FOURTH INTERNATIONAL CONGRESS CONSTRUCTION 2008 TO LAUNCH IN ARMENIA

The fourth international congress Construction 2008 will take place in
Tsakhkadzor resort (Armenia) on July 11-14, the MASTER International
Integration Support Centre reports.

The focus of the discussions will be construction projects in Armenia
and construction market development.

The congress participants will discuss the role of modern building
suppliers and the main problems in urban planning.

Over 70 local companies, as well as construction unions and
associations from Karabakh, Russia and Turkey will participate in
the congress.

The official sponsors of the event are the RA Ministry of Urban
Planning, the Union of Manufacturers and Businessmen of Armenia. The
organizer of the congress is the MASTER International Integration
Support Center. Z. Sh.

Sabina Freizer: ‘EU member-states recognize territorial integrity of
Azerbaijan, which does not mean, however, that they are against
ensuring right of Nagorno Karabakh residents for definition of their
future status’

resolution of Nagorno-Karabakh conflict. Presently, EU is represented
in the OSCE Minsk Group by France but EU special representative could
fulfill observation functions, especially during direct talks of the
parties. Special representation of the EU and European Commission can
also work out special projects, aimed at maintenance of the atmosphere
of trust inside and around Nagorno Karabakh conflict, like in the
conflict area in Georgia. Yet, the possibility that EU will take the
side of one of the parties is low’, Sabina Freizer, head of the program
of the International Crisis Group on Europe says in an interview with
Day.az. She also added that it is difficult for the EU member-states to
play serious role in the resolution of the conflict, as they do not
have a single coordinated opinion on whether Nagorno Karabakh should be
part of Azerbaijan or it should be an independent state. On the whole,
the EU states do not approve separatist movements and prefer to avoid
alteration of borders. The EU member-states recognize territorial
integrity of Azerbaijan, which does not mean that they are against
ensuring the right of Nagorno Karabakh residents for definition of
their future status, she said. ‘ I am sure that main principles,
developed by the OSCE MG in cooperation with the conflict parties is
the best way for advancement. Azerbaijan has done everything possible
for inclusion of paragraphs about release of seven occupied regions and
return of all internally displaced persons to their houses, including
in Nagorno Karabakh, to the basic principles of the framework
agreement. The main differences are related to the possible status of
Nagorno Karabakh. Armenia insists on inclusion of the possible
independence of Nagorno Karabakh into the basic principles, which
Azerbaijan is against. I think that definition of the status of Nagorno
Karabakh should be put off until the time, when mutual trust between
Azerbaijanis and Armenians is restore’ S. Freizer said.

The President of Armenia Serzh Sargsyan’s article has been published
in the famous "The World Street Journal".

Armenia is a country situated in the transmission of Turkey, Russia,
Iran and Caspian Region. After the independence the development
potential of the country has not been revealed completely, said
the President.

Serzh Sargsyan said that it is already 15 year the important front line
with Turkey is closed and that no diplomatic and economic cooperation
is fulfilled with that country. The line is closed not only for those
Armenians and Turkish people who want to visit neighbor country but
also for the cooperation of any kind.

"As a president of Armenia I would like to start a new stage
of cooperation with the Government of Turkey and to improve the
relationship and open the border," said the President.

The President reminded that after he was voted as the President of
Armenia his Turkish counterpart was the first to congratulate him
and mention that a new stage of holding dialogue should start.

In order to start new stage of relationship the President of Armenia
has invited the President of Turkey Abdullah Gul to be present in
the football match between Armenian and Turkish football commands on
September 6.

"Armenia and Turkey can not and should not be permanent enemies,"
said the President of Armenia.

In the OSCE Parliamentary Assembly the Armenian delegation had an
active participation in the 17th annual Summit in Astana (Kazakhstan),
Head of the delegation, Secretary of the NA faction of "Prosperous
Armenia" party Aram Safarian informed.

He and members of the delegation NA faction member of the Republican
Party Armen Ashotian and NA Orinats Erkir party faction Secretary
Khachik Haroutiunian presented in detail the resolutions adopted by
the commissions and their own proposals.

