Belarussian plane crashes on takeoff in Armenia–officials

YEREVAN — A Belarussian airplane went up in flames on the runway of
Yerevan’s airport while trying to take off, injuring 21 people on
board, local air agency officials told Agence France-Presse Thursday.

A small CRG airplane, owned by Belarus’s Belavia airline and bound
for Minsk, hit its left wing on the runway during takeoff and erupted
into flames, the state civil aviation agency’s spokeswoman Gayan
Davtian said.

"Airport emergency services reacted quickly and rapidly evacuated the
18 passengers and three crew. No one died, but all of them suffered
burns, some of them severe burns," Davtian said, adding that all were
hospitalized.

Of the passengers, 16 were Armenian nationals, she said.

All flights were cancelled at Yerevan’s airport following the
incident.

Railway privatization plan meets resistance in parliament

MP Lado Papava warned against privatizing state rail company Georgian
Railways at a February 12 parliamentary session.

`The government should consider the current regional situation and I
ask them not to privatize the railway,’ the newspaper Akhali Taoba
quoted him as saying.

He emphasized that Armenian Railways is being transferred to Russian
management, and warned that the recent founding of the South
Caucasian Railways company, which is fully owned by Russian Railways
and will manage Armenian Railways, is an ominous sign.

`Looking at this agreement it is clear who wants to capture Georgia’s
strategic asset, and this would damage the country too much,’ the
newspaper Sakartvelos Respublika quoted him as saying.

Parliamentary speaker Nino Burjanadze responded by saying parliament
will keep a watchful eye on any bids in the Georgian Railways tender.

`The appropriate committees will conduct active consultations with
the government on this issue, and parliament must agree to any
decision,’ Burjanadze said, according to the newspaper Akhali Taoba.

The Ministry of Economic Development is currently considering five
bids in a tender for the state-owned Georgian Railways. Each bidding
company was required to submit a development plan for the railway and
specify how much capital they propose to invest; however, the
ministry says it is not yet decided whether, or to what degree, the
railway will be privatized.

The number of congressmen condemning Hrant Dink’s murder and protecting
article 102 increased. Five members of the Representatives Palace
announced that they support to receive the article. The information
is provided by Armenian Congress of America.

In a week the congressmen Jerry Costello, Stefan Lynch, Edward Markey,
Ed Royse, and Paul Rayne announced that they join to the group of
supporters.

Thus the number of the congressmen rose to 49. Anna Eshoo and Loretta
Sanchez also joint the group on 8 February. Now, totally 51 congressmen
support the article.

Armenian Congress of America in Washington is a large pan national NGO,
which contributes to the positive coverage of the Armenian question.

YEREVAN, FEBRUARY 12, ARMENPRESS: Armenia’s permanent population by
January 1, 2008 amounted to 3,229,900. The National Statistical Service
said urban population was 2.069,300 and rural population was 1,160,600.

The Service said the country’s permanent population grew by 7,000
people last year due to new- born babies who made 26 percent and
decrease in negative migration balance.

Overall 40,141 babies were born in 2007, by 7 percent more than in
2006. Also 27,400 deaths were registered.

Al-Hussni, the newly appointed Ambassador of Sultanate of Oman, handed
the copy of his credentials to RA Deputy Foreign Minister Gegham
Gharibjanian. Wishing the Ambassador success in his high mission,
the Deputy Minister expressed the hope that during his tenure the
relations between Armenia and Oman in different spheres will receive
a new spirit and quality.

Touching upon centuries-old friendship between Armenian and Arab
peoples, the sides emphasized that the interstate relations develop
successfully on that basis. G. Gharibjanian said that the development
of relations with the Arab world is one of the prior directions of
Armenia’s foreign policy.

Expressing confidence about existence of potential for Armenia-Oman
mutually beneficial cooperation, the Ambassador mentioned the positive
attitude of the Oman side in connection with further development
of bilateral political and economic relations, in particular,
implementation of investment programs.

