CivilNet: Armenians start using new route to Karabakh

European Council President Charles Michel held telephone conversations with Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev in preparation for a meeting tomorrow in Brussels.

Starting at 8 p.m. local time, Armenians stopped using the current route along the Lachin corridor to travel between Armenia and Karabakh, relocating to a new road.

The Armenian Foreign Ministry welcomed the decision of French and U.S. diplomats stationed in Azerbaijan not to attend a conference in the Karabakh city of Shushi.

Azerbaijan retakes control of three Karabakh settlements

Azerbaijani forces have taken control of three additional territories in Karabakh, even as the opening of the new road that was the reason for the handover – the new “Lachin corridor” – has been delayed.

The three territories lay along the current route of the Lachin corridor, the road that connects Armenia to Nagorno-Karabakh. The ceasefire agreement that ended the 2020 Second Karabakh War stipulated that a new Lachin corridor would be built and in early August, as Azerbaijan said that the new road was “near completion,” the de facto Karabakh authorities gave residents of the villages along the road an August 25 deadline to leave.

But on the day of the deadline, both sides reported that the new road had been delayed: Karabakh’s de facto Interior Ministry announced that the current road would function until August 31 and would be protected by the Russian peacekeepers. 

Both sides said the issue was a segment of less than five kilometers that should be ready in the coming days. 

The head of Azerbaijan’s highway administration said that the ten-kilometer section of the road that lay on Armenian territory had not been completed. “At the request of Karabakh Armenians, Azerbaijan built a connecting section of 4.8 kilometers,” said the official, Saleh Mammadov, chair of the Azerbaijan State Agency of Automobile Roads. He said the new road would be ready “in the coming week.”

Despite the road construction delay, Azerbaijan’s defense ministry released a video of troops entering the district capital of Lachin on August 26. 

“Azerbaijanis have returned to the city of Lachin,” President Ilham Aliyev said in a tweet. “I congratulate all the people of Lachin and the people of Azerbaijan on this occasion. Long live Lachin! Long live Azerbaijan!”

One eyewitness who traveled from Armenia to Nagorno-Karabakh on August 26 told Eurasianet that Russian peacekeepers were still in the process of dismantling their checkpoints along that road, while Azerbaijani troops were visible in Lachin, though they did not appear to be attempting to control the traffic.

Also on August 26, Azerbaijan’s state energy company announced that its workers ahd entered the three communities – Lachin, and the villages of Zabukh and Sus – to start restoring power infrastructure there. 

The leadup to the handover of the three communities was chaotic and emotional, as the more than 400 Armenian residents were given mixed messages and then a tight deadline to leave their homes. The territory had been settled by Armenians after they took control of it in the first war between the two sides in the 1990s, with most coming from Armenia and some from Armenian communities in Syria and Lebanon. 

One of the provisions of the 2020 ceasefire statement was that a new Lachin corridor would be planned “within the next three years” and that when it was, the Russian peacekeepers that had protected the old route would shift to that one, allowing for Azerbaijani forces to take control.

But in early summer, Azerbaijan reported that it was already close to finishing construction of its portion of the road, and began exerting pressure on Armenia to finish its side. 

One village in particular – Zabukh, which Armenians call Aghavno – became a cause celebre among Armenians for its efforts to rebuild after the 2020 war. 

Some defiant Aghavno residents vowed to resist orders to evacuate. But as the deadline approached and the Azerbaijani takeover became inevitable, all the residents left. While Aliyev has promised to treat the long-term Armenian residents of Karabakh as its citizens, he branded the remaining Lachin residents illegal settlers and demanded that they leave. 

The de facto Karabakh government promised to give residents money to buy a new home elsewhere, and in the final days ahead of the deadline began cutting off utilities like power and water. 

Days ahead of the deadline, one Aghavno resident noted that even the church in Lachin was being dismantled: “If they are taking even the crosses, it means that there is no way back.”

Movses Hakobyan considers government’s initiative on payoffs from service in Armenia unacceptable

The government has approved a new draft law drafted by the Defense Ministry, which offers the possibility of buying off from compulsory military service. According to the draft law, 4.5 months after the military phase of compulsory military service, a soldier may pay AMD 24 million to the Armenian state budget and leave compulsory military service early.

 “I have a negative attitude towards it because I think that everyone should serve their country regardless of their social status,” he said. According to the colonel-general, this draft law will also affect the army’s moral and psychological state. “It will affect not only the army, but also families, because the son will say to his father: what parent you are that you did not exempt me from the army, another parent borrowed, took a loan and exempted his son from the army,” Col. Gen. Movses Hakobyan told NEWS.am

According to the draft, a person can pay back the money at the end of the training phase of military service, which on average is four and a half months. In that regard, Hakobian said the four-and-a-half-month definition is also problematic. “I don’t know where they got the four and a half months from when the training phase is six months. If the law is passed in such a way that everyone serves for six months and demobilizes, and the army is replenished with contract servicemen, if human resources allow, it is an acceptable option, because everyone in this state becomes a military man, having acquired the profession of a military man. But in this form the draft law is unacceptable for me,” Hakobyan concluded.

