Pashinyan highlights supplementing CSTO collective forces with latest and new, including drone formations

YEREVAN, SEPTEMBER 16, ARMENPRESS. The chairmanship of the Collective Security Treaty Organization (CSTO) passes to Armenia, and on this occasion the Armenian side would like to propose its partners to focus on the joint consistent work aimed at dynamically developing the organization and raising the efficiency of its mechanisms, Prime Minister Nikol Pashinyan said in his speech during the extended-format meeting of the CSTO Collective Security Council in Dushanbe.

He emphasized the need for continuing the work on foreign policy coordination and deepening of mutual support.

“For this purpose we give a major importance to the regular holding of multi-level consultations, including in the format of a high-level group, which the deputy foreign and defense ministers are member of. We believe that the practice of adopting joint statements has justified itself, and it should expand”, the PM said. “The necessity for monitoring, forecast and prevention mechanisms of crisis situations is obvious. This will be formed in practice, including through ensuring the full operation of the Crisis Response Center”, he said.

Pashinyan said Armenia plans to closely cooperate with CSTO member states to raise the combat preparedness, harmony and mobility of the CSTO forces.

“There is no doubt that it is necessary to upgrade and develop the potential of the CSTO collective forces, supplement them with modern and new, including drone formations, arm them with latest means and improve their management”, he stated.

Armenia is also proposing to strengthen the CSTO reputation in the international arena, also through the expansion of the cooperation with other interested international organizations, the PM said.

“In this sense it’s important to maximally use and develop the existing joint working experience with the UN, OSCE and other organizations. We believe that while solving such issues we could have relied on the support of our parliamentarians”, Nikol Pashinyan said.

YEREVAN, SEPTEMBER 8, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan, who is in Tbilisi as part of PM Pashinyan’s delegation, met on September 8 with David Zalkaliani, Deputy Prime Minister and Minister of Foreign Affairs of Georgia. The interlocutors discussed issues related to the agreement on the establishment of the “Persian Gulf-Black Sea” international transport corridor and new opportunities within it.

As ARMENPRESS was informed from the press service of the MFA Armenia, the sides discussed a broad scope of issues, expressed readiness to make efforts for further deepening the partnership, particularly in the spheres of politics, economy, communications, culture, tourism.

The sides expressed confidence that the intensification of dialogue and cooperation between the two countries will contribute to regional security and stability. Foreign Minister Ararat Mirzoyan stressed that Armenia attaches great importance to deepening trade and economic cooperation with Georgia, highlighting the role of the Armenia-Georgia Intergovernmental Commission on Economic Cooperation.

In the context of sustainable development and strengthening security in the region, Minister Mirzoyan highlighted the unblocking of regional communications, which will also provide new opportunities for the expansion of Armenia-Georgia cooperation.

During the meeting, Minister Mirzoyan thanked the Georgian government for its mediation efforts in the repatriation of 15 Armenian prisoners of war. At the same time, he added that Azerbaijan still keeps Armenian POWs and civilian detainees as hostages, which is a violation of international humanitarian law, as well as its obligations under a trilateral statement.

The Armenian Foreign Minister briefed his Georgian counterpart on the situation created as a result of the penetration of the Azerbaijani armed forces into the sovereign territory of Armenia, which undermines regional stability.

Touching upon the Nagorno Karabakh issue, Ararat Mirzoyan stressed the need to resume the process of peaceful settlement of the Karabakh conflict under the auspices of the OSCE Minsk Group.

Armenian rights defenders claim abuse of POWs in Azerbaijan

At a press conference held in Yerevan on September 8, human rights defenders presented a report in which they accused Azerbaijan of inhuman treatment of Armenian prisoners of war during the last autumn aggravation of the Karabakh conflict. They have noted that the report is entirely based on evidence, the reliability of which had been confirmed.

Arman Tatoyan, the Armenian Ombudsperson, said that physical and psychological violence is used against both Armenian POWs and civilians.

Among the widespread torture of POWs, the Ombudsperson noted the deprivation of food and water; in some cases, food and water were given only after bullying and physical abuse.

According to Mr Tatoyan, physical violence was also used during medical examinations; and often by doctors: POWs were forced to withstand pain, when the injured places were deliberately hit. “There was a case when an Armenian POW was doused with boiling water and beaten up; he was unable to walk for more than 20 days because of the received burns,” the Ombudsperson has stated.

