Azerbaijan preparing ground for new provocations – Armenian Security Council

At today’s sitting, the Security Council of the Republic of Armenia discussed the security situation around Nagorno Karabakh, assessing it as extremely tense.

According to the Security Council, the analysis of the situation shows that the Republic of Azerbaijan, trying to find imaginary justifications, is preparing the ground for new provocations and attacks in the direction of Nagorno Karabakh, at the same time accusing the Republic of Armenia of destructive actions when it comes to the peace agreement.

In the current situation, the Security Council considers it necessary to reaffirm the previous position of the Republic of Armenia and offers the Republic of Azerbaijan to immediately start negotiations on a comprehensive peace agreement.

The Security Council, drawing the attention of the international community on the probability for armed clashes in Nagorno Karabakh and on the Armenian-Azerbaijani border, considers it necessary to launch international containment mechanisms to prevent further military escalation and ethnic cleansing in the region.

Aliyev relies on US support, unnoticeably blackmails in his ‘peace agenda’ with Armenia

President of Azerbaijan Ilham Aliyev has thanked US President Joe Biden for congratulating him on the occasion of Nowruz, AzerTac reported.

In the respective letter, Aliyev listed all the achievements of three decades of US-Azerbaijan cooperation, and paid special attention to the energy sector.

Even in this letter, however, Aliyev could not resist the temptation to distort the facts and blackmail. First, Aliyev deliberately singled out one from the whole list of principles. In diplomatic interpretation, the Azerbaijani president reminded the US president of the Azerbaijani oil and natural gas reserves, linking it to Washington's support to Baku's position in the “peace agenda” with Armenia.

Given that the collective West ranks energy security issues far higher than the values of democracy and human rights proclaimed by it, Aliyev might have chosen the right emphasis. Otherwise, the same West would somehow react to the "natural gas blockade" which Azerbaijan has subjected the people of Artsakh (Nagorno-Karabakh) to.

Pashinyan appoints Edmon Marukyan Ambassador-at-Large

The respective decision is posted on e-gov.am.

Marukyan said in a statement on social media that at the proposal of the Prime Minister he will be involved in Armenia’s foreign policy sector with a status of Ambassador-at-Large.

“In this difficult period for our state and region I will continue serving the Republic of Armenia and the national-state interests with high responsibility”, Marukyan said.

ASA Silent Protest For Recognition of Armenian Genocide

On Feb. 25, the Armenian Student Association (ASA) at UC Santa Barbara (UCSB) organized a silent protest in front of Storke Tower to demand recognition from governments of the Armenian Genocide. The Bottom Line (TBL) sat down with members of the ASA to discuss the history of the Armenian Genocide, how the fight for recognition has continued on, and how UCSB students can spread awareness of this atrocity. 

The Armenian Genocide was a mass murder campaign conducted against the Armenian people by the Ottoman Empire (now modern-day Turkey) from 1915 to 1916. To this day, the Turkish government and other world governments refuse to recognize these past atrocities as genocide. 

The United States officially acknowledge the Armenian genocide for the first time last year — a historic move. 

“It’s been over 100 years and there has been no acknowledgment from Turkey [but rather] continued denial,” said Simonyan Suren, a fourth-year student and member of the ASA. 

According to Paulina Sipilian, the president of the ASA, this protest is part of a larger movement in which many Armenian Student Associations across California participate in the Stain of Denial Protest at their schools. 

The Armenian Genocide and the atrocities that were committed are remarked as something that has “shaped every Armenian person” and their identity, the fourth-year biopsychology student explained.

As descendants of genocide survivors and others who have passed down these stories and generational pain, Sipilian added that many Armenians find it upsetting how the perpetrators of these acts never faced any consequences or repercussions for their actions. 

“Until we get that recognition, this wound is always going to be open for all of us,” Sipilian told TBL. 

The ASA students recognize, just as Armenians learned these stories because they were passed down through family, how the Turkish people might have their own version of the genocide that is also retold throughout generations. Thus, part of ASA’s goal is to also open up this kind of dialogue. 

Simoyan Suren, a fourth-year student and member of ASA, said that the conversation with students of Turkish descent has been “strange” because it seems that they experience the event “completely differently.”

“One thing I noticed is that the younger generation […] they feel like [the Armenian Genocide] isn’t something they did, so they don’t want to be held responsible for it,” Suren explained. “But they weren’t necessarily denying what had happened. So, I think with further dialogue, there can definitely be some kind of agreement we can reach.”

