MOSCOW, August 8. /TASS/. The latest skirmishes between Armenia and Azerbaijan are unlikely to grow into major hostilities, like those in the autumn of 2020, the head of the Russian International Affairs Council, Andrey Kortunov, told TASS in an interview on Monday.

“Such aggravations may become inevitable, but at the same time they are unlikely to grow into major hostilities, because there is the factor of Russian peacekeepers. Of course, neither party wishes to enter into conflicts with this Russian contingent,” he said.

Kortunov believes that the stabilization of the situation on the territory of Nagorno-Karabakh should not be expected in the near future.

“I think some incidents will continue. But the situation does not look explosive to me. We will not see anything like the events of autumn 2020, when an armed conflict, a major one by regional standards, erupted,” Kortunov said.

He believes that Azerbaijan has not abandoned its main aim to put the region under its control.

“Probably, Azerbaijan is trying to feel the limits within which it can assert its control over this territory. The reasons for an aggravation are many, because problems remain – those related to the status and position of the Armenian minority, new transport corridors in this territory and the territories linking the two countries connecting with other regions,” Kortunov said.

Earlier, Russia’s Defense Ministry said that there was an aggravation of the situation in the zone of responsibility of the Russian peacekeeping contingent in Nagorno-Karabakh. The Defense Ministry said that the ceasefire regime had been violated by Azerbaijan’s army in the area of the Sarybaba height. The peacekeepers’ command, together with representatives of the Azerbaijani and Armenian sides, has been taking measures to stabilize the situation.

Tensions over Nagorno-Karabakh escalated on September 27, 2020, when active hostilities began there. On November 9 of the same year, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a tripartite statement, which made it possible to achieve the cessation of hostilities. The Azerbaijani and Armenian forces stopped at the positions they were holding at the moment. A number of regions were put under Baku’s control. Russian peacekeepers were deployed along the disengagement line and in the Lachin corridor.

Chaired by Prime Minister Nikol Pashinyan, the work of the session of the Economic Policy Council under the Prime Minister of the Republic of Armenia started today, which will last from August 6-7, at the Dilijan educational and research center of the Central Bank of Armenia, ARMENPRESS was informed from the Office of the Prime Minister.

The meeting is attended by President Vahagn Khachaturyan, Minister of Economy Vahan Kerobyan, Minister of Finance Tigran Khachatryan, Chairman of the Board of Trustees of “Center for Economic Perspectives” Foundation Artur Javadyan, Minister of Industry and Agro-Industrial Complex of the Eurasian Economic Commission Artak Kamalyan, Chairman of “Armenian Economic Union” non-governmental organization Gurgen Aslanyan, member of the European Economic Research Center Zareh Asatryan, professor Levon Barseghyan of Cornell University, USA, professor Ruben Enikolopov of the New Economic School in Moscow, professor Vladimir Asriyan of the Barcelona School of Economics, representatives of the National Assembly Standing Committees on Financial-Credit and Budgetary Affairs, as well as Economic Affairs, the Deputy Ministers of Economy, Finance and High-tech Industry, Head of the Dilijan Research Center of the Central Bank Armen Nurbekyan, other officials.

In the opening remarks, Prime Minister Pashinyan said,

“Honorable Mr. President,

Dear colleagues,

First of all, I want to welcome our experts, the members of the Economic Council under the Prime Minister, and thank them for agreeing to work in this format. In this hall, we have discussed many possible economic directions and developments in Armenia in various formats, and some of these discussions have already come to life.

I remember when we were discussing here in 2018 about having a flat income tax, and it was a very serious debate, there were a lot of doubts, opinions for and against. In the end, a political decision was made that we should go that way and introduce a flat income tax, reaching 20 percent in a few years. Back then, we had two expectations from that decision. first, we expected jobs to come out of the shadow, and second, we would have more tax revenue at a lower rate of income tax. Those predictions, in fact, have come true today. we have continued growth in paid and registered jobs, in terms of income tax, we are collecting more taxes at a lower rate, and this process is continuous. This is just one example.

Why am I saying this? To be honest, I am very satisfied that we made that decision, because the political leadership, or at least I, not being economist by profession, listen to economists and try to come to a conclusion, of course, in the format of the Government, in cooperation with the parliamentary majority. I hope that after some time we will remember the decisions made as a result of such a discussion, with which we will express satisfaction. I welcome everyone again and thank you for your participation.”

Within the framework of the session’s agenda, issues related to economic policy of Armenia, current situation and forecasted developments are the subject of discussion. The Government Action Plan, macroeconomic developments, monetary and fiscal policy, improvement the competitiveness of agriculture, development of the food system, and other topics are planned to be discussed.