There is information that in winter, in the cold, POWs were forced to sleep on the floor with their hands roped; they were naked, while the windows were open. Besides, they were doused with cold water and handcuffed to radiators.

According to Arman Tatoyan, civilians were also subjected to cruel treatment. “Witnesses tell that one of the captured civilians was beaten up until he died; and his body was left in the cell for several days,” the Ombudsperson has added.

Human rights defenders have noted that it is necessary to introduce international monitoring mechanisms to fix violations and bring the violating party to justice. According to their version, Armenia has chances to achieve international sanctions against Azerbaijan.

Divorce rate in Armenia up 35% this year

Armenia has registered 2,440 divorces from January to July this year, which is 35% more compared to the like period of the previous year, the latest figures released by the State Statistical Committee suggest.

To note, in the first six months of 2020, the divorce number stood at 1,807 and 2,150 – in 2019. 

According to the official statistics, the marriage rate has also grown. 9, 629 marriages were formalized in Armenia in the reporting period as expected after imposed restrictions due to the coronavirus pandemic and the war in 2020. The figure of registered marriages is 49.6% higher to compare with previous year’s data.

Tombs with ancient artefacts uncovered in Armenia’s Vanadzor

Tombs containing ancient relics have been uncovered during construction works in Vanadzor’s Khndzorut district, the Ministry of Education, Science, Culture and Sport informs.

Jars and jugs, human and animal bones have been found in the tombs.

The findings date back to the Late Bronze Age or Early Iron Age, says Meline Simonyan, coordinator of the archeological works.

The artefacts have been moved to the laboratory of the Historical and Cultural Heritage Research Center for further study and restoration, after which they will be handed over to the Lori-Pambak Geological Museum.

The construction works will now proceed under the supervision of the Ministry’s specialists, and if necessary, complete excavations will be carried out in the discovered tombs.

Ombudsman: Azerbaijan president continues generating hatred towards Armenian people, Armenia, Artsakh population

This time, we have singled out the parts of the public speeches of the president of Azerbaijan’s during his visits to Absheron on August 26, 2021 and Shushi on August 31, which generate Armenophobia and enmity. The Human Rights Defender (Ombudsman) of the Republic of Armenia (RA), Arman Tatoyan, stated this on Facebook.

“We have sent the Armenian and English versions to the RA National Assembly, the executive power and law enforcement bodies, as well as to NGOs—for use in their activities.

The studies of the RA Human Rights Defender’s Office and the monitoring of materials in Azerbaijani show that the president of Azerbaijan continues to generate—with his public speeches and messages—hatred towards the entire Armenian people, the population of Armenia and Artsakh [(Nagorno-Karabakh)], gives threats, makes insulting , enmity-inflaming expressions. Moreover, his speeches are such that they obviously reach fascism.

The result of this policy is the brutality, torture and killings committed by the servicemen Azerbaijani armed forces against the military and civilians of the Armenian side. The direct consequences of this policy are the violations of the rights of the RA border residents.

At the same time, the monitoring shows that after every such speech or message, shots are fired at the RA border villages, as well as at the RA positions located in the immediate vicinity of those villages, the situation becomes tenser. Exchange of fire takes place, incidents of killings and injuries of the military are recorded.

That is, there is a clear causative link.

The Office of the RA Human Rights Defender is constantly carries out a study of the messages and speeches of the Azerbaijani authorities in order to document the evidence of state-sponsored policy of enmity and Armenophobia.

Materials are studied from primary sources—in Azerbaijani.

All this is done to prevent human rights violations, to eliminate the existing violations,” Tatoyan added.