While Sipilian said that they have tried a lot of “angry” and “yelling” protests in the past and plan to continue doing them in the future, the ASA wanted to do a silent protest because they recognize the importance of having different approaches to raising awareness.

“It makes us seem a bit more approachable, so people can come and ask us questions and we can get the word out and educate our peers in a different way,” said Sipilian. 

Although activism is a big part of what they do, the ASA also puts on many social events, as well, and provides “a safe space” in which many people can come together as a community. 

For example, during her first year, Sipilian said she felt lost. But, getting involved in the ASA has helped her and other students connect with people who grew up in similar ways and share the same experiences.

Finally, Tanya Mankerian, the vice president of ASA, added that the organization also welcomes many Armenian allies and friends, with whom she is able to share and celebrate her culture. 

“It’s like a home away from home,” Mankerian remarked to TBL.

Phosphorus burns in 44-day war: restricted movement, disfigurement

Reports about Azerbaijan's use of prohibited weapons containing chemical elements, particularly white phosphorus, during the 44-day war first emerged in October 2020.

“As data show at this point, Azerbaijan is using phosphorus munitions containing elements of chemical weapons. They are being used to set fire to forests near civilian settlements,” then Armenian Ombudsman Arman Tatoyan said on October 30, 2020.

“These munitions have clear effects of mass destruction for environment; now they are also used against civilians by the Azerbaijani military and in this context are forbidden under international law," he noted.

The civilian population was hiding from Azerbaijani shelling day and night in the forests.

A year and a half has passed since the war, the records of white phosphorus burns in the war are still just guesswork, while soldiers who sustained burns still have to seek medical care.

Speaking to Panorama.am on Wednesday, Deputy director of the National Burn Center Karine Babayan said that they treated 130 patients with burns, but only 30-40 were examined. Doctors can only assume that the burns were caused by white phosphorus.

"The center treated 130 patients, but it wasn't until a month after the war began that we realized it could be phosphorus burns.  In the case of 30-40 people, we carried out examinations, took tissue samples. The type of the wounds, the outcome of laboratory tests, the difficult healing process of the wounds, Wood lamp examinations, other studies and data show that it looks like burns from phosphorus weapons, but we cannot say for sure. In order to make a final diagnosis, we needed to conduct a histological study, which is not carried out here. It is an expensive and complicated study," Babayan said.

According to the doctor, the recovery of patients with such burns is slower because, in addition to the burns, the skin is exposed to a chemical substance.

"How did we know it wasn't an ordinary burn? The signs were different and the disease was getting worse. Usually when we perform a plastic surgery, the outcome is perfect, but this time it was not successful in 50-60% of cases. We addressed this question to specialists from other countries, and they said that such failures are possible, because there are chemical substances, which does not allow the result to be perfect,” she said.

“In medicine, the earlier the surgery, the better. In this case we tried to operate as soon as possible, but it didn't work because there was a problem. The slower the wound heals, the more scars appear. The thicker the scars, the more restricted the movement is and the more distorted the appearance is," explained the doctor.

She says that the servicemen who have already recovered from the burns and have scars restricting their movement and distorting their appearance are now undergoing reconstructive surgery at the center, which employs a doctor who has been retrained in other countries and performs such operations.

"These people are having a hard time. In addition to the fact that they withstood that catastrophe, they are left with hard, disfiguring scars," Babayan noted.

It is still unclear whether people with white phosphorus burns can experience other health problems during their lifetime.

"No other country has had as many patients with burns allegedly from white phosphorus. We think this substance can cause cancer and infertility in young men. We've talked to professors from different countries, they say, ‘in fact it’s you who treat the first such patients, in the future we may refer to you if necessary’," the specialist said, adding the treatment is provided according to the symptoms.

She noted that burns from fire can be deep, while in the case of phosphorus, they reach almost to the bone. Phosphorus generates 800-1200 degrees celsius, thus a drop on human skin causes a very deep burn.

The burns were mostly on the patients’ faces, hands and lower limbs. According to Babayan, 80% of the patients had various injuries, including fractures, bruises, hearing and vision problems.

Babayan said there were death ceases, when the burns were deep and incompatible with life.

Iranian Minister of Industry, Mine, and Trade to visit Armenia

Azerbaijani press: Azerbaijani MPs received by Armenian PM

Azerbaijani MPs Tahir Mirkishili and Soltan Mammadov have been received by Armenian Prime Minister Nikol Pashinyan as part of their working visit to Yerevan, Trend reported on February 21.

Pashinyan met the Azerbaijani MPs along with Georgian and Ukrainian representatives in the Euronest Parliamentary Assembly, as well as the co-chair of the European Union, the report added.

