Human Rights Defender of Armenia has published an assessment of the
RA Ministry of Nature Protection Activities in 2011.

The Ombudsman revealed problems and registered achievements during 2011
in the area of responsibility of the RA Ministry of Nature Protection.

Among shortcomings and problems the human rights defender identified
destruction of green spaces in the Republic of Armenia, particularly
usage of forests (forest lands) for the implementation of various
economic activities- moreover without a proper assessment of
appropriate resources and estimation of environmental impacts. Cases
of illegal logging continued, which weren’t protocoled by the
corresponding structures of the Ministry and corresponding
administrative proceedings were not launched.

“One worrying issue, which coincides with mining and has environmental
impact, is continuously increasing wastes and tailing as a result
of the mentioned activities. The Ministry did not properly deal with
analysis of lands (tailing, piles of metal mines) in the territory of
Armenia broken and degraded as a result of mining industry. In certain
cases the Ministry failed in the organizational process of informing
the society about planned changes of life environment. And in some
cases draft legal acts were not discussed with public institutions.

During 2011 the “Hot Line” service of the RA Ministry of Nature
Protection registered 36 calls. Such a low ratio evidences both about
low level of awareness of the society, and lack of confidence towards
the Ministry.

Among positive developments, Andreasyan highlights the stable
rising tendency of the lake Sevan level has been preserved, and
public beaches were set up at the lake. Construction activities
of the small Hydro Power Station on the river nourishing waterfall
“Trchkan” are suspended, and the waterfall has been included into the
list of monuments of nature of Armenia as a hydrographic monument
of a special aesthetic value. Some projects for the improvement of
forest area were implemented in Armenia with the support of several
international donor organizations.

The HRD Annual Report 2011 was developed based on the complaints
received by the Staff of the Human Rights Defender, legislation
analysis, trustworthy and non-disclaimed publications in press,
reports of the international and local organizations as well as
information received during the interviews with field specialists
and human rights defenders.

On a recent broadcast of The Chai95 Radio Hour with Adam Taxin,
on WWDB 860 AM in Philadelphia, Republican Pennsylvania U.S. Senate
candidate Sam Rohrer stated that, if elected, he would be willing to
co-sponsor a Senate resolution that recognized the Turkish Muslim
extermination of up to 1.5 million Armenian Christians during the
period from 1915 to 1923 as a “genocide.”

Last Thursday, March 22, Chai95 Radio Hour host Taxin (aka the
writer of this piece) asked Rohrer, a nine-term former Pennsylvania
State Representative from the Reading area: “Would you as a Senator
co-sponsor a resolution [to recognize] the Armenian Genocide,” to
which Rohrer responded unequivocally: “Yes, I would. Absolutely.”

28 March: Active preparations for a presidential election scheduled
for July 2012 have started in [Azerbaijan’s breakaway] Nagornyy
Karabakh. It has already been decided that the process of nomination
of candidates for president in the upcoming election will undergo
substantial changes, Nagornyy Karabakh’s central electoral commission
said.

According to chairman of the central electoral commission Rashid
Petrosyan, the “initiative group” column will be removed from ballot
papers: “In the past, parties or initiative groups could nominate
candidates. But after amendments made to the NKR [Nagornyy Karabakh
republic] electoral code in 2010, an ‘initiative group’ does not have
any relation to the nomination process. A candidate can be nominated
by a party, or a candidate can be self-nominated.”

The central electoral committee approved the form of application for
self-nomination of candidates in presidential elections, the new
form of the ballot paper and the licences of candidates’ proxies,
as well as the mechanism of operation of polling stations.

Expanded list of parties

A new party – Party of Labour and Justice – was set up in Stepanakert
[Xankandi] in early March. It has not been registered with the
Nagornyy Karabakh ministry of justice, and, according to its leader
Marsel Petrosyan, everything will depend on the number [of its
members]. According to Nagornyy Karabakh’s legislation, a new party
has to have at least 300 members in order to be registered.

Petrosyan noted that the “Party of Labour and Justice is a public and
political organization of European type based on social ideology”. “A
decision has been made to set up a number of expert commissions
on defence, human rights and legality issues, on the development of
small and medium-sized businesses, on socio-political, socio-economic,
health, education, culture, youth, financial-credit, agrarian issues,”
the party’s leader said, adding that the party was going to cooperate
with any political forces whose ideas coincided with its goals
and tasks.

According to him, the party will hold a meeting in the beginning of
April, where its platform will be approved and other organizational
issues will be discussed, including [the party’s] registration and
participation in the forthcoming presidential election.

