Filmmaker Carla Garapedian to Lecture on Preserving Genocide Testimonies
at U.N., then Boston

(New York, March 30, 2012) – The late Dr. J. Michael Hagopian’s
award-winning documentary film, The River Ran Red, will be screened at
the United Nations during a symposium on April 12 on preventing
genocide. The Honorary Chairs of the symposium are Eugene-Richard
Gasana, Rwandan ambassador to the U.N., and Karen Nazarian, Armenia’s
ambassador to the U.N.

Carla Garapedian, a filmmaker and member of the Armenian Film
Foundation board of directors, will speak after the screening at the
U.N. on the topic of “Acknowledging the Genocide of Armenians.”
Hagopian’s wife, Toni, and daughter, Joanne, have been invited and
will attend the screening.

The following day, Garapedian will present a lecture titled “The
Digital Revolution: Armenian Genocide testimonials and the Shoah
Visual History Archive” at the National Association of Armenian
Studies and Research in Belmont, Mass. Her April 13 lecture will be in
honor of J. Michael Hagopian, the founder of the Armenian Film
Foundation and NAASR’s first board member for California (1959-65).

Garapedian will discuss the new ways Armenian Genocide survivor and
witness testimonies are being made available to universities around
the world via the USC Shoah Foundation Institute’s Visual History
Archive. Founded by filmmaker Steven Spielberg in 1994, the Shoah
Foundation has 52,000 Holocaust survivor video interviews and is now
adding testimonies from other genocides, including the massacre of
Armenians in 1915. Hagopian’s 400 filmed survivor and eyewitness
testimonies will be the first of the Armenian Genocide interviews to
be included in this digital collection.

During her talk, Garapedian, the project leader for the Armenian Film
Foundation’s digitization effort, will give a demonstration of Shoah’s
powerful search engine and discuss the challenges of presenting
survivor information via the internet.

Garapedian is the director of the film Screamers, which was widely
credited with helping to change the public debate on recognition of
the Armenian Genocide in 2006 and 2007. A native of Los Angeles,
Garapedian worked as a producer, director, and correspondent for BBC
in London after earning a Ph.D. in international relations from the
London School of Economics and Political Science.

She is the recipient of the Armin T. Wegner Humanitarian Award and was
recently given the Clara Barton Medal of Gratitude from the Armenian
Genocide Museum-Institute. She worked closely with Hagopian on his
“Witnesses” trilogy of documentary films on the Armenian Genocide. The
River Ran Red is the third film in the trilogy.

“CITY CLEANING” IS ANNOUNCED FOR YEREVAN ON APRIL 14

YEREVAN. – Armenian capital Yerevan’s City Hall is preparing to
appropriately carry out the Saturday city cleaning and tree planting,
which will be held on April 14. This was noted during the City’s
Hall’s regular working consultation on Monday.

In the lead-up to the event, the relevant persons in charge are
instructed to provide the capital’s residents with all necessary
equipment, City Hall Press Service informed Armenian News-NEWS.am.

“Yerevan is the home of us all; and each and every one of us must
participate in the cleaning and landscaping of our courtyards and the
areas around our homes,” Deputy Mayor Kamo Areyan stated, conveying
Mayor Taron Margaryan’s call to action.

Huit partis politiques et une alliance ont ete officiellement
enregistres pour se presenter aux prochaines elections legislatives
dans le cadre du système de representation proportionnelle.

La Commission electorale centrale (CEC) a donne son feu vert definitif
a leur participation lors d’une reunion dimanche. Elle n’a recu aucune
autre demande de groupes politiques.

Les pretendants enregistres comprennent le Parti Republicain du
President Serge (HHK), ses deux partenaires de la coalition – Armenie
prospère (BHK) et Orinats Yerkir ( Etat de droit) – ainsi que les
trois pays et les forces d’opposition de premier plan.

En vertu de la loi armenienne, tous les ces forces a l’exception du
Congrès National Armenien (HAK) devront recueillir au moins 5 pour cent
des voix pour gagner quelques-uns des 90 sièges au parlement repartis
sur la base du scrutin de listes. Les 41 autres sièges seront pourvus
dans des circonscriptions uninominales.

Le seuil du scrutin proportionnel pour les blocs est fixe a 7 pour
cent. Elle est applicable uniquement au HAK, une alliance qui compte
environ deux douzaines de groupes d’opposition.

Ce seuil plus eleve constituerait la raison pour laquelle deux autres
partis d’opposition Zharangutyun (Heritage) et les Democrates Libres,
n’ont pas formalises leur alliance electorale creee le mois dernier.

L’alliance s’est concretisee par la participation d’un certain
nombre de membres eminents de Demcorates libres au sein de la liste
du parti Heritage.

Tout en approuvant toutes les modalites d’enregistrement, la CCE
a ordonne au HAK d’enlever Khachatur Sukiasian homme d’affaires et
ancien vice-president du Parlement au motif qu’il n’a pas vecu de
facon permanente en Armenie au cours des cinq dernières annees.