The participants discussed EU-Armenia and Azerbaijan-Armenia relations, as well as the situation around Ukraine in the meeting.

Mirkishili stressed that speaking about Armenia-Azerbaijan relations, Pashinyan said that despite the difficulties, certain steps have already been taken and agreements have been reached on a number of issues, including the opening of the railway (between Azerbaijan's exclave Nakhchivan and its other territories via Armenia), which is critical for regional communication.

"Then, Pashinyan touched upon the issues of handing over maps of minefields, delimitation, and demarcation of borders, the visit of a UNESCO mission to the region, the transfer of the remains of persons missing during the first Karabakh war,” he added.

The MP stated that Pashinyan also spoke positively about the progress of Armenian-Turkish ties, his meeting with Azerbaijani President Ilham Aliyev in Brussels, and the videoconference meeting held on February 4.

Mirkishili, speaking on behalf of the Azerbaijani delegation, emphasized that topics such as long-term peace, regional growth, communication openings, and reconstruction and construction activity are on Azerbaijan's agenda.

"I stressed that Azerbaijan has broad opportunities for cooperation with the countries of the region and the European Union in the field of energy security, economic development in the post-pandemic period, and the widespread use of technology,” the MP noted.

“I said that this was my first time in Yerevan and that this visit of the Azerbaijani delegation should be taken as another indicator of our country's goodwill for lasting peace. In general, the meeting was held in a positive atmosphere," he added.

The Azerbaijani MPs are visiting Yerevan to attend meetings of the committees of the Euronest Parliamentary Assembly, which is being held on February 22.

They will express Azerbaijan's position on issues on the agenda of the meetings.

It should be noted that a group of people describing themselves as war veterans blocked the road to Armenia's Zvartnots International Airport in protest against the arrival of Azerbaijani MPs in Yerevan on February 21.

The protesters also oppose the restoration of Yerevan-Istanbul flights and the rebuilding of relations with Turkey, the Armenian media reported.

Commenting on the visit of Azerbaijani MPs, Armenian MP from the Civil Contract faction Maria Karapetyan stated that it is their institutional, formal obligation to receive the Azerbaijani delegation like all other participants.

Azerbaijani MPs are reported to have no plans to communicate with the Armenian media.

The Euronest Parliamentary Assembly is the inter-parliamentary forum in which members of the European Parliament and the national parliaments of Azerbaijan, Ukraine, Moldova, Armenia, and Georgia participate and forge closer political and economic ties with the European Union. It was established in 2011 by the European Commission as a component of the Eastern Partnership.

Armenia destroyed and vandalized Azerbaijani territories during the three-decade occupation between the early 1990s and late 2020. The scale of destructions on Azerbaijan's formerly occupied territories and mass graves found there is shocking, implying deep hatred and animosity toward the Azerbaijani people, with many experts describing these mass destructions and killings as genocide.

The country's war-torn Aghdam region alone is seen as a stark example of Armenian hatred and enmity. Aghdam, known as the "Hiroshima of the Caucasus" astounds delegations from all over the world with its infamous scenes of destruction.

Armenia responds to events in Ukraine: comments of political scientists and politicians

The official reaction of Armenia to the events in Ukraine did not come until the publication of this article. However, from the very morning the situation was commented on by politicians, political scientists and journalists. Along with assessing the actions of Russia, Ukraine and the West, they expressed concern about the political and economic risks that the conflict poses for Armenia. Local expert community raises the issue of concentrating efforts to ensure the security of Armenia and Nagorno-Karabakh.

“What is happening in Ukraine today makes us say that this day will go down in history as a “black day”. There is a completely illegal invasion of Russia into the territory of sovereign Ukraine, which grossly violates international law and international norms.

This is, in fact, a crime against humanity, for which sooner or later Russia will be punished by the international community.

I am convinced that the main requirement is the price that civilization must pay in order to neutralize this threat.

For us, as a small country, everything that happens as a result of undermining the world order, what Russia is doing today, is dangerous. This means that international law does not work and the use of force is the norm. And yes, we are now under direct threat”.

“Obviously, the Russian-Ukrainian crisis will have a serious impact on Armenia – in several ways. First of all, this impact will be in economic terms. The economy of Armenia is closely connected with the economy of Russia. Russia is the main trading partner for Armenia, the first direction of export.

The weakening and paralysis of Russian economy will definitely affect the economy of Armenia.

