ARFD tries to come out of the ruling coalition for the purpose of
cleaning itself of pro-governmental party’s image before the 2012
elections. Armen Ashotian, a member of the RA National Assembly
RPA faction, expressed such an opinion at the March 27 press
conference. However, in his opinion, for ARFD it will be very difficult
to clean itself of pro-governmental party’s image, as Dashnaktsutiun
has been a non-formal power since 1991. "It is difficult to say how
well they will manage to return their former image among society’s
opposition sector within three years," he said.

According to A. Ashotian, the current development of Armenian-Turkish
relations is a good occasion for Dashnaktsutiun for coming out of
power on the pretext of national ideology. At the same time he said
that ARFD’s referring to change of Armenia’s foreign policy does not
correspond to reality. According to the RPA deputy, it is rather an
occasion than a deep cause of principle.

According to A. Ashotian’s prediction, ARFD’s appearing in the
opposition sphere will create a new situation in the home political
sphere in the respect of quality. According to him, ARFD becoming
an opposition will deprive Armenian National Congress of monopoly
position in that sphere, as well as will deprive the Zharangutiun
party of the unique status of being the only parliamentary opposition.

Dashnaktsoutiun Bureau member Mario Nalbandian met with Vice-President
Joe Biden during the sixth Conference of Progressive Leaders, which
was being held in Chile.

Nalbandian, who is Dashnaktsoutiun’s representative to the Socialist
International where he is a co-chair of the CIS, Caucasus and Black
Sea Committee, discussed pressing issues of concern to Armenia and
Armenians.

The Conference of Progressive Leaders was attended by British Prime
Minister Gordon Brown, Norwegian Prime Minister Jens Stoltenberg,
Spanish Prime Minister Jose Luis Rodriguez Zapatero and Presidents
Luiz Inacio Lula da Silva of Brazil, Cristina Fernandez of Argentina
and Tabare Vazquez of Uruguay.

Chile’s socialist President Michelle Bachelet hosted the summit,
which opened with a seminar on "a progressive response to the global
crisis," organised by the Policy Network, an international think tank,
and Chile’s Instituto Igualdad (Equality Institute).

Other participants in the gathering were Organization of American
States (OAS) secretary general Jose Miguel Insulza, and the executive
secretary of the Economic Commission for Latin America (ECLAC),
Alicia Barcena.

The progressive leaders summits, the first of which took place in 1999
at the urging of then President Bill Clinton and then British Prime
Minister Tony Blair, bring together heads of state and government and
oth er high-ranking government and international officials with ties
to socialist, social democratic, labor and democratic parties around
the world.

consultations on EU ‘Eastern Partnership’ programme which is called
to bring together the European Union and six countries of the former
Soviet Union – Armenia, Azerbaijan, Belarus, Georgia, Moldova and
Ukraine", Foreign Minister of France Bernard Kouchner said at a
press-conference in Brussels held upon the results of the regular
session of EU Foreign Ministerial Council, France Press reports.

To note, it is envisaged to increase the volumes of assistance to
these states to 350 mln Euro according to the ‘Eastern Partnership’
programme.

BAKU (AFP) — The chief of Azerbaijan’s air force was shot dead outside
his home early Wednesday, the highest ranking military official to
be killed in the oil-rich republic wedged between Russia and Iran.

Lieutenant-General Rail Rzayev, 64, was gunned down outside his home
in the capital Baku as he left for work, interior ministry spokesman
Sadiq Gozalov told AFP.

"The general was shot and received a heavy wound to the head. He was
sent to the military hospital in Baku, where he died," Gozalov said.

Gozalov said police were investigating and that military prosecutors
would be handling the case. He said he had no information regarding
a possible motive for the shooting.

A funeral was held several hours after his death, in accordance with
Muslim tradition. ANS television showed images of Rzayev’s coffin,
draped in an Azerbaijani flag, being carried by an honour guard
of soldiers.

Azerbaijani President Ilham Aliyev condemned the killing and hinted
it may have been aimed at sowing political instability.

"Those who committed and those who ordered this terrible crime must be
promptly exposed and detained," Aliyev told law-enforcement officials
in televised remarks.

"At various times there have been attempts to destabilise the political
situation in the country, but the public knows that law enforcement
bodies have always dealt with such attempts," he said.

Azerbaijan suffered from a string of high-profile assassinations
in the early 1990s, including the killings of the deputy speaker of
parliament and the presidential security chief in 1994.

Experts said the killing may have been a contract hit linked with
Rzayev’s role in large-scale military acquisitions Azerbaijan has
made in recent years as government coffers surged from oil revenues.

"This is the most serious murder in the history of Azerbaijan’s
defence ministry," Baku-based military analyst Uzeir Jafarov said.

"Rzayev was the focal point for air force and air defence military
acquisitions and the largest part of (Azerbaijan’s) military budget
is being allocated for acquisitions in these spheres."

He said he was unaware of any personal problems that may have been
behind the killing.

Jafarov also said Rzayev had no ambitions outside his role as air
force chief and doubted whether the killing was linked to an internal
struggle within Azerbaijan’s military.

