By my assignment, today visits were paid to the servicemen of Armenia who were arrested after they returned to Armenia from captivity in Azerbaijan. This is what Human Rights Defender of Armenia Arman Tatoyan wrote on his Facebook page, adding the following:

“Personal talks were held with them at Armavir and Nubarashen Penitentiary Institutions, documents, as well as the state of protection of their rights, starting from the moment that they were captured, were explored.

A little while ago, we summed up the visits, based on the results of which necessary letters will be addressed to the relevant state bodies. Other necessary steps will be taken,” Tatoyan informed.

Azerbaijani serviceman killed on border with Armenia

BAKU, December 9. / TASS /. An Azerbaijani serviceman has been killed on the frontier with Armenia, the Defense Ministry of the republic said on Thursday.

“As a result of another provocation carried out by the Armenian forces, serviceman Asif Aliyev has been killed during the night of December 8 on the Kelbajar direction of the Azerbaijani-Armenian border,” the statement reads.

According to the Defense Ministry, “after some appropriate measures taken by the Azerbaijani army, the enemy was suppressed.” Baku assigned responsibility for the incident to the Armenian military-political leadership.

On November 16, violent clashes between the armed forces of Armenia and Azerbaijan broke out at their border. Yerevan said the Azeri military began advancing into Armenian territory, threatening the highway that connects the Armenian capital with the country’s southern regions and Iran. Baku pinned the blame on Yerevan, saying the Armenian armed forces had staged a provocation by attacking Azeri positions.

In response to the events, Russian Defense Minister Sergey Shoigu held phone talks with his counterparts in Armenia and Azerbaijan. The situation later returned to normal after Azerbaijan and Armenia sought to stabilize it, Russia’s Defense Ministry said.

Azerbaijani press: Azerbaijani serviceman killed in Armenian truce violation

An Azerbaijani serviceman has been killed as a result of an Armenian provocation in the direction of Kalbajar region on the state border, the Defence Ministry reported on December 9.

Azerbaijani army serviceman Asif Aliyev was martyred as a result of another provocation committed by the Armenian armed forces on the night of December 8 in the direction of Kalbajar region of the Azerbaijani-Armenian state border, the ministry said.

It added that as a result of relevant measures taken by the Azerbaijan army units, the opposing side was suppressed.

“The Armenian military-political leadership bears full responsibility for another tension that occurred,” the report added. 

From 1435 to 1530 on December 8, the Armenian armed forces’ units fired from their positions in Basarkechar region’s Yukhari Shorzha settlement on the Azerbaijani army positions in Kalbajar region’s Zaylik settlement. The Armenian troops fired intensively for no apparent reason using small arms, the Defence Ministry said on December 8.

The worst escalation of tension was registered on the Azerbaijani-Armenian state border on November 16. As a result, seven Azerbaijani servicemen were killed and 10 were wounded during military operations in Kalbajar and Lachin on the state border with Armenia on November 16.

The trilateral ceasefire deal signed by the Azerbaijani, Russian and Armenian leaders on November 10, 2020, ended the three-decade conflict over Azerbaijan’s Karabakh region which along with the seven adjacent regions came under the occupation of Armenian armed forces in the war in the early 1990s. 

On January 11, 2021, the Azerbaijani, Russian and Armenian leaders signed the second statement since the end of the 44-day war. The newly-signed statement was set to implement clause 9 of the November 2020 statement related to the unblocking of all economic and transport communications in the region.

On November 26, 2021, the Azerbaijani, Russian and Armenian leaders signed a statement and agreed on a number of issues, including the demarcation and delimitation of the Azerbaijani-Armenian border by late 2021, some points related to humanitarian issues and the issue of unblocking of transport corridors which applies to the railway and to automobile communications.

Armenia: Appeals court overturns Sasna Tsrer verdicts

PanARMENIAN.Net – The Criminal Court of Appeal overturned the verdict of Armen Bilyan, who was earlier acquitted of murder during an episode involving members of an armed group storming a police station in Yerevan in summer 2016. On Friday, December 10, Bilyan was found guilty and sentenced to 25 years in prison. He was remanded in custody.

In February, the Yerevan Court of General Jurisdiction handed a prison term of 4 years and 11 months to Bilyan, who, however, was released on his own recognizance.