New Armenian, Iranian FMs Talk In First Phone Call

The recently appointed foreign ministers of Armenia and Iran have reaffirmed 
their governments’ plans to deepen relations between the two neighboring 
countries during their first phone conversation.
Armenia’s Ararat Mirzoyan phoned his Iranian counterpart Hossein Amir 
Abdollahian late on Wednesday one week after Iran’s parliament confirmed the 
latter as foreign minister.
According to the Iranian Foreign Ministry, Amir Abdollahian told Mirzoyan that 
Tehran is “ready to deepen relations” with Yerevan.
Iran’s new President Ebrahim Raisi pledged to strive for closer Armenian-Iranian 
ties when he met with Prime Minister Nikol Pashinian in Tehran on August 5. 
Pashinian was among foreign leaders who travelled to the Iranian capital to 
attend Raisi’s inauguration.
In a statement, the Armenian Foreign Ministry said Mirzoyan and Amir Abdollahian 
had a detailed discussion on “productive cooperation” between their states.
“Prospects for expanding cooperation in the economic sphere were especially 
emphasized,” it said.
Regional security and ongoing Armenian-Azerbaijani border disputes were also on 
the agenda, according to the statement, with Mirzoyan bringing up the recent 
“illegal infiltration of Azerbaijan’s armed forces into the sovereign territory 
of Armenia.”
“The Iranian foreign minister said all countries should respect internationally 
recognized borders,” said the official Iranian readout of the phone call. “He 
underlined the need for finding a peaceful solution to disputes between Armenia 
and Azerbaijan.”
Azerbaijani troops briefly blocked last week a section of the main highway 
connecting Armenia to Iran which runs along a disputed portion of the 
Armenian-Azerbaijani border.
The Iranian Embassy in Yerevan expressed concern over the two-day blockage which 
disrupted cargo traffic between Armenia and Iran. It expressed hope that the 
Armenian government will speed up work on “alternative routes” for 
Iranian-Armenian trade.
Amir Abdollahian, 57, is an anti-Western hardliner believed to have close ties 
with Iran's elite Revolutionary Guards. He was a deputy foreign minister between 
2011 and 2016 and served until recently as a senior adviser to Iran’s parliament 
speakers.
In March 2020, Amir Abdollahian criticized the Armenian government’s decision to 
open an embassy in Israel, saying that it will have a “negative impact on 
stability and security in the region.”
Yerevan recalled the Armenian ambassador in Tel Aviv just days after outbreak of 
the war in Nagorno-Karabakh on September 27, 2020 in protest against Israel's 
continuing arms supplies to Azerbaijan.
Russia Calls On Armenia, Turkey To Normalize Ties

Russian Foreign Minister Sergei Lavrov expressed hope on Friday that Armenia and 
Turkey will normalize their relations after last year’s war in Nagorno-Karabakh.
“Now that the groundwork has been laid for a political process and the 
unblocking of all [Armenian-Azerbaijani] transport and economic links after the 
end of the war there I think that it would be totally logical if our Turkish and 
Armenian colleagues resumed their efforts to normalize relations,” Lavrov said 
during a youth forum in Moscow.
“We are ready to assist in that in the most active way,” he said, echoing a 
statement made by a Russian Foreign Ministry spokeswoman on Thursday.
Turkey has for decades made the establishment of diplomatic relations and 
opening of the border between the two countries conditional on a resolution of 
the Nagorno-Karabakh conflict acceptable to Azerbaijan. Baku claims that its 
victory in the six-week war stopped by a Russian-brokered ceasefire last 
November put an end to the conflict.
Armenian Prime Minister Nikol Pashinian spoke on August 27 of “some positive 
signals” sent by the Turkish government of late and said his administration is 
ready to reciprocate them.
Turkish President Recep Tayyip Erdogan responded by saying that Ankara is open 
to normalizing ties with Yerevan. But he appeared to echo Baku’s demands for a 
formal Armenian recognition of Azerbaijani sovereignty over Nagorno-Karabakh.
A senior Armenian pro-government lawmaker said earlier this week that 
Pashinian’s administration will not accept any Turkish preconditions.
Armenia and Turkey came close to normalizing bilateral relations in 2009 when 
their foreign ministers signed two relevant protocols in Zurich, Switzerland in 
the presence of Lavrov and the top U.S. and European Union diplomats.
Ankara subsequently linked their ratification by the Turkish parliament to a 
Karabakh settlement. As a result, Armenia’s former government formally annulled 
the protocols in 2018.
Lavrov revealed on Friday that during the 2008-2009 Turkish-Armenian 
rapprochement he “warned” then Armenian Foreign Minister Edward Nalbandian that 
the Turks will not drop their preconditions.
Another Russian Military Delegation Visits Armenia