Azerbaijan has more than quadrupled its military budget in the last
five years thanks to soaring oil revenues.

But in a report last year, the Brussels-based International
Crisis Group said Azerbaijan’s military is plagued by "widespread
inefficiency, corruption and mistreatment."

Azerbaijan is in the strategic Caucasus region, where Russia and the
United States are vying for influence. The energy-rich, mainly Muslim
republic is also a major energy exporter and transit hub for oil and
gas from the Caspian Sea.

Azerbaijan remains technically at war with neighbouring Armenia over
the separatist region of Nagorny Karabakh, which ethnic Armenian
separatists wrested from Baku’s control during a war in the early
1990s.

Azerbaijan has also claimed it faces a threat from radical Islamic
groups and has arrested dozens of alleged extremists in recent years
on charges of plotting attacks.

In 2007, Azerbaijani authorities said they had foiled a major
"terrorist" attack planned against government facilities and diplomatic
missions, including the US embassy.

ANS television reported that Rzayev had been the head of Azerbaijan’s
air force and air defence forces since 1992.

Rzayev was Azerbaijan’s pointman in negotiations between Russia
and the United States over the use of the Gabala radar station in
northern Azerbaijan.

Russia in 2007 offered to share the Gabala station, which it leases
from Azerbaijan, in exchange for the US dropping plans to deploy
a radar station in the Czech Republic and missile interceptors in
Poland as part of its missile defence systems.

During his two-day working visit to the Islamic Republic of Iran,
Hayastan All Armenian Fund Acting Executive Director Ara Vardanyan
accompanied by Advisor to the Fund’s Executive Director Hrach
Hovhannisyan met with the Armenian Ambassador to Iran H.E. Karen
Nazaryan, Primate of the Armenian diocese of Tehran Archbishop Sepuh
Sargsian, Chairman of the Armenian Council of Tehran Aida Avanesian,
as well as with all other members of the Council, senior management
of the Ararat Sport Center in Tehran and the daily newspaper Alik.

Agreement on principles about the ways in which the Fund can establish
a permanent and more active presence in the Iranian Armenian
community were discussed and understandings were reached; but it
was also agreed that as there are three Armenian Councils in Iran,
the matter needs to be further discussed and coordinated with all
Councils, so that a unified approach can be adopted. During his next
trip to Iran Mr. Vardanyan plans to visit the Armenian communities
of Tabriz and Isfahan.

"It is no surprise that my first official visit was to Iran. The
Fund management has been seeking better ties and cooperation
with the Armenian community in Iran which has been involved and
greatly contributed to the Fund’s activities in the course of its
existence. The best recent example of their involvement in the Fund’s
activities is the lighting systems and water main built in Shvanizor,
Alvank and Nrnadzor villages. Engaging the Armenian community in Iran
in the already extensive affiliate network of the Fund will enable
to make a better use of our common resources," says Ara Vardanyan.

By trying to resolve the Karabakh issue on the basis of the existing
proposal, the international community plants mines in the Caucasus
which may explode any time the international community wants, said the
ex-deputy minister of defense Vahan Shirkhanyan, now a member of the
Social Democratic Hnchak Party, who was hosted at the Iravunk de facto
press club on November 10 to speak about the process of settlement of
the Karabakh conflict. Vahan Shirkhanyan spoke against the principles
of Madrid. According to him, it is not quite clear what compromise
is meant, land for land, road for road or money for money. In this
connection, Vahan Shirkhanyan said the talk about peacekeepers is also
unacceptable. According to him, the peacekeepers are going to represent
different countries, and each will pursue the interests of their
country at the line of contact between the Armenian and Azerbaijani
forces. Vahan Shirkhanyan also said in 1998 the issue of peacekeepers
was discussed, most of whom were to be Turkish troops. According to
Shirkhanyan, this option is still under consideration.

Vahan Shirkhanyan thinks that if the resolution is based on the
current proposal, there will be a war which will be more severe than
the first one.

The ex-deputy minister of defense says the international community
will not be satisfied, and will turn the Caucasus into a region of
permanent conflicts like the Arab-Israeli region, which would be in
the interests of the great powers.

In this connection, Vahan Shirkhanyan thinks that the people and
government of Karabakh should spell out their stance on the existing
proposal on settlement distinctly. At the same time, Vahan Shirkhanyan
is convinced that the people of Armenia and Karabakh will not allow
the Armenian government which is now up for approval of the current
proposal to sign any agreement based on this proposal.

Russia’s recognition of the independence of South Ossetia and Abkhazia
played the role of the catalyst, which warmed up and provided
motion for the unresolved territorial disputes in the post-Soviet
territory. So, good chance appears for Azerbaijan to solve the
Nagorno-Karabakh conflict.

The issue with whose help Azerbaijan will resolve the problem is the
key item of the agenda.