Sukiasian avait ete deja disqualifie par une commission electorale
de niveau inferieur alors qu’il se presentait a la deputation dans
un vote separe dans une circonscription d’Erevan.

Le president de la CCE, Tigran Mukuchian, a fait valoir que Sukiasian
avait omis de presenter une declaration de la police attestant de
ses cinq ans de residence dans le pays.

Une division de la police armenienne a refuse de delivrer un tel
document le mois dernier, pointant l’absence pendant presque un du
magnat en 2008-2009. Sukiasian et le Congrès ont denonce le caractère
comme politiquement motive de cette decision.

Sukiasian a cependant engage une procedure en appel contre cette
decision de la CEC. Ses avocats estiment que la periode de 10 mois au
cours de laquelle il etait hors d’Armenie constitue moins du cinquième
de la periode de residence minimale exigee par la loi.

Génocide arménien : le Conseil d’Etat saisi…

La loi votée par le Parlement français le 23 janvier 2012, visant à
pénaliser le négationnisme du génocide arménien et qui a été rejetée
par le Conseil constitutionnel le 28 février 2012 , n’a pas fini de
provoquer de nombreuses réactions et suscite des initiatives
importantes de recours juridiques .

Maître Philippe Krikorian, avocat marseillais qui avait inspiré le
texte de loi soumis à l’Assemblée nationale par la députée UMP Valérie
Boyer, a saisi le Conseil d’Etat.

Il agit ainsi, à la suite des réactions de deux candidats à la
Présidentielle ( Nicolas Sarkozy et François Hollande ) qui ont
déclaré qu’un nouveau texte serait élaboré s’ils étaient élus.

Mais, Maître Krikorian pense que ces promesses sont illusoires et
resteront sans lendemain , étant persuadé que quel que soit le nouveau
Président de la République, la décision du Conseil constutionnel ne
pourra pas être remise en question .

C’est dans cette optique que dans un mémoire daté du 16 mars 2012,
l’avocat marseillais introduit devant le Conseil d’Etat de nouveaux
éléments apportés par la censure du Conseil constitutionnel .

En effet , depuis 2011, Maître Krikorian se bat devant le Conseil
d’Etat contre une décision du gouvernement qu’il considère comme un
refus de retranscrire en droit français une décision de l’Europe de
2008 « sur la lutte contre certaines formes et manifestations de
racisme et de xénophobie au moyen du droit pénal ».

L’objectif de l’avocat est d’utliser le mémoire pour obliger le
Conseil d’Etat à saisir la Cour de Justice de l’Union européenne afin
que soit corrigée la décision initiale de l’Europe « Actuellement, les
victimes de négationnisme ne peuvent saisir la justice que si les
auteurs du génocide ont été condamnés par une juridiction nationale ou
internationale » ce qui exclut pour certains juristes le génocide
arménien qui n’a pas été condamné par une juridiction comme l’a été la
shoah au procès de Nuremberg.

Cet obstacle étant levé, la France serait obligée d’adopter une loi
pénalisant le négationnisme du génocide arménien, du fait de la
suprématie du droit européen sur le droit national.

Par ailleurs, une saisine de la Cour européenne des Droits de l’Homme
est en préparation.

Maître Krikorian, se basant sur le fait que « La Cour de Strasbourg a
jugé en 1998 que la contestation de faits incontestables de l’Histoire
ne relève pas de la liberté d’expression, mais de son abus, une loi
comme la loi Boyer-Krikorian doit en conséquence être appréciée comme
parfaitement compatible avec les stipulations de la Cour européenne
des Droits de l’Homme » .
Il affirme ainsi que « du fait de son organe judirectionnel, la France
a violé le droit de l’Union européenne »

Les arguments des uns et des autres vont maintenant s’affronter et il
est probable qu’il faudra un temps assez long pour qu’enfin la
solution puisse être acceptée unanimement.

Rai says Turkey model for Arab Spring governments

BEIRUT: Maronite Patriarch Beshara Rai praised Turkey’s secularism
Sunday, describing it as an example worthy of emulation by governments
emerging out of the Arab Spring.

During his sermon on the occasion of Palm Sunday, Rai said: `Turkey
can present a model for the desired Arab Spring.’

`The Turkish Muslim … state, with a population of 79 million,
separates religion and state completely, respects all religions,
practices religious freedom and follows a democratic system,’ he said.

Rai, who arrived in Beirut Sunday following a three-day official visit
to Istanbul, added that Turkey is concerned with dialogue between
cultures and religions and appreciates the Christian presence in its
country and in the Middle East as an element of peace and stability.

Rai has said that violence and bloodshed were turning the `Arab
Spring’ into an Arab `winter,’ threatening Christians and Muslims
alike across the Middle East. He has also said that Christians feared
the turmoil was helping extremist Muslim groups.

During his visit, Rai said he met with several officials including
President Abdullah Gul, Prime Minister Recep Tayyip Erdogan and
Foreign Affairs Minister Ahmet Davutoglu and and discussed with them
various issues related to the presence of Christians in the region.

