Deputy Assistant Secretary of State, US Co-Chair of the OSCE Minsk
Group Matthew Bryza told Mediamax agency that "It is important to
calmly speak about the involvement of NKR representatives in the
negotiation process, since we are approaching the discussion of an
all-embracing peace agreement."

Commenting on the possible influence of the Kosovo status on the
settlement of other conflicts, Matthew Bryza said, "The US position of
the issue is distinct: the outcome of the talks on the status of Kosovo
will not create a precedent for resolution of other conflicts. Every
conflict is unique and has its unique historic facts, as well as unique
structures and formats that have developed in the course of time and
continue to develop to help the parties reach the final objective:
the peaceful and lasting resolution of the conflict."

On Friday, in the course of the Council for Youth Affairs at RA
Government, the primary directions, arrangements and programs aimed
at conducting effective youth policy were presented. Besides, the new
projects were defined for the next year. By the end of the sitting,
RA Prime Minister Andranik Margarian awarded the leaders and the
representatives of some youth organizations with letters of gratitude.

The nominees for the prizes included A. Avagian, chairman of the
student’s council of the Yerevan State University, K. Grigorian, member
of Union of the graduate students of the Yerevan State University, S.
Mertarjian, member of the board of RA National Council for Youth
Affairs, L. Nalchadian, coordinator of Program of Youth Clubs
Federation, A. Shakarian, coordinator of the Program of the School
for Young Leaders, and T. Minasian, coordinator of "The Generation
of Independence" youth program (journalist of "Azg" Daily newspaper).

Public Radio met today with journalists to summarize the year of
2006 and speak of the plans for 2007. The biggest achievement of
the past year was the 100-per-cent re-equipping of the [Public]
Radio. The Public Radio said goodbye to the 20-year-old equipment and
today broadcasts four programmes in digital technology. It broadcasts
programmes in 13 languages abroad. In 2007, there will be no area in
Armenia where the Public Radio’s voice will not reach.

YEREVAN, DECEMBER 21, NOYAN TAPAN. 17 cases of infectious diseases
were registered in Armenia in October 2006. According to the RA
Ministry of Health, 95 cases of lung tuberculosis, 4 cases of HIV,
one case of measles were registered in October, which represents
a decline by 14, 4 and 2 cases on the same month of last year. 88
cases of hepatitis, 544 cases of acute intestinal diseases and 6,793
cases of acute respiratory diseases were registered in October, which
represents a growth by 46, 62 and 1,314 cases on October of last year.

L eur projet s’intitule " Merhabarev ", contraction de merhaba et
de barev, qui signifient bonjour en turc et en armenien. Ils sont
dix photographes – cinq Turcs et cinq Armeniens – reunis autour d’un
objectif : porter un regard pacifie sur les relations entre les deux
pays et tenter de depasser les prejuges, toujours ancres a Istanbul
et a Erevan. " Nous voulons creer des ponts entre nos nations et nos
cultures ", expliquent-ils.

Au printemps, les cinq Turcs sont partis arpenter la petite capitale
armenienne pendant une semaine. Leurs cinq alter ego caucasiens ont
ensuite ecume Istanbul. Le resultat : 18 000 cliches en noir et blanc
des deux villes, de leurs habitants, de leur vie quotidienne… Pour
finalement en selectionner 130. Presente fin octobre en Armenie, leur
travail est expose du 4 au 23 decembre dans une galerie d’Istanbul
connue pour ses choix audacieux. Au meme endroit, il y a quelques
mois, une exposition sur les emeutes antigrecques de 1955 avait rendu
furieux des militants ultra-nationalistes turcs qui avaient saccage
une partie des oeuvres.

L’initiative, cette fois encore, n’est pas passee inapercue. La Turquie
fulmine contre la France, dont les deputes ont vote, le 12 octobre,
une loi penalisant la negation du genocide de 1915. Ankara refuse
toujours de reconnaître ces massacres.

" Des decisions politiques ne peuvent pas resoudre un problème comme
celui des relations entre la Turquie et l’Armenie. La photographie
est une autre methode d’approche, explique Ozcan Yurdalan, membre de
l’agence stambouliote Nar Photos. Cette exposition est un miroir où
nous nous regardons a travers le regard des autres. " Dans les medias
turcs comme armeniens, l’initiative " Merhabarev ", soutenue par la
fondation allemande Heinrich-Boll, est accueillie très favorablement.

