Azerbaijani officials have dismissed a call from Europe’s key local
governance body to introduce elections for the mayor of Baku, the
Azerbaijani capital.

"Today Azerbaijan is facing more important issues than [conducting
a] mayoral election," the head of Azerbaijan’s delegation to the
Parliamentary Assembly of the Council of Europe (PACE) Samed Saidov
told the Kavkazsky Uzel news service on September 14.

The Chamber of Local and Regional Authorities of the Council of Europe
called on the tightly-controlled South Caucasus state last week to
join neighboring Armenia and Georgia in electing the mayor of its
capital city. "This will serve to reinforce local democracy in the
country," the chamber’s president, Ian Micallef, said in a September
11 statement.

"The first-ever election of the mayor of Yerevan in Armenia in May this
year, and the initiative of the Georgian president to elect directly
the mayor of Tbilisi, which is already an elected position, have
created democratic momentum in South Caucasus," Micallef continued.

Saidov said that Baku is under no obligation to PACE, one of Europe’s
main human rights bodies, to comply with this request, Kavkazsky
Uzel reported.

Armenian President’s visit to Syria is postponed until 2010

Armenia’s President Serzh Sargsyan has postponed a visit to Syria till
the beginning of 2010 due to his schedule. Head of the Armenian
Diplomatic corps at Foreign Ministry Livon Sargsyan (Armenian
President’s brother) told al-Watan paper last week that the Armenian
President’s visit which was due to be paid in mid-October postponed
due to his schedule.He noted that distinguishable relations between
Syria and Armenia enhanced after President Bashar al-Assad’s visit to
Armenia last June. Last week, Economy and Trade Minister Amer Lutfi
opened the Syrian-Armenian Businessmen Council’s meeting in Yarevan
where the joint investment and economic cooperation relations were on
the table. Mr.Lion Zaki who chaired the Syrian side in the council
said the Armenian side expressed will to export mineral water and
drinks to Syria’s market, to import cotton and raw materials, and to
open a showroom for marketing Armenian products in Aleppo and through
Internal Trade General Establishment. He said that he got
"permissions" to give a free visa to participants in the Syrian
products exhibition besides a discount on tickets and hotels’
bills. Around 120 participants are due to take part in the exhibition
to be mounted on October 1-4 in Yarevan .

Benevolent Union (AGBU) says in a release sent to PanARMENIAN.Net.

`Armenians in both homeland and Diaspora have followed these
negotiations with great interest and concern. We recognize the great
geopolitical challenges faced by Armenia – its concern for its
national security, the need to improve its accessibility and
communication links vital to its economic development, the desire to
participate in regional programs of political and economic
cooperation,’ says the release. Practical though it may be, such
policy should not be implemented at the expense of the fundamental and
historic rights of the Armenian people, authors further state. `The
documents establishing diplomatic relations between Armenia and Turkey
directly or indirectly touch upon the enduring issues of the Armenian
Genocide and our territorial demands. We believe that justice for the
sacred Armenian Case and the international recognition of the Armenian
Genocide should transcend and not be sacrificed for any immediate
diplomatic consideration,’ AGBU finds.

`Protocols also create good chances for Turkey which must prove that
it treats the problem seriously. If Turkey refuses to conduct talk, it
will unmask itself to the international community which encourages
Armenian-Turkish process,’ says the release.

GREATEST GLOBAL COMPETITIVENESS PROGRESS RECORDED IN ARMENIA FOR MACROECONOMIC STABILITY

YEREVAN, September 9. /ARKA/. In terms of global competitiveness
components Armenia showed the greatest progress for macroeconomic
stability, Chairman of "Economy and Values" research center Manuk
Yerghnyan reported.

The country improved its macroeconomic stability position by 30 points
and is now the 53rd.

This may sound strange, but everything will be clearer if macroeconomic
situation in other countries is considered, Yerghnyan said in Novosti
International Press Center.

The global competitiveness is assessed based on 12 main components –
institutions, infrastructure, macroeconomic stability, health and
primary education, higher education and training, commodities market
efficiency, labor market efficiency, financial market efficiency,
technological preparation level, domestic volume, innovations and
business improvement.