Abdullah Zaher Al-Hussni was born in 1958. In 1984 he graduated from
Ohio University, received bachelor’s degree with the speciality of
journalist-political scientist. In 1987 he graduated from Kuwait Law
College. In 1984 he was admitted to work in the Foreign Ministry of
Oman. In 1986 he was appointed Charge d’Affaires of Oman to Kuwait,
from 1992 worked at the Permanent Representation of Oman to UN. In
2000 he was appointed Ambassador of Oman to China and Korea, in 2006
Ambassador of Oman to RF. He masters the Arab, English languages. He
is married, has seven children.

Reports of fraud and other election-related violations coming from
opposition presidential candidates are "infested with lies" some
of which can entail criminal liability, Prosecutor-General Aghvan
Hovsepian said on Tuesday.

"There are too many lies and false reports," complained Hovsepian.

"One gets the impression that people think if they repeat a lie for
many times it will be accepted as a truth."

"There is also a desire to cast shadow on the republic’s
law-enforcement bodies in this way," he said. "I understand that
lies and false reports are ploys necessary for conducting an election
campaign. But one must not link [that] with the work of law-enforcement
bodies."

Hovsepian threatened to prosecute those who make "overtly slanderous"
claims that are punishable by Armenia’s Criminal Code. He refused
to cite any examples of such claims or other non-existent violations
alleged by candidates and media critical of the government.

But Hovsepian did speak about a violent incident that nearly disrupted
former President Levon Ter-Petrosian’s campaign rally in the southern
town of Artashat, repeating the official version of events which
contradicts witness accounts. He insisted in particular that a group of
government loyalists led by a nephew of the Artashat-based Deputy Prime
Minister Hovik Abrahamian did not hurle stones or any other objects
at rally organizers contrary to reports by RFE/RL and other media.

The young man whose father, Henrik "Jonik" Abrahamian is a parliament
deputy, was one of the most active participants of their scuffles
with Ter-Petrosian’s supporters. He was photographed and videotaped
by journalists covering the rally. He can be seen in the footage of
the violence posted on website of A1+, a television station pulled
off the air by the Armenian authorities nearly six years ago.

"The pictures don’t show Jonik Abrahamian throwing stones or hitting
anyone," insisted Hovsepian.

The Artashat incident was condemned by Ter-Petrosian as a government
provocation designed to derail his election campaign. However,
law-enforcement authorities say the opposition candidate himself
provoked it with his derogatory attacks on Hovik Abrahamian.

Chess Tournament was held in the city of Urmia of Iran between February
3-10. In the struggle of 247 participants Avetik Grigorian received 9
out of 11 possible points and took second place. The first was Ghayem
Maghami (Iran, 9.5 points).

In the struggle of 70 chess players of the woman tournament Lilit
Galoyan, Siranush Andriasian, Nino Batsiashvili, and Sofiko Tereladze
(Georgia) received 7 out of 9 possible points each and took from
the first up to the fourth places correspondingly (with individual
showings).

During the war in Karabakh Martakert was occupied by the Azerbaijani
force for a year. The mayor of Martakert Sergey Harutiunyan says half
of houses in the town were destroyed.

After the war the town was partly reconstructed but the problem of
housing was not solved. Although over this period the population
decreased three times (now the population of Martakert is 4000), 182
families are in line for apartments, 265 have applied for repair. Most
of those families are young families. According to the mayor, due to
the housing problem the rate of birth was hardly 49 in 2007.

Prime Minister Ara Harutiunyan who participated in the meeting of
the community council stated that the government will finance the
construction of two blocks of apartments in the current year, and the
Defense Army will finance the construction of a block of apartments
for army officers. The government is likely to give long-term loans
to families who wish to build a detached house.