" Il est très important de connaître nos pays autrement que par la
propagande televisee ", souligne Ruben Mangasaryan, qui dirige le
departement photographique de l’Institut des medias du Caucase,
a Erevan. Au cours de leurs sept jours sur le terrain turc, les
cinq d’Erevan ont photographie des sujets heteroclites : derviches
tourneurs, bidonvilles d’Ayazma, une banlieue delabree d’Istanbul,
portraits d’Ataturk qui ornent les boutiques et les bureaux, ou des
ceremonies de circoncision… " Nous avons vu comment les gens vivent,
en passant beaucoup de temps dans les rues, a discuter, raconte Karen
Mirzoyan. Et nous avons plein de choses en commun. "

C’est la meme recherche du point commun qui a guide les reporters turcs
a travers leurs rencontres armeniennes. " Nous avons vu a quel point
ils etaient semblables a nous, constate Kerem Uzel. Le the ou le cafe
qu’on partage, l’hospitalite… Nos cultures sont très proches. "
A Erevan, ils ont retrouve des images familières, en parcourant
les marches ou les coulisses d’un theâtre. " Le plus gros problème,
c’est que les gens des deux pays ne se connaissent pas bien. Certains
de mes amis armeniens ne veulent pas entendre parler des Turcs ",
lâche Karen Mirzoyan. Ses grands-parents ont fui les massacres en
1915 a Van, aujourd’hui situee dans l’est de la Turquie.

Lui veut inviter a la reconciliation.

accession talks with Turkey should be put on ice, German Chancellor
Angela Merkel last week during a meeting with French President Jacques
Chirac called for a "review clause" allowing any of the EU’s 25 members
to put a hold on negotiations. Long a supporter of offering Turkey a
"privileged partnership," Merkel’s comments alarmed Foreign Minister
Frank-Walter Steinmeier, a member of the Social Democratic Party,
which shares power with Merkel in a grand coalition government and
supports Ankara’s bid for EU membership.

After facing criticism from members of conservative Christian parties
— who have called for freezing membership talks with Turkey — over a
warning to Merkel about taking too harsh a line with Ankara, Steinmeier
denied any difference of opinion between himself and the chancellor.

Steinmeier added that he and Merkel agreed Turkey should not be allowed
to escape punishment for refusing official recognition to Cyprus,
an EU member since 2004, but that a complete halt to negotiations
would be an unwise overreaction. "I argue for the European reaction
being marked by a sense of proportion and responsibility," Steinmeier
said in Monday’s edition of the German news weekly Der Spiegel. "We
must not overstrain things to the extent that the process of moving
closer, which has taken many years, is brought down in one week It
would be a serious strategic loss for the EU" if Turkey’s door to
the block were to be shut…" he said.

The current Finnish EU presidency, while not specifying a number
of chapters to be frozen, said in a draft proposal to the foreign
ministers that "chapters covering policy areas relevant to Turkey’s
restrictions as regards the Republic of Cyprus" should not be
opened "until the commission confirms that Turkey has fulfilled its
commitments," reports Deutsche Welle.

TBILISI, December 19 (Itar-Tass) — Russian gas supplies to Armenia
have halved because of a landslide that damaged a 1,200-millimeter
trunk pipeline in Georgia.

"The reduced deliveries have not affected people, industrial
enterprises and heating plants, as the deficit is being compensated
from a Yerevan underground storage facility," said Shushan Sardarian
from the Russian-Armenian joint venture ArmRosGazprom.

The landslide occurred in the highland Dusheti district of northeastern
Georgia. The pipeline will be repaired in several days, a source at the
Georgian International Petroleum Corporation told Itar-Tass on Tuesday.

The accident happened on December 18, and the deliveries are being
made through the spare 700-millimeter pipeline.

"The spare pipeline has a smaller capacity than the damaged
1,200-millimeter pipe, so the deliveries to a number of Georgian
areas and Armenia have reduced," the source said.