In January 2012, Eduard Aghabekyan, Stepanakert’s ex-mayor, ex-MP and
ex-adviser to the prime minister, resumed the activity of his party
Movement-88. At the same time, Aghabekyan noted that his party was
an opposition force like it was many years ago. He asserted that he
had left politics because of health conditions, but now he felt much
better and was ready to become an active politician.

“Movement-88 is very likely to take part in the upcoming presidential
election and nominate its candidate for the post of Nagornyy Karabakh
president,” he said.

Movement-88 was founded in 2004 as an opposition party. The main
task of the party was to “restore the national spirit of the times
of the start of the 1988 Karabakh movement and to restore civil
self-consciousness, social justice, true democracy, protection of
vital national interests”.

The party took part in the municipal election in August 2004, according
to the results of which the party’s leader Eduard Aghabekyan was
elected mayor of Stepanakert. In the parliamentary election of 2005,
Movement-88 and ARF [ Armenian Revolutionary Federation] Dashnaktsutyun
ran as a single bloc in Karabakh. In the presidential election of 2007,
Movement-88, among other Karabakh parties, supported the candidacy
of the incumbent president of Nagornyy Karabakh. In the years that
followed, the party did not appear on Karabakh’s political scene. In
September 2011, Eduard Aghabekyan nominated his candidacy for the
post of mayor of Stepanakert, but finished third.

Leading parties not yet decided upon candidates

Chairman of the central committee of ARF Dashnaktsutyun in Nagornyy
Karabakh David Ishkhanyan noted that in November 2011 a decision was
made at the party’s congress that the party would definitely take
part in the presidential election.

“But we have not made a final decision whether we will nominate our
own candidate or will support someone else. This issue will be solved
in the coming months,” Ishkhanyan said.

“We have not been operating as an opposition force in the republic
since our party supported the candidacy of incumbent president Bako
Sahakyan in the latest presidential election in Karabakh in 2007,”
he said.

The leader of the Free Homeland party and prime minister of Nagornyy
Karabakh, Ara Harutyunyan, said at a meeting with journalists last
December that the party would voice its stance regarding presidential
election at its congress due to be held in 2012.

According to him, members of the party’s council, as well as
ordinary members, will support the candidacy of the country’s current
president. “If Nagornyy Karabakh’s president Bako Sahakyan nominates
his candidacy in the forthcoming election, there will be no objections,
discussions and proposals from the party,” Harutyunyan said.

Leader of the Communist Party of Artsakh [Karabakh] Hrant Melkumyan
noted that his party was “the most real opposition party in Karabakh,
though not an active one”. At the same time, Melkumyan said that the
party had not decided yet if it would take part in the presidential
election.

“Financial resources are required to take part in elections today. Our
treasury is made of contributions and donations by the party members,”
Melkumyan said, adding that there are around 3,000 people in the
party aged 45 and older.

Also the Communist added that the issue of whether the Communist Party
of Artsakh would participate or not in the regular presidential
election would be decided at the [party’s] congress. “If the
party decides that it should [take part in the election], we will
choose and nominate our candidate to run in the presidential race,”
Melkumyan said.

It should be noted that 10 political parties have officially
been registered in Nagornyy Karabakh as of today. These are the
Democratic Party of Artsakh, Free Homeland party, ARF Dashnaktsutyun,
the Communist Party of Artsakh, For Moral Revival party, Social
Justice, Our Home – Armenia, Movement-88, Armenakan and Christian
Democrats. Three political forces – the Democratic Party of Artsakh,
Free Homeland party and ARF Dashnaktsutyun – are represented in
Nagornyy Karabakh’s parliament.

Three parties enough for Nagornyy Karabakh

The chairman of the standing commission on foreign relations of the
Nagornyy Karabakh national assembly [parliament], Vahram Atanesyan,
says that if there is a challenge from society, the political system
must respond to it.

“I think that the leader of Movement-88 party, by resuming his
political activity, is running a big risk, in the sense that he was
nominated as candidate for the post of Stepanakert mayor in September
2011 when he did not have the public support he could rely on. He made
this audacious step thinking that the public reaction would be strong,
but this did not happen in the end,” the politician said.

Atanesyan doubts that the Nagornyy Karabakh community needs an active
opposition party. “However, I am a supporter of a system where there is
a purposeful state forming force, there are opponents who use their own
views for the further development of the Nagornyy Karabakh republic,”
he said.

According to Atanesyan, Karabakh society does not remember Movement-88
anymore.

“I do not rule out that there are people in society who share the
policy pursued by Aghabekyan. But it is rather difficult to lead
this public opinion. In addition, Movement-88 party must try real
hard to bring back the trust of society as happened many years ago,”
the MP said.

As to the new Party of Labour and Justice, Vahram Atanesyan considers
it to be “premature to say anything about it” as he strongly doubts
that this party’s leaders have any potential as political figures.