Minister of Finance Tigran Khachatryan, Minister of Economy Vahan Kerobyan and Head of the Dilijan Research Center of the Central Bank Armen Nurbekyan made reports. In his report, the Minister of Finance referred to the 2017-2021 economic developments, fiscal policy priorities for ensuring high economic growth in the medium term, macroeconomic indicators expected by the Government’s Action Plan, current and capital expenditures and a number of other issues. The Minister of Economy presented a summary report on the implementation of the economic plan of the Government, the effect of the exchange rate on the economy and exports. In his report, the Head of the Dilijan Research Center of the Central Bank referred to the monetary policy, inflation and currency developments, uncertainties due to the pandemic and war and forecasts.

The participants of the session expressed their observations, an exchange of ideas took place on the issues raised in the reports, economic trends and development prospects. Reference was also made to the economic challenges caused by the international situation.

The Prime Minister noted that the priority goal of the Government is the development of human capital, and for this purpose, radical reforms are being implemented in the field of education. In this context, reference was made to the Government’s programs aimed at increasing the productivity of the economy and creating knowledge-based economy.

The work of the session of the Economic Council under the Prime Minister will continue on August 7.

Armenia ombudswoman: Number of investigated trafficking cases in country remain worrisome

The Human Rights Defender (Ombudswoman) of Armenia issued a message Saturday on the occasion of the World Day against Trafficking in Persons. The message reads as follows:  Dear compatriots, The World Day against Trafficking in Persons has been observed on July 30 since 2013. Trafficking in persons, or the so-called “commodification” of people as a mass manifestation of slavery continues to cause destructive and irreversible consequences for individuals, their family members as well as for the whole society, including from the point of view of the exercise of fundamental rights and freedoms, and physical and mental health.

Unfortunately, women and children continue to be targeted predominantly. In particular, women’s absence of economic stability, the fact of being economically dependent on another person or other socio-economic problems results in an increased risk of trafficking. Hence, among the preventive measures against human trafficking and exploitation, taking decisive steps towards the economic empowerment of women is of fundamental importance. Taking into consideration the peculiarities of the crime of trafficking, awareness-raising campaigns about the concept of human trafficking and exploitation, its forms of manifestation, the methods and mechanisms of protection especially for vulnerable groups (women, children, asylum-seekers, refugees) are essential. In our country the number of investigated trafficking cases, and especially ones with conviction verdicts remain worrisome.

At the same time, as the Human Rights Defender, I emphasize that anti-trafficking policy should not only have a criminal-legal orientation but also a socio-legal one as well, which is expressed by provision of protection, socio-psychological and rehabilitative assistance to the victims and witnesses. On the occasion of World Day Against Trafficking against Persons I call upon the Government of Armenia, law-enforcement bodies, international organizations, civil society and individuals to unite and take decisive steps to prevent any possible manifestation of human trafficking and exploitation of persons, as well as to properly identify, support and protect victims of trafficking, combining the legal, economic, political and social methods of combating against the phenomenon.

Chess: 44th World Chess Olympiad: Armenian team starts with a win

The Armenian national team beat Madagascar in the first round of the 44th World Chess Olympiad under way in Chennai, India.

Hrant Melkumyan, Samvel Ter-Sahakyan, Manuel Petrosyan and Robert Hovhannisyan beat their rivals in the first round. The Armenian team is set to face Andorra in the second round.

The 44th World Chess Olympiad will be held in Swiss format, with 11 rounds. The teams of Russia and Belarus have been banned from participating in the event.

Teams from 186 countries are participating in the men’s tournament. India, as the organizer of the Olympics, is represented by three teams.

The Armenian national team ranks 12th among the participants with the average rating of chess players (2642). The list is headed by the USA team (2771), in which Levon Aronian will play on the 2nd board.

The Armenian men’s team is a three-time Olympic champion. Our chess players became champions in 2006, 2008 and 2012, and won bronze prizes three times.

Artak Beglaryan highlighted the activity of the Anna Astvatsaturian Foundation in Artsakh, thanks to which numerous humanitarian problems caused by war have been solved.

“Your patriotic activity is reflected first of all with the support provided to newborn babies and their mothers in Artsakh through the Ser Artsakh charity program, as the new-born babies are the main guarantee of the continuation of life and the belief towards future. I am sure that the project will positively affect the further development course of Artsakh”, the State Minister said.

Anna Astvatsaturian Turcotte in her turn thanked for the warm welcome and presented the activity directions and sources of her Foundation, stating that the funds are collected mainly through public fundraisings.