Armenia showed one-point improvement on institutions and became
the 95th. In terms of infrastructures the country is now the 81st
(an improvement of 9 points).

The country’s position of some other components was as follows: health
and primary education (still 97th), higher education and training
(2-point down to 96th position), commodities’ market efficiency
(6 point down to 116th position).

The latter is the weakest point of Armenia due to market
monopolization, the expert said.

The country’s position o n labor market efficiency remains the best
(47th) despite a 2-point reduction.

Progress by 10, 7, 2 and 8 points was recorded on financial market
efficiency (97th position), technological preparation level (105),
market volume (109) and business improvement (112).

Armenia recorded a 2-point fall on innovations and ranked the 108th,
Yerghnyan said.

According to the global competitiveness report prepared by World
Economic Forum for 2009-2010 Armenia remains the 97th among 133
countries in terms of world competitiveness in 2009.

THE TWO REPRESENTATIVES OF THE ARMENIAN CATHOLICOSATE OF CILICIA PARTICIPATE
ACTIVELY IN THE DELIBERATIONS OF THE CENTRAL COMMITTEE OF THE WORLD COUNCIL
OF CHURCHES

On 26 August the meeting of the Central Committee of the World Council of
Churches began in Geneva. In the first part of agenda the members received
the reports of the Moderator and the General Secretary, met as regional
groups, and discussed the venue of the next Assembly in 2013. After
approving the agenda of the forthcoming International Ecumenical Peace
Convocation (IEPC) to be held in Jamaica in May 2011, the Committee elected
the new General Secretray, Norwegian theologian and pastor Rev. Dr Olav
Fykse Tveit,. He will be succeeding outgoing general secretary Rev. Dr
Samuel Kobia.

After plenary sessions the members of the Central Committee met in
committees. His Grace Bishop Nareg Alemezian chaired the Policy Reference
Committee and Dr. Nora Bayrakdarian-Kabakian participated in the work of the
Public Issues Committee and presented to the plenary the report on the
Middle East.

On Sunday 30 August 2009, during the farewell in honor of the outgoing
General Secretary Rev. Dr. Samuel Kobia, His Grace Bishop Nareg read the
message of His Holiness Aram I, who has been Moderator of the World Council
of Churches Central and Executive Committees for two terms (1991-2006).

The next meeting of the Central Committee will be held in February 2011.

The Armenian Church has four members at the Central Committee of the World
Council of Churches. Archbishop Vicken Aykazian and Ms. Paula Devedzian,
representing the Holy See of Etchmiadzin, and Bishop Nareg Alemezian and Dr.
Nora Bayrakdarian-Kabakian, representing the Holy See of Cilicia.

of Yerevan took place today the agenda of which included formation of
four permanent commissions. Chairperson of the financial-crediting,
economic, trade and services, transport and road construction permanent
commission was elected member of Armenian Republican Party’s faction
Naira Nahapetyan, chairperson of legal affairs commission member of
Armenian Republican Party’s faction Yenok Azaryan. Chairperson of
education, culture, youth, health, social protection, sports permanent
commission was elected head of Prosperous Armenia party’s faction
Arman Vardanyan.

The deputy chairperson of the urban, land usage and nature protection
affairs permanent commission was elected member of Armenian Republican
Party’s faction Hrach Poghosyan, deputy chairperson of the education,
culture, youth, health, social protection and sports permanent
commission was elected member of Armenian Republican Party’s faction
Anna Asatryan and deputy chairperson of legal affairs permanent
commission was elected Poghos Plavchyan.

The session did not elect chairperson of the urban, land usage and
nature protection affairs permanent commission, and deputy head of
the legal affairs commission.

Head of the ARP’s City Council faction Derenik Dumanyan said that
according to the legislature in these posts candidates must have been
nominated by Armenian National Congress and as far as it did not take
place the posts remained vacant.

"I do not think issues may arise, the commissions have members and
I think they will work normally. It would be very good if ANC too
participates in the works," Dumanyan said.