Today several countries experience the need to strengthen their
positions in South Caucasus. Azerbaijan is the strategic place of
intersection of the energy and transport interests of Russia, Turkey
and the USA. And each of the countries makes efforts in order to
demonstrate themselves as the main mediator in the lingered conflict
between Armenia and Azerbaijan, of course, pursuing its own interests.

Serious competition is expected in order to become a mediator. The
country who proposes effective solution will win. A number of visits
demonstrated certain political line in the region and probably caused
the concerns of Bush Administration.

For the first time in the history, the Turkish President visited
Armenia. Russian foreign minister visited Turkey. The Azerbaijani
foreign minister arrived in Moscow. And finally, the President of
Azerbaijan, Ilham Aliyev, made an official visit to Russia, holding a
number of meetings with his Russian counterpart Dmitri Medvedev. During
these visits, numerous discussions were organized on the solution of
the Nagorno-Karabakh problem. These developments took place without
direct participation of the United States.

The reasons of every side are clear. Russia tries to smooth the
impression of international community from "the coercion to peace"
of Georgia and achieve certain progress in regulating conflicts,
including in the territory of Azerbaijan.

At the same time Turkey actively carries out work to develop a draft
Platform on co-operation in Caucasus jointly with Russia. In case
Turkish project is successful, the problems in Caucasus will be solved
through the forces of regional players, without interference of the
outer sides – such as the United States and the European Union. Turkey
and Russia can obtain significant dividends from this co-operation. In
future these countries would be able to go to the mutual recognitions:
we recognize North Cyprus, they – South Ossetia and Abkhazia. And
already on the basis of Turkey’s initiatives, the problems in the
Caucasus will be solved.

Furthermore, Turkey and Russia are exactly those countries, which are
capable to "convince" Armenia that it can only gain from releasing
the occupied territories of Azerbaijan. Possibly, Armenia will be
promised to host a pipeline route, or participate in the energy
projects. Indeed the economic situation in Armenia directly depends
on the re-establishment of transport communication and opening of
borders with Turkey and the Russian assistance.

Turkish Foreign Minister confirmed such possibility in his interview
with Reuters. Armenia could have gained economic dividends from
opening of borders and restoration of railway communication with
a big neighbor – Turkey, he said. " Armenia can also serve as an
alternative for a gas pipeline that runs to West through Georgia’s
territory from the Caspian Sea," Babacan added.

Originality of this political milestone is that the new format of
solution to Caucasus problems emerges due to the Turkey’s ‘Platform’
initiative which promises to be more successful than OSCE Minsk Group
who failed to reach an acceptable resolution over 16 year.

However, the United States is not going to hand over mediation in
such crucial problem for oil-rich Azerbaijan.

Matthew Bryza, co-chairman of OSCE Minsk Group visited Azerbaijan at
the order of Condoleezza Rice on 17 September.

Bryza held consultations with the Azerbaijani government, putting
every effort so that the European and American mediators did not
lose significance. "The United States is going to work harder to
solve twenty-year-old conflict between two former Soviet republics –
Azerbaijan and Armenia that broke out because of Nagorno-Karabakh. The
United States fully supports sovereignty and territorial integrity of
Azerbaijan and is prepared to help solve the problem. The agreement
must be reached on the basis of territorial integrity of Azerbaijan,"
he said to journalists in Baku.

However, another Minsk Group co-chairman Bernard Fassier noted
carefully during his visit to Baku on 19 September that "interim
resolution" is proposed in Nagorno-Karabakh "until future
self-determination of Nagorno-Karabakh population". But, the
co-chairman did not clarify what he meant by "interim resolution".

Undoubtedly, the wish of the opposite side is also significant in the
resolution of a land dispute. Many called into question the success
of Turkey’s initiative because of bad relations between Ankara and
Yerevan. However, rejecting Turkey’s mediation, Minsk group would be
without alternative in the resolution of the conflict between Armenia
and Azerbaijan.

Foreign Minister of Armenia shattered hopes of sole mediation in the
resolution of Nagorno-Karabakh conflict by stating that " Turkey can
help resolve Nagorno-Karabakh conflict. However, everything should
be solved within the framework of Minsk Group".

It is not so important who will contribute to the liberation of
Azerbaijani lands in the long run. If joint efforts of all interested
parties can yield a positive result, perhaps it would be worth for
Turkey, Russia and the United States to give up their own interests
and sit at talks table for the sake of peace in Caucasus region.

Russian military base in Abkhazia would have improved Russian border
protection, Russian news agency reported quoting Alexander Zelin,
commander of the Russian Air Forces.

"If the relevant political decision is taken [on setting up of base in
Abkhazia], it will promote the implementation of air defense tasks,"
RIA Novosti quoted Zelin as saying on May 15.

The Russian commander also noted that Russia had close cooperation with
Armenia in air defense-related issues. "We would like to have similar
relations with Georgia. Unfortunately, it is impossible," he added.

Abkhaz leader, Sergey Bagapsh, said on May 13 that Sokhumi wanted to
have Russian military presence to provide security guarantees. Russian
Foreign Minister, Sergey Lavrov, however, said last week that the
proposal on military cooperation with Abkhazia was not discussed.