Armenia reports 1913 weekly COVID-19 cases

YEREVAN, AUGUST 22, ARMENPRESS. 1913 new cases of COVID-19 were confirmed in Armenia in the past one week, the ministry of healthcare said.

6523 tests were conducted on August 15-21.

The total number of confirmed cases has reached 432,274.

The death toll has risen to 8648 as 5 death cases were registered in a week.

1663 patients recovered in the past week. The total number of recoveries comprises 419,528.

The current number of active cases is 2417.

More than 50 people questioned over Surmalu blast

YEREVAN, AUGUST 17, ARMENPRESS. More than 50 people have been questioned by authorities in the Surmalu market explosion case, the Investigative Committee spokesperson Vardan Tadevosyan told ARMENPRESS.

Those questioned include victims and owners of shops in the venue. However, the owner of the trade center itself hasn’t been questioned so far.

“There is no defendant in the case [yet],” Tadevosyan said.

The criminal case is opened on Violation of Fire Safety Rules Causing Deaths and Violating of Safety Rules for Storing, Transporting, Using or Supplying Flammable or Incendiary Materials Causing Death.

GLENDALE – Marking its 48th school year, Vahan & Anoush Chamlian Armenian School re-opened its doors to new and returning TK – 8th grade students. More than 2,000 parents and families attended the Opening Ceremony to share their well wishes for the new school year.

Very Reverend Father Zareh Sarkissian was on hand for the school opening along with Head of School Dr. Talin P. Kargodorian and the Chamlian Board

Elementary Western Armenian teacher Arpi Dabbaghian opened the ceremony with welcoming remarks, speaking about the joy and pride filled in parents’ and teachers’ hearts as they watch the happy faces of children returning to school. She also noted that in the last 48 years Chamlian Armenian School has become a little Armenia, where the minds and souls of future successful Armenian American generations are shaped.

Elementary Eastern Armenian teacher Linet Aboolian led students in the “Armenian Student Pledges” ceremony. After which Eastern Armenian Department Chair Vahan Mehrabian presented a tribute in honor of Mr. Vahan Chamlian’s legacy, the school’s founding benefactor who passed away last week. 

Head of School, Dr. Talin P. Kargodorian directed her remarks to the students, reminding them of the school’s core values, and empowering them to work towards achieving Academic Excellence, to be inspired by Innovation, to uphold the collective Integrity, and to cherish their Armenian Heritage.

Dr. Kargodorian invited a procession of the youngest TK and Kindergarten students, led by their teachers, into the Ceremony. In longstanding tradition, the graduating 8th Grade class escorted the incoming 1st Grade students, passing on the torch of becoming future Chamlian Tigers.

In closing, Very Reverend Father Zareh Sarkissian followed the procession with a prayer to bless the school, its students, teachers and families for a successful, healthy and happy school year ahead.   

Vahan and Anoush Chamlian Armenian School began with eight students in 1975 and today serves 700 students in Glendale and surrounding communities. Chamlian is a premier TK – 8th Grade school invested in the success of each student. Chamlian is one of twelve Armenian schools throughout California governed by the Board of Regents of the Western Prelacy of the Armenian Apostolic Church of America.

CivilNet: Yerevan residents lay flowers at Surmalu blast site as Armenia mourns victims

Flags have been flying at half-mast across Armenia as the country is holding two days of mourning for the victims of Sunday’s explosion at Yerevan’s Surmalu shopping strip, which left 16 dead and 62 injured. The authorities in Stepanakert also declared two days of mourning in response to the blast. 2 people remain unaccounted for following the tragedy, according to a tally kept by the Ministry of Emergency Situations.

YEREVAN, AUGUST 15, ARMENPRESS. 13 people continue receiving treatment at various hospitals for injuries suffered in the Surmalu market explosion, the healthcare ministry said.

All patients are in satisfactory condition.

The other hospitalized people were discharged after receiving treatment.

A total of 61 people were hospitalized after the blast.

The death toll in the August 14 explosion stands at 6.

[Iran’s] East Azarbaijan Province’s Q1 Exports to Armenia at $30m

total of $30 million worth of goods were exported from East Azarbaijan Province to Armenia during the first three months of the current Iranian year (March 21-June 21), registering a 5.6% rise compared with the similar period of last year, according to a local official.

“Mineral products with $9 million topped the list of goods exported to Armenia during the period, followed by industrial products with $8 million, agricultural products and foodstuff with $7 million, and petrochemicals and oil derivatives with $6 million,” Mohammad Taqi Honarbar was quoted by IRNA as saying.

The official estimates that exports to Armenia from East Azarbaijan Province will exceed $200 million by the fiscal year’s end on March 2023.