Armen Ashotian mainly touched upon the 68th point of the document,
as Turkish press printed disinformation about it. Mainly, Head of
the OSCE Turkish delegation distorting one of the adopted points
mentioning that it directly refers to the Armenian Genocide.

In reality, the document says that the Assembly encourages formation
of the joint commissions of the historians and experts by the member
countries to study the historical and military archives in order
impartially to throw light on the disputable episodes of those
countries’ history.

President Serzh Sargsyan received the Minister of Foreign Affairs of
the Czech Republic, Karel Schwarzenberg, who arrived to Armenia on
official visit, and his delegation.

President Sargsyan said that Armenia attaches great importance not
only to the development of bilateral relations with the Czech Republic
but also to the relations in multilateral settings and cooperation
in the European structures.

Noting that in January 2009 the Czech Republic would assume the
chairmanship at the European Union and has a sincere desire to expand
relations with the countries involved in the New Neighborhood plan,
Karl Schwarzenberg said that he deemed it necessary to visit the
region ahead of time and have discussions on the areas of cooperation.

At the request of the high guest the President of Armenia presented
in detail the current stage of the Nagorno Karabakh peace process
and provided explanation on some of the issues.

The Head of the Czech Ministry of Foreign Affairs expressed hope
that the parties would be able to bring the fundamental principles
of international law together and find a solution which would yield
positive results for the people of Nagorno Karabakh. He said that
after all the people is the most important part of the problem.

France takes over the rotating EU Presidency with a number of
challenges, specifically energy and climate change, immigration,
defense and a review of the EU’s farm policy, French Ambassador to
Armenia said.

"However, these are not all tasks France undertakes. It will also
focus on implementation of Lisbon Treaty programs, economic growth
and emergency situations," Ambassador Serge Smessov told a news
conference today.

"We will work to develop the European Neighborhood Policy and
strengthen cooperation Eastern Europe to create a free trade and
travel zone," he said.

France will preside in the EU from July 1 to December 31 to be followed
by Czechia and Sweden.

Vartabedian has climbed ladder in Midwest

When asked what advice he had for the incoming president of Missouri
Western State University, a retiring Dr. Jim Scanlon said a couple
of weeks ago that "Bob doesn’t need any advice from me."

Dr. Scanlon and Dr. Bob Vartabedian spent about 10 days together, a
few of them taking in the College World Series in Omaha, and a couple
in Jefferson City. Dr. Vartabedian, who just completed his first week
as the president of Western, must have made a good impression.

Dr. Vartabedian, 55, ends a tradition of Irish-blooded presidents at
Western. A third-generation American, he’s of Armenian and Lebanese
descent. He grew up in Fresno, Calif., a town that attracted many
Armenian immigrants, including his ancestors.

The West Coast boy became a Midwesterner after his first four
years of college. Dr. Vartabedian’s debate coach at Fresno State
University convinced him to join a graduate program at Wichita State
University. He took his mentor up on the offer and hasn’t looked west
in 30 years.

He met his wife, Laurel, a playwright, at Wichita State. They married
a year after meeting and went off to the University of Oklahoma,
where they each earned their doctorates, his in communications.

They spent the bulk of the 1980s back at Wichita State, where
Dr. Vartabedian became the university’s director of debate and
forensics and eventually the assistant dean of the graduate school.

"I always thought of myself as a teacher," said the former high
school teacher turned professor. "Not until the early ’80s when I
was at Wichita State … did I even think about administration."

With two kids in tow, Sarah, and Rob (now in their mid to late 20s),
the Vartabedians moved to Canyon, Texas, where he assumed the position
of head of the art, communications and theater department at West
Texas A&M University.

After 11 years in Texas, Dr. Vartabedian took another move up the
administrative ladder as the dean of arts and science at Western
Carolina University. And for the past three years, Dr. Vartabedian
has been the vice president for academic affairs at Eastern New Mexico
University in Portales, N.M.

"I liked the sorts of things you could do by being in a leadership
position," he said, "having a sense of vision and acting upon it and
rallying the troops. I kind of liked it."

A presidential search committee was formed shortly after Dr. Scanlon
announced his intention to retire a year ago. A search firm was hired,
and by December of last year, three candidates were chosen to visit
Western and St. Joseph for a series of public appearances and forums.

