Iran, together with Armenia, will create an international wildlife
park in the Nurduz border zone, İRNA news agency quoted head of
Iran’s Araz free economic zone Sadiq Najafi as saying.

He noted this project will be implemented to promote wildlife in
the region.

“The project will begin in the near future. In the park, which will
be created on the territory of Iran and Armenia local species of
flora and fauna will be protected,” said Najafi.

Organization for the Protection of the Environment of Iran and
representatives of the Araz Free Economic Zone inspected the territory
where a park will be created.

Armenia is for peaceful settlement of the Karabakh conflict in the
framework of the Minsk Group of the OSCE, Armenian President Serzh
Sargsyan confirmed.

President Serzh Sargsyan sent congratulatory messages to the Presidents
of the OSCE Minsk Group co-chairing countries – Russia, France and
United States – on the occasion of the 20th anniversary of the Minsk
Process of the Organization for Security and Cooperation in Europe.

Serzh Sargsyan expressed gratitude for the consistent efforts of
the co-chairing countries and their Presidents towards the peaceful
settlement of the Nagorno-Karabakh conflict over the past 20 years.

Underlining that although the main objective of the Minsk process –
the final resolution of the conflict – has not yet been reached,
President Sargsyan noted that it is impossible to overestimate the
great work the Minsk Group Co-Chairs have been doing during the past
20 years to bring the positions of the parties closer, work out the
basic principles, release the tension and maintain peace.

Being greatly interested in the final settlement of the issue,
Armenia will continue its positive and constructive involvement in
the processes of peaceful settlement of the Karabakh issue within the
framework of the Minsk Group for the sake of stability and security
in the region and a better future for the peoples.” Serzh Sargsyan
stressed in the messages he addressed to Dmitry Medvedev, Nicolas
Sarkozy and Barak Obama, the presidential press service noted here
on Monday.

Earlier this month Armenia announced that it would not participate in
the Eurovision Song Contest scheduled to take in Baku from May 22-26.

This is not the first time Armenia and Azerbaijan-and to a certain
extent, Turkey-have clashed over the song competition. Armenia’s latest
decision, however, elicited responses from Azerbaijani and Turkish
officials. Turkey’s EU Minister Egeman Bagis, told journalists,
“We would like Armenia to stay away not from Eurovision, but from
Karabagh. I think they should revise their decision.”

The Eurovision 2012 Logo Asked whether he knew of the appeal sent
to the European Broadcasting Union (EBU) by Armenia to reconsider
the location of the contest, Bagis said he was not aware of such a
move, and added that Azerbaijan’s right to host the event could not
be disputed.

Azerbaijan’s Ell and Nikki came first in Eurovision 2011, earning
Azerbaijan the right.

“Azerbaijan is already a respected factor in the international arena.

It’s a member of the United Nations. This country respects
international law and is directed to democracy. No country has [a]
right to deny it,” added Bagis.

Eurovision in ‘dark place’

In a March 19 article titled “Eurovision: Light Entertainment in a Dark
Place,” The Independent newspaper questioned the choice of Azerbaijan
as a host country in light of Baku’s “abysmal” human rights record
of the country, the “authoritarian measures” adopted by its rulers,
and the “beautification” efforts that have led to the eviction of
thousands of citizens in Baku. The article cited criticisms from the
Human Rights Watch and Amnesty International, and added that this
year’s contest “could be the most controversial Eurovision since it
was held in Franco’s fascist Spain.”

Azerbaijani officials have argued that their country is on the path to
democracy, and that no opposition members or journalists are imprisoned
as a means to suppress freedom of speech. “No one outlaws freedom of
speech [in Azerbaijan],” said Foreign Minister Elmar Mammadyarov. Yet,
human rights organizations strongly dispute this assertion. When asked
whether Armenia-Azerbaijan relations would suffer as a consequence
of Armenia’s withdrawal from the contest, Mammadyarov criticized the
“politicization” of the event. “The Eurovision Song Contest should
not be politically exploited and especially not in this conflict,”
he said to the German press.

Armenia explains decision

On March 7, Armenian Public Radio (APR) informed the EBU that Armenia
would not be participating in the 2012 Eurovision Song Contest,
explaining that “it would make no sense to send a participant to a
country where they would be received as an enemy.”