Another Russian military delegation is visiting in Armenia following Moscow’s 
pledges to provide more defense and security aid to its main regional ally.
The Armenian Defense Ministry said on Friday that the team of Russian “military 
specialists” led by Major-General Valery Zhila has arrived in Yerevan for 
further negotiations with Armenian military officials.
A statement released by the ministry said Zhila briefed Armenian Defense 
Minister Arshak Karapetian on the “directions and volume of upcoming work” at a 
meeting held on Thursday. Karapetian specified, for its part, “the scope of 
issues of utmost importance to the Armenian side,” the statement said without 
elaborating.
Armenia moved to deepen its already close military ties with Russia shortly 
after the six-week war in Nagorno-Karabakh stopped by a Russian-brokered 
ceasefire last November.
Moscow has since deployed troops in Armenia’s Syunik province bordering 
districts southwest of Karabakh retaken by Azerbaijan during and after the 
hostilities. Yerevan requested additional Russian troop deployments along the 
Armenian-Azerbaijani border in May.
The Russian and Armenian militaries held at least two rounds of “staff 
negotiations” in the first half of this year. Karapetian’s predecessor 
Vagharshak Harutiunian said in January that they are aimed at “assisting us in 
the reform and modernization of Armenia’s armed forces.”
Russian Defense Minister Sergei Shoigu reportedly assured Karapetian on August 
11 that Moscow will continue to provide such assistance. Shoigu also signaled 
the start of more Russian arms supplies to the Armenian army.
Karapetian again visited Moscow two weeks later to attend the opening ceremony 
of an international arms exhibition and meet with top Russian defense industry 
executives. He said Armenia plans to buy modern Russian weapons but did not go 
into details.
“I can say that I haven’t heard a single word ‘no’ here,” the Armenian defense 
minister told reporters in the Russian capital.
Dmitry Shugayev, director of the Russian Federal Service for Military-Technical 
Cooperation, listed Armenia among several countries with which Russia signed 
defense contracts on the sidelines of the Army-2021 Expo.
Earlier this week the TASS news agency quoted a senior military official in 
Moscow as saying that Russia and Armenia are now discussing a new agreement on a 
joint air-defense system.
The two states already have such a system that includes elements of a Russian 
military base stationed in Armenia. It was set up in the late 1990s and upgraded 
by a Russian-Armenian treaty signed in 2015.

Azerbaijan again violates ceasefire, opens fire at Armenian positions in Gegharkunik section of border

YEREVAN, JULY 29, ARMENPRESS. On July 29, at around 03:00, the Azerbaijani armed forces, violating yesterday’s agreement on the ceasefire, again launched a provocation in the Gegharkunik section of the Armenian-Azerbaijani border, in the direction of Karvachar, by opening fire at the Armenian positions from firearms, the defense ministry of Armenia said in a statement.

The Azerbaijani fire has been stopped after the counter actions of the Armenian side.

As of 07:00 this morning, the situation is calm, there are no shots.

On July 28, at around 03:40, the Azerbaijani armed forces launched a provocation and violated the ceasefire in the northern-eastern section of the Armenia-Azerbaijan border. Three Armenian servicemen have been killed, four others have been wounded in action. The Azerbaijani attacking forces have been repelled to their initial positions, suffering losses. The sides have reached an agreement on ceasefire at the mediation of the Russian side.

COVID-19: Armenian government allocates over 3 bln drams for purchase of Sinopharm, Pfizer vaccines

YEREVAN, JULY 29, ARMENPRESS. The Armenian government allocated 3 billion 459 billion drams for the purchase of Chinese Sinopharm and German Pfizer vaccines against COVID-19.

At the Cabinet meeting today caretaker Minister of Healthcare Anahit Avanesyan said that the share of vaccine recipients in the overall population will increase by 10% (500,000 doses for 250,000 persons).

“The activeness towards vaccines is constantly growing in Armenia. We have already carried out 163,000 vaccinations”, he said.

Caretaker Prime Minister Nikol Pashinyan in his turn expressed concerns that the coronavirus cases are gradually growing in Armenia. “I want to draw your attention to the vaccination process, we should continue effectively conducting the purchase of the vaccines. We need to actively cooperate also with our partners in this process and continue to keep the traditions of mutual help and support”, he said.

He stated that there is a traditiol of quite active cooperation with Georgia in terms of exchanging vaccines. “I want to thank the Georgian government for their decision to donate 50,000 doses vaccine to Armenia”, he said, adding that when Armenia has such an opportunity, a similar decision will be made.

Anahit Avanesyan informed that the government of Lithuania has decided to donate vaccines (27,000 doses) to Armenia.