At the same time, he noted that not 10 but only three political parties
should exist in Karabakh. “It is quite enough to have three parties in
Karabakh at most, these are Communists, Nationalists and Democrats,
there is no need for the fourth option. It is enough if these people
embrace the whole political spectrum. Meanwhile, in the current
geopolitical situation and strategic conditions the opposition must
be represented by the Democrats,” said the chairman of the standing
commission on foreign relations of Karabakh’s national assembly.

All parties are imitation

In the meantime, the local population gives different assessment to
the political activity of current parties ahead of the presidential
election.

In particular, resident of Stepanakert Darina Sukiasyan was
surprised to learn that there were 10 political parties operating
in Nagornyy Karabakh. “I know only four to three parties that are
in parliament, and the Communists. I have not heard anything about
the others. Probably, they are not needed, as nothing is known about
them,” the woman said.

Driver Suren Atanesyan confessed that once he was a supporter of
opposition ideas and backed the opposition. “I will not support
any party in Karabakh – neither supporters of the authorities, nor
those who declare themselves opposition. All parties are imitation,
in reality no one cares about people,” he said.

A student of Artsakh state university and member of ARF
Dashnaktsutyun’s youth wing, Lilya N, is confident that Dashnaktsutyun
is the most fair and reliable party in Karabakh.

As Kavkazskiy Uzel reported, on 18 September [2011] the fifth local
government elections were held in Nagornyy Karabakh. The voter turnout
in the elections was from 60 to 65 per cent. The observers said there
had been no violations in the voting process. However, several states
did not recognize the elections.

In May 2010, parliamentary elections were held in Nagornyy
Karabakh. The voter turnout was 70 per cent. As a result, Free Homeland
party received majority of votes, gaining support of 46 per cent of
voters. Despite the presence of over 60 observers from different
countries of the world, this election was not recognized by the
international community either. Azerbaijan considers the procedure to
be illegal. The chairman of the central electoral commission said then
that Nagornyy Karabakh did not attach importance to these statements.

PanARMENIAN.Net – Turkey said on Friday, March 30 it will cut imports
of oil from Iran by a tenth, ceding to U.S. pressure a week after
Washington warned Tehran’s customers they could incur U.S. sanctions
unless they significantly reduce purchases, Reuters reported.

Pressure from Washington and Brussels, which will slap a EU-wide
embargo on Iranian oil from July as part of a campaign against Tehran’s
nuclear program, has led to a rally in oil prices this year as markets
fear supply shortages.

The West’s energy watchdog, the International Energy Agency, has
warned that Iran might have to halve its exports by around 1 million
barrels per day later this year because of the EU embargo and as
its four biggest customers – China, India, Japan and South Korea –
are also cutting imports.

Turkey, the fifth largest buyer of Iranian oil, had previously
refrained from committing to lower imports, saying it had
long-established relations with its neighbor Iran and was too dependent
on its oil.

Its statement on Friday effectively leaves China as the only country
that has yet to commit officially to cutting imports in a move that
would potentially further squeeze Tehran’s stretched finances, which
rely heavily on oil revenues.

Turkey’s Energy Minister Taner Yildiz said on Friday the country would
reduce purchases by around 10 percent and Turkey’s sole refiner Tupras,
a unit of Koc Holding, said it would cut imports by 20 percent.

“We plan to increase the number and the route of countries we buy
oil from,” Yildiz said, adding Turkey will partly replace the oil
with 1 million tonnes it expects to buy from Libya.

The country is also in talks with Saudi Arabia on spot oil purchases
and longer term contacts, he added.

Turkey imports around 200,000 barrels per day of oil from Iran,
representing 30 percent of its total imports and more than 7 percent
of Iran’s oil exports.

JERUSALEM. – The key figures of the Israeli Knesset support the
recognition of the Armenian Genocide in the Ottoman Empire, the
representative of the Hay Dat office in Jerusalem Hakob Sevan told
at a press conference on Friday.

As Sevan informed, currently the Hay Dat office in Jerusalem conducts
works towards discussions on the Armenian Genocide.

“Of course for Jews the Holocaust is an exclusive crime. However, there
are people in the Knesset who announce that certainly the Holocaust is
an exclusive crime in history but there are other humanity tragedies
which cannot be ignored and the Armenian Genocide is one of those
tragedies. That is, people have appeared who consider that Israel
does not have the moral right to ignore the Armenian Genocide. Even
though political mood dominates in Israel we were able to use it in
a right way and present the Armenian Genocide to consideration in
the Knesset,” Hakob Sevan said.

Talking about Israeli – Turkish relations Sevan mentioned that at
first everyone thought that it was a show and Turkey was trying to
raise its authority in the Arab World. However, as it came out the
relations between Israel and Turkey have cooled indeed.

