foreign experts were involved to conduct the appropriate monitoring. In case of revealing falsifications, this will be indicated in the documents and presented to the international community consisting of international experts. The change in the ownership of the historical and cultural heritage, its origin is contrary to the provisions of the 1954 Hague Convention," the statement added.

To recap, Azerbaijani Culture Minister Anar Karimov voiced similar views during a press conference in Baku on February 3.

In this regard, United States Commission on International Religious Freedom Chair Nadine Maenza wrote on Facebook account that "we are deeply concerned by Azerbaijan's plans to remove Armenian Apostolic inscriptions from churches. We urge the government to preserve and protect places of worship and other religious and cultural sites".

It should be noted that Armenia's aggression and illegal occupation caused irreparable damages to Azerbaijan's cultural heritage, which includes thousands of cultural values, including monuments of the world and national importance, mosques, temples, mausoleums, museums, art galleries, sites of archaeological excavations, libraries and rare manuscripts.

Sixty-four of 67 mosques and Islamic religious sites were destroyed, greatly damaged, and desecrated.

More than 900 cemeteries were destroyed and vandalized. The evidence of illegal "archaeological excavations" and so-called "restoration work" was found on the liberated Azerbaijani territories, confirming previous reports of Armenia's attempts to hide and falsify cultural, historical and scientific evidence, said an official letter addressed by Azerbaijan to the UN.

The letter added that a modern workshop for the production of "ancient" khachkars – Armenian cross-stones was discovered in Azerbaijan's liberated Kalbajar region.

“These khachkars were oxidized and vinegar was used in the process of artificial aging and then they were buried as 'indisputable evidence' of 'centuries-old Armenian roots' in this region," the letter said.

The Azerbaijani Foreign Ministry said that hundreds of cultural institutions, 927 libraries with a book fund of 4.6 million, 22 museums and museum branches with more than 100,000 exhibits, 4 art galleries, 8 culture, and recreation parks, as well as one of the oldest settlements in the world in Fuzuli region - Azykh Cave, the Shusha State Historical and Architectural Reserve had become victims of the Armenian vandalism.

Occupied by Armenian forces in 1993, Aghdam is known as the Hiroshima of the Caucasus for the level of destruction during the three decades of occupation.

In 2020, as a result of Armenia's targeted missile attacks on Azerbaijani cities outside the war zone (Ganja, Barda, Tartar, and others), 100 Azerbaijani civilians, including 12 children were killed and over 400 were wounded. International human rights watchdogs Amnesty International and Human Rights Watch also verified the use of banned cluster bombs and rockets by Armenia in its attacks against Azerbaijani cities.

Armenia extensively damaged the ecosystem, wildlife and natural resources in and around occupied Karabakh.

Ruling Civil Contract faction nominates high-tech minister for President

The ruling Civil Contract party of the Armenian parliament nominated the candidacy of Vahagn Khachaturyan, the current Minister of High Technological Industry, for the President of the Republic, Speaker of Parliament, Acting President of Armenia, Alen Simonyan said.

“The discussion about the nomination of a candidate for president was held in the format of the Board of the Civil Contract party. Later it was also discussed with the faction, other candidacies were also considered. The discussion lasted too long, and very different facts were presented. After long discussions we made that decision”, Simonyan said.