APR went on to say that anti-Armenian statements made by Azeri
officials, including a recent comment by President Ilham Aliyev,
had created an atmosphere where one “cannot ensure equal conditions
for all singers participating in Eurovision.”

Aliyev had posted the following on the presidential website: “Our main
enemies are Armenians of the world and the hypocritical and corrupt
politicians that they control… Members of some parliaments, certain
political figures, etc. who live on the money of the Armenian lobby.”

The executive supervisor of the contest, Jon Ola Sand, expressed his
disappointment on behalf of the EBU. “Despite the efforts of the EBU
and the host broadcaster to ensure a smooth participation for the
Armenian delegation in this year’s contest, circumstances beyond our
control led to this unfortunate decision,” he said.

Anti-Armenian sentiments

The shooting of an Armenian soldier on the Azeribaijan-Armenia
contact line in February had already brought a rise in tensions
before the APR’s announcement. Armenian performers had also issued a
statement calling for a boycott. “We refuse to appear in a country
that is well-known for mass killings and massacres of Armenians,
in a country where anti-Armenian sentiments have been elevated to
the level of state policy,” read a statement signed by 22 musicians,
including 3 past Eurovision contestants.

Anti-Armenian sentiments from the top-level is frequently highlighted
in the media. One often-cited incident is the elevation of Ramil
Safarov to the level of national hero. (In 2004, during the NATO
Partnership for Peace program in Budapest, Hungary, Safarov, an
Azerbaijani army officer, axed his Armenian counterpart to death.) In
August 2011, during a speech marking Azerbaijan’s 20th anniversary of
independence, the head of Azerbaijan’s Presidential Administration’s
political analysis department Elnur Aslanov told over 400 youth,
“The victory in Eurovision Song Contest, wins of Azerbaijani athletes
and the fact that sons of Azerbaijan like Mubariz Ibrahimov and Ramil
Safarov did not kneel down before the enemy give special spirit to
Azerbaijani youth.”

Conflict spillover

Despite Azerbaijan’s expressed distaste for mixing politics with
a kitschy music competition, a much different tune was heard from
the oil-rich republic as recently as in 2009. That year, Azerbaijani
authorities tracked and interrogated dozens of citizens who had dared
to vote for Armenia’s entry, the Inga and Anush Arshakyan sisters.

Called to police stations, 43 citizens had to justify their vote and
affirm their allegiance to their country. Also that year, the EBU found
that the Azerbaijani broadcaster Ictimai Televiziya had intentionally
distorted the TV signal to blur out the telephone number during
Armenia’s performance. Similarly, during the 2010 Junior Eurovision,
Baku authorities were accused of taking the live broadcast off air
when it became clear that Armenian Vladimir Arzumanyan would win.

In 2010, when then 22-year-old Eva Rivas sang “Apricot Stone”
during the national selection process, a Turkish composer claimed
the song’s first seven lines had a political message-that it was
about the Armenian Genocide, and that “motherland” referred to lands
under Turkish control. The story appeared in numerous Turkish and
Azerbaijani newspapers, such as the Anadolu Ajansi (Anatolian News
Agency), the Azeri Press Agency, CNN Turk, and Radikal. Rivas and
her producer said the lyrics in question-“Many, many years ago /
when I was a little child / mama told me you should know / our world
is cruel and wild / but to make your way / through cold and heat /
love is all that you need…”-were about love and peace, and about
the diaspora yearning for the homeland.

Eurovision bans songs that have a clear political message. In 2009,
Georgia’s representatives were instructed to change the words to “We
Don’t Wanna Put In” which, they believed, took a jab at Russian Prime
Minister Vladimir Putin. Georgia, in turn, withdrew from the contest,
which was held in Moscow.

Last year, Azerbaijani newspapers accused Armenia of stealing the
“Azerbaijani national dance,” the kochari, when it was featured in
Emmy’s performance. In 2009, the media attacked the Inga and Anush
sisters for “stealing” an Azerbaijani song titled “Nakhchivan.”