YEREVAN, DECEMBER 19, NOYAN TAPAN. Freezing the negotiations
on Turkey’s joining the European Union is to the advantage of
Armenia in terms of formation of some preconditions for opening
the Armenian-Turkish border. The Director of the Armenian-European
Policy and Legal Advice Centre (AEPLAC) Tigran Jrbashian expressed
this opinion at the December 19 press conference. According to him,
the opportunties to be created as a result of opening the border are
most important, as these opportunities are related to a decline in
transportation costs of Armenian goods to Europe via Mediterranean
ports. In the speaker’s opinion, by opening its border with Armenia,
Turkey in its turn may create favorable conditions for Eastern Turkey’s
development because Armenia is more developed than the eastern regions
of Turkey. In his words, in terms of its economy Western Turkey
is three times as much developed as Eastern Turkey (by its economic
product per capita), and during the negotiations the EU put forward the
requirement that Turkey should solve the problem of disproportional
regional development. T. Jrbashian said that the "cheapest version"
of the problem’s solution is to open the Armenian-Turkish border.

VARTAN OSKANIAN DISCUSSES POSSIBILITY TO EXTEND COOPERATION IN ENERGY SPHERE IN IRAN

TEHRAN, DECEMBER 18, NOYAN TAPAN. On December 17, the delegation led
by RA Foreign Minister Vartan Oskanian was in Iran on a working visit
at the invitation of IRI Foreign Minister Manouchehr Mottaki. The
two countries’ Foreign Ministers mentioned with satisfaction that
after RA President Robert Kocharian’s visit to Iran in 2006 July,
the agreements reached during the visit are consistently fulfilled,
in particular, construction programs of Iran-Armenia gas pipeline,
high voltage electric conductivity third line, as well as construction
program of an alternative road. They also touched upon possibility
of extension of cooperation in the energy sphere. The interlocutors
discussed a wide range of bilateral and regional issues. They expressed
satisfaction with active development of relations, bilateral contacts
at various levels.

Attaching importance to the work of the bilateral Intergovernmental
Commission, the interlocutors touched upon trade and economic
contacts. It was mentioned that cooperation between Armenia and Iran
in various spheres proceeds not only from two countries’ interests,
but also is beneficial for the whole region. In this respect the sides
singled out full-value exploitation of the North-South axis. The
Ministers touched upon regional problems exchanging thoughts about
developments in Iraq, Afghanistan, Near East. Possibilities of
deepening cooperation at international organizations were also
discussed. Minister Oskanian presented last developments in the
negotiations on Nagorno Karabakh settlement. In the second half of
the day Vartan Oskanian was received by Iranian President Mahmoud
Ahmadinejad. Highly estimating cooperation between Armenia and Iran,
the interlocutors discussed issues relating to the bilateral agenda.

Touching upon ancient-old friendship and historic-cultural communities
between Armenia and Iran, RA Foreign Minister emphasized that today
these contacts are a strong basis for development of special relations
between the two countries that continue to be formed in atmosphere of
mutual respect and confidence. During the meeting between Minister
Oskanian and IRI National Security Supreme Council Secretary,
Ali Larijani, the latter informed him about the last developments
relating to Iranian nuclear programs at international organizations
stressing IRI’s right to use nuclear energy for peaceful purposes. At
Ali Larijani’s request, Minister Oskanian presented the current
stage of negotiations on Nagorno Karabakh settlement. During the
meeting between RA Foreign Minister and Majlis Chairman Gholamali
Haddad Adel, the sides greeted activization of interparliamentary
contacts between the two countries giving assurance that the visit
of IRI Majlis Chairman Haddad Adel to Armenia in September will be
favorable for bilateral relations. The Minister congratulated IRI
Majlis Chairman on the occasion of successful outcome of interim
parliamentary elections, town and village Islamic Councils elections
that ended on December 15. The Majlis Chairman emphasized that
the Armenian-Iranian Intergovernmental Commission is an efficient
structure in the respect of promotion of bilateral relations and
in this context he attached importance to necessity to hold regular
consultations between executive power bodies of the two countries.

According to the report submitted to Noyan Tapan from RA Foreign
Ministry Press and Information Department, Vartan Oskanian also
met with the Iranian Armenian delegation of Armenia-Diaspora Third
Conference and with representatives of the Armenian community.
