Leader of the Armenian Heritage Party Raffi K. Hovannisian met on
Wednesday with a delegation led by Bjorn Lyrvall, Director-General
for Political Affairs at the Ministry of Foreign Affairs of Sweden,
News.am reports.

The delegation included Deputy Director Martin Hagstrom of the
Ministry’s Department for Eastern Europe and Central Asia. Sweden’s
Ambassador to Armenia Diana Jansen also took part in the event.

During the meeting, the sides discussed issues of relevance to
Armenia’s domestic and foreign policies, and challenges of regional
concern. At the guests’ request, Hovannisian spoke at length about
the pre-election situation in Armenia.

Shortcomings and problems identified

Verifications made in State Revenue Committee have shown that in
certain cases, the taxpayer’s accounts and reports were not analyzed
and studied timely and properly by the officials of the Committee
and activities were not effectively organized.

In the specialized custom house for custom processing of motor vehicles
the values of additional spare parts on the car having an impact on
the customs value have not been properly represented.

The full observance of the established rules of conduct for tax and
customs officers is not still widespread in the work of the system.

Only two or three courses of the study on the presentation of
declarations were annually organized by State Income Committee for
customs mediators and economic entities. In result the level of the
process of self declarations of economic entities is still low, while
the number of declarations made by the mediators is large. In such
situations high prices set by customs mediators became additional
economic burden for businesses.

The changes made in RA law “On Value Added Tax” (06.12.2011), which
was adopted in haste and without public discussion, are considered
negative. The State Revenue Committee, within its jurisdiction did not
provide the necessary consistency in conducting public discussion of
the draft for changes in tax legislation and introducing and applying
them within a reasonable time.

Recorded positive developments

There is a full transition to the risk based inspection system from
ubiquitous control in tax and customs system; the risk based inspection
system has been automated.

In 2011, the State Revenue Committee has taken steps to exclude
taxpayer – inspector communication, introducing electronic reporting
system instead.

The organization of services for taxpayers has been reformed, by
running the taxpayer service centers in revenue system, by tax-payers
call centers, information terminals, as well as the educational centre
of the SRC.

The tax and customs legislation for small and medium enterprises has
been simplified by the introduction of favorable tax regimes and the
optimization of number and frequency of reporting.

The widespread use of cash machines and cash registers and the culture
of receiving coupons has been developed.

TWM automated declaration system has been inserted in Administration
of the customs, which is aimed at reducing the time required for
customs clearance and customs control efficiency.

Documents and time required for customs formalities have been reduced,
the number of documents required for customs control has been reduced
by 5, now only 3 documents are required for customs clearance.

The publication of the official number of voters revealed that after
the presidential elections of 2008 it increased by 173,927. Earlier
official statistics had reported that the population of Armenia has
decreased, making this dramatic increase of the number of voters
appear strange.

The government has thought some explanation indeed. But whatever the
government thinks, the election practices throughout independence and
the history of its “evolution” show that the task is to facilitate
the fulfillment of the wishes of the government in the process of
concocting the official outcome of the elections. In other words,
the government ensures additional 174,000 votes for itself.

It is also clear that these 174,000 votes will be a challenge to the
opposition. One can call on the citizens for take precautions, to
make sure that they find themselves in the voters’ registers, find
and withdraw the names of people registered additionally at their
addresses, as well as their dead or migrated neighbors. However, it
would be too ingenuous to think that this civilian process will be so
powerful to be able to neutralize at least one fourth of these 174,000.

The forces which need to protect their votes in the upcoming
parliamentary elections must find a way of neutralizing those 174,000
votes. And not only the opposition but also the ruling Prosperous
Armenia Party needs to protect its votes. The PAP announced ready to
prevent its votes from being stolen or lost.

Certainly, the problem is more urgent for the Armenian National
Congress, Heritage and Free Democrats and the ARF Dashnaktsutyun.

So, by way of additional 174,000 voters the government provides the
opposition forces with an excellent opportunity for joint discussions,
joint actions and agreement.

It is not Precinct 7, the story of Raffi and Nikol, the row of Heritage
and Congress. It is 174,000 votes which will be added on top of all
the other votes for the government, both real and falsified, ensuring
that the Republicans make its parliamentary majority even vaster.

Hence, there is a clear reason for the political forces outside the
Republican orbit to come to terms. One force will hardly be able to
solve the issue of these 174,000 alone. And if all the forces agree
on joint action, even the weakest effect will be stronger than the
strongest effect of the actions of one force.

At the same time, this problem will act like litmus paper for the
wishes and goals of the participants of the elections, not absolutely
but significantly.