He also pointed out that the Armenian – Turkish protocols were a
real blow to the work of Hay Dat. The Israeli MFA holds on to those
documents and refuses to make concessions on this issue reasoning
that negotiations have already started and the issue must be left to
Armenia and Turkey to solve.

All the political forces except the Orinats Yerkir party have been
concerned about the state of science in the country, and take in
into account when making the electoral programmes, correspondent
member of NAS of the RA, Artur Ishkhanyan, said at today’s discussion
“Science financing and suggestions of political forces participating
in elections” in Yerevan.

As a result of the discussions, it has become clear that all the
parties taking part in the forthcoming parliamentary election on 6
May offer to increase science financing up to 1% of GDP.

For his part, representative of Orinats Yerkir party, Hovanes Vahanyan,
said that his party offers to create a career center and raise salary
of scientists, as it will make scientific activity more attractive. The
party offered science financing up to 1% of GDP.

The member of ARFD Artsvik Minasyan and a member of the Heritage
party Hovsep Khurshudyan said that in their party programmes this
indicator was fixed 2-3% of GDP. Minasyan also said that at present
the government allocates 0,25% of GDP for science, though it could
allocate 1-2% without any difficulty.

There is a small but important secret in the story of Mashtots Park
where civil activists are going to dismantle the illegally assembled
boutiques. The names of people who got the right to construct their
shops have never been revealed.

Who are these people? Many names are given, including ex-mayor Gagik
Beglaryan. They have never revealed themselves to the public and the
names of owners are carefully hidden.

Why are these people reluctant to defend their property openly? Either
they know it is illegal or they prefer not to be noticed. It is also
possible that there are no owners, and the Municipality simply does
not want to agree on a compromise with the citizen and refers to the
right to property to justify its actions. Because the Mayor’s office
has no other arguments.

Both cases are a clear violation of law and morality. Will the owners
of boutiques come to protect their property tomorrow? Or do they
believe that the police will do it? But do these owners not realize
that even if they defend these stores, they have already lost their
reputation, and hardly anyone will shop there? Do they not realize
that even if this time the citizens are unable to dismantle the shops,
it will be done at another time, and not all people are so reasonable
as to inform the Police about the dismantlement?

The owners of these shops, if any, should go to Mashtots Park tomorrow
and prove their right to ownership of kiosks in a public park. The
Mayor’s office which refuses desperately to disclose any documents
proving that the kiosks are private property needs to prove the
expediency of providing the right to construct kiosks there too.

Changing a decision, especially one that is illegal, is not a sign of
weakness. When the government renounced the decision to build a water
power plant on the waterfall of Trchkan or to suspend the construction
in the park, nobody accused Tigran Sargsyan of weakness. On the
contrary, most people noted that he made a reasonable decision and
did not ignore the public opinion.

The Municipality needs to be courageous to listen to the opinion of
people and repeal the decision. And if the owners insist, they can
sue Taron Margaryan. Then the civil society will support the mayor.

The oligarchy will hardly help Taron if the society judges him.

It seems that the greens’ campaign to demolish the boutiques in
Mashtots Park has run into the sand.

Nine people promised earlier this week to pull down the boutiques on
Mar 31 1:00 PM.

Over 100 people came to the park on Saturday to support the “wrecking
crew.” The police were already there to guard the boutiques with
batons and shields.

At first the crew said they would give the municipal authorities three
days more for cancelling their decision, but after a short
consultation with their supporters, they started exploring the area to
see which boutique to attack the first.

They urged the policemen to take their side and to stop guarding money
bags’ property, but the guards were unyielding.

In the end the protesters promised to attack the boutiques the moment
they see even a small gap in the cordon.

On Mar 15 the Government allowed construction activities in Mashtots
Park. The municipal authorities say the boutiques will be there for
three years only, but the greens demand pulling them down immediately.

nuclear facilities would be “disastrous,” Turkish Prime Minister Recep
Tayyip Erdoðan said.

He talked to journalists on board an airplane on his way from a
meeting with Iran’s President Mahmoud Ahmadinejad, according to
Hürriyet Daily News.

“The entire region would be devastated if Israel strikes Iran,”
Erdoðan said and added that he shared his views with U.S. President
Barack Obama.

A regional conflict triggered by a possible Israeli strike “would not
end up like the war between U.S. and Iraq. Israel should not attack
Iran,” Erdoðan said and added thatIsrael was taking part in
“disaster-mongering” with its constant threats of a possible strike on
Iran.

“Israel has between 250 to 300 nuclear warheads. Nobody is discussing
that,” Erdoðan told journalists.

“Iran says they would not produce nuclear weapons. They are saying
that they would produce a specific amount of enriched uranium rods and
stop after that,” he added.