The court also handed a jail term of 7 years to Pavel Manukyan, 7 years and 4 months to Vatuzhan Avetisyan, 7 years and 6 months to Mkhitar Avetisyan, 6 years and 6 months to Eduard Grigoryan, 7 years and 5 months to Gagik Yeghiazaryan, 7 years and 1 month to Areg Kyureghyan, 8 years and 2 months to Sedrak Nazaryan, and 25 years to Smbat Barseghyan, who was accused of killing a police officer.

The group known as Sasna Tsrer (named after the Armenian epic “Daredevils of Sassoun”) stormed a police patrol department in summer of 2016 and took everyone inside hostage.

Throughout the following days, the group released the captives one by one. After negotiations that lasted a little over two weeks, the gunmen agreed to surrender to law enforcement officers. Three police officers were killed throughout the crisis.

Armenian candidate judges trained on probation matters

A group of 12 candidate judges enhanced their knowledge on legal aspects relating to the court procedure while dealing with probation beneficiaries.

During the training, the rector of the Academy of Justice highlighted the importance of the justice system in ensuring the rights of the probation beneficiaries. The participants were acquainted, among others, with the new criminal law provisions that should enter into force in July 2022 as well as with the role of the probation service in light of new restrictive measures. The importance of the increased coordination between the probation service and judges was underlined.

This session is a part of the training course which was included in the annual in-service training programme of the Academy of Justice for 2022 for judges, candidate judges, and prosecutors in Armenia.

The training session was organized on 29 November 2021 in-person in cooperation with the Academy of Justice under the framework of the project “Support the scaling-up of the probation service in Armenia“ implemented by the Council of Europe and financed through the Council of Europe’s Action Plan for Armenia 2019-2022.


COVID-19: Armenian CDC reports lowest daily death toll in two months

YEREVAN, DECEMBER 3, ARMENPRESS. 13 people died in one day from COVID-19 in Armenia, the lowest daily death toll in two months, according to the National Center for Disease Control and Prevention.

The total death toll reached 7644.

399 new cases of COVID-19 were confirmed in the last 24 hours, bringing the cumulative total number of confirmed cases to 339,977.

The total number of recoveries reached 319,476 (995 in the last 24 hours).

6484 tests were administered.

As of December 3 the number of active cases stood at 11,405.

President of Russia Vladimir Putin welcomed the readiness of Prime Minister of Armenia Nikol Pashinyan and President of Azerbaijan Ilham Aliyev to meet in Brussels on December 15, ARMENPRESS reports Putin said in a trilateral meeting with the Armenian and Azerbaijani leaders in Sochi.

“I know that a meeting is scheduled also in Brussels in the near future and you have agreed to go there and meet there. We also welcome this. The more you have opportunities for direct contact, the better. Recently I talked about that also with the Presidents of the European Council Charles Michel and he looks forward to seeing you”, Putin said.

A bilateral meeting has been held between President of the Republic of Azerbaijan Ilham Aliyev and President of the Russian Federation Vladimir Putin in Sochi.

“Hello, dear Ilham Heydar oglu,” President Vladimir Putin said welcoming President Ilham Aliyev. “Thank you very much for agreeing to come. Many questions have piled up. Of course, our trilateral meeting on the settlement of the Nagorno-Karabakh conflict will be in the spotlight.”

“I was just talking to my colleagues – the Deputy Prime Minister you know very well, who deals with economic problems and the opening of transport corridors, the Defense Minister, the Director of the Federal Security Service to which the Border Service is subordinated and which is known to have made a significant contribution to the settlement,” President Putin said.

“In general, there are many questions there, but in any case, I would like to start our bilateral meeting by saying that next year marks the 30th anniversary of the establishment of diplomatic relations between our countries,” the Russian president said. “Of course, this is an event that we will need to celebrate. In this regard, I would like to note that our strategic partnership is developing very successfully.”

“Suffice it to say that despite all the issues related to the pandemic and the associated restrictions in the economy, our trade turnover increased by 11 percent in the first nine months of this year,” President Putin said. “This is a good indicator. Some 900 Russian companies operate in Azerbaijan. Russia has invested $4.5 billion in Azerbaijan’s economy. Russia is one of Azerbaijan’s leading economic and trade partners.”

“Of course, humanitarian relations are maintained against this background,” the Russian president said. “I always talk about that in our meetings in the first place. I would like to thank you for your attention to the development and support of the Russian language. You have 304, in fact, as far as I know, even more, 340 schools with Russian-language education.”