IMPROVEMENT OF THE BUSINESS ENVIRONMENT AS A BASIS FOR THE ECONOMIC POLICY

At the recent press conference, Minister of Economic Development Karen
Yesayan, highlighting the role of private companies in the economic
development and the state-private sector relationship, presented the
steps taken by the Ministry for improving the business environment.

A part of the works envisaged by the Ministry of Economic Development
for improving the business sphere will be carried out within the
Business Environment Improvement Program, about which we asked to
tell Deputy Chief Business Promotion Department of the Ministry
Karen Voskanian.

– According to certain information, the Ministry of Economic
Development revised and put into operation a few times the program
of improving the NKR business environment. Do you have the final
version of the program or should any additions and changes be still
introduced in it?

– The NKR Government activities provide that the qualitative
improvement of the business and investment environment is a basis
for the NKR Government’s economic policy aimed at ensuring high
economic growth. To this end, the Government approved two programs
within the measures on improving the business environment – in 2008
and 2011 respectively.

The program accepted in 2011 is the amended version of the 2008
program; the major part of the measures included in it has been
already carried out, and the second part should be carried out during
2012. Improvement of the business environment is a continuous process,
and depending on the implementation of the measures provided by the
program, operation of the third programs on the business environment
improvement is possible after corresponding discussions.

– Can you, please, introduce briefly the measures to be carried out
in the sphere?

– The measures within the business environment improvement are aimed
at simplification and unification of the tax payment and reporting
processes, improvement of the taxation field, simplification of the
procedures of establishment and liquidation of companies, reduction
and specification of the terms, simplification of the procedures for
issuing construction permits, reduction of the terms, increase in
the level of public awareness in this sphere, reduction in terms of
public property sales, increase in the level of investments protection,
simplification of the procedures of property registration, reduction
of time and expenses, increase and maintenance of public awareness
for simplification of economic activities.

– As far as we know, one of the most painful issues for businessmen
is still the difficult and long process of documentation. What is
done in this direction?

– Most of the reforms are directed also to the simplification of
the documentation process and reduction of terms. To realize the
above-mentioned measures, the Ministry actively worked with all
departments responsible for the measures’ implementation. As a result,
during the year, a series of legislative changes were made, aiming at
simplification of the reporting process required by the law, provision
of corresponding clarifications, improvement of the taxation field,
reduction of the time and expenses for the procedures of establishment
and liquidation of a company, as well as the deadlines for the public
sale of property. It should also be noted that the NKR law ‘On Patent
Fees’ is adopted. The law will create favorable conditions for small
business, and tax reduction will take place in this sphere.

Part of the measures provided by the 2011 program will be implemented
in 2012.

– Are the proposals and complaints of businessmen taken into account
when elaborating the project, in particular of those involved in
small and medium businesses? If yes, then how do you learn them? Do
your specialists meet with them personally? Or is there any body,
through which you can do it?

– When elaborating the acting program, the selection of the measures
included in it was made, mainly aiming at the removal of the known
problems hindering the businessmen’s activities. Providing mutual
contacts with businessmen while implementing the measures became quite
easier with the establishment of the Fund of Legal Entities of the
Union of Artsakh Businessmen, which, as a party to the negotiations,
represents the interests of businessmen. It should also be noted that
there is a corresponding protocol recommendation of the NKR Prime
Minister aimed at continuous improvement of the business environment
and consolidation of the state-private sector cooperation, according
to which the state administration bodies, while elaborating the legal
acts containing corresponding norms for the economic policy should be
involved in the Union of Businessmen. By the way, for public discussion
of the draft regulations elaborated by the Ministry, they are placed
at the Ministry’s website (mineconomy.nk.am). The materials on the
process of implementation of the program of improving the business
environment are regularly updated in the website’s Improvement of
the Business Environment section.

– Can we say that our legislation provides the best conditions for
the business environment or does the legislation need regular changes?

– In the current era of rapid changes, improvement of the business
environment is a continuous process in any country. The Government
takes consistent steps for improving the business environment, by
which the changes in the legislation are conditioned.

– The e-management system seems to be slowly introduced in all the
fields. Can we expect such improvements in the tax sphere and other
instances of documents’ circulation in the nearest future?

– Introduction of the electronic management system in all areas is
the imperative of time. According to the 2012 measures of the program
of improving the business environment, elements of the electronic
management system will be introduced in the taxation and property
registration spheres. The success of introducing the electronic
management system depends also on the level of the society’s
e-literacy, at the increase of which a number of projects being
implemented by the Ministry of Economic Development are aimed.

Azerbaijan and Armenia are not yet ready to settle the Nagorno Karabakh
conflict, according to Matthew Bryza, a former co-chair of the OSCE
Minsk Group and a former US Ambassador to Azerbaiajn.