A delegation of the Republic of Armenia’s MFA staff and RA diplomatic
corps abroad, headed by Foreign Minister Edward Nalbandian, paid a
two-day visit to Stepanakert.

The delegation members met with NKR President Bako Sahakian to discuss
a wide range of issues related to the foreign policy and the two
Armenian states’ collaboration in this sphere. During the meeting,
Bako Sahakian emphasized that official Stepanakert’s position on the
Azerbaijani-Karabakh conflict settlement remained unchanged.

"Any disputable issue should be resolved in a peaceful way, via a
direct and sincere dialogue", emphasized the President.

The Karabakhi head of state stressed that even slight weakening of
Artsakh’s independence and security was out of the question.

"These exceptional values cannot be a subject of bargaining", he noted.

NKR Foreign Minister Georgy Petrossian participated in the meeting.

Besides, the delegation members met with the NKR NA Deputies and
MFA staff.

"Similar meetings are an exceptional chance for us, the Artsakh
parliamentarians, to offer you directly our views on the Karabakh
conflict settlement process, as well as the issues on Armenia’s
foreign policy agenda", noted Parliament Speaker Ashot Ghulian.

An exchange of o pinions on a series of issues related to the current
stage of the Azerbaijani-Karabakh conflict settlement, intensification
of the parliamentary diplomacy, coordination of the activity in
the political arena, etc. took place. Some specific proposals were
introduced at the meeting.

Soft power used in foreign policy to settle intricate disputes

We have left a pretty hectic summer behind. We already knew that it is
impossible to have a decent vacation in this country because of rapid
and unexpected developments, but foreign observers seem to be appalled
by this.

A friend of mine from the US who drew attention to the growing number
of priority items on the political agenda said, `Turkey will most
likely receive international attention and become the main subject of
frequent discussions on the world agenda.’

The upcoming days bear great importance in terms of the future
direction of disputes and issues including the Kurdish problem, the
Cyprus issue and the conflict and disagreement in
Nagorno-Karabakh. None of these problems is independent of the
others. The Kurdish issue is at the heart of other major problems such
as terror, democracy and human rights. The Cyprus issue concerns the
two communities on the island as well as the entire region and
Turkey’s relations with the EU. The Nagorno-Karabakh issue heralds the
arrival of a reasonable process with respect to Caucasian peace and
genocide discussions that goes beyond bilateral relations between
Turkey and Armenia.

It is not a coincidence that all three have come up together. Foreign
Minister Ahmet DavutoÄ?lu, who crafted the policy of
problem-free relations with neighbors, notes that Turkey serves as a
role model because of its use of soft power to lead notable
initiatives, stressing that it was not a coincidence that the country
is handling all three problems simultaneously.

Turkey has taken decisive steps to resolve all three problems. Despite
obstacles and resistance from opponents, a friend of mine who is a
foreign policy expert recalls, Turkey’s steps and initiatives have
brought it to a strong position in the peace project. "The involvement
of President [Abdullah] Gül is an asset. Prime Minister [Recep
Tayyip] ErdoÄ?an’s determination and courage should also be
noted. Foreign Minister DavutoÄ?lu’s strategic depth policy is a
masterpiece in the field of foreign policy that attracts the attention
of the world. Above this, there are also surprises that history brings
to the fore. Armenia’s progress for peace, advancement made to resolve
the Kurdish and terror issue, Turkey’s advantageous position in Cyprus
since April 24, 2004 and all other leading examples show that Turkey
will take the lead in remarkable projects through the use of soft
power," he explained.

Some other factors should also be mentioned. Above all, the current
status of the Ergenekon case and investigation should be noted. We
have witnessed that political actors would be unable to take risks
without dealing with this problem. Moreover, Turkey’s prestigious
position in the field of energy security via the Nabucco project was
further consolidated by bilateral deals concluded with Russia. Foreign
Minister DavutoÄ?lu, who attracts attention to the importance of
maintaining peace, draws a general sketch of the Cyprus issue: `If it
is peace that is at stake, even a single day matters. It is now
unacceptable to delay the peace process. Alternatives should be
considered in case of the failure of existing policies. ¦We want a
comprehensive peace, and we look at this issue from this perspective.’