“A total of 34 percent of Azerbaijani schoolchildren study in Russian and learn this language in one way or another,” the Russian president said. “This is a good indicator, an indication of the efforts of the Azerbaijani leadership and the Azerbaijani people to maintain close and multilateral relations.”

“These relations are truly multifaceted,” President Putinsaid. “Both humanitarian relations and youth ties are developing. We have many such events supported at the global level. This creates good conditions for the development of our relations in the future.”

“As for the settlement of the Nagorno-Karabakh conflict, we are talking about it in a trilateral format,” President Putin said. “The Prime Minister of Armenia will join us soon and we will continue these discussions. But it seems to me that our peacekeepers are also playing a positive role here. The Russian-Turkish ceasefire monitoring center is working hard.”

“Unfortunately, there are problems and incidents,” President Putin said. “Unfortunately, there are still casualties. We have gathered to see what has been done and what everyone should do to ensure that no such incident occurs, and also to calm the situation and create conditions for people to live comfortably and develop the region. I am very glad to see you. Welcome.”

“Thank you very much, dear Vladimir Vladimirovich,” President Ilham Aliyev said. “First of all, thank you for the invitation. I am delighted to see you again. We have had a very active dialogue this year – we both met and often talked on the phone. We are very pleased with the development dynamics of our bilateral relations.”

“But first of all, I would like to express my condolences to you in connection with the tragedy at the coal mine in Kemerovo region,” President Ilham Aliyev said. “Unfortunately, many people have died. I sent you a telegram yesterday. Today, on behalf of the people of Azerbaijan, I once again offer my condolences to you and all the people of Russia.”

“We have resolved many issues in a bilateral format, and today we characterize our relations as those of strategic partners,” the Azerbaijani president said. “This is not just a phrase, it really is the case, and we intend to raise the level of our relations in all directions. As you mentioned, the trade turnover is growing.”

“There is a strong mutual interest in economic cooperation, including cooperation between business circles,” the Azerbaijani president said. “Of course, we are happy that our relationship covers many areas. At present, we are implementing seven roadmaps related to most areas of the economy, transport and humanitarian cooperation.”

“Thank you for appreciating our efforts to promote and preserve the Russian language in Azerbaijan, including those in the educational process,” the Azerbaijani president said. “I would like to thank you also for the excellent conditions created for Azerbaijani students in Russia. In the run-up to this visit, I reviewed the latest information. More than 15,000 Azerbaijanis, Azerbaijani citizens are studying in Russian universities.”

“In fact, this means a whole university,” the Azerbaijani president said. “People receive very good education here, and this automatically becomes a bridge between our countries. This week has been very significant in the development of our relations. Earlier this week, I received the Deputy Prime Minister of the Russian Federation, and last night I received the President of the Russian Academy of Sciences.”

“Your special envoy for humanitarian cooperation has been in Baku all week with a very important mission, such as the settlement of relations between Azerbaijani and Armenian intellectuals and cultural figures with the active participation of Russia,” President Ilham Aliyev said. “A major business conference of the Russian Export Center and “Roseksimbank” was held recently, this week. The conference was joined by more than 30 Russian companies. In other words, this week has been quite significant in characterizing only some directions of our interaction.”

“Of course, we will talk about the Armenian-Azerbaijani issue in detail today,” President Ilham Aliyev said. “I must note that since the beginning of the operation of Russian peacekeeping forces on 10 November last year, there have been no major incidents in the area of responsibility of Russian peacekeepers. There were no armed clashes, there have been no serious incidents.”

“There have been certain incidents that were not of the nature of a systemic crisis,” President Ilham Aliyev said. “There have been armed clashes on the Azerbaijani-Armenian border, but this is not the responsibility of Russian peacekeepers. However, of course, this forces us to pay close attention to all this, to talk about how we can control these risks, minimize them, including the trilateral format, and work on a comprehensive settlement of Armenian-Azerbaijani relations.”

“We highly appreciate your role in this matter, the role of high-ranking representatives of the Russian government and, of course, the role of Russian peacekeepers in maintaining peace in Karabakh,” President Ilham Aliyev said. “We hope that this work will be continued next year and good results will be achieved.”

“Thank you very much again for the invitation,”President Ilham Aliyev said. “I would like to say again that I admire the beautiful nature of this land, which is the pearl not only of Russia, but of the whole world.”

“Thank you very much,” President Putin said.