The prime minister noted that in 2008 the town will be gasified, the
water supply system will be repaired. Recently the pipeline running
from Khotorashen to Martakert has been launched. At last the town has
running water but supply is often disrupted because of problems with
pipes, the department of information and public relations of the NKR
government reports.

WASHINGTON — The flags dipped at half-staff over the Capitol, the
warm remembrances flooding email inboxes; the solemn tone in the
"Have you heard?" phone calls.

U.S. Rep. Tom Lantos, D-Calif., earned all these tributes after
he died Monday of cancer of the esophagus — and something more:
The mourning not just of a man, but of the unique voice of the only
Holocaust survivor ever elected to Congress.

"We lose a voice for human rights, which was in his case unique,"
Elie Wiesel, the novelist whose own writings have become icons of
Holocaust remembrance, told JTA. "He spoke always against oppression,
against persecution, against racism."

Lantos died at the Naval Medical Center in suburban Bethesda, Md.,
surrounded by his wife, Annette, two daughters and many of his 18
grandchildren and two great-grandchildren. Funeral arrangements have
yet to be announced.

"Having lived through the worst evil known to mankind, Tom Lantos
translated the experience into a lifetime commitment to the fight
against anti-Semitism, Holocaust education, and a commitment to the
state of Israel," Rep. Nancy Pelosi, D-Calif., the speaker of the
House of Representatives, said in a statement.

President Bush said: "As the only Holocaust survivor to serve in
Congress, Tom was a living reminder that we must never turn a blind
eye to the suffering of the innocent at the hands of evil men."

Sallai Meridor, Israel’s ambassador to Washington, said Israel "lost
one of our greatest friends."

The remembrances of Lantos, the chairman of the House Foreign Affairs
Committee, were a kaleidoscope of the human rights causes he championed
since his election to the House in 1980.

Wiesel remembered Lantos’ contributions to the building of the
U.S. Holocaust Memorial Museum, which Wiesel helped found.

"From the very beginning in Washington, he was with us involved in
every step leading to the building of the museum, developing it into
a source for archives, learning and teaching," he said.

Mark Levin, the executive director of NCSJ: Advocates on behalf of
Jews in Russia, Ukraine, the Baltic States and Eurasia, focused on
Lantos’ role in the 1980s in pressing the Soviet Union to release
its Jews. Lantos made several trips to Russia to meet with refuseniks
and championed them in Congress.

"He was forthright, compassionate and deeply committed to the cause
of freeing Jews from the former Soviet Union," Levin told JTA.

In 2003, he would found the House’s Human Rights Caucus.

Other encomiums came from The American Jewish World Service, which has
led the Jewish community in pressing for an end to the genocide in
Sudan; the American Israel Public Affairs Committee, which praised
his steadfast support for Israel and his tough stance on Iran;
and the Jewish Council for Public Affairs, which commemorated his
contributions to social welfare at home.

"He has been a valiant voice demanding more action against the Darfur
genocide and at the same time a valiant leader in the fight to stop
the scourge of HIV/AIDS from devastating the developing world," AJWS
President Ruth Messinger told JTA from Uganda, where she was touring
AIDS relief projects.

Lantos "blazed a trail in the United States Congress fighting for
education, health care, human rights, and Israel," said JCPA, the
public-policy umbrella body for several influential national Jewish
organizations, the synagogue movements and more than 100 local Jewish
communities.

Also chiming in were United Jewish Communities, B’nai B’rith
International, the Anti-Defamtion League .the World Jewish Congress,
the Reform movement’s Religious Action Center, Hadassah and Americans
for Peace Now.

The Democratic National Committee remembered Lantos as the servant
of his Silicon Valley district. "In serving his constituents and his
country, Tom never forgot the Democratic Party’s ideals of freedom,
fairness, and opportunity for all," the chairman of the DNC, Howard
Dean, said in a statement.