Turkey is now in a position where it does not have to consider
external pressures that might block its peace process. This
observation is stressed by DavutoÄ?lu, who said: `Seeking to put
pressure on Turkey means being unable to understand or appreciate
Turkey’s power.’ This is a process parallel to consolidation of
democracy and economy. The peace process takes Turkey to the center of
intricate disputes; Turkey relies on its soft power to take care of
these issues. Peace is even more difficult than war, and it looks like
Turkey is going to make it.

Religious Affairs Directorate to support democratic initiative with
Kurdish sermons

Direct or indirect remarks in the weekly sermons recited in mosques
during Friday prayers are viewed as support extended by the
Directorate of Religious Affairs for the government’s recent
initiative to resolve the Kurdish issue. Such support could actually
be seen as normal since Islam is a religion of peace, so it could be
argued that there is nothing unusual about the directorate’s support
for the democratic opening.

However, the matter also holds a political dimension as well. The
department, which pays the utmost attention to keeping mosques away
from political discussions, acts meticulously to prevent any
criticisms. A friend of mine who is a deputy and an expert on religion
said: `The directorate would have been braver on this matter if the
opposition parties had been more constructive. It is only normal that
peace messages are delivered at our mosques. As far as I know, the
directorate already started its initiative when it decided that
sermons could be recited in Kurdish in some mosques. Nothing happened
when TRT Å?eÅ? was launched. And of course, the
directorate will meet the demands of Kurdish citizens.’

TRT Å?eÅ? might be criticized; however, the Directorate of
Religious Affairs should be careful to avoid criticism. This
carefulness and meticulousness can be observed in the response of the
president of the directorate, Dr. Ali BardakoÄ?lu, to my
question on this matter. He said: `At the moment, we have sermons in
Turkish alone, not other languages. We will, however, consider demands
on this matter, if necessary.’ The first part of the statement seeks
to prevent criticism from nationalist circles, whereas the second part
recalls that it is their duty to explain Islam to people in a language
they understand. It should be noted that the first sentence notes that
only the Turkish language is used in sermons whereas it does not
dismiss the use of other languages. It does not seem logical to think
that the directorate will object to the recital of sermons in Kurdish
as there are sermons in German recited in Germany under the
sponsorship of the
directorate.

Cyprus may become role model for Middle East

It is now not viable to sustain or rely on policies focused on delay
or postponement of the dispute in Cyprus. Turkey has clarified its
stance vis-a-vis wasting time during negotiations that fail to achieve
peace. From Turkey’s perspective, the final goal of negotiations is
the attainment of peace. The 40-round first phase of negotiations
lasted one year; however, no visible progress has been made. None of
the issues has been resolved. Offers for interim agreements seem to be
illogical since there is still no hope for a viable agreement.

This is where the relationship between Mideast peace and the Cyprus
issue starts. The Cyprus peace process, which will not repeat the
mistakes committed during the Israeli-Palestinian peace process, may
serve as a role model for the Middle East. Yasser Arafat and Shimon
Peres, who signed a peace deal in Oslo, were awarded a Nobel Prize,
but this did not bring peace to Palestine. An approach that will
maintain peace in Cyprus may serve as a model for the Middle East.

"The agreement between Turkey and Armenia to normalise their
relations is excellent news," said Lluís-Maria de Puig, President
of the Parliamentary Assembly of the Council of Europe (PACE), PACE
website reported.

"This is something that the Parliamentary Assembly of the Council
of Europe has long been hoping for, and working towards.The two
governments have accepted that, whatever the difficulties of the past,
they must look to the future – on behalf of all their peoples. The
Assembly, a forum where Armenian and Turkish parliamentarians work
together as colleagues, stands ready to help in any way it can to
advance this process. I look forward to the ratification of these
two protocols by both parliaments, beginning a new – and brighter
– chapter in relations between these two Council of Europe member
states", he said.