“The Nagorno Karabakh problem will be solved. Leaders of both countries
have a framework agreement on their tables. One needs to have 4-5
or 6 important conditions to solve the issue,” the diplomat told the
Azerbaijani news agency APA.

“The presidents of both countries must undertake the solution of the
problem and trust each other. This is a great political risk, because
Azerbaijani and Armenian societies are not ready to adopt a decision
for the solution of this problem. Either both societies must change
their views or the presidents must undertake great political risk,”
he was quoted as saying.

Thousands of Armenians, Jews and other supporters will gather in Times
Square on April 22, to commemorate the first genocide of the 20th
century, the Armenian Genocide as well as Holocaust Remembrance Day.

“The event will pay tribute to the almost two million Armenians who
were massacred by the Young Turk Government of the Ottoman Empire
and to the six million Jews who were annihilated by the Nazi regime
during World War II,” Western Queens Gazette writes.

In anticipation of the 97th anniversary of the tragedy which occurred
during World War I, four survivors of the Armenian Genocide, known
as Medz Yeghern, remembered their horrific moments of sorrow, pain
and survival during a special question and answer session at the New
York Armenian Home in Flushing.

The Western Queens Gazette presents the stories of four women, all a
century or older and representing some of the few remaining survivors
of the genocide, told their stories.

“Each year there are fewer survivors to talk to,” said Dr. Dennis R.
Papazian, founding director of the Armenian Research Center at the
University of Michigan-Dearborn. “The fact that they still remember,
at their age, the events that happened to them are an indication of
how traumatic the whole experience was.”

The first was Perouz Kalousdinian, born in Harput (Kharpert), Turkey
in 1909. She was six years old when she witnessed The Turks take
all the males in her family, more than 15 of them, including her
uncles from their homes, tie them up two by two and throw them over
the side of a bridge into the River Euphrates. When she asked her
mother what they were doing with all the men, she started crying and
told her that they’re not coming back. Later on Kalousdinian and her
mother were taken as slaves by the wife of one of the Turkish leaders
called Ibrahim “Bey” to work as maids in their home. About five years
later they fled to Aleppo, Syria, where they remained for about three
years before leaving for America, where her father who fled from the
genocide was waiting for them.

“I hope that one day all the Armenians will gather and take revenge on
the Turks,” Kalousdinian said in her native tongue. “They’re Liars,
they were liars, they are liars and they will always be liars. God
was not with us in those days, but there will come a day when justice
will be served by God and all the Turks will regret what they did to
the Armenians.”

Next came Arsalos Dadir, born August 15, 1913 in Shabin Karahisar,
Turkey. Dadir shared that her father was killed by the Young Turks
when he was only 25 leaving behind herself and her mother who was only
20 when he was killed. Her uncle, a doctor, was one of 300 martyrs
killed on April 14, 1915 when Armenian leaders, including members of
the Turkish Parliament, were murdered. She remembered how the Young
Turks took 10 people from the village, tired them up, and shot them
all. She remembers hundreds of bodies piled on top of each other.

“The Turks massacred us,” she exclaimed. “No one survived who stood
in their way.”

Coming from a wealthy family, her mother, grandmother and
great-grandmother found safety with a wealthy Turkish family. Her
family lost all of their money and land and the family eventually
moved to Constantinople, where Dadir married and raised two children,
before moving to the U.S. later in life.

The third was Charlotte Kechejian, born in Nikhda, Turkey on October
21, 1912.

Kechejian told how she walked with her mother for miles through
the desert to escape persecution by the ruling Turks. She recounted
feeling tired, thirsty and hungry and sleeping in the desert. Her
mother kept promising her that if she would hold on a little while
longer, she would have comfort and happiness and plenty of food to
eat. This, of course, was not so.

“It was awful,” she said. “It’s something I hope you never see.”

Finally, came Azniv Guiragossian, a new resident at the home.

Guiragossian was born on December 30, 1910 in Urfa, Turkey. Her
whole family was killed when she was only six years old and, like
most children who survived the genocide, she was sent to live in
an orphanage.

The event was hosted by New York Armenian Home Executive Director
Aghavni Ellian, Papazian, Case Manager and translator Karine Barsoumian
and Linda Millman Guller of Marketing and Communications LLC.

Accoridng to the paper, “The Armenian Genocide served as a lesson for
other tyrannical regimes. Adolph Hitler, when asked by his general
staff on the eve of the invasion of Poland what the world would think
and how they would be judged by history, replied, “It doesn’t matter.

After all, who today remembers the extermination of the Armenians?”

“Only one Turkish government, under Damad Ferit Pasha, has ever
recognized the Armenian Genocide. His administration held war crime
trials and condemned most of the instigators to the massacre. Every
other Turkish government has continued to deny the genocide,” the
paper concludes.