Dr. Vartabedian said when asked how long he would consider staying
at Western, that he would like to "make this my last stay." He said
being president of a university is what he has hoped for since starting
his administrative climb.

"I’d love to put in a good career here and do all I can to move the
university and community forward," he said. "I have no aspirations for
larger schools and larger cities. In the last 20 years of my career,
these are the sorts of universities I’ve been most interested in."

Walking into an investigation

Last Monday was Dr. Vartabedian’s first day on the job and his first
meeting with his cabinet. He went around the table to ask what was
on everyone’s mind. The recent situation with the NCAA violation came
up first.

Dr. Vartabedian, and several new cabinet members, are walking into
a mess that started when coaches for the women’s basketball team
allegedly gave a total of more than $1,000 to three players. He
plans to do some fact finding first and then walk the "fine line"
of establishing a clean athletic program and "making sure you’re not
devastating the program."

"Now I’m trying to unravel things in terms of what happened and how
we’re going to deal with the punishment," he said.

Dr. Vartabedian said that even though he feels he and the new cabinet
members (including a new athletic director) are starting with a
"clean slate," he thinks it’s important that he communicates to
Western personnel that "we cannot tolerate this."

"These are the consequences of not abiding by the rules," he
said. "In some ways, it’s a concern. But in some ways, it’s a time
of opportunity."

Leaving an imprint

Dr. Scanlon’s vision for what he called a New American Regional
University hinged on applied learning for students and outreach into
the community. Dr. Vartabedian wants to enhance that ideal to include
financial literacy programs to ensure that Western graduates have a
grasp on money matters.

None of these ideas are etched in stone, he is quick to remind,
but Dr. Vartabedian also would like to develop international study
programs with universities overseas.

"An important aspect of being an American and being a New American
Regional University is understanding that we’re in a global community,"
he said, mentioning that Eastern New Mexico University had a successful
degree program with a university in China.

Dr. Vartabedian said that college communities also have a "wonderful
resource of retired faculty" and that he’d like to get them more
involved in day-to-day university activities.

And though he wanted to keep it under his hat until the idea can
develop more solidly, Dr. Vartabedian, who like his predecessor is
a huge fan of Shakespeare, would like to see an enhanced Shakespeare
studies program in the name of Dr. Scanlon. However, the initiative
would take a funding push that will need some looking into, he said,
making no promises that it would happen given the current economy.

"We support the resumption of direct negotiations between the
presidents of Azerbaijan and Armenia which took place in St Petersburg
on 6 June" Russian President Dmitriy Medvedev has said after his
talks with Azerbaijani President Ilham Aliyev.

"Russia will make necessary assistance to search for a
mutually-accepted solution" Medvedev has said, adding that "this is a
complicated process and we will assist as we can, there is even some
progress achieved".

"It’s good to see that Nagornyy Karabakh conflict has been reflected
in the joint declaration signed today," Azerbaijani President Ilham
Aliyev said. He noted the importance of Russia’s support to resolve the
conflict within the framework of international norms and principles.

"We are grateful to Russia for its position. Russia’s approach and
its involvement in resolution of the conflict have its outcome"
Aliyev said.

It is Armenia’s fault that PACE rapporteur for studying cultural
heritage of the South Caucasus countries Edward O’Hara refused to
visit the region, said head of Azerbaijani delegation in PACE Samed
Seidov, according to Interfax-Azerbaijan.

"Edward O’Hara’s refusal to visit the region is the fault of Armenian
side, as Karabakh separatists in its ward, do not agree to allow PACE
rapporteur to the occupied lands via the Armenian-Azerbaijani front",
said Seidov Monday.

He said Azerbaijan is interested in O’Hara’s visit.

"His visit should be held in the legal frameworks, in the framework
of norms, adopted by the Council of Europe".

It should be noted that O’Hara has sent a letter to the administration
of the PACE Committee for Culture, Education and Science, where
he noted that he refuses to visit the South Caucasus due to the
"situation established there". Yet the rapporteur did not explain
the reasons of their refusal.

He has previously told reporters that Azerbaijani side agrees on
his visit to the occupied lands only from its territories. However,
Armenian side reported that in this case it does not guarantee security
of O’Hara’s visit to Karabakh.