Armenia has also used the song contest as a platform to highlight its
position, irritating Azerbaijan. For instance, in 2009 an introductory
video that aired before Armenia’s semi-final performance showed the
“We Are Our Mountains” monument located in Karabagh. Infuriated,
Azerbaijani representatives complained to EBU officials, and the scene
was deleted from the video. Armenia did not give in easily, however.

As Sirusho, Armenia’s 2008 contestant, read Armenia’s 2009 votes,
she repeatedly flashed a large image of the monument-taped to the
back of her clipboard-as another screen shot of the controversial
monument was displayed brightly behind her.

This most recent decision is not the first instance of Armenian
competitors refusing to travel to Azerbaijan. About a month ago,
29-year-old Grandmaster Levon Aronian, one of two top chess players
in the world, notified the World Chess Federation (FIDE) that he would
not compete in the Candidates Tournament for the World Championship if
Azerbaijan were to host the games. Aronian said that being in a hostile
atmosphere would have an adverse effect on his mental capabilities,
and would rob him of his “peace of mind.” In a Feb. 2 letter, he wrote,
“No circumstances, if they are not chess-related, should prevent the
grandmaster from demonstrating all of his skills.

Unfortunately, at this moment no Armenian can find [a] favorable
or adequate psychological atmosphere in Azerbaijan, whereas that is
something absolutely necessary. In my opinion, all the participants
should be in equal conditions, which is impossible in case of holding
the tournament in Azerbaijan. Security guaranties and any kind of
additional support cannot be a remedy.”

resolution.

Agency (IAEA) in supervision and protection of the radioactive and
nuclear materials. Armenia develops cooperation with the committee
as Armenia has atomic energy production.”

Armenian President underlined that Armenian Atomic station coincides
with the international criterions and the group by MAGATE also
confirmed it after the appropriate checks.

Armenian President used the occasion and thanked IAEC for the
assistance and cooperation.

Armenian President also referred to the disinformation which
Azerbaijani side presented about the Armenian Atomic station during the
Seoul summit. “The obvious disinformation which was announced by the
Azerbaijani President about Armenian Atomic station is not surprise
for me as it is common case for Azerbaijan to spread disinformation
about Armenia everywhere. Azerbaijan spreads disinformation not
only by Armenia and Nagorno Karabakh but also presents the documents
accepted by you and us under false light. Even the UN documents on
Nagorno Karabakh are distorted and they forget that they have started
military actions and then refused to stop them.

They do not want to settle the issue based on the international law and

European Investment Bank To Deepen Cooperation With Armenia

YEREVAN. – Armenian National Security Council (NSC) Secretary Arthur
Baghdasaryan on Tuesday received the European Investment Bank (EIB)
delegation led by EIB South Caucasus and Central Asia Credit Operations
Department Chief, Philippe Szymczak.

The parties reflected on the implementation of several EIB-assisted
programs in Armenia, NSC Press Service informed Armenian News-NEWS.am.

The interlocutors also discussed the carrying out of several new
initiatives in Armenia with EIB’s participation.

They also examined the organization of the working conference, to
be held in the capital Yerevan soon, and which will bring together
representatives from EIB, the European Bank for Reconstruction and

President of Armenia Serzh Sargsyan took part in the nuclear security
summit held on 27 March in Seoul. As press-service of the president
reported, in his speech the president said in particular that nuclear
security is a priority task of Armenia. For this reason, a law was
adopted to control export, transit of nuclear and radioactive goods
of dual purpose as well as the transition of the information of dual
purpose and the results of intellectual activity.

He also emphasized the important role of the IAEA for ensuring of
nuclear security and storage of radioactive materials. “Armenia as a
country generating nuclear energy, has been developing multilateral
cooperation with IAEA. The secure exploiting of the Armenian Nuclear
Power Plant (ANPP) and further raising of its safety, its physical
protection as well as storage of the high activeness nuclear fuel
are the priority tasks of our government. We have been strictly
implementing the requirements of the international norms, offered to
the nuclear plants of the present generation by IAEA. The last year
mission of OSART organized by IAEA proved that the ANPP fully meets
these norms”, – President Sargsyan said.

When commenting on the disinformation about the ANPP presented by
President of Azerbaijan Ilham Aliyev at the summit, Sargsyan said it
has already become a tradition that Azerbaijan disseminates blackmail
about Armenia. “Everything regarding Armenia, all the documents
adopted by the world community, are presented by Azerbaijan in the
distorted way”, – president of Armenia said.