`We discussed Muslim-Christian dialogue on societal and cultural
levels in Middle Eastern countries for the sake of unity, justice and
peace,’ he said.

They also discussed the presence of Maronites in Turkey and their
property, the situation of Maronites in Cyprus who migrated from their
four villages in the Northern Turkish sector during the 1974 Turkish
invasion and the guarantee of their return to invest in their lands.

The patriarch delved even further back in history in discussing with
Turkish officials the fate of Armenians in the waning days of the
Ottoman Empire. `We discussed the massacres carried out against
Armenians at the hands of the Ottomans in 1914 and 1915 during the
First World War,’ Rai said.

Armenians say up to 1.5 million of their ancestors were killed in 1915
and 1916 by the forces of Turkey’s former Ottoman Empire.

Turkey disputes the figure, saying that 500,000 died in a bloody war,
and denies this was genocide.

ARMENIAN TABLE TENNIS TEAM WINS MACEDONIA 3-0

After a victory over Morocco and a defeat by Guatemala at the World
Team Table Tennis Championship being held in Dortmund, Germany,
the Armenian table tennis team yesterday beat Macedonia 3-0.

After this win, the Armenian sportsmen will compete with the Peruvian
team for the 81st-82nd places.

The Armenian women’s team lost 3-2 to Guatemala yesterday after
celebrating a victory over Sri Lanka. In the final round, the team
will play with Latvia for the 63rd-64th positions.

Arman Yeremian (80 kg), champion d’Europe 2008 de taekwondo affirme
qu’il se rendra aux Jeux Olympiques de Londres pour ramener une
medaille a l’Armenie. Selon A. Yeremian, les 16 qualifies de son groupe
pour les J.O. de Londres se connaissent et ils sont tous sensiblement
de meme niveau et peuvent tous pretendre a la victoire.

Arman Yeremian s’entraînera debut avril en compagnie de son entraineur
Arman Sahakian a Vladikavkaz (Russie). Puis il s’envolera pour
Manchester où se tiennent du 1er au 6 mai les Championnats d’Europe.

Mais au-dela de ces competitions europeennes, l’Armenien vise la
medaille olympique. D’autant que le double champion olympique des 80
kg, l’Americain Steven Lopez serait en meforme…

Nicolas Sarkozy comme Francois Hollande entendent faire voter
rapidement une loi reprimant la negation du genocide armenien pour
remplacer le texte censure fin fevrier par le Conseil constitutionnel,
en cas de victoire a l’election presidentielle. Le president candidat
et son rival socialiste prennent des engagements en ce sens dans des
interviews accordees a Nouvelles d’Armenie magazine. Nicolas Sarkozy
declare que la censure de la loi votee en janvier a ete “un coup rude,
car je me suis personnellement engage en faveur de la penalisation de
la negation du genocide armenien”. “C’est surtout l’immense deception
et la tristesse des Francais d’origine armenienne que j’ai ressentie,
a la mesure de la joie avec laquelle avait ete accueillie l’adoption
de la loi par le Parlement”, ajoute-t-il.

PROPERTIES IN ORTAKOY RETURNED TO ARMENIAN ASSOCIATION

An Armenian association has reclaimed two real properties belonging
to the association after almost 50 years.

The Ortakoy Surp Asdvadzadzin Church Association, an Armenian
association, filed a lawsuit demanding to retake possession of two
real properties that belonged to the association yet had been seized
by the General Directorate of Foundations due to the 36 Declaration,
a 1936 decision that led to the confiscation of properties from
non-Muslim minorities. However, the association recently won a case
enabling the association to reclaim the real properties.

The president of the association, Ýskender Þahingoz, said the
properties that have been regained are of utmost significance because
the association has been planning to use them for its projects.

Speaking to the Agos weekly, Þahingoz said: “These real properties
are specifically important because one of them is on the same street
with the Surp Asdvadzadzin Patriarchal Church [in Ýstanbul’s Ortakoy
district]. The other one is two blocks away from the church. They
are in strategic locations, yet we have not been able to use them
until today. Now, we are planning to use them for our association’s
projects, which will benefit our society.”

Once the association’s construction projects are approved by the
Ýstanbul Metropolitan Municipality, construction work on buildings,
which will be used for the association’s activities, will be launched
on the two real properties, with one covering an area of 568 square
meters and the other 412 square meters.

Þahingoz said there are other immovable assets they want to regain.

“Again in Ortakoy, there was an Armenian cemetery that was seized by
the TSK [Turkish Armed Forces] and then turned into a military base.

We have documents that prove that land used by the TSK was once an
Armenian cemetery,” said the president and added that he will do
everything necessary to reclaim the cemetery as well.

There are thousands of pieces of real estate in Turkey whose rightful
owners are religious minority associations.

A new government edict, a decree that has the power of law, allows
minorities to register confiscated property with land registry
directorates within 12 months. In addition to buildings, other
edifices, such as fountains or cemeteries, will be returned to
religious foundations.
