Armenia analyst: Karabakh independence from Azerbaijan was established 3 times in 20th century

YEREVAN. – Discussion behind closed doors is one thing, but when there is an actual press conference during which the two leaders are battling, it is quite another. In the first case, it is not clear what exactly is being discussed, but one can guess, and the press conference is like a rally. But this is not a rally in Yerevan, and one needs properly prepared for it. Political scientist Aleksandr Manasyan stated this during a meeting with journalists today.

According to him, during the Munich debate between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev, the statements of the Armenian side, represented by Pashinyan, were not very convincing. “The historical arguments put forward by Pashinyan about Tigranes the Great and the revolution in Armenia were weak,” the analyst said, noting that even the announcer was somewhat skeptical.

As per Manasyan, if the head of the Armenian government decided to go this way, these arguments should have been presented wisely and more carefully so as not to cause a negative reaction.

Referring to the Khojaly tragedy, the analyst noted that the Armenian side has its position on this issue, and he reminded that the Popular Front of Azerbaijan, which carried out the massacre of the peaceful Azerbaijani population in Khojaly, is entirely responsible for what happened.

The political scientist reminded that in the legal sense, Karabakh’s independence from Azerbaijan was established three times in the 20th century: in 1918, 1920, and 1991.

“Karabakh is in the negotiation process; it’s us who is pushing it out,” Manasyan said. “When representatives of the OSCE Minsk Group visit Karabakh, it actually means that they admit that it is a party to the conflict.”

He added that Karabakh should not wait for Baku’s demands, but must posit its own conditions. Moreover, according to Aleksandr Manasyan, Azerbaijan still has to apologize to Armenians for the massacre of the Armenian population in Azerbaijan and Karabakh. Otherwise, there can be no negotiations.

Majority can’t call referendum on high court bill without first reading approval, argues opposition

YEREVAN, FEBRUARY 6, ARMENPRESS. Lawmaker Taron Simonyan from the opposition Bright Armenia (LHK) party argues that the parliament cannot call for a referendum around the ruling bloc’s bill regarding the high court without passing it through the first reading.

Earlier the ruling bloc, the My Step faction, itself said they will not pass their own bill in order for it to go for a vote in a referendum.

But Simonyan claims the move is impossible. “We must confirm it at first reading, and then it must go to the Constitutional Court. After the Constitutional Court’s positive conclusion you can vote it down at the second reading, and then only you can raise the issue of referendum,” the opposition lawmaker said.

He did however note that the goal is understandable, but he asked whether the measures and methods used aren’t superficial. “In my deepest belief they are superficial. As a result of this you are ignoring many legal clauses, violating them, and in the future this entire process will have to bear these violations,” he said.

The parliament majority, the My Step bloc, will not pass its own bill on replacing the high court judges at first reading in a technical maneuver to propose to call a referendum on the matter, lawmaker Vahagn Hovakimyan from the ruling party said in parliament earlier today.

“The My Step faction will not adopt this bill on first reading and by virtue of the powers vested in parliament under paragraph 3 of Article 202 of the Constitution it will recommend putting up for vote the decision on presenting this bill for referendum. This is the application of direct democracy, this is the conviction and belief of our political force. We have faith in our people, and we have to listen to our people,” he said.

The MP said that during this period of time the parliament and the Cabinet have done their best to resolve the crisis around the Constitutional Court.

He recalled the parliament’s earlier motion that was sent to the Constitutional Court requesting to terminate the powers of chief justice Hrayr Tovmasyan, which however was denied. He also recalled the voluntary early retirement plan for justices, which was approved by the Venice Commission.

The parliamentary majority’s bill on making constitutional amendments seeks to enable replacing the Constitutional Court justices who were appointed under the previous constitution.

Turkish press: Some circles aim to use ‘Armenia issue’ to divide Turks, official says – Turkey News

Some circles are seeking to use the Armenian allegations over the events of 1915 to create divisions within the Turkish community, the country’s communications director said Jan. 14.

Fahrettin Altun’s remarks came after a meeting of the High Advisory Board under the leadership of President Recep Tayyip Erdoğan in the capital Ankara.

In a statement following the event, Altun said the 1915 Armenian incidents were among the agenda items covered during the meeting, adding some actors were seeking to use the so-called “genocide” claims in a bid to damage the harmony of the Turkish people.

He said the officials evaluated national and international opinions on the issue along with the correct diplomatic moves and attempts to hinder acts of disinformation on the case.

“The members of the High Advisory Board once again emphasized its determination to maintain our solidarity and union and the protection of our country’s interests,” Altun said.

Turkey’s position on the events of 1915 is that the deaths of Armenians in eastern Anatolia took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Turkey objects to the presentation of the incidents as “genocide” but describes the events as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to examine the issue.