Lantos was not afraid to take on his allies. On the foreign affairs
committee, he blasted Silicon Valley giants like Google and Yahoo for
colluding with China’s government in censorship. He authored tough
Iran sanctions legislation but broke with pro-Israel orthodoxy by
offering to meet with the Islamic Republic’s leaders. Pro-Israel
groups also opposed a non-binding resolution that recognized the
Ottoman era massacres of Armenians as a genocide, worried that
it would cause a rift between Israel and Turkey — Lantos pushed
it through the committee, unwilling to countenance what he saw as
genocide revisionism.

His appeal crossed political aisles: Both the National Jewish
Democratic Council and the Republican Jewish Coalition issued
statements mourning his passing. Top Republicans on his committee
also chimed in: "An unfailingly gracious and courageous man, Tom was
recognized by friends and colleagues alike as a leader who left an
enviable legacy of service to his country," said U.S. Rep. Ileana
Ros Lehtinen, R-Fla., the committee’s ranking member.

The campaigns of the two Democrats left in the presidential field,
U.S. Sens. Barack Obama, D-Ill., and Hillary Rodham Clinton, D-N.Y.,
also released statements mourning his passing.

Lantos was 16 in 1944 when the Nazis invaded his native Hungary. His
Web site tells of his fighting in the anti-Nazi underground and arrived
in the United States in 1947 to study. He was a noted economist and
consultant prior to his election in 1980.

Expressions of his love for his adopted country were as constant as
his defenses of human rights.

"It is only in the United States that a penniless survivor of the
Holocaust and a fighter in the anti-Nazi underground could have
received an education, raised a family, and had the privilege of
serving the last three decades of his life as a member of Congress,"
he said in his statement announcing his retirement last month. "I
will never be able to express fully my profoundly felt gratitude to
this great country."

Lantos, said Wiesel, died too young — even at 80, even after serving
nearly three decades in public office. He noted that Lantos only
ascended to the committee chairmanship in 2006, after Democrats
regained Congress.

"He had influence," Wiesel said. "He would have had more had he lived."

YEREVAN, FEBRUARY 8, NOYAN TAPAN. The foreign trade of Armenia amounted
to 1 trillion 506.5 billion drams or 4 bln 439.2 mln USD in current
prices in 2007, including exports of 394.2 bln drams or 1 bln 157.4 mln
USD and imports of 1 trillion 112.3 bln drams or 3 bln 281.8 mln USD.
The foreign trade balance was negative by 718.1 bln drams (2 bln 124.4
mln USD), the balance without goods received as humanitarian aid was
negative by 693.1 bln drams (2 bln 52.4 mln USD).

According to the RA National Statistical Service, exports grew by
17.5%, imports by 49.7% in 2007 on 2006.

Exports from Armenia to CIS countries made 235 mln 763.7 thousand USD
in 2007, growing by 66.8% as compared with 2006, while imports made 910
mln 460.9 thousand USD, growing by 59.3%. Exports to Russia made 201
mln 772.7 thousand USD last year (66.5% growth), imports – 570 mln
477.5 thousand USD, growing by 56.4%. Exports to Georgia made 87 mln
4.6 thousand USD (59.2% growth), imports – 133 mln 585 thousand USD
(76.6% growth); exports to Ukraine made 46 mln 258.5 thousand USD
(2.1fold growth), imports – 176 mln 521.9 thousand USD (61.7% growth).

Exports to EU countries amounted to 566 mln 393.4 thousand USD in 2007,
growing by 19.6% compared with 2006, imports made 968 mln 148.7
thousand USD, increasing by 40.1%. Exports to Belgium made 105 mln
191.1 thousand USD (3.4% decline), imports – 157 mln 355.6 thousand USD
(0.1% growth). Exports to Bulgaria made 45 mln 569.7 thousand USD
(35.5fold growth), imports – 29 mln 964.2 thousand USD (54.3% growth);
exports to Germany – 169 mln 646.1 thousand USD (14.6% growth), imports
– 116 mln 742.6 thousand USD (37.3% growth); exports to France – 9 mln