Figuratively speaking, if the Russian economy “slightly catches a cold”, the Armenian economy “will fall seriously ill”, because the economy of our country is very dependent on the Russian economy. Money transfers from Russia to Armenia will decrease because the Russian ruble is falling rapidly, and daily. Thus, Armenia will feel the consequences of sanctions against Russia on its own skin.

If Russia is greatly weakened during the confrontation with the West, it is possible that Azerbaijan will take advantage of the situation and carry out new provocations in Nagorno-Karabakh, or even a new war”.

Turkey has a clear anti-Russian position on the situation in Ukraine.

In response to the Russian operation, small-scale provocations in the direction of Artsakh and Armenia can be conducted.

The problem here is not even in the desire of Azerbaijan, but in the fact that, at the initiative of Turkey, an attempt will be made to bring some destabilization to our region, which will force Russia to make additional efforts and send resources to the South Caucasus.

By the way, this danger exists in those regions where Russia is actively fighting for influence with Turkey or other actors.

So, in Armenia and Nagorno-Karabakh there is a need to increase vigilance. And this, first of all, concerns the structures that ensure internal and external security”.

“The situation has been constantly ‘heated up’ by the West, which, for three months, kept saying that Russia would attack Ukraine. For many, these were preventive statements, for others, an invitation to come in and take, that is, it was a process of making the international community get used to this idea.

I think that there is a big internal bargaining going on, and this “bargaining” is happening at the expense of Ukraine. Ukraine is being ‘given’ to Russia.

It is not only about Donetsk and Luhansk. They constantly say in the USA that Russia wants to take Kiev, the embassies are moving to Lviv, it’s almost like they are inviting it!

The question is: in exchange for what is Ukraine being sacrificed to Russia, that is, what will Russia have to give up? It seems to me that one can easily fall into conspiracy theories, even though they are not always wrong.

In my opinion, there can be several “gifts”. For example, Russia will not prevent Iranian gas from entering the European market. This is just a guess”.

“The Ukrainian crisis poses two key issues for Armenia, and the issue of recognizing Donbass and Luhansk is not among them. One problem of a general nature: the confrontation between the West and Russia may force Russia to be more aggressive about Armenia’s work with the West. At the same time, I spoke and wrote about these risks even on the occasion of Biden’s inauguration: it is likely that they will take a course to tighten the noose around Russia, which is the main risk for Armenia. The Ukrainian crisis has increased this risk.

At the same time, of course, as always, any crisis and risk can also have a side of opportunities, and it is possible that Armenia in such a situation can claim the role of a “mediator” of certain contacts. Because there is no doubt that even in the coldest and toughest confrontation, the poles will need some communication. Of course, in order to effectively use these opportunities to its advantage, Armenia will need considerable political and diplomatic flair and skill.

Another, much more specific and much more tangible risk is the economy, which is quite dependent on the economic situation in Russia. At the same time, this problem is compounded by the fact that the economic situation in the world is not particularly favorable due to the coronavirus pandemic. Here, too, great efforts will be required from Armenia to manage risks and mitigate the consequences.

The Arab direction can be useful here, given the economic opportunities of the elites of the leading countries playing there, as well as the growing claims to a political role.

Discussions in Armenia should avoid as much as possible the “worship discourse”, which can prove ineffective.

We need to focus as much as possible on issues related to these significant risks”.

MP Tigran Abrahamyan calls for increased vigilance in Armenia and Artsakh

Armenian lawmaker Tigran Abrahamyan, who represents the opposition With Honor faction, has called for increased vigilance in Armenia and Artsakh amid intensified Azerbaijani border provocations.

He called attention to the fact that Azerbaijan carried out various provocations against Artsakh over the past week, resorting to ceasefire violations, actively spreading fake news, etc.

"Taking relations with Azerbaijan to a new level, Russia seeks to keep Baku’s actions in the realm of predictability, but the factor of Turkey, which is breathing down Azerbaijan's neck, increases the likelihood of border incidents and ceasefire violations in general," the MP wrote on Facebook on Thursday.

In the situation around Ukraine, Turkey has a clear anti-Russian position and small-scale provocations against Armenia and Artsakh are possible in response to Russia's military operation, he stated.

"It’s not even about Azerbaijan's desire; there is a risk that an attempt will be made at Turkey's initiative to destabilize our region, forcing Russia to put additional efforts and resources in the South Caucasus," Abrahamyan said.

According to him, this danger also exists in other regions, where Russia is competing with Turkey and other countries for influence.

“Thus, there is a need for increased vigilance in Armenia and Artsakh, and this primarily concerns the structures ensuring internal and external security,” Abrahamyan said.