He also added that after the tragedies in Chenobyl and Fukushima
many people do not fully trust in the nuclear energy. But in case of
Armenia, which has no natural resources, there are few alternative
sources of energy which ensure development of the country. “Two
states neighboring to Armenia keep our country in blockade through
breaking international law norms. Along with other problems, it causes
difficulties in the matter of choosing of the alternative ways of
energy independence”, – Sargsyan concluded.

YEREVAN. – Armenia’s national football team is on a very high level
today, and it is ready to compete with the national squad of any
country, Football Federation of Armenia President Ruben Hayrapetyan
stated during his meeting with Yerevan State University (YSU) students
on Tuesday.

The national team’s manager Vardan Minasyan, captain Sargis Hovsepyan,
and Education and Science Minister Armen Ashotyan were also on hand
at the event.

Armenia will face Italy this fall in the World Cup qualifiers. And a
YSU student asked Vardan Minasyan about this match and the Armenian
players’ condition.

“Our priority at this time is the footballers’ athletic condition,
and that they do not get injuries before the game. Perhaps we can
see Norair Mamedov in the team in the Armenia-Greece match. He has a
good level of play; he is patriotic, and has a great desire to play
in our squad,” Vardan Minasyan said.

And Ruben Hayrapetyan said: “Norair Mamedov expressed a wish to play
for Armenia. He will probably come to the national team. The problem
with his coming to Armenia is connected solely with his ‘Mamedov’
surname.”

Another YSU student asked about playing in the Euro leagues and the
development of Armenia’s club football.

And the answer to this question was: “Our teams need to get stronger to
play in the Euro leagues. And in order to get stronger, the Armenian
fans must come to the stadium. And sponsors are needed to develop
club football. I believe we definitely will not have a developed club
football in the near future.”

One More Price Hike: Petrol Prices Up As World Market Increases Cont

Petrol and diesel fuel prices have gone up in Armenia during the
recent two months, which according to economists is unprecedented
and has caused a wave of discontent among consumers.

Only within the last week the petrol price increased by 5 cents,
thus, since this January the price of one liter of petrol has risen
by about 50 drams (about 12 cents), and that of the diesel fuel –
by 20 drams (about 5 cents).

Last Saturday the major gas stations in the fuel market of Armenia –
Flash (42.62 percent shares in the petrol market) and City Petrol Group
gas stations simultaneously raised the prices, as a result of which the
price of one liter of “Regular” petrol reached 490 drams (about $1.25),
“Premium” and “Super”- 510 drams and 540 drams (about $1.31 and $1.39)
respectively, and diesel fuel – 460 drams (about $1.20).

According to Armen Poghosyan, head of Union of Consumers NGO, the
petrol price hike in such a short period of time is unprecedented,
and it is the result of another misuse of the monopoly position. (A
few days ago one of the major companies which imports and sells fuel
– City Petrol Group – was fined for a total of 100 million drams,
about $257,000, for misusing its monopoly position.)

“The petrol price hike does not affect only motorists, but it has
a direct influence upon price hikes of other products, including
agricultural products, as well as products which are imported to
Armenia from other countries by vehicles,” Poghosyan told ArmeniaNow,
adding that their union gets numerous complaints from consumers,
regarding both high prices and the poor quality of fuel.

Mushegh Elchyan, deputy head of the Marketing Department of Flash
Company, told ArmeniaNow that the price hike is solely linked with
developments in the world fuel market.

“There has been a 26-percent rise in petrol’s international price since
this January, whereas in Armenia there is only an 11-percent price
rise,” Elchyan says adding that the price hikes are still expected,
because the high price confirmed in the international market has not
fully reached Armenia yet. “Now we are selling the fuel resources
imported earlier.”

According to Elchyan, the petrol price is not a social issue in
Armenia, because he believes that currently more than 80 percent of
cars in Armenia use gas as a fuel, and “only the middle, high and
richer stratums of society use petrol.”

The State Commission for the Protection of Economic Competition (SCPEC)
representatives report that they have started an examination to find
out the reasons of petrol and diesel fuel price hikes.
